Does Accenture Sponsor H-1B Visas? H-1B, OPT and Green Card After the October 2026 PERM Suspension
Accenture still files H-1B petitions and was not named in the October 2026 PERM suspension, but being left off a list is not the same as being cleared.

Part of our guide to PERM labor certification.
Yes, Accenture sponsors H-1B visas, and as of October 2026 no announced federal action bars it from doing so. If you are asking "does Accenture sponsor H1B" because the Department of Labor froze green card filings for eight employers, Accenture is not one of them. The PERM suspension announced on 2026-10-08 names only Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL and Capgemini, and it covers PERM labor certification only. H-1B petitions and status are untouched by it, even at those eight firms. Disclosure: F1Jobs sells a job-search service to international candidates, so we have a stake; the analysis below stands either way.
That answer is true but incomplete. Accenture competes with several of the suspended firms, and "not on the list" is not a guarantee.
Does Accenture sponsor H-1B? Status as of October 2026
| Rule or action | Status (October 2026) | What it means for an Accenture candidate |
|---|---|---|
| DOL PERM suspension of 8 named employers (announced 2026-10-08) | In effect, no written DOL notice, no end date | Accenture is not named. Its PERM filings are not affected by this action. |
| EO 14431, layoffs as an H-1B factor (signed 2026-09-18) | In effect as a directive | Agencies "take into account" a sponsor's layoffs. "Layoffs" is undefined. No automatic denial. |
| $100,000 H-1B fee (Proclamation 11069, extended to 2027-09-21) | Proclamation in effect on paper, fee blocked by two courts | Not being collected. USCIS says it would collect it if the orders are lifted. |
| $103,265 cap-subject H-1B fee | Proposed, comments closed 2026-09-24, no final rule | Would hit cap-subject petitions, including F-1 change of status, if finalized. |
| Wage-weighted H-1B selection | In effect, used for FY2027 | Higher wage levels get more weight in the lottery. |
| BCM 2603-02, STEM OPT employer fraud (2026-03-23) | In effect as SEVP guidance | IT staffing and consulting worksites are under scrutiny. |
| Worker 60-day grace period elimination | Proposed, comments close 2026-11-10 | Today's 60-day H-1B grace period still applies. |
Is Accenture on the PERM suspension list?
No, and nobody outside government knows why not. DOL stated no legal basis and no end date, and no written DOL notice has been found on its FLAG portal. TechCrunch's report of the announcement is the primary public account. Any article that tells you why Accenture was spared is guessing.
What can be said:
- Practitioners believe the basis is employer-specific [reported]. Immigration law firms point to 20 CFR 656.31(b), which allows DOL to suspend an employer's PERM processing for up to 180 days during a fraud investigation. If that reading is right, the list reflects investigations into particular companies, not a judgement about IT consulting as an industry.
- The list mixes business models. Two product companies (Microsoft, Adobe) sit alongside IT services firms, so "consulting firm" alone did not put a company on it.
- Absence is not clearance. With no written notice and no stated criteria, nothing published guarantees the list stays at eight. No action against Accenture has been announced, and that is all the facts support.
If you want the impact on workers at the eight named firms, our explainer on the DOL PERM suspension and what it does to H-1B holders at Microsoft, TCS and Infosys walks through it, and our decision table for offers from a PERM-suspended employer helps if you are comparing Accenture with one of them.
How Accenture compares with the firms that were named
Accenture is usually grouped with Capgemini, Cognizant and the Indian IT majors. On today's record, the difference is one action aimed at one stage of the green card process.
| Question | Accenture | The 8 named employers |
|---|---|---|
| Can it file new H-1B petitions? | Yes | Yes. The suspension does not touch H-1B. |
| Can it file or advance PERM (green card step one)? | Yes, no announced restriction | No new filings accepted, pending cases not processed |
| Does EO 14431 apply? | Yes, to every H-1B sponsor | Yes, to every H-1B sponsor |
| Does BCM 2603-02 scrutiny apply to STEM OPT hires? | Yes, as with any consulting employer | Yes |
The firm-specific risk at the named employers is a green card risk, mainly for people who need a PERM or I-140 filed at least 365 days earlier to extend H-1B beyond six years under AC21 section 106(a). For an F-1 student weighing a first offer, the H-1B question is the same at Accenture as at Capgemini; the green card timeline is where they diverge. For a side-by-side view of the Indian IT majors specifically, see our TCS, Infosys and Cognizant H-1B sponsorship guide.
Accenture H-1B sponsorship: how it works in practice
Accenture appears year after year among H-1B petitioners in public government data. You can see its filings yourself in the USCIS H-1B Employer Data Hub. The Data Hub currently covers FY2009 through FY2026 Q3 only, so any "FY2026 full year" ranking you see online is not built on complete official data. Our Data Hub walkthrough shows how to search by employer name and read the approval and denial columns.
A few things shape whether Accenture sponsors you:
- The legal entity matters. Accenture's commercial consulting business and Accenture Federal Services are separate employers, and many federal roles require US citizenship or a security clearance that F-1 and H-1B holders generally cannot obtain. Search the exact entity on your offer letter.
- Sponsorship is decided per role. A posting that says "no sponsorship" means exactly that for that requisition.
- Cap-subject means the lottery. Unless you already hold cap-counted H-1B status, Accenture would register you in the annual cap lottery like any private employer. FY2028 registration dates have not been announced. Under the wage-weighted selection rule in effect since 2026-02-27, a Level IV wage gets four entries' weight and Level I gets one. The level your role is filed at changes your odds.
- Client-site work needs a correct LCA. The Labor Condition Application has to cover where you actually work, and a move to a new worksite can require an amended petition. Our guide to how consulting firms sponsor H-1B covers the worksite and amendment mechanics across the sector.
On the policy side, Proclamation 11069 states that the largest IT outsourcers cut their combined H-1B registrations from 24,946 to 2,055 (-92%) between FY2026 and FY2027. The proclamation does not list which firms are in that group, so do not read the figure as an Accenture number.
EO 14431 and layoffs
Executive Order 14431, signed 2026-09-18, tells DOL, DHS and State to take into account whether a sponsor laid off "similarly situated" US workers in the prior year or plans to. It defines neither term, creates no automatic denial and had no implementing guidance as of 2026-10-13. It applies to every H-1B sponsor, Accenture included. If a prospective employer has announced reductions, ask how its immigration team documents the role rather than assuming either a denial or immunity. Our EO 14431 explainer covers the open questions.
Accenture OPT and STEM OPT
If you join Accenture straight from a US degree, you would typically start on OPT. The rules come from your F-1 status, not from Accenture:
- Post-completion OPT allows 90 days of unemployment in total. Any employer works if the job is directly related to your degree.
- The 24-month STEM OPT extension raises the unemployment allowance to 150 days in aggregate. It requires an E-Verify employer, a signed Form I-983 training plan, and real training and supervision by the employer.
- Client-site placements are where consultants slip. STEM OPT does not ban client-site work, but the I-983 has to describe the actual arrangement and your employer has to keep supervising you. Our STEM OPT client-site placement guide covers what the training plan should show.
In BCM 2603-02, dated 2026-03-23, SEVP described site visits to IT staffing and consulting firms that found unoccupied offices and private residences listed as worksites. Both employers and students risk referral to HSI and the Department of Justice. The broadcast names no employers and nothing in it is specific to Accenture, but keeping your worksite and I-983 accurate is your duty as well as the employer's. Questions about your own STEM OPT reporting go to your DSO, and you can read the official requirements on Study in the States.
Accenture green card: what being off the list changes
For an Accenture employee or candidate, being off the list keeps the standard employment-based route open:
- Prevailing wage determination. FLAG showed PWD requests from June 2026 being processed as of 2026-09-30.
- PERM labor certification. The employer tests the US labor market and files with DOL. DOL's FLAG processing times page showed PERM analyst review on December 2025 filings, about 336 days on average, as of 2026-10-05.
- Form I-140. After certification, the employer files the immigrant petition, usually EB-2 or EB-3.
- Waiting for your priority date. For many Indian and Chinese nationals this wait dwarfs the paperwork. Check the current Visa Bulletin on travel.state.gov. When we checked on 2026-10-14, the November 2026 bulletin had not been published, so any November cutoff you see is a forecast.
- Extending H-1B beyond six years. A PERM or I-140 filed 365+ days earlier supports one-year extensions; an approved I-140 supports three-year extensions. This is the step the suspension endangers at the eight named firms.
When Accenture starts PERM for your role is unpublished internal policy, so ask before you sign.
What changed, as of October 2026:
| Topic | Earlier | Now (as of October 2026) | What to do differently |
|---|---|---|---|
| PERM at large employers | No announced multi-employer suspension (before 2026-10-08) | 8 named employers cannot; Accenture can | Ask every sponsor when it files PERM for your role, not just whether it sponsors H-1B |
| Layoffs and H-1B | No general layoff factor (before 2026-09-18) | EO 14431 says agencies "take into account" layoffs | Ask how the firm documents the role if it has had reductions |
| Consulting STEM OPT worksites | General compliance duty (before 2026-03-23) | BCM 2603-02 describes active SEVP/HSI site visits | Keep your I-983 accurate to where and how you actually work |
How to verify Accenture sponsorship for your specific role
- Read the posting's work authorization line and save a copy.
- Ask the recruiter in writing whether the role is open to candidates who will need H-1B sponsorship, and when the firm typically starts PERM.
- Identify the hiring entity on the offer and search that exact name in the USCIS Data Hub.
- Search public LCA disclosure data on DOL's foreign labor certification pages for the job title and work location.
- Confirm E-Verify enrollment if you need STEM OPT.
- Take open questions about your own case to your DSO for OPT and SEVIS issues, or to a licensed immigration attorney for H-1B and green card strategy.
Common mistakes
- Reading "not on the list" as "safe." No criteria were published, so the list says nothing about firms that are not on it.
- Thinking the suspended firms stopped H-1B sponsorship. The action is PERM only; H-1B petitions and status there are untouched by it.
- Quoting a full-year FY2026 ranking. The Data Hub stops at FY2026 Q3.
- Assuming EO 14431 means automatic denials. It does not. It is a directive with undefined terms and no guidance yet.
- Letting a client-site arrangement drift away from your I-983. Under BCM 2603-02 scrutiny, an inaccurate training plan is your problem too.
- Treating the $100,000 fee as collected, or as lapsed. Proclamation 11069 extended the restriction to 2027-09-21, and two court orders block the fee.
Frequently asked questions
Does Accenture sponsor H-1B visas in 2026?
Yes, Accenture has a long record as an H-1B petitioner in public USCIS and DOL data, and nothing announced in 2026 bars it from filing. Sponsorship is decided role by role, though, so a specific posting may still say no sponsorship. Check the posting, ask the recruiter in writing, and confirm the legal entity in the USCIS H-1B Employer Data Hub.
Is Accenture on the DOL PERM suspension list?
No. The suspension DOL announced on October 8, 2026 names only Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL and Capgemini. DOL gave no public reason for choosing those eight and no end date, so the absence of Accenture means no action has been announced against it, not that it has been reviewed and cleared.
Can I join Accenture on OPT or STEM OPT?
You can work for any employer on post-completion OPT if the job is directly related to your degree. STEM OPT adds requirements, including E-Verify enrollment, a Form I-983 training plan and real supervision by the employer even when you sit at a client site. Your DSO is the right person to confirm your specific STEM OPT reporting.
Will Accenture sponsor my green card?
Accenture can still file PERM labor certifications because it is not one of the eight suspended employers. Whether it files for you depends on internal policy, your role, your level and timing, and none of that is published. Ask how and when the firm starts PERM for people in your role, and get the answer in writing if you can.
