A Job Application Asks for Your SSN and You Don't Have One Yet: What OPT and H-1B Candidates Should Do

The SSN box will not let you submit and your EAD start date is weeks away, but a guessed number is the one move that can hurt you, so here is what to enter and say.

Facing a job application asking for an SSN you do not have yet? Leave the field blank or choose the form's "I don't have one" option ("applied for" once you have applied at the Social Security Administration, SSA), and never type a made-up number. As of November 1, 2026, no federal rule we found makes a Social Security number a condition of applying. Form I-9 treats the SSN as voluntary unless the employer uses E-Verify, and USCIS says new hires "may work while awaiting their Social Security number." On OPT, you can apply for the number at SSA on or after your EAD start date, not before.

Status, as of 2026-11-01. In effect: the current Form I-765 (08/21/25 edition) asks only for an SSN you already have and offers no way to request one; OPT students apply at SSA instead. In effect to 2026-12-11: E-Verify's authority is carried by the stopgap funding law (P.L. 119-103) and lapses with it unless Congress passes funding by that date. Reported, not confirmed: automatic SSN issuance through immigration filings was reportedly paused around March 2025; we could not confirm this on an SSA or USCIS page.

Job application asking for SSN: the short answer

When an application asks for an SSN you do not have yet, do not invent one. Leave the field blank, pick a "no SSN" option, or add a note such as "F-1 OPT, SSN to be issued after my EAD start date." Employers may ask, but federal I-9 rules let you start work while the number is pending, as long as your EAD is valid.

If an earlier on-campus job or CPT already got you an SSN, enter that number. For the SSA visit itself, see our guide to when to apply for an SSN on OPT; for the wider new-arrival picture, the SSN and driver license guide for international students.

Why do job applications ask for an SSN?

For three later steps: matching records in a background check, payroll and tax reporting, and E-Verify after hire. None needs the number while someone is only reading your resume.

The SSN box often sits next to the visa questions: in a single-vendor Match.dev analysis of 2,718 US engineering roles (forms read 2026-10-13), 90.7% of application forms asked about visa sponsorship (Match.dev data). A missing SSN does not change those answers; our guide to answering "are you legally authorized to work?" covers them.

Should I enter 000-00-0000?

Common misconception: "If the form won't submit, type all zeros. Everyone does."

Correction: All zeros is a real convention, but it belongs to payroll. IRS Publication 15 (2026) tells employers that when an employee has applied for an SSN but does not have one when Form W-2 is due, they enter "Applied For" on a paper W-2 and all zeros on an electronic one. It is a placeholder, not a number.

If the form forces nine digits with no instruction, stop before you submit and ask the recruiter or the careers help contact how candidates without an SSN should apply. Enter zeros only if the employer tells you to, and say so in any free-text box. Never use zeros on a background-check authorization or Form I-9, and never enter a guessed number, a family member's number or your ITIN. Publication 15 says: "Don't accept an ITIN in place of an SSN for employee identification or for work."

Scripts for the field, the recruiter and onboarding

Short, factual and dated works best.

In a free-text or "additional information" box:

No SSN yet. F-1 OPT, EAD valid from 11/16/2026. I will apply at SSA on that date and provide the number at onboarding.

Still pending? "No SSN yet. F-1 OPT pending with USCIS; I will apply for an SSN on my EAD start date."

Email to the recruiter (OPT version):

Subject: SSN on my application, [Your name], [Job ID]

Hi [Name], one note so nothing stalls: I am on F-1 OPT, and my EAD is valid from [date]. I cannot apply for a Social Security number before that date, so I left the SSN field blank. I will apply that day and send HR the number when the card arrives; Form I-9 lets new hires work while awaiting it. Does your background-check vendor have a process for candidates without an SSN?

Incoming H-1B version (still abroad): "My H-1B petition was approved for consular processing. I will apply for an SSN after I am admitted in H-1B status and can give passport details for the background check through your secure portal."

At onboarding: "I applied for my SSN on [date] and will enter it in Section 1 as soon as the card comes; USCIS's employer handbook says new hires may work while awaiting the number."

Can an employer require an SSN before hiring?

An employer can ask for an SSN, but federal rules, as of November 2026, do not make the number a condition of starting work. The limits come from three places.

If an employer says it will withdraw an offer only because your number has not been issued yet, that is a question for the DOJ's Immigrant and Employee Rights Section, which "enforces the anti-discrimination provision" of the Immigration and Nationality Act. Its worker hotline is 1-800-255-7688. Whether a specific refusal is unlawful depends on the facts; use the call to learn the rule, not as a threat.

Can I start my OPT job without an SSN?

Yes, once your EAD start date has arrived and the card is in your hand. The SSN is a payroll identifier; the EAD is your work authorization, and nobody can start before its Valid From date. Georgetown Law's international office adds that SSA gives you a receipt that "may be used to begin work while the application is pending."

The SSN also plays no part in your OPT unemployment count: 90 days on post-completion OPT, 150 in total with STEM OPT, counting each day "without employer information" in SEVIS (Study in the States). Reporting your employer is what stops days from counting.

If you start after 2026-12-11, note the funding date above. In the October 2025 lapse, E-Verify went offline on 2025-10-01 and was back within about a week, with a 2025-10-14 deadline to create cases for people hired meanwhile, according to the law firm Miller Mayer. An outage delays the case, not your first day.

How does a background check work without an SSN?

The screening company needs your consent and can match records without an SSN. The FTC's page on employer background checks and your rights says, "Employers must get your written permission before running a background check with a background reporting company."

Screening companies often use an SSN to find your past US addresses, which tells them where to search. Without one, they rely on what you give them: full address history, schools and dates, with your name exactly as on your passport. A credit check may come back thin if you have no US credit history; ask whether it applies to the role.

If the employer plans to reject you because of the report, the FTC says it must first "give you a copy of the report and a 'Summary of Rights.'" Read it: without an SSN, a similar name's record is easier to misattach. If your degree, jobs or addresses are outside the US, our explainer on background checks that cover two countries shows what slows those down.

Is it safe to give my SSN on a job application?

It is normal in the company's own portal or a named screening company's secure site, after a real interview or conditional offer, with a written background-check authorization. Elsewhere it is risky, and an OPT unemployment clock makes urgency easy for scammers to fake.

Red-flag checklist. Stop if any of these is true:

To screen the employer itself, see our guide to spotting fake and exploitative H-1B sponsors. If you already sent your number to someone you now doubt, report it at the FTC's IdentityTheft.gov. If a fake employer was reported as your OPT employer, talk to your DSO the same day.

What to do, from application to first paycheck

  1. Check the Valid From date on your EAD (Form I-766); while OPT is still pending, it gives you no basis to apply for an SSN.
  2. Leave the SSN field blank in the employer's application portal, or pick its no-SSN option, and add a dated note.
  3. Email the recruiter with the script above when a background check or onboarding step appears.
  4. Complete the background-check authorization in the vendor's secure portal, with full address and education history.
  5. Apply at SSA on or after your EAD start date with your EAD, passport, most recent I-94 and I-20 (plus the online-application printout, if any); keep the receipt.
  6. Sign Form I-9 Section 1 no later than your first day, SSN blank if it has not arrived, and present your EAD for Section 2.
  7. Enter the number in Section 1 when the card arrives and give it to payroll; an E-Verify employer creates your case then.
  8. Review your first pay stubs. OPT pay is generally exempt from Social Security and Medicare tax while you are a nonresident for tax purposes, so take withholding questions to a tax professional who handles nonresident returns.

Frequently asked questions

Should I enter 000-00-0000 if I don't have an SSN?

Only if the form or the employer tells you to. All zeros is the placeholder the IRS tells employers to use on an electronically filed Form W-2 when a worker has applied for an SSN but does not have one yet, so it is a placeholder and not a number. Otherwise leave the field blank or pick the form's no-SSN option, ask the recruiter if the form will not submit, and never type a made-up number, a relative's number or your ITIN.

Can an employer require an SSN before hiring?

An employer can ask for it, but as of November 2026 the federal hiring rules let you start without one. USCIS's Form I-9 handbook says new hires who meet the other I-9 requirements may work while awaiting their Social Security number, and an employer may not create an E-Verify case before you accept an offer and complete Form I-9. If an offer is withdrawn only because your number has not been issued, the DOJ's Immigrant and Employee Rights Section takes worker calls at 1-800-255-7688.

Can I start my OPT job without an SSN?

Yes, once your EAD start date has arrived and you have the card. You present the EAD for Form I-9, leave the SSN blank in Section 1 and enter it when it is issued. An E-Verify employer waits to create your case until then and, if the case is late, records the reason Awaiting Social Security Number. You cannot start before the Valid From date on the EAD, with or without an SSN.

How does a background check work without an SSN?

The screening company still needs your written permission, and it can match records on your name, date of birth and the address and education history you give it. Use the vendor's no-SSN option if it has one and tell the recruiter in writing. If the employer plans to reject you because of the report, it must first give you a copy and a Summary of Rights, according to the FTC.

Is it safe to give my SSN on a job application?

It is normal to give it through a company's own application portal or a named screening company after an interview or offer, with a written background-check authorization. It is a red flag if someone asks for it before any interview, by text or a personal email account, or together with a fee or a check to deposit. The FTC says honest employers will never ask you to pay to get a job.

How we checked this: on 2026-11-01 we read the USCIS, E-Verify, DOJ, IRS, FTC and Study in the States pages above, the Form I-765 PDF and the Match.dev data, and checked every policy statement against our dated facts brief. SSA's own site did not load for us, so the SSA timing points rest on university guidance and that brief; confirm them with SSA.

This is general information, not legal or tax advice; your own EAD, I-20, I-94 and notices govern, so take status questions to your DSO (F-1, OPT, SEVIS) or a licensed immigration attorney (H-1B and H-4), and tax questions to a tax professional.

A blank SSN field is a small, fixable thing; a wrong number is not. If you are on OPT or STEM OPT and want help running a focused search for employers that sponsor H-1B, F1Jobs works with international candidates at every stage, including this one.
