You found a postdoc or staff scientist posting at Argonne, Brookhaven, SLAC or Los Alamos, read down to the eligibility line, and could not work out whether "US citizenship required" applies to that one requisition or to the entire institution. Nobody on the hiring page will tell you, and the real answer lives scattered across a DOE order, a statute, and half a dozen laboratory site-access pages.

Two questions, answered here. Your degree qualifies for the full 36-month OPT runway, and you should verify that from the CIP code on your I-20 rather than the name of your programme. And the DOE national labs are not one institution: the National Nuclear Security Administration weapons labs are effectively closed to non-citizens for most posted roles, while the Office of Science labs host foreign national researchers as routine business under a formal access programme.

The industry side is less bleak than the PhysicsForums thread you read. Semiconductors, photonics, quantum hardware, medical imaging and scientific instrumentation all sponsor physics PhDs, because the specific skill is scarce enough to be worth the paperwork.

Your degree is on the STEM list. Check the CIP code, not the title.

Start here because it is the most reassuring fact available and it is verifiable in about ninety seconds.

The controlling document is the DHS STEM Designated Degree Program List, last updated July 22, 2024. That is still the current published file — the 2025 and 2026 filenames both return a 404 as of this writing.

The structural fact most guides miss: the list designates four primary CIP series at the two-digit level — Engineering (14), Biological and Biomedical Sciences (26), Mathematics and Statistics (27), and Physical Sciences (40) — and states that any new additions to those areas are automatically included. Physics lives inside series 40. Engineering physics lives inside series 14. Both series are in wholesale.

Astronomy and astrophysics are on the same list at 40.0200, 40.0201 Astronomy, 40.0202 Astrophysics, 40.0203 Planetary Astronomy and Science, and 40.0299.

Now the trap that catches applied physics students. Applied physics and engineering physics are usually coded 14.1200 Engineering Physics or 14.1201 Engineering Physics/Applied Physics — a different two-digit series entirely. Both are on the list, so the outcome is the same, but the number is not the one you would guess from the department name. Some institutions code an applied physics programme under 40; others code it under 14; a few code an interdisciplinary programme somewhere else again.

The controlling number is the one printed on your Form I-20, not the one on the department website and not the one a labmate told you. If the code on your I-20 does not match what you expected, your DSO is the only person who can look at the record and correct it. The 36-month runway, and the clock that actually binds

Twelve months of post-completion OPT plus the 24-month STEM OPT extension gives you 36 months of work authorisation after you defend. That is two, sometimes three, H-1B lottery cycles.

The extension has conditions that shape your target list before you apply anywhere. Your employer must be enrolled in and using E-Verify, and must sign a Form I-983 training plan with you. A lot of small instrumentation shops and early-stage hardware startups are not on E-Verify, which is worth asking about at first-round stage rather than at offer stage.

The binding constraint is not the 36 months. It is the unemployment count. You may not accrue more than 90 days of unemployment during post-completion OPT, and no more than 150 days aggregate across the entire OPT period including the STEM extension. Those days are cumulative and they do not reset when the extension starts.

That number is harsher for physics than for software. There are fewer openings, matching is tighter, hiring committees for research roles move on academic timescales, and a condensed matter experimentalist cannot pivot into an adjacent posting in a week the way a backend engineer can. A single failed search cycle can eat 90 days.

The practical instruction that follows: start applying in the penultimate year of the PhD, not after the defence. Treat the last year of the thesis as a parallel job search, and treat every month you are not applying as unemployment days you are spending in advance.

The DOE national labs are not one institution

This is the section you came for. Once you can classify a laboratory, any posting you encounter becomes readable.

NNSA weapons laboratories and production sites

Los Alamos, Sandia and Lawrence Livermore, plus the associated production facilities, sit under the National Nuclear Security Administration. Most technical positions there are tied to a DOE security clearance, and clearance requires US citizenship except in very narrow circumstances.

The accurate statement is "most posted roles are clearance-gated," not "foreign nationals cannot work there." These labs do not categorically prohibit foreign national employment; they subject it to an access programme. Sandia's own security guidance states that all uncleared foreign nationals, including lawful permanent residents, must obtain approval through an approved Foreign National Request Security Plan before accessing Sandia sites or unclassified DOE and Sandia information. Sandia puts the processing window at 5 to 60 days, driven primarily by the citizenship of the foreign national and the nature of the access requested, and requires 30 days' advance submission for Kirtland Air Force Base access specifically.

Read that LPR line twice if you are a green-card holder. Several labs sweep permanent residents into the same access programme as any other foreign national, and it surprises people who assumed the green card ended the conversation. Office of Science laboratories

The Office of Science is the steward of 10 of the 17 DOE laboratories: Ames, Argonne, Brookhaven, Fermilab, Lawrence Berkeley, Oak Ridge, Pacific Northwest, Princeton Plasma Physics, SLAC and Thomas Jefferson. NREL is a DOE national laboratory but is stewarded by a different programme office, so do not assume it follows Office of Science practice.

These labs run large international user facilities and host foreign national researchers as a matter of routine. Access runs through DOE Order 142.3B, the Unclassified Foreign National Access Program: a named laboratory host, a submitted access request, CV review, subject-matter-expert approval, and indices checks.

Fermilab publishes a clean worked example. Its Foreign National Access Program office manages all non-US-citizen access to the site, its information and its equipment, covering researchers, users, affiliates, business visitors and contractors who need computing privileges, a site badge or event access. Requests go through the lab's service portal. A host is assigned and carries real responsibility — annual training, acknowledging the security plan, escorting business visitors in non-public areas, reporting changes. The office also drafts the visa invitation letters (B-1 and J-1) that a foreign researcher needs. Lead times vary by country affiliation, and citizens of state-sponsor-of-terrorism countries, sensitive countries or countries of risk may need up to 60 days for indices checks coordinated through DOE.

The practical lesson is that the host is the bottleneck and the host is a person. A lab access request without a committed internal sponsor does not move. That is an argument for working the collaboration network from your thesis group rather than firing applications into a careers portal.

Countries of risk and the statutory bar

⚠️ This section applies only if you hold citizenship of China, Russia, North Korea or Iran and are not a US citizen or lawful permanent resident. Under 50 U.S.C. 2652, as amended by section 3112 of the Fiscal Year 2025 National Defense Authorization Act (Public Law 118-159, December 23, 2024), the Secretary of Energy and the NNSA Administrator may not admit a citizen or agent of a covered foreign nation to any area not accessible to the general public within a facility that directly supports NNSA's mission at a national security laboratory, a nuclear weapons production facility, or a site supporting naval nuclear propulsion. The statute defines covered foreign nation as the People's Republic of China, the Russian Federation, the Democratic People's Republic of Korea and the Islamic Republic of Iran. The prohibition took effect April 15, 2025. The statute's rule of construction preserves the authority to admit a citizen or lawful permanent resident of the United States, so a green-card holder born in one of those four countries is not covered by the bar. A waiver exists but is narrow: the Secretary, acting through the Administrator, must certify to Congress at least 30 days in advance that admission is in the national security interests of the United States, that no classified or restricted data will be revealed, that other agencies were consulted, and that the background review surfaced no previously unreported military or intelligence affiliation. Los Alamos states the practical effect on its own user access page — previously approved access was revoked, and the provisions do not affect US citizens, including dual citizens, or lawful permanent residents of those four countries. Separately, DOE designates the same four countries as countries of risk for enhanced review under its unclassified access programme. If this applies to you, treat NNSA-site roles as closed, concentrate on industry and on Office of Science collaborations, and confirm the current position with the specific laboratory — this area has changed twice in three years and will change again.

How to read a laboratory job posting

The eligibility line is usually decodable if you know the vocabulary:

One fact that surprises almost everyone: user-facility beamtime access is a completely different and far more open process than staff employment. Getting onto a beamline at a light source as an external user, through a proposal with a lab host, is routine for foreign national researchers and does not imply anything about your ability to be hired as staff. If your goal is a lab affiliation on your CV while you job-hunt, the user route may be available when the staff route is not.

The cap-exempt angle

Universities, their affiliated or related nonprofit entities, nonprofit research organizations and governmental research organizations are exempt from the annual H-1B numerical cap, so they can petition year-round without entering the lottery. Many national laboratories and their operating contractors fall into one of those categories.

That is the strategic reason an Office of Science laboratory position can be worth more than a comparable industry offer at higher pay: it takes the lottery out of your timeline entirely. Where the sponsoring industry jobs actually are

Your problem is often not that the jobs do not exist. It is that you do not know what to type into a search box, because no posting is titled "condensed matter physicist."

Two cautions before you build a target list from that table.

Do not trust lifetime H-1B totals for any company. Check each employer against the USCIS H-1B Employer Data Hub for the most recent fiscal year. Lifetime figures overstate current willingness badly for large names that have since cut sponsorship.

Quantitative finance is not a general escape hatch. Sponsorship at trading firms is real, but it is concentrated in a small number of extremely selective shops, and treating it as a fallback for a search that is not going well is how people burn their last 60 unemployment days.

On aerospace: the ITAR compliance line is the thing to read, and it is narrower than most applicants think. ITAR restricts access to specific controlled technical data, not employment generally, and a US person under 22 CFR 120.62 includes lawful permanent residents and protected individuals rather than citizens only. Translating a physics CV into a posting an employer recognises

Short section, high leverage. Most physics CVs describe the physics question. Industry hiring managers are screening for the instrument, the technique and the scale.

Write "designed and built a closed-cycle cryostat sample stage operating at 4 K with sub-micron positioning" rather than "studied quantum transport in a novel material." The second sentence is why you did it. The first is what you can be hired for.

When to stop waiting on the lottery

Three alternatives, none of them automatic.

Cap-exempt employment is the most concrete. A university, an affiliated nonprofit, a nonprofit research organization or a governmental research organization can file for you year-round. That includes most postdoc positions and many laboratory roles. It costs you salary and it delays the start of an employment-based green card priority date, which is a real cost if your country of chargeability has a long queue. It makes most sense when you need to stay in status while you build a record, and least sense when you already have industry offers in hand. O-1A is an employer-filed or agent-filed nonimmigrant classification for individuals with extraordinary ability. Physics PhDs frequently have the raw material — publications, citations, invited talks, journal refereeing, sometimes patents or coverage of a collaboration result. Frequently is not automatically. EB-2 NIW is a self-petitioned green card path that does not require an employer at all. Same caveat, more strongly: the evidentiary bar is real and self-assessment against a criteria list is the single most common place a physics PhD over- or under-estimates their own record.

Whether your evidence actually supports either is an immigration attorney's evaluation of your specific file, not something to conclude from an article or from a colleague's outcome. And it is worth having that conversation early, in the penultimate year, because both paths reward assembling evidence deliberately rather than retrofitting it after a failed lottery.

Two people own the pieces of this. Your DSO owns the SEVIS record, the I-20, the CIP code and your OPT reporting.
