Salesforce Developer and Admin Jobs With H-1B Sponsorship: Partners, End Users and the OPT Path
A Salesforce certification will not get you sponsored on its own; your duties, your degree and the kind of employer decide it, and DOL's public LCA files show who actually files.

Salesforce developer H-1B sponsorship comes from three kinds of employers: consulting partners that build Salesforce for clients, end-user companies that run the platform in-house, and staffing vendors that place you on a client's team. Each can also hire F-1 students on OPT. As of November 1, 2026, developer and architect roles fit the H-1B "specialty occupation" test most easily; administrator roles qualify only when the duties genuinely require a degree in a specific field. Certifications help you get hired but do not stand in for that degree. Wage-weighted H-1B selection has been in effect since February 27, 2026, so the wage level on your registration changes your lottery odds.
Status as of 2026-11-01
- In effect: wage-weighted selection (since 2026-02-27); the 9-11 fee (Pub. L. 114-113) of $4,000 per H-1B petition, extensions included, for covered "50/50" employers (50 or more US employees, more than half on H-1B or L-1), postmarked 2026-09-09 through 2027-09-30 (PA-2026-16 defines covered employers; the G-1055 fee schedule lists amounts); OPT unemployment limits of 90 days, or 150 in total on STEM OPT.
- Not announced: FY2028 H-1B registration. USCIS must give at least 30 days' notice, and its registration page still shows FY2027 (March 4-19, $215).
- Proposed only: DOL's prevailing-wage rule (RIN 1205-AC30), and DHS's OPT fee rule, under which the school, not the student, would be the legal payer and could pass the cost on. OPT-fee comments close 2026-11-09; after that date it remains a proposal unless a final rule is published.
- Blocked: collection of the $100,000 H-1B payment. Proclamation 11069 stands on paper to 2027-09-21, but courts vacated the agency policies that implement it; appeals are pending. A change of status granted inside the US was never covered.
Salesforce developer H-1B sponsorship: the short answer
Salesforce developers get H-1B sponsorship because Apex, Lightning Web Components and integration work is software development. Salesforce administrators can be sponsored when the role truly requires a degree in a specific field, such as information systems. Partners, in-house teams and staffing vendors all sponsor; USCIS weighs the duties and the degree requirement, not certifications on their own.
This guide covers roles at partners and Salesforce customers; for jobs at Salesforce Inc. itself, read our guide to Salesforce's own H-1B sponsorship, wage levels and interviews.
For scale, DOL's FY2026 Q3 Selected Statistics (OFLC performance data) count 426,659 Labor Condition Applications received from October 2025 through June 2026 (-8.8% from FY2025, per DOL) and 830,710 positions certified, 29.1% of them under Software Developers. A certified position is not a hire.
Admin vs developer vs architect: which Salesforce titles hold up?
Developer and architect roles hold up best because their duties are plainly technical; admin, analyst and functional-consultant roles depend on what degree the job truly requires. The title matters far less than the duties and the minimum degree in the petition.
Since the H-1B modernization rule took effect on 2025-01-17, 8 CFR 214.2(h)(4)(ii) has said: "A position is not a specialty occupation if attainment of a general degree, without further specialization, is sufficient to qualify for the position." A range of degree fields is allowed only if each is directly related to the duties, which USCIS's H-1B specialty occupations page (updated 09/21/2026) defines as "a logical connection between the required degree, or its equivalent, and the duties of the position." See how the modernization rule rewrote the specialty-occupation test.
Salesforce roles against the specialty-occupation test (our reading, as of 2026-11)
| Salesforce role | Duties that carry the case | Occupation an employer might consider | How it tends to hold up |
|---|---|---|---|
| Developer | Apex, Lightning Web Components, SOQL, integrations, deployment pipelines | Software Developers (SOC 15-1252) | Strongest |
| Technical or solution architect | Data and integration architecture, security model | Computer Systems Analysts (15-1211) or another computer occupation | Strong; senior titles expect experience |
| Administrator, advanced | Data model and sharing design, complex Flow automation, integrations | Computer Systems Analysts (15-1211), for example | Case by case |
| Administrator, basic | User setup, password resets, page layouts, standard reports | Closer to user support (15-1232) | Weak |
| Functional consultant or business analyst | Requirements, process maps, user testing | Depends on the duties | Weak if any business degree will do |
The occupation code is the employer's decision, must match the real duties, and is not a lever for a better wage level.
What makes a Salesforce admin role a stronger H-1B case
- The role genuinely requires named fields, such as information systems or computer science, not "a bachelor's in any field", and the posting says so.
- Most of the work is design and build: data model, sharing and security, Flow automation, and integrations with ERP or data-warehouse systems.
- The employer normally fills the role with graduates in those fields and can show it.
Whether a specific role qualifies is a judgment for the employer's immigration attorney.
Partners vs end users: who sponsors Salesforce roles?
All three employer types sponsor. The type decides whose requirements USCIS weighs, how your lottery wage level is set, and how hard STEM OPT training is to document.
The third-party rule is the one that bites partners. Under 8 CFR 214.2(h)(4)(i)(B)(3), if you are staffed into a position in a client's organizational hierarchy "(and not merely providing services to the third party)", then "it is the requirements of that third party, and not the petitioner, that are most relevant." A partner delivering a project with its own team is a different case.
Partner roles also meet a lottery wrinkle. The weighted-selection final rule says that if the beneficiary "will work in multiple locations", the registrant "must select the lowest corresponding OEWS wage level that the beneficiary's proffered wage will equal or exceed." A salary that meets Level III in a lower-wage metro may meet only Level I in a pricier one, and the registration takes the lower level.
How the employer type changes your visa picture (as of 2026-11)
| Question | Consulting partner | End-user company | Staffing vendor |
|---|---|---|---|
| Whose requirements count for H-1B | The partner's, unless you are staffed into a client's hierarchy | The employer's | Often the end client's |
| Lottery wage level | Lowest level across all intended worksites | One level if there is one worksite | Lowest across placements |
| STEM OPT | Client sites can work if the partner keeps the training, supervision and I-983 | Most straightforward | Hardest; "labor for hire" may fail |
| Check first | LCA filings for Salesforce titles; SECONDARY_ENTITY | Whether it sponsors any IT roles | A named end client and real project |
Do Salesforce consulting partners sponsor H-1B?
Many do, but partner tier says nothing about immigration; sponsorship is decided firm by firm, sometimes role by role, so check the filing record. Ask any partner whether you will sit on its delivery team or a client's, and which worksites the LCA will list.
At large IT services firms, two 2026 facts matter. A CRS Insight dated 2026-10-14 reports that Cognizant, Infosys and Tata, among the top FY2026 lottery entrants, submitted 100%, 91% and 95% fewer FY2027 registrations, so a big name is no promise of a lottery entry. And DOL's 2026-10-08 PERM suspension of eight employers (Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL and Capgemini) is in effect as announced but reaches green-card labor certification, not H-1B; as of 2026-11-01 it has no written notice or end date.
Why "H1B, OPT only" job ads are a red flag
Ads open only to visa holders look friendly, but they shut out US workers and draw enforcement. On 2026-02-25 the Justice Department announced a settlement with a Virginia IT services firm whose ads included "language restricting consideration only to applicants with H-1B, OPT, or H-4 visas." The Immigrant and Employee Rights Section enforces the bar on "citizenship status discrimination in hiring, firing, or recruitment or referral for a fee."
The legal exposure is the employer's, but the ad says something about a firm that would sign your I-983. The more common problem is silence: according to one vendor's read of 2,718 engineering postings on 2026-10-13, 88.1% said nothing about sponsorship. Silence is not a no.
The OPT path: is Salesforce work "directly related" to your major?
OPT has its own directly-related test, separate from the H-1B one: your duties against your major, not the employer's brand. You describe the link, and your DSO reviews and keeps that explanation. SEVP's 2019 policy guidance says "a DSO should not assume a direct relationship just because a student with an accounting degree reports working at an accounting firm. Instead, students must describe their job-related duties and explain how those duties relate to their major area of study."
Swap "accounting firm" for "Salesforce partner" and the logic holds. Our guide to writing the OPT "directly related to my major" explanation shows how to tie duties to coursework.
Common misconception, then correction: one phrase, two tests (as of 2026-11)
| Question | OPT and STEM OPT | H-1B |
|---|---|---|
| What is compared | Your duties vs your major | The job's degree requirement vs its duties |
| Who checks it | Your DSO reviews the explanation you report and any I-983 | USCIS, on the employer's I-129 |
| A marketing or accounting degree | Can pass if your duties use it | Passes only if the job genuinely requires that field |
| Do certifications count? | No; duties and major do | Not as a degree; the degree or its equivalent does |
The misconception: a DSO-approved OPT job will also pass the H-1B test. It may not, because the two tests ask different questions.
Can I get a Salesforce job on OPT with a non-CS degree?
Often, yes, if your duties connect to your major. An information systems graduate designing data models and integrations, a business analytics graduate building reports and data-quality rules, or an accounting graduate configuring billing processes may each have a plausible explanation, as long as the work really uses the degree. The same job can still be a weaker H-1B case, because the H-1B job must require a specific field. Ask your DSO, not the employer, whether your explanation holds up.
STEM OPT adds conditions. Your degree must be on the DHS STEM Designated Degree Program List, and USCIS's STEM OPT page (updated 01/30/2026) says the employer must "Be enrolled in E-Verify" and sign Form I-983. It warns that "employment through consulting firm arrangements that provide labor for hire" may not show a bona fide employer-employee relationship, and that a STEM OPT employer "may not assign, or otherwise delegate, its training responsibilities to a non-employer third party." Training at a client site can still work when the partner stays responsible for it; see STEM OPT at a consulting firm and client-site placement. The 180-day automatic extension for timely STEM OPT filings remains in effect, unchanged by the 2026-10-14 EAD rule.
Do Salesforce certifications help with H-1B?
They help you get hired and can support a technical job description, but they do not replace the degree.
The degree-equivalency list at 8 CFR 214.2(h)(4)(iii)(D)(4) mentions "certification or registration from a nationally-recognized professional association or society for the specialty." Our reading is that a software vendor's product exam is a different thing. If your degree is in an unrelated field and you are counting on training and experience to show equivalency, ask the employer's immigration attorney.
What wage level do Salesforce developers usually get?
There is no usual level. The employer picks the occupation code from the duties, looks up the four OEWS levels for the worksite area, and the offered wage lands on one of them. The same title can be Level I at one employer and Level III at another.
Under the weighted rule, a Level IV registration is "entered into the selection pool four times", Level III three times, Level II twice and Level I once. The rule also says a wage below Level I that rests on another legitimate wage source registers as Level I, and a salary range registers at the level its lowest figure meets. Look up the four levels for any occupation and county with DOL's FLAG Wage Search. DOL's prevailing-wage rule (published 2026-03-27) is still proposed: it would move Level I from the 17th to the 34th percentile and Level IV from the 67th to the 88th, but no final rule exists. For strategy, see our guide to targeting Level III and IV roles as a new grad.
How to check a Salesforce employer's real LCA record
Aggregator "sponsor counts" mix titles, years and related companies. DOL's raw file lets you search by job title yourself.
- Download
LCA_Disclosure_Data_FY2026_Q3.xlsx(October 2025 through June 2026) and its record layout from the DOL OFLC Performance Data page; extra worksites sit in a separateLCA_Worksitesfile. - Filter JOB_TITLE for "Salesforce", "Apex" and "CRM", VISA_CLASS for H-1B and CASE_STATUS for Certified.
- Group by EMPLOYER_NAME and read SOC_CODE and SOC_TITLE to see which occupation each employer used for admin versus developer titles.
- Read PW_WAGE_LEVEL and WAGE_RATE_OF_PAY_FROM for the first worksite; the layout fills the level only when the employer determined the OES wage itself, so "N/A" usually means a DOL determination or another wage source.
- Check SECONDARY_ENTITY ("Y" means workers will be placed with a secondary entity) to separate client placement from in-house work.
- Scan the WILLFUL_VIOLATOR flag and DOL's H-1B debarment list.
- Compare approvals on the USCIS H-1B Employer Data Hub, which says it covers FY2009 through FY2026 Q4.
- Ask HR, once you hold an offer, which occupation code and wage level they expect to use.
One LCA can list far more positions (TOTAL_WORKER_POSITIONS) than people ever hired. Our walkthrough on how to search LCA filings for any employer covers the spreadsheet mechanics.
Worked example: two Salesforce offers before the FY2028 lottery
You finish an MS in Information Systems with a STEM-designated CIP code on 2026-12-18, file for OPT within the windows your DSO gives you, and by February 2027 hold two offers. Assume Offer A's salary meets Level III at one client city and Level II at the other, and Offer B's meets Level I at its one site.
| Offer A: developer at a partner | Offer B: admin at a manufacturer | |
|---|---|---|
| Posting's degree line | CS, IS or a related field | Bachelor's in any field |
| OPT relatedness (your DSO reviews) | Clear link to an IS degree | Plausible if duties include data and automation design |
| STEM OPT | I-983 must show the partner trains and supervises you at client sites | One site, simpler supervision |
| Specialty occupation | Stronger case | Weak as written |
| Lottery weight | Level II, the lower site: two entries | Level I: one entry |
FY2028 registration is expected around March 2027 but is not announced. If you are selected and the employer files a timely cap-subject change-of-status petition, the cap-gap rule extends your F-1 status and OPT work until the approved petition's start date or April 1, 2028, whichever comes first. If you are not selected, a STEM OPT extension, filed on time with an E-Verify employer, can carry you into later registration seasons. For Offer B, whether the role truly requires a specific degree is a factual question for the employer's attorney, and any petition has to match the real requirement.
Common mistakes
- Reading the title, not the duties. "Salesforce Administrator" is neither automatically sponsorable nor automatically out.
- Ignoring the worksite list. Several client cities can pull your lottery weight down to the lowest level.
- Taking STEM OPT with a vendor that only supplies labor for hire. The I-983 must describe real training by your employer.
- Filing an OPT I-765 with missing evidence. Under PA-2026-05 (in effect since 2026-08-05, challenged in court), USCIS can deny without an RFE.
Frequently asked questions
Do Salesforce consulting partners sponsor H-1B?
Many do, but sponsorship is decided firm by firm and partner status says nothing about it. Search DOL's LCA disclosure file, which as of November 2026 runs through June 30, 2026, for the firm's name and Salesforce job titles. If the partner staffs you into a client's own organizational hierarchy, the client's requirements, not the partner's, are the ones USCIS treats as most relevant.
Is a Salesforce administrator a specialty occupation?
It can be, but not by title. Under 8 CFR 214.2(h)(4)(ii), a position is not a specialty occupation if a general degree without further specialization is enough to qualify for it. An admin role built on data modeling, security design and integrations that truly requires an information systems or computer science degree is a far stronger case than one built on user setup and reports.
Do Salesforce certifications help with H-1B?
They help you get hired and can support a technical job description, but they do not replace the degree requirement. USCIS asks whether the job needs a bachelor's degree in a directly related specific specialty, or its equivalent, and in our reading a vendor's product exam is not that degree.
Can I get a Salesforce job on OPT with a non-CS degree?
Often yes, if your duties relate to your major. Under SEVP's 2019 guidance you describe that link and your DSO reviews it; the Salesforce name alone does not establish it. STEM OPT also needs a STEM-designated degree, an E-Verify employer and a signed Form I-983.
What wage level do Salesforce developers usually get?
There is no usual level, because it depends on the occupation code chosen from the duties, the worksite area and the offered wage. Under wage-weighted selection, in effect since February 27, 2026, a Level IV registration is entered four times and Level I once, and a job across several locations is weighted at the lowest level the wage meets.
