Structural Engineer Jobs With H-1B Sponsorship: Design Firms, EIT/PE Licensing and OPT Grads

An entry-level structural engineer can usually be sponsored before holding a PE license, under licensed supervision. Which firms file, what USCIS checks and how STEM OPT fits.

Structural engineer H-1B sponsorship is common at building design, bridge, forensic and geotechnical firms, and an entry-level engineer usually does not need a PE or SE license to be sponsored. The H-1B licensing rule lets USCIS approve an unlicensed engineer who works under licensed supervision where state law allows it (8 CFR 214.2(h)(4)(v)(C)). Structural (CIP 14.0803) and geotechnical (14.0802) degrees are on the DHS STEM list, so STEM OPT is open if your employer is in E-Verify. What decides your case is the firm, the duties, the wage level and the timing.

Status as of 2026-11-01. In effect: wage-weighted H-1B selection (since 2026-02-27), the STEM OPT 180-day automatic extension, and OPT unemployment limits of 90 days (150 on STEM OPT). Not announced: FY2028 H-1B registration; March 2027 is an expectation only. Blocked: the $100,000 H-1B payment, after courts vacated the agency policies implementing it, while Proclamation 11069 stays on paper through 2027-09-21. Proposed, not law: school-paid OPT fees (comments close 2026-11-09) and ending the 60-day grace period for H-1B and other workers, not F-1 students (comments close 2026-11-10).

Do structural engineering firms sponsor H-1B?

Yes. The work needs a degree in a specific engineering field, which is the core of the H-1B specialty-occupation test, and O*NET lists both Structural Engineer and Geotechnical Engineer among the reported titles for Civil Engineers, SOC 17-2051. Sponsorship is uneven from firm to firm, so check each firm's recent filings rather than the industry's reputation.

Demand is not the obstacle. Indeed Hiring Lab's October 2026 snapshot (2026-10-22) put its Engineering postings index at about 145 (February 1, 2020 = 100), the highest group it charted, against about 78-79 for software development. That is a broad engineering category, not a structural-only count. The friction is firm size: a small structural office may never have filed an H-1B petition or enrolled in E-Verify.

Which structural and geotechnical firms hire international graduates?

Sort employers by what they design, because that decides your duties, who supervises you and how clearly the job reads as a specialty occupation.

Universities and research labsResearch engineer or postdoc in a structures or geotech labNo PE needed for researchCap-exempt status; state hiring pauses

Bridges. Bridge consultancies follow public infrastructure budgets; our look at civil engineer jobs funded by the infrastructure bill covers that angle. Your petitioner is the private consultancy, not the state DOT.

Public employers. Texas froze new H-1B petitions at state agencies and public universities from 2026-01-27 through 2027-05-31 unless the Texas Workforce Commission gives written permission (Texas Tribune); private employers are not covered. Florida's Board of Governors paused new H-1B hires at its 12 public universities from 2026-03-02 until at least 2027-01-05, renewals excepted (Central Florida Public Media). Private universities can still be cap-exempt, but a cap-exempt petition gets no cap-gap protection, so it must be filed well before your OPT EAD ends.

A/E firms. Many building structural engineers sit inside architecture-engineering firms; see our guide to architecture jobs with visa sponsorship.

Do I need a PE or SE license for an H-1B?

Not at entry level, in most cases. You need the license first only when the job itself is independent practice, such as sealing drawings as engineer of record.

The rule starts strict. Under 8 CFR 214.2(h)(4)(v)(A), "If an occupation requires a state or local license for an individual to fully perform the duties of the occupation," the worker "must have that license prior to approval of the petition." Paragraph (C)(1) then covers supervised practice: USCIS examines the duties and the "evidence provided by the petitioner as to the identity, physical location, and credentials of the individual(s) who will supervise," plus evidence that the employer complies with state requirements.

In our reading, that is the route for most entry-level structural engineers: an engineer-in-training whose work a licensed PE or SE reviews and seals. Expect the employer's attorney to ask who supervises you, which license that person holds, where they work relative to you, and for an accurate account of your day-to-day duties.

Paragraph (C)(2) covers a narrower case: if the only thing blocking your license is a technical requirement, such as a Social Security number or US work authorization, USCIS may approve the H-1B for up to 1 year. That matters mostly to engineers moving into licensed roles.

What the petition leans on at each licensing stage (as of 2026-11)

Your stageTypical credentialWhat the H-1B case leans on
New grad on OPTDegree; FE passed or scheduledDegree in structural, geotechnical or civil engineering; supervision evidence under (h)(4)(v)(C)(1)
EIT or EI with some experienceEIT/EI certificate from a state boardSame supervision evidence; duties showing growing design responsibility
PE-eligible engineerPE exam passed, license pending(C)(2) if only a technical requirement blocks issuance
Engineer of record who sealsPE, plus an SE where the board requires oneLicense held before approval under (h)(4)(v)(A)

The SE license. A few state boards issue a separate structural engineer license or reserve certain structures for SE holders. Check the board where your projects are built, not where you live.

Can I take the FE exam on OPT?

Yes. Sitting an exam is not employment, so F-1 or OPT status is not the barrier. NCEES says "The FE exam is a computer-based exam administered year-round at NCEES-approved Pearson test centers," and examinees register through a MyNCEES account (NCEES FE exam page). Some licensing boards want an application before you register, so check yours first.

The friction for international grads shows up later, at the EIT certificate and the PE application:

Is structural engineering STEM OPT eligible?

Yes, for most programs. The DHS STEM Designated Degree Program List (last updated July 22, 2024) covers the whole Engineering (14) series, including 14.0801 Civil Engineering, General; 14.0802 Geotechnical and Geoenvironmental Engineering; 14.0803 Structural Engineering; and 14.0401 Architectural Engineering. Eligibility runs on the CIP code on your I-20, not the program's name, so a structures degree housed in an architecture school needs a code check with your DSO.

The employer side trips more people up. USCIS's STEM OPT page says the employer must "Be enrolled in E-Verify," sign the Form I-983 training plan, maintain "a bona fide employer-employee relationship," and offer terms "commensurate with those of similarly situated U.S. workers." Small structural offices are not always enrolled, so raise it at the offer stage; our guide to getting an employer to enroll in E-Verify for STEM OPT walks through that conversation. The stopgap funding law carries E-Verify to 2026-12-11 unless Congress passes more funding, and E-Verify went offline when funding lapsed on 2025-10-01, so a firm enrolling in December should not wait.

Timing rules, as of 2026-11-01:

How do I find structural firms that actually sponsor?

Use DOL's LCA disclosure data filtered by job title, not aggregator lists that often show years-old filings. Every H-1B petition needs a certified Labor Condition Application, so recent certified "Structural Engineer" LCAs show a firm has done this lately.

  1. Download the latest LCA disclosure file from DOL's OFLC performance data page; as of 2026-11-01 the newest is FY2026 Q3, through 2026-06-30.
  2. Filter the job title column for "structural", "geotechnical", "bridge" and "forensic", and the SOC code column for 17-2051.
  3. Keep certified H-1B cases from the last two fiscal years, and note the employer, worksite city and wage level.
  4. Check each employer on the USCIS H-1B Employer Data Hub, which now says it covers fiscal year 2009 through fiscal year 2026 (quarter 4). Initial approvals count new employment, which is where a change of status from OPT lands; continuing approvals mostly cover people already in H-1B status.
  5. Confirm E-Verify enrollment before counting on STEM OPT at that firm.
  6. Look up the prevailing wage for SOC 17-2051 in the worksite area on DOL's OFLC Wage Search to see which wage level an offer reaches.

Read the data carefully. A certified LCA is not an approved petition, the file also carries E-3 and H-1B1 cases (check the visa class column), and one LCA can cover several positions. Our walkthrough on how to search LCA filings for any employer shows the mechanics.

Structural engineer H-1B sponsorship and the wage-weighted lottery

Since 2026-02-27 the cap lottery weights registrations by wage level: under the weighted selection final rule, a Level IV registration is entered four times and a Level I registration once. USCIS's registration page says registrants must give "the highest Occupational Employment and Wage Statistics (OEWS) wage level" that the proffered wage "equals or exceeds for the relevant Standard Occupational Classification (SOC) code" in the area of intended employment.

So the SOC code (usually 17-2051), the worksite metro and the salary interact: the same salary can reach a different level in a different metro, and the SOC code has to match the work you will really do. Our breakdown of how wage levels change your lottery odds runs the scenarios.

The licensing track and the visa track run in parallel, and for most entry-level design roles the license does not gate the first H-1B.

Frequently asked questions

Do structural engineering firms sponsor H-1B?

Yes. Building design, bridge, forensic and geotechnical firms all file H-1B petitions, but sponsorship varies firm by firm, so check each one's recent Labor Condition Applications in DOL's disclosure files. The cap lottery has been wage-weighted since 2026-02-27, so the offered wage level also shapes your odds.

Do I need a PE or SE license for an H-1B?

Usually not at entry level. Under 8 CFR 214.2(h)(4)(v)(C), USCIS can approve an unlicensed engineer where state law allows practice under licensed supervision, looking at the supervising engineer's identity, location and credentials. If the job is independent practice, such as sealing drawings, you need the license before approval.

Can I take the FE exam on OPT?

Yes. Sitting an exam is not employment, so F-1 or OPT status is not the barrier; NCEES runs the computer-based FE exam year-round at approved Pearson test centers. Some boards want an application first, and a foreign degree may need an NCEES credentials evaluation when you apply for your EIT certificate.

Is structural engineering STEM OPT eligible?

Yes, if your degree carries an eligible CIP code. The DHS STEM list (last updated July 22, 2024) covers the Engineering (14) series, including 14.0803 Structural Engineering and 14.0802 Geotechnical and Geoenvironmental Engineering. Your employer must be in E-Verify and sign a Form I-983; the 180-day automatic extension for timely filings remains in effect as of 2026-11-01.

Do geotechnical firms hire international graduates?

Yes. O*NET lists Geotechnical Engineer as a reported title under Civil Engineers (SOC 17-2051), and geotechnical degrees carry a STEM CIP code (14.0802). Many testing and inspection roles are technician jobs, which are harder to support as an H-1B specialty occupation, so confirm the offer is an engineering position.

How we checked this: we read the regulation text, the DHS STEM list, the USCIS, DOL and NCEES pages above, and the current status of each rule on 2026-11-01 and 2026-11-02.

This is general information, not legal or tax advice. Your own I-20, EAD and approval notice govern; ask your DSO about OPT and STEM OPT, a licensed immigration attorney about your petition, and your state licensing board about EIT, PE and SE requirements.
