Cameroonian F-1 Students: OPT, H-1B, Visa Hubs and the End of Special Student Relief

Special Student Relief has ended, Cameroon is not on the travel ban list and Yaoundé is now a regional visa hub. Here is the F-1 to OPT to H-1B plan that still works.

Status as of November 1, 2026: for Cameroonian students in the USA on an F-1 visa, three facts shape the plan. Special Student Relief for Cameroon has expired (it ended June 7, 2025, with no replacement). Cameroon is not on the travel ban list under Proclamation 10998, in effect since January 1, 2026. Yaoundé has been one of 20 regional visa hubs since August 1, 2026, so you still apply at home. OPT and H-1B run on the standard rules: the OPT fee is proposed only, and the $100,000 H-1B fee is not being collected.

Cameroonian students in the USA: the short answer

As of November 1, 2026, Cameroonian F-1 students follow the same rules as every other F-1 student. Special Student Relief ended on June 7, 2025, so the extra on-campus hours and the relief-based reduced course load are gone. Cameroon is not on Proclamation 10998's list, and visa interviews stay in Yaoundé, now a regional hub.

Is Special Student Relief for Cameroonian students still in effect?

No. Cameroon's Special Student Relief (SSR) expired on June 7, 2025, and our Federal Register search on November 1, 2026 found no Cameroon student notice after October 2023.

SSR temporarily suspends certain F-1 rules for students from a country in crisis. Cameroon had two notices. The June 2022 notice (87 FR 34701) was "in effect from June 7, 2022, through December 7, 2023." The October 2023 notice (88 FR 69939) was "effective December 8, 2023, through June 7, 2025" for Cameroonian citizens in lawful F-1 status in the US on its publication date, October 10, 2023. Relief carried to the end of any term a covered student was enrolled in on June 7, 2025; every such term has ended.

Study in the States' Special Student Relief page (updated 2026-08-17) names no country and points to ICE's SEVP "What's New" page for active notices. Cameroon's TPS ended too: the termination notice (90 FR 23697) took effect "at 11:59 p.m., local time, on August 4, 2025", and USCIS's archived Cameroon TPS page says benefits ended as of August 5, 2025. If you held TPS, take your situation to an immigration attorney.

What changed when SSR ended (old rule, new rule, what to do)

Course load6 semester or quarter hours (undergraduate) or 3 (graduate) kept you in statusFull course of study; a reduced load needs prior DSO approvalGet the DSO's approval in writing first

Study in the States' fall 2026 refresher (2026-10-21) is blunt: "Approval of a reduced course load from your academic advisor is insufficient." SSR remarks on I-20s lapsed with the notice, so an old remark is not current permission; if you are unsure what a card or I-20 still covers, ask your DSO before your next shift.

Can Cameroonian students work off campus?

Yes, but only through the standard F-1 routes. On campus, Study in the States' work page says you "may not work more than 20 hours per week when school is in session." Off campus, the routes are:

Talk to your DSO before any of these. Unauthorized work is a status violation, and no later notice fixes it.

Where do Cameroonians apply for US visas after the hub change?

At the US Embassy in Yaoundé. From August 1, 2026, routine visa services at 25 African posts moved to 20 regional hubs, according to Brown University's summary (2026-07-20), and Yaoundé is on the hub list. No Cameroonian post is among the 25.

What the change means in practice:

Is Cameroon on the US travel ban list?

No. As of November 1, 2026, Proclamation 10998, in effect since January 1, 2026, restricts 39 countries, and Cameroon is on neither list. Partial-list nationals are barred from B, F, M, J and immigrant visas; full-list nationals face wider bars.

The lists, as compiled by WashU's international office (the State Department's proclamation page is the official source), put five of Cameroon's six neighbors on them (our reading): Chad, the Republic of the Congo and Equatorial Guinea in full; Nigeria and Gabon in part. The Central African Republic is not listed. The restriction follows nationality, not where you live or study, so a neighbor's listing does not reach a Cameroonian citizen. If you hold a second nationality, ask an immigration attorney how the proclamation treats you. Our guide for Nigerian students covers OPT and H-1B planning for the largest neighbor.

The list can change. By our arithmetic a 180-day review would fall around mid-December 2026, but no review or amendment has been announced. Re-check the list before any trip. Cornell, Johns Hopkins and USC advise against international travel while an initial OPT application is pending; talk to your DSO before booking.

How many Cameroonian students are in the US?

SEVIS showed 1,319 active F/M records for Cameroonian citizens in October 2026, down from 1,376 in October 2025 (-4.1%, our arithmetic), according to the SEVIS Data Mapping Tool. That is a smaller fall than the national -7.1% (1,192,572 active records). Of the 1,319, 512 were at the bachelor's level, 339 at the master's level and 168 at the associate level.

These are active records, not new enrollments. The practical point: the Cameroonian professional network in any one US city is small, so plan to lean on alumni, francophone and wider African networks too. Our networking-by-nationality guide shows how to build those contacts without cold-spamming.

From F-1 to OPT to H-1B: a worked timeline

Take a hypothetical Cameroonian master's student in data analytics whose I-20 program end date is Thursday, May 20, 2027. The dates below follow the USCIS OPT rules: you "may apply up to 90 days before you complete your degree, but no later than 60 days after".

DateWhat happens (as of 2026-11)
2026-11-09OPT fee comment period closes; the rule stays a proposal
2027-02-19 (Fri)Earliest day to file the post-completion OPT I-765
March 2027 (an expectation, not announced)FY2028 H-1B registration; USCIS must announce it at least 30 days ahead
2027-05-20 (Thu)Program end date on the I-20
2027-07-19 (Mon)Last day of the 60-day filing window
OPT start date90-day unemployment counter begins (150 days in total with STEM OPT)
2027-10-01Earliest FY2028 H-1B start date if selected

On the OPT fee: the proposed rule would have the school pay $70,000 before an initial OPT recommendation and $30,000 before each later one (STEM OPT counts as later), only for DSO recommendations dated 60 or more days after a final rule. Schools could pass the cost on. No final rule exists; our explainer on who would actually pay the proposed OPT fee covers the edge cases.

How the process runs from graduation to an H-1B petition

  1. Check your I-20 program end date and your latest I-94 on CBP's I-94 website; raise any error with your DSO before anything is filed.
  2. Your DSO enters an OPT recommendation in SEVIS and issues an updated Form I-20.
  3. The I-765 goes to USCIS within 30 days of that recommendation: $470 online or $520 on paper, per Form G-1055 (edition 10/26/26).
  4. Track the case on the USCIS processing-times tool (on November 1, 2026, 80% of F-1 student I-765s were done within 5 months). Premium processing for OPT is $1,780 for 30 business days.
  5. Report every employer to your school promptly; the unemployment counter counts each day "without employer information".
  6. Shortlist sponsors (next sections) and watch the USCIS H-1B registration page for the FY2028 announcement.
  7. STEM OPT, if your degree qualifies, must be filed before the OPT card expires to earn the 180-day automatic extension, which the October 14, 2026 EAD rule did not change. A filing after the card expires gets no 180 days.

If your OPT would end before an October 1 H-1B start, cap-gap extends status and work to April 1 of the fiscal year requested (or the petition start date, if earlier), but only for a timely, cap-subject change-of-status petition. Cap-exempt petitions get no cap-gap.

Cameroonian H-1B jobs: where English and French actually help

Cameroon's two official languages are a real asset only when the job uses both. H-1B eligibility turns on the role, not your languages: the job must require, in USCIS's words, "Attainment of a bachelor's or higher degree in a directly related specific specialty (or its equivalent)".

Where French tends to count:

In most software, data and engineering roles it rarely moves the needle: list "professional working proficiency in French and English" with one concrete use and lead with your technical work. Bilingualism is a hiring argument, not a sponsorship one; the specialty-occupation test decides whether a role qualifies, and the offered wage level sets the registration's lottery weight.

How can Cameroonian graduates find H-1B sponsors?

Search the employers that already file, then add cap-exempt employers. The Employer Data Hub says it covers fiscal year 2009 through FY2026 (quarter 4); sort by initial-employment approvals, which track new hires, not by totals, which also count extensions and other continuing employment. Then open DOL's LCA disclosure files (latest: FY2026 Q3) and search your target job title and city: an employer that files LCAs for your exact role is a stronger lead than a big name. Our Employer Data Hub walkthrough shows the filters.

Three facts to build your search around, as of November 1, 2026:

For industry targeting across the wider region, see our regional guide for West African F-1 students. It dates from July 2026, so rely on the status board above for the current OPT-fee and D/S position.

The green card queue for Cameroonian nationals

Cameroon is not separately listed in the Visa Bulletin, so Cameroon-born applicants use the rest-of-world column. Chargeability generally follows country of birth; ask an attorney if you were born elsewhere.

EB-22025-04-012026-03-15

USCIS says November employment-based I-485s must use the Dates for Filing chart; consular cases always use Final Action Dates. The December bulletin was not out on November 1, so any December figure is a forecast. Most EB-2 and EB-3 employer cases start with PERM: FLAG showed analyst review at January 2026 priority dates, averaging 303 days (as of 2026-10-21; check the live page). DOL's PERM labor-market-test proposal (RIN 1205-AC29) cleared White House review on 2026-10-23 but is unpublished, so current PERM rules apply and no comment period is open. DV-2027 registration is not open after a Ninth Circuit stay on 2026-10-29.

Frequently asked questions

Is Special Student Relief for Cameroonian students still in effect?

No. Cameroon's Special Student Relief ran under a 2022 notice (87 FR 34701) and a 2023 notice (88 FR 69939) and ended on June 7, 2025. As of November 1, 2026, the Federal Register shows no newer Cameroon notice, so the standard F-1 work and course-load rules apply. Cameroon's TPS designation was also terminated, effective August 4, 2025.

Where do Cameroonians apply for US visas after the hub change?

At the US Embassy in Yaoundé. From August 1, 2026, routine visa services at 25 African posts moved to 20 regional hubs, and Yaoundé is one of the hubs, not one of the posts that lost services. F-1 applicants still interview in person, and waits change monthly, so check the State Department's live wait-times tool.

Can Cameroonian students work off campus?

Only through the standard F-1 routes now that Special Student Relief has ended: CPT (which current SEVP guidance limits to training the degree requires), pre- or post-completion OPT, STEM OPT, or an individual severe economic hardship work permit after one full academic year, with a DSO recommendation and an approved Form I-765. On-campus work is capped at 20 hours a week while school is in session.

Is Cameroon on the US travel ban list?

No. As of November 1, 2026, Proclamation 10998, in effect since January 1, 2026, restricts 39 countries, and Cameroon is on neither the full nor the partial list. Chad, the Republic of the Congo and Equatorial Guinea are fully restricted and Nigeria and Gabon partially, and the list can change.

How can Cameroonian graduates find H-1B sponsors?

Start with employers that already file, using the USCIS H-1B Employer Data Hub and DOL's LCA disclosure data, and add cap-exempt employers such as universities, which skip the lottery. As of November 1, 2026, FY2028 H-1B registration has not been announced and the $100,000 fee is not being collected because courts blocked the agency policies.

How we checked this: on November 1, 2026 we read the two Cameroon Special Student Relief notices and the TPS termination in full, searched the Federal Register for any later Cameroon student notice (none), and read the USCIS, Study in the States and DOL pages above, the university summaries and the October 2025 and October 2026 SEVIS country tables. State Department pages blocked our automated reads, so the travel-ban lists come from WashU's summary and the hub list from Brown's; confirm both on travel.state.gov.

This is general information, not legal or tax advice. Your own I-20, I-94 and USCIS notices govern; take F-1, OPT and SEVIS questions to your DSO and petition or status strategy to a licensed immigration attorney.
