Ethiopian F-1 Students: OPT, H-1B Sponsorship, Visa Hubs and What Happened to Special Student Relief

Special Student Relief for Ethiopian students expired on 2025-12-12 and has not been extended. Here is how F-1 work, OPT, Addis Ababa visas and H-1B plans work now.

If you are one of the Ethiopian students in the USA on an F-1 visa, here is where things stand as of November 1, 2026. Special Student Relief (SSR) for Ethiopian students expired on 2025-12-12, and DHS has published no extension. Ethiopia is not on the Proclamation 10998 travel-ban lists (in effect since 2026-01-01), and you still apply for visas at the US Embassy in Addis Ababa. OPT, STEM OPT, cap-gap and the H-1B lottery work for you as they do for any F-1 student.

Status line (2026-11-01): the Duration of Status rule is blocked by a federal court (since 2026-09-14), so D/S and the 60-day F-1 grace period still apply. The OPT fee rule is only proposed; comments close 2026-11-09, and it stays a proposal after that unless DHS publishes a final rule. SEVP's narrower CPT guidance is in effect and challenged, with a court hearing on 2026-11-06 (check the docket for the result after that date).

Ethiopian students in the USA: the short answer

Ethiopian F-1 students have no country-specific relief as of November 2026. SSR ended on 2025-12-12 with no extension, Ethiopia is not on the travel ban, visas go through US Embassy Addis Ababa with in-person interviews, and OPT, the H-1B lottery and the rest-of-world green card queue apply as for most nationalities.

The group is small and mostly undergraduate. The October 2026 SEVIS Data Mapping Tool shows 3,589 active F/M student records for Ethiopia (2,048 bachelor's, 799 master's), down about 5.4% from 3,792 in October 2025 (our arithmetic), against 7.1% for all records. These are active records, not new arrivals.

Is Special Student Relief for Ethiopian students still available?

No. The last Ethiopia notice gave relief from 2024-06-13 through 2025-12-12, and DHS has not published an extension, so the ordinary F-1 rules on course load and work apply.

Study in the States defines SSR as "the suspension of certain regulatory requirements by the secretary of DHS". The 2024 Ethiopia notice (Federal Register document 2024-07642) covered Ethiopian citizens in F-1 status on 2024-04-15 facing severe economic hardship. It let undergraduates drop to 6 semester or quarter hours and graduate students to 3, and lifted the 20-hour weekly cap on and off campus (off-campus work still needed an SSR-based EAD).

The notice said any "modification or extension" would be announced in the Federal Register; our search for later ICE documents mentioning Ethiopia found none (checked 2026-11-02). A footnote carried eligibility only "through the end of any academic term" in which the student was enrolled as of 2025-12-12. The parallel Temporary Protected Status designation has also ended (see the table above).

What replaced SSR: the standard severe economic hardship EAD

Any F-1 student can still ask for off-campus work under 8 CFR 214.2(f)(9)(ii)(C) for "severe economic hardship caused by unforeseen circumstances beyond the student's control", such as lost aid, currency swings or a sponsor's lost income. The regulation sets limits SSR did not:

  1. Meet your DSO with evidence of the hardship, such as bank letters or sponsor statements.
  2. Ask the DSO to recommend hardship employment in SEVIS, and collect the updated Form I-20 with the DSO's certification.
  3. File Form I-765 under category (c)(3)(iii) within 30 days of the recommendation, with the fee on the USCIS G-1055 fee schedule ($520 on paper for the I-765, edition 10/26/26) and affidavits that support the hardship.
  4. Wait for the EAD card. You "cannot begin to work while the Form I-765 is pending".
  5. Track the card's end date and ask your DSO about renewal well before it.

Under policy alert PA-2026-05 (in effect since 2026-08-05, challenged in court), USCIS can deny an I-765 without a Request for Evidence when required initial evidence is missing.

Can Ethiopian students work off campus?

Yes, but only with specific authorization, under the same rules as every F-1 student. With SSR gone, the 20-hour on-campus cap applies again during the term.

The unemployment limits come from SEVP's unemployment counter guidance. Several schools have paused some CPT approvals since August, so ask your DSO before accepting a CPT-based internship.

Where do Ethiopians apply for a US student or work visa in 2026?

At the US Embassy in Addis Ababa. Since 2025-09-06, nonimmigrant visa applicants must apply in their country of nationality or residence, and Addis Ababa became one of 20 regional hubs when State moved routine visa services for 25 African posts on 2026-08-01.

Brown University's international office lists the 20 hubs and the 25 affected posts. Addis Ababa is a hub, not an affected post, so it keeps its routine services, but the page does not say which other countries' applicants it now serves. Check the State Department's Global Visa Wait Times tool before you book flights. Our guide to the visa service pauses in Juba, Kinshasa and Kampala covers the wider region.

Under the State Department's interview waiver update, F, M, J, H-1B, H-4 and L applicants, renewals included, have interviewed in person since 2025-10-01. Online-presence review applies to F, M and J applicants (since June 2025) and H-1B and H-4 applicants (since 2025-12-15).

If a trip takes you to the DRC, Uganda or South Sudan, a CDC order in effect now suspends US entry for foreign nationals who were in any of them in the prior 21 days; it ends 2026-11-10 unless continued, so check CDC after that date.

Is Ethiopia on the US travel ban list?

No. Proclamation 10998, in effect since 2026-01-01 and unamended through 2026-11-02, fully restricts nationals of 19 countries and partially restricts 20 more; Ethiopia is on neither list. Partial-list nationals are barred from B, F, M, J and immigrant visas.

Eritrea, Somalia, South Sudan and Sudan, all neighbours, are on the full list. If you hold a second nationality, ask an immigration attorney. See the State Department's announcement and NAFSA's country-by-country summary. The proclamation requires a State Department report every 180 days on whether to continue, end or change the restrictions; counting from its 2025-12-16 date (our arithmetic), the next one falls around mid-December 2026. Nothing has been announced, so recheck before any winter trip.

For winter break, D/S still applies because the fixed-admission rule is blocked. Cornell, Johns Hopkins and USC advise December graduates not to travel abroad while an initial OPT application is pending, so talk to your DSO before you book anything.

USCIS's processing times tool showed 80% of F-1 student I-765s finished within 5 months when we read it on 2026-11-01; check the live figure. The H-1B lottery is wage-weighted (in effect since 2026-02-27): a Level IV registration gets four entries, Level I gets one. Our guide to the H-1B cap-gap extension covers the April 1 bridge.

The proposed OPT fee would make the school, not you, the legal payer of $70,000 before an initial OPT recommendation and $30,000 before each later one, for recommendations dated 60 or more days after a final rule. Our explainer on who would pay the proposed OPT fee walks through the cases.

Ethiopian H-1B jobs: where sponsorship is realistic

Your nationality does not change your H-1B odds: the H-1B cap has no per-country limit, and the travel ban does not cover Ethiopia. The employer, its wage level and whether it is cap-exempt do.

Campus Ethiopian student associations and alumni groups can lead to referrals that cold applications rarely produce; our guide to networking through your country community shows how. The Kenyan students' OPT and H-1B guide covers the same path from another East African angle.

How long is the green card wait for people born in Ethiopia?

Green card queues are charged by country of birth, and only China, India, Mexico and the Philippines get separate Visa Bulletin columns. People born in Ethiopia use the rest-of-world ("All Chargeability Areas") column, which in November 2026 is Current for EB-1 and years ahead of India's EB-2 and EB-3 cutoffs.

November 2026 Visa Bulletin, rest of world, as of 2026-11. Released 2026-10-22.

Your place in line is your priority date, which in most employer cases is the date the PERM application was filed. An EB-2 Final Action Date of 2025-04-01 means EB-2 cases with priority dates before April 1, 2025 can be approved in November 2026. USCIS says November I-485s must use the Dates for Filing chart; consular cases always use Final Action Dates (USCIS filing-charts page). The December bulletin was not out as of 2026-11-01, so any December cutoff you see is a forecast.

Before the bulletin matters, most employer cases need PERM and then an I-140. DOL's FLAG page showed PERM analyst review at January 2026 priority dates, averaging 303 days, on 2026-10-21. Sequencing is a question for your employer's immigration attorney. DV-2027 registration is not open after an appeals court stay on 2026-10-29.

How we checked this: we read the 2024 Ethiopia SSR notice and the regulation text, searched Federal Register records for later ICE documents on Ethiopia, pulled Ethiopia's rows from the October 2025 and October 2026 SEVIS mapping tools, and checked the USCIS, State Department, SEVP, Brown ISSS and NAFSA pages above between 2026-11-01 and 2026-11-02.

This is general information, not legal or tax advice. Your own I-20, I-94 and USCIS notices govern; talk to your DSO about anything F-1, OPT or SEVIS, and to a licensed immigration attorney about petitions, TPS history or status strategy.

If you are planning OPT and want a focused search for employers that sponsor H-1B, F1Jobs works with international candidates on exactly that.
