Connecticut H-1B Jobs: Hartford's Insurers, Stamford's Finance Firms, Yale and the Engineering Services Belt
Connecticut's H-1B filings split between Yale, a Windsor engineering belt, Stamford funds and Hartford insurers, while Travelers and Aetna are filed under other states.

Part of our guide to H-1B jobs by state and city.
Connecticut H-1B jobs cluster in four places: Yale and the hospitals around it in New Haven; the insurers of Hartford and Bloomfield; the funds and corporate headquarters of Stamford, Greenwich and Westport; and an engineering and software belt in Windsor, East Hartford and Manchester. In the USCIS H-1B Employer Data Hub extract behind our Connecticut sponsor list, 60 employers account for 4,190 petitions decided from FY2024 through part of FY2026, led by Yale University (549), Quest Global (219), Cyient (182), Synchrony (174) and SS&C (159). Wage-weighted H-1B selection has been in effect since 2026-02-27, so whether your employer files cap-exempt, and at what wage level, sets your timeline.
Status as of 2026-11-01
- In effect: wage-weighted H-1B selection since 2026-02-27 (a Level IV registration gets four entries, Level I one), under the weighted selection final rule; the cap-exemption rules at 8 CFR 214.2(h)(8)(iii)(F) since 2025-01-17; the 90-day OPT and 150-day STEM OPT unemployment limits.
- Not announced: FY2028 H-1B registration. USCIS must give at least 30 days' notice; March 2027 is only an expectation.
- Blocked: collection of the $100,000 H-1B payment. Proclamation 11069 stays in effect on paper until 2027-09-21, the court orders are on appeal, and the USCIS I-129 page says DHS still plans to collect if the order is lifted.
- Under White House (OIRA) review, unpublished: USCIS's H-1B reform rule (RIN 1615-AD00), whose agenda abstract mentions "revising eligibility for cap exemptions" and "increasing oversight over third party placements". No text is public, and nothing has changed.
- Proposed: ending the 60-day grace period for H-1B and other workers, not F-1 students (comments close 2026-11-10), and OPT fees that schools would pay (comments close 2026-11-09). Neither is law.
Connecticut H-1B jobs: the short answer
Connecticut's largest H-1B filers are Yale University, engineering-services firms in Windsor and East Hartford, Stamford finance and research companies, and Hartford insurers. Yale is a cap-exempt university, but its own policy reserves sponsorship mostly for faculty. Insurers, banks, funds and engineering firms are cap-subject, so a first H-1B from F-1 with them goes through the wage-weighted lottery.
The state is small next to its neighbor: Connecticut's 4,190 petitions decided are about a tenth of the 43,144 on our New York, NY metro page (our arithmetic), so most candidates search both. Our New York City H-1B guide covers Manhattan; this guide covers what changes when the worksite is across the state line.
Which companies sponsor H-1B in Connecticut?
"Petitions decided" counts USCIS's first decisions (approvals and denials) on new and continuing employment, so a big number can be mostly extensions. The directory label shows the split: actively hiring means more than half of an employer's petitions were initial petitions, mostly renewals fewer than one in ten, and mixed is in between. Your first H-1B from F-1 status is an initial petition, so the label matters more than the total.
Connecticut companies that sponsor H-1B: the top ten, as of 2026-11 (USCIS H-1B Employer Data Hub extract used by our directory; FY2024 to FY2026 combined, FY2026 partial)
| Employer | Connecticut base | Petitions decided | Directory label | Likely cap route |
|---|---|---|---|---|
| Yale University | New Haven | 549 | Actively hiring | University: cap-exempt |
| Quest Global Services-NA | Windsor | 219 | Mixed | Engineering services: cap-subject |
| Cyient | East Hartford | 182 | Mixed | Engineering services: cap-subject |
| Synchrony Bank | Stamford | 174 | Mostly renewals | Bank: cap-subject |
| SS&C Technologies | Windsor | 159 | Mixed | Financial software: cap-subject |
| Hartford Fire Insurance | Hartford | 158 | Mostly renewals | Insurer: cap-subject |
| Stanley Black & Decker | New Britain | 130 | Mixed | Manufacturer: cap-subject |
| Yale New Haven Hospital | New Haven | 114 | Mixed | Hospital: depends on the affiliation test |
| Gartner | Stamford | 106 | Mixed | Research and advisory: cap-subject |
| Cyma Systems | Manchester | 103 | Mixed | IT services: cap-subject |
These ten hold 1,894 of the state's 4,190 petitions decided, about 45% (our arithmetic). The state page lists every employer with at least 25, including Boehringer Ingelheim in Ridgefield, Henkel in Rocky Hill (actively hiring) and Pitney Bowes in Shelton. Our extract was built before USCIS's latest refresh; the live H-1B Employer Data Hub now says it covers through FY2026 quarter 4 (checked 2026-11-01).
Why Travelers and Aetna are missing from Connecticut lists
USCIS's Data Hub places each employer at the mailing address on its petitions, not where you work. Its methodology page says the state field "is the State indicated in the mailing address of the employer and is not necessarily the beneficiary(ies) work location." That is one reason Connecticut sponsor rankings disagree so much (our reading).
- Big Hartford-area names sit under other states. The Travelers Indemnity Company is filed under New York (131 petitions decided, FY2024 to FY2026), Aetna Resources LLC under Woonsocket, Rhode Island (707), and Cigna's largest record, Cigna-Evernorth Services, under St. Louis, Missouri (821), while smaller Cigna records do appear in Bloomfield. None of those three counts is a Connecticut count.
- One employer can appear several times. USCIS notes that "one employer with multiple addresses in a given fiscal year will have multiple rows in the data," and spellings vary. Point72 shows up under four names in Stamford (198 combined), and the University of Connecticut under four, two in Storrs and two UConn Health spellings in Farmington (229 combined, which would rank second in the state). Both totals are our arithmetic.
Common misconception: "If a company isn't on a state's H-1B list, it doesn't sponsor there." Correction: The list follows mailing addresses. Check the worksite fields in DOL's Labor Condition Application disclosure data (step 3 below), then ask the recruiter.
Do Hartford insurance companies sponsor H-1B?
Yes, but in this data mostly for people already on H-1B. Hartford Fire Insurance Company, the main record for The Hartford on the state page, is labelled mostly renewals: fewer than one in ten of its 158 petitions decided were initial petitions. For a first H-1B from F-1, that makes it the exception there in this period (our reading).
Insurance still belongs on your list if you work in actuarial science, data science, analytics or software; our guide to actuarial H-1B sponsorship covers the exam track and STEM OPT. Around Hartford, the state page also shows Cigna Health and Life Insurance in Bloomfield (65 across two spellings), Global Atlantic (53), and IT consultancies such as Solstice Solutions (69) and Spark Technologies (55), both labelled actively hiring. Insurers are for-profit, so a first H-1B with them goes through the lottery; ask HR early whether the program hires candidates who will need sponsorship.
Stamford H-1B jobs: is Stamford a good alternative to NYC on OPT?
It can be, for finance, research and consumer-tech roles, but it is a far smaller market than Manhattan and almost entirely cap-subject. Beyond the top ten, Stamford-area filers include Bridgewater (Westport, 78), AQR (66) and Verition (61) in Greenwich, WorldQuant (Old Greenwich, 38), FactSet and Priceline in Norwalk (both mostly renewals) and Kayak in Stamford (30).
Three mechanics decide whether a Stamford job works for you:
- STEM OPT. Post-completion OPT needs no employer sponsorship; STEM OPT does. Under the USCIS STEM OPT page, the employer must "remain a participant in good standing with E-Verify" and sign Form I-983, the training plan. Ask a fund about E-Verify before you accept.
- Wage level. Under weighted selection, the wage level your offer reaches for the occupation and worksite area sets your number of entries, and the Labor Condition Application is tied to that worksite. Our reading: the same salary can land at a different level in Stamford than in Manhattan, so look up both in the DOL FLAG wage search. Our explainer on how wage levels change your lottery odds walks through the math. DOL's plan to raise the percentiles behind each level (RIN 1205-AC30, proposed 2026-03-27) has no final rule.
- Commuting and hybrid work. If you will work partly from home in another state, ask the employer's attorney which worksites the LCA must cover, and ask a tax professional who handles nonresident returns how the cross-state arrangement is taxed.
Does Yale sponsor H-1B for staff positions?
Rarely. Yale's Office of International Students and Scholars (OISS) says on its page for departments that "Yale's visa sponsorship is primarily reserved for academic appointments" and that staff positions are generally not eligible. Management and professional (M&P) roles are considered only in "rare, exceptional circumstances", typically senior posts that stayed unfilled after sustained recruiting, and the University's exception committee must approve the request "before extending an offer." C&T, casual and lower-grade M&P positions are not eligible.
Two more limits catch applicants: "Fully remote positions are not permitted under Yale's visa sponsorship policy," and staff positions are not eligible for Yale's employment-based permanent residence sponsorship. The OISS H-1B overview adds that "At Yale, employment-based visa sponsorship is typically reserved for tenure-track faculty appointments," and that postdocs and other temporary appointments typically use J-1. So Yale's 549 petitions decided reflect academic hiring, not open staff roles (our reading).
Separately, the DOL Office of Inspector General said on 2026-10-09 that it had served subpoenas on nine universities, Yale among them, investigating alleged misuse and misclassification in J-1 programs. The OIG's statistical framing is disputed; no findings had been released as of 2026-10-28.
Is Yale New Haven Hospital cap-exempt?
It depends on a legal test, and Yale's staff policy does not govern it: the hospital is a separate employer in the data (114, mixed). One route for a nonprofit is a written affiliation agreement with a university; under 8 CFR 214.2(h)(8)(iii)(F), in effect since 2025-01-17, the agreement must set up an active working relationship for research or education, and "a fundamental activity of the nonprofit entity is to directly contribute to the research or education mission" of the university. The same analysis applies to Hartford HealthCare's medical group (100 across two spellings), Danbury Hospital (44) and Bridgeport Hospital (38). Our guide to cap-exempt H-1B employers lists the other qualifying routes.
The University of Connecticut, Wesleyan and Fairfield University are universities, so their H-1B petitions are cap-exempt; still confirm that the department sponsors the role. For Boston's denser university and biotech market, see our Massachusetts H-1B guide.
Are Windsor and East Hartford engineering services firms cap-subject?
Generally yes. Quest Global (Windsor), Cyient (East Hartford), Cyma Systems (Manchester) and the IT consultancies around them in South Windsor, Glastonbury and Rocky Hill are for-profit companies, not universities, affiliated nonprofits or research organizations, so a first H-1B with them goes through the lottery.
Two narrow exceptions exist. You are not counted again if you were already counted against the cap within your six-year period. And under 8 CFR 214.2(h)(8)(iii)(F), a worker employed by a for-profit firm can be exempt if they spend at least half their work time, telework included, on duties at a qualifying cap-exempt institution that directly further its higher-education or research mission; the employer's attorney decides whether that fits. The unpublished RIN 1615-AD00 mentions "increasing oversight over third party placements"; it has no public text, and the current rule still applies.
STEM OPT at a consultancy needs the same E-Verify and I-983 conditions, plus clarity about who trains and supervises you at a client site. Watch the unemployment clock too: SEVIS counts "each day without employer information" against the 90-day or 150-day limit, per the SEVIS Help Hub. If an offer mentions unpaid time between client projects, ask your DSO how those days would be reported before you sign.
Worked timeline: a university offer vs a Stamford offer
Say you finish a STEM master's in Connecticut on 2026-12-18, and your post-completion OPT EAD runs from 2027-02-01 to 2028-01-31. Offer A is a role the University of Connecticut would sponsor. Offer B is a data role at a Stamford finance firm.
Two Connecticut offers, as of 2026-11 (FY2028 dates are expectations; USCIS has not announced them)
| Date | Offer A (cap-exempt university) | Offer B (cap-subject Stamford firm) |
|---|---|---|
| 2027-02-01 | Start work on OPT | Start work on OPT |
| Early 2027 | Ask the international office for its lead time (Yale OISS, for comparison, recommends submitting materials "at least seven months in advance") | Employer settles the offered wage and the wage level it will state when it registers you |
| March 2027 (expected) | No registration needed | Employer registers you for FY2028; Level IV gets four entries, Level I one |
| Spring to summer 2027 | Petition filed early enough to be approved before 2028-01-31 | If selected, employer files Form I-129 in the filing period |
| 2027-10-01 | Still on OPT unless an approved H-1B has started | H-1B starts if approved |
| 2028-01-31 | OPT ends; cap-exempt petitions get no cap-gap, so to keep working without a break the H-1B must be approved and start by this date | If not selected, a STEM OPT I-765 filed on time (before the EAD expires) extends work authorization up to 180 days while pending |
For Offer A, the risk is a late filing, because USCIS's cap-gap page says the provision "applies only to beneficiaries of cap-subject H-1B petitions". Premium processing for most I-129s is 15 business days, per the USCIS premium processing page, and the I-907 fee has been $2,965 since 2026-03-01 (see the fee schedule); "Amending the Premium Processing Timeframe" (RIN 1615-AD25) has been under OIRA review since 2026-10-13 with no public text. Our explainer on whether cap-gap applies to cap-exempt petitions shows how to work backward from your EAD end date. For Offer B, the risk is the lottery; STEM OPT would add about two more March registration seasons (our arithmetic).
How to vet a Connecticut sponsor before you apply
- Open the Connecticut sponsor list and shortlist employers by field and directory label.
- Search the USCIS H-1B Employer Data Hub by every legal-name variant and by the parent's headquarters state, so Travelers, Aetna, Cigna and Point72 do not slip through.
- Check DOL's OFLC disclosure data (latest files run through 2026-06-30) for Labor Condition Applications with Connecticut worksites and your job titles.
- Look up the prevailing wage for your occupation in each worksite area you are comparing, in the FLAG wage search.
- Ask the recruiter whether the role is filed cap-exempt or cap-subject, whether they hire from OPT, where you will work and, for STEM OPT, whether they use E-Verify.
- Confirm with your DSO how a new employer, a client-site placement or a gap between projects is reported in SEVIS.
- Bring cap-exempt, start-date and worksite questions to a licensed immigration attorney (usually the employer's counsel), and cross-state tax questions to a tax professional.
Common mistakes
- Trusting a state ranking for Hartford insurers. Travelers, Aetna and Cigna's largest record are filed under other states.
- Reading Yale's 549 as staff openings. Yale limits staff sponsorship to rare exceptions.
- Assuming Yale New Haven Hospital follows Yale's rules, or is automatically cap-exempt. It is a separate employer with its own legal test.
- Treating a mostly-renewals employer as a new-grad sponsor. Check the label first.
- Assuming a consultancy role skips the lottery because the client is a hospital or university. Only the half-time placement test at a qualifying cap-exempt entity does that.
- Assuming cap-gap covers a university offer. It covers only cap-subject petitions.
- Writing off the $100,000 fee as gone, or assuming it is charged. Collection is blocked, the orders are on appeal, and a change of status USCIS grants inside the US was never covered.
Frequently asked questions
Which companies sponsor H-1B in Connecticut?
In the USCIS H-1B Employer Data Hub extract behind our directory, 60 Connecticut employers account for 4,190 petitions decided from FY2024 through part of FY2026, led by Yale University (549), Quest Global (219), Cyient (182), Synchrony (174) and SS&C (159). Counts include renewals, and Travelers, Aetna and Cigna's largest record are filed under other states.
Do Hartford insurance companies sponsor H-1B?
Yes, but mostly for people already on H-1B. Hartford Fire Insurance Company (The Hartford) has 158 petitions decided from FY2024 through part of FY2026 and is labelled mostly renewals, meaning fewer than one in ten were initial petitions. Travelers, Aetna and Cigna's largest record are filed under other states, so check their directory pages and ask HR whether the role is sponsored.
Does Yale sponsor H-1B for staff positions?
Rarely. Yale's Office of International Students and Scholars says sponsorship is primarily reserved for academic appointments and staff positions are generally not eligible. Management and professional roles are considered only in rare, exceptional circumstances, with exception-committee approval before an offer, and fully remote positions are not permitted (Yale pages read 2026-11-02).
Is Stamford a good alternative to NYC for finance jobs on OPT?
It can be, but it is far smaller, with 4,190 petitions decided statewide against 43,144 on our New York, NY metro page (FY2024 through part of FY2026). Stamford-area filers such as Synchrony, Gartner, Point72 and AQR are cap-subject, so your offer's wage level for the Connecticut worksite sets your lottery entries, and STEM OPT needs an E-Verify employer.
Are Windsor and East Hartford engineering services firms cap-subject?
Generally yes. Quest Global (Windsor, 219 petitions decided), Cyient (East Hartford, 182) and Cyma Systems (Manchester, 103) are for-profit, so a first H-1B with them goes through the lottery. The exceptions are a worker already counted against the cap within the six-year period, and one who spends at least half their work time at a qualifying cap-exempt institution, which the employer's attorney must assess.
