Does Amgen Sponsor H-1B Visas? Biotech Research, Process Development and Data Roles for OPT Grads

288 of 289 first USCIS decisions on Amgen H-1B petitions in FY2024 were approvals, yet its postings say sponsorship is not guaranteed. What that means for an OPT scientist, engineer or data hire.

Does Amgen sponsor H-1B? Yes, case by case. The USCIS H-1B Employer Data Hub shows Amgen Inc. with 66 initial approvals and 222 continuing approvals in FY2024, against a single denial, so 288 of its 289 first decisions were approvals (99.7%). But no Amgen posting promises sponsorship. Every US research, process development and data science posting we read on Amgen's careers site on 2026-11-02 carried the same line: "Sponsorship for this role is not guaranteed." For an OPT or STEM OPT candidate, that means sponsorship is possible, decided job by job, and worth asking about early.

Status, as of 2026-11-01: wage-weighted H-1B selection is in effect (since 2026-02-27). FY2028 registration is not announced, and USCIS must give at least 30 days' notice. OPT unemployment limits are unchanged: 90 days on post-completion OPT, 150 in aggregate with STEM OPT. Proclamation 11069, which imposes the $100,000 H-1B payment, is in effect on paper, but the payment is blocked and not being collected: USCIS's Form I-129 page says a court "vacated agency guidance implementing the $100,000 payment requirement". Even if collection resumed, it would not reach change-of-status petitions USCIS grants inside the US, the usual route from OPT.

Does Amgen sponsor H-1B visas? The short answer

Amgen sponsors H-1B visas for some roles. In FY2024, USCIS recorded 66 initial and 222 continuing H-1B approvals for Amgen Inc. and one denial, a 99.7% approval rate on first decisions. Its US postings say sponsorship "is not guaranteed", so each role is decided separately, and a first H-1B at Amgen goes through the cap lottery.

What "initial" and "continuing" tell you

The Hub's glossary ties each category to a box in Part 2 of Form I-129 (new employment, continuation, change of employer, amendment and others) without spelling out which boxes roll into each column. Broadly, initial approvals track new H-1B employment, where first H-1Bs out of OPT land, and continuing approvals cover people already in H-1B status: extensions, amendments and transfers in. At Amgen, 222 of 288 FY2024 approvals were continuing.

What the numbers cannot tell you

What "Sponsorship for this role is not guaranteed" means on an Amgen posting

It means Amgen has not ruled sponsorship out for that requisition and has not committed to it either. Because the same sentence appears across job families, including a night-shift maintenance role, it tells you less than the Basic Qualifications block above it.

Three practical readings:

Which Amgen roles fit an OPT or STEM OPT timeline?

Research, process development and data roles that require a STEM master's or PhD line up best: they can run on STEM OPT and they match the H-1B degree standard. Production and maintenance jobs usually do neither.

Research scientists

Most US research listings we saw on 2026-11-02 were in Thousand Oaks, with a smaller group in South San Francisco. Associate Scientist is the realistic entry point for a master's graduate; Scientist roles expect a doctorate or industry years. Our biotech and life sciences sponsorship guide compares this ladder across the sector.

Process development and manufacturing engineering

The process development titles we read in Thousand Oaks and Cambridge, Massachusetts, step up by degree: Associate (bachelor's), Associate Scientist (master's) and Senior Scientist (doctorate, or a master's with three years of industry experience). Most US manufacturing listings we saw were in Holly Springs, North Carolina, with others in Thousand Oaks, West Greenwich, Rhode Island, and New Albany, Ohio, and most were production, maintenance or supervisory roles. Engineering, systems and investigation roles can fit a STEM degree; operator and technician roles generally do not.

Data science, biostatistics and digital roles

Filter by US location: most first-page "data scientist" results on 2026-11-02 were in Hyderabad, India. If you trained in statistics, our biostatistician sponsorship guide covers the pharma, CRO and academic routes. Amgen's Students and Graduates page also names an Operations Graduate Program, a Finance & Strategy Leadership Program and a Commercial Leadership Program; for business and tech functions, see biotech and pharma H-1B sponsors for non-research roles.

Internships and co-ops on CPT

F-1 students usually hold Amgen internships and co-ops on CPT. SEVP's CPT broadcasts (BCM 2608-01 and 2608-02) are in effect as guidance and challenged in AAU v. DHS, with a preliminary-injunction hearing on 2026-11-06 at 3:00 p.m. (check the docket for the outcome after 2026-11-06). Your DSO decides whether an internship qualifies.

Does Amgen hire international PhDs? Timing a PhD-to-industry move on STEM OPT

Yes. Many scientist and data postings list a doctorate first, and Amgen describes its Postdoctoral Fellows Program as "A 4-year postdoc training program for next gen scientists." Its Students and Graduates page says nothing about visa sponsorship, OPT or work authorization for that program, so ask. The visa question is timing: one degree gives you at most 36 months of OPT and STEM OPT, a four-year program is 48 months, and Amgen is cap-subject.

Does Amgen sponsor green cards?

Employer green-card sponsorship usually runs through PERM labor certification and is decided separately from H-1B, so this guide quotes no Amgen PERM count. The way to check is the DOL OFLC disclosure data on its performance page, whose latest public PERM file runs through FY2026 Q3 (determinations to 2026-06-30); our PERM lookup guide shows how to read it. A PERM filing in that file shows Amgen has used the process for some role, not that it will for yours.

Three dated facts matter. First, Amgen is not among the eight employers (Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL and Capgemini) that DOL said on 2026-10-08 it was suspending from PERM, a suspension in effect as announced, with no written notice or end date as of 2026-11-01. A Mayer Brown alert notes it "does not suspend any employer from the H-1B program". Second, PERM rules are unchanged: DOL's PERM labor-market-test proposal (RIN 1205-AC29) cleared White House review on 2026-10-23 but is not published, so no comment period is open. Third, DOL's FLAG processing page showed PERM analyst review at January 2026 priority dates as of 2026-10-21; check the live page for today's queue.

Does Amgen accept H-1B transfers?

The Hub does not count transfers separately. Its glossary lists change of employer among the Form I-129 boxes it tracks, and continuing approvals generally cover people already in H-1B status, so Amgen's 222 continuing approvals in FY2024 are the column where transfers in would sit. None of the postings we read excluded current H-1B holders. USCIS says you "may begin working for the new employer as soon as they properly file a non-frivolous Form I-129 petition on your behalf", subject to the conditions on its H-1B page.

Two traps. If your H-1B is cap-exempt (a university or affiliated research institute), moving to Amgen generally makes you cap-subject unless you were counted against the cap earlier in your six years. And if you are between jobs, the current 60-day worker grace period still applies (this is the H-1B one, not the F-1 grace period after a program ends). The rule to remove it is proposed only, with comments closing 2026-11-10 at 11:59 p.m. ET (Federal Register; after 2026-11-10 the comment period is closed, but it stays a proposal until a final rule is published).

How to check an Amgen role before you apply

  1. Open the posting on careers.amgen.com, filter to US locations, and note your Basic Qualifications tier and the sponsorship line.
  2. Search the USCIS H-1B Employer Data Hub for "Amgen" and each legal-name variant; compare initial with continuing approvals.
  3. Download the latest LCA disclosure file from the DOL OFLC performance page and look for your job title and worksite. A certified LCA is not an approved petition.
  4. Confirm E-Verify participation in E-Verify's employer search, and ask HR who completes Form I-983 if you need STEM OPT.
  5. Ask the recruiter after the first screen: "My STEM OPT runs to June 2030. Has this team registered candidates for the H-1B lottery, and would it for this role?"
  6. Map your OPT, STEM OPT and unemployment days with your DSO before you accept a start date.
  7. Take petition questions (wage level, cap-gap, a move from a cap-exempt job) to Amgen's immigration counsel or your own licensed immigration attorney.

Frequently asked questions

Does Amgen sponsor H-1B?

Yes, role by role. The USCIS H-1B Employer Data Hub shows Amgen Inc. with 66 initial approvals, 1 initial denial, 222 continuing approvals and 0 continuing denials in FY2024, so 288 of 289 first decisions were approvals (99.7%). The US postings we read on 2026-11-02 said sponsorship for the role is not guaranteed, which is neither a promise nor a refusal, so ask about each role.

Does Amgen hire international PhDs?

Amgen lists a doctorate first in many scientist, process development and data science postings, and its careers site describes a four-year Postdoctoral Fellows Program, without saying anything about visas. A PhD graduate on F-1 typically has 12 months of post-completion OPT plus, with a qualifying STEM degree, a 24-month STEM OPT extension, or 36 months in all. Amgen is a for-profit employer, so a first H-1B there goes through the cap lottery; your DSO confirms your own OPT dates.

Does Amgen sponsor green cards?

Employer green-card sponsorship usually runs through PERM labor certification and is a separate decision from H-1B, so this guide does not quote an Amgen PERM count. Search the DOL OFLC PERM disclosure files, whose latest public release runs through FY2026 Q3. Amgen is not one of the eight employers in the PERM suspension DOL announced on 2026-10-08, and PERM rules are unchanged as of 2026-11-01.

Does Amgen hire OPT students for data roles?

It can. Post-completion OPT needs no employer petition, and the US data scientist postings we read on 2026-11-02 said sponsorship is not guaranteed rather than excluding OPT, though they list a doctorate, or a master's plus two or three years of experience, as the entry points. A STEM OPT extension needs an E-Verify employer that signs a Form I-983 training plan with you, and OPT unemployment limits remain 90 days, or 150 in aggregate with STEM OPT.

Does Amgen accept H-1B transfers?

The Data Hub does not report transfers separately, but Amgen's 222 continuing approvals in FY2024 cover people already in H-1B status, a group that generally includes change-of-employer petitions. USCIS says an eligible H-1B worker may start with a new employer once it properly files a non-frivolous Form I-129. If your current H-1B is cap-exempt, for example at a university, moving to Amgen generally makes you cap-subject unless you were counted against the cap before.

How we checked this: we used the FY2024 Data Hub figures behind our Amgen employer page, read nine US Amgen postings and Amgen's Students and Graduates page on 2026-11-02, and checked the USCIS, DHS, DOL, Federal Register and court pages above on 2026-11-01 and 2026-11-02.

This is general information, not legal or tax advice; your own I-20, EAD, I-94 and notices, your DSO and a licensed immigration attorney govern your case.
