Best US Cities for Finance Jobs on OPT and H-1B: New York, Charlotte, Chicago, Dallas, Boston and Beyond

New York, Charlotte, Chicago, Boston and Dallas-Fort Worth are home to the largest bank and asset-manager H-1B filers, but your job family, CIP code and wage level should decide which one you target.

The best cities for finance jobs in the USA, if you need OPT, STEM OPT or H-1B sponsorship, are New York (Citibank, Goldman Sachs, Morgan Stanley, Bloomberg, American Express, Barclays), Charlotte (Bank of America, Truist), Chicago (JPMorgan Chase's largest filing entity, Northern Trust), Boston (Fidelity, State Street) and Dallas-Fort Worth (Charles Schwab). Princeton, Columbus and Stamford are smaller but real. Pick by job family, not skyline: New York for investment banking and trading, Charlotte for bank technology and risk, Boston for asset management, Chicago and Dallas for custody, brokerage and consumer finance.

Status as of November 1, 2026. In effect: post-completion OPT (90 days of allowed unemployment, 150 in total with STEM OPT), the 24-month STEM OPT extension and wage-weighted H-1B selection (since 2026-02-27). Blocked: collection of the $100,000 H-1B payment, after a court vacated the agency guidance (USCIS); Proclamation 11069 stays in effect on paper to 2027-09-21. Proposed only: an OPT fee rule that would bill the school, which may pass the cost on; comments close 2026-11-09. Not announced: FY2028 H-1B registration.

The twist this year is junior hiring: Revelio Labs (2026-10-13) puts junior headcount at US banks 4.7% below October 2022, which argues for applying in more than one city.

What are the best cities for finance jobs in the USA for international students?

For an international finance graduate, the best US city is the one where your job family and your visa timeline overlap. New York leads for investment banking, trading and research. Charlotte leads for bank technology, risk and operations. Boston leads for asset management. Chicago and Dallas-Fort Worth add custody, brokerage and consumer-finance sponsors, with fewer front-office seats.

H-1B petitions with a first USCIS decision (approvals plus denials, initial and continuing employment) for the named filing entity, FY2024 through FY2026, from the USCIS H-1B Employer Data Hub extract our company pages use (FY2026 partial in that extract). Petition counts, not people or open jobs. Full lists: New York, Charlotte, Chicago, Boston, Princeton and Columbus.

How to read those numbers before you move

USCIS says the Hub "has data on the first decisions USCIS makes on petitions for initial and continuing employment," so these totals mix new hires with extensions. For a new-grad read, open each employer in the live Hub (it now says it covers data through FY2026 Q4, checked 2026-11-01) and compare initial-employment approvals year by year. Brands also file under several entities (Fidelity twice above; Goldman Sachs, Morgan Stanley, American Express and Barclays under more than one name), so check which entity your offer letter names.

Common misconception: "JPMorgan's H-1B jobs are in Chicago." Correction: the Hub's city "is the City indicated in the mailing address of the employer and is not necessarily the beneficiary(ies) work location," per USCIS's Data Hub guide. JPMorgan is headquartered in New York. Your worksite is on the Labor Condition Application (LCA); DOL's LCA disclosure files, currently through FY2026 Q3 (2026-06-30), show it for each case, and it sets which area's prevailing wage applies to you.

Investment banking jobs in New York: still the deepest market

If your goal is investment banking, sales and trading or equity research, New York is still the default, because no other metro hires front-office analysts at the same scale. The cost is competition: you are up against every target-school candidate, domestic and international, for the same analyst classes.

Beyond Citibank, Goldman Sachs and Morgan Stanley, the New York list includes Bloomberg (financial data and technology), American Express (cards and payments) and Barclays' US entities. Our New York City finance and tech H-1B guide goes employer by employer.

Will a bank sponsor you as an analyst?

Sponsorship is decided role by role, entity by entity and year by year; a bank can sponsor quants and technologists while its analyst program screens on sponsorship. Ask the campus recruiter directly, and search the LCA disclosure files for your exact title at that entity.

The 2026 complication sits upstream. Front-office hiring runs through the summer internship, which many current students do on CPT. SEVP's BCM 2608-01 (2026-08-12) allows CPT only "if its absence would make the attainment of a degree an impossibility," and several schools have paused some or all new CPT approvals. That guidance is in effect and challenged: the preliminary-injunction hearing in AAU v. DHS is set for 2026-11-06 at 3:00 p.m. (CourtListener docket; check it for the outcome after that date). Ask your DSO what your school allows before you accept an internship; our summer analyst and CPT guide lays out the options.

Charlotte vs New York for banking jobs on H-1B

Charlotte is a strong alternative for the right roles. In the data it is a two-bank town: Bank of America (1,367), Truist (646) and BofA Securities (503) file from there. It suits bank technology, risk, operations, treasury and corporate or commercial banking, and it is a weaker bet if you only want M&A.

Two things differ from New York. Because prevailing wages are set by area, the same salary can land at a different wage level in Charlotte (the lottery section below shows why that matters). And concentration is the risk: if one of two anchor employers slows junior hiring, the whole market feels it. Our Charlotte banking and fintech H-1B guide covers the employers beyond the two banks.

Chicago, Boston, Dallas-Fort Worth and the smaller hubs

Chicago

Chicago has the single largest count in the table, but read it carefully: the 2,966 petitions belong to JPMorgan Chase & Co.'s filing entity with a Chicago mailing address, not necessarily to Chicago desks. Northern Trust gives the city a custody and wealth-management anchor, and DFS Corporate Services (1,033), the Discover entity in suburban Riverwoods, adds consumer credit. See our Chicago finance and consulting H-1B guide.

Boston

Boston is an asset-management city. Fidelity files under two large entities, Fidelity Technology Group (2,515) and Fidelity Investments (2,099), and State Street adds custody and asset servicing. Our guide to asset management jobs on STEM OPT and H-1B covers the analyst track.

Dallas-Fort Worth

Charles Schwab (1,145 petitions, filed from Westlake) anchors the Texas finance list with brokerage, wealth-platform and operations roles; see the Schwab employer page, the Texas employer list and our Dallas-Fort Worth H-1B guide. Texas's H-1B freeze is a separate matter. Gov. Greg Abbott's 2026-01-27 letter bars new H-1B petitions by state agencies with governor-appointed heads and by public universities until 2027-05-31 without Texas Workforce Commission permission. It does not reach private banks and brokers.

Princeton, Columbus and Stamford

Treat these smaller markets as additions to a list, not the whole list.

Where are the bank technology and operations hubs?

The Hub lists filing entities, not job functions, but the names are a clue (our reading): Fidelity Technology Group in Boston; Morgan Stanley Services Group, Goldman Sachs Services and Barclays Services Corp in New York; DFS Corporate Services in Riverwoods, Illinois; Bank of America and Truist in Charlotte. Treat each as a lead, then confirm its worksite cities in the LCA disclosure file.

How the 2026 junior-hiring slowdown changes the pick

Junior finance hiring is thinner than in 2022, but the data do not show an AI wipeout. Revelio Labs (published 2026-10-13, updated 2026-10-22) found junior headcount at US banks 4.7% below October 2022, with the drop mainly in "sales and client-facing roles in Commercial and Retail banking" and "more senior and Tech roles." Its conclusion: "banks seem to be restructuring around AI rather than being automated by it" (Revelio Labs). The claim that analyst classes are being cut by two-thirds is one McKinsey partner's estimate quoted by Fortune (2026-06-07), not a measured figure.

What that means for your city choice (our reading, not a forecast): spread your search across two or three metros instead of betting on one analyst class; give technology, risk, data and operations seats more weight; and treat deal-driven roles such as M&A and leveraged finance as the most rate-sensitive while the Fed holds after a hike.

Does the city you pick change your H-1B lottery odds?

It can. Under the weighted-selection rule in effect since 2026-02-27, each cap registration gets "the highest OEWS wage level that the beneficiary's proffered wage will equal or exceed for the relevant Standard Occupational Classification (SOC) code in the area(s) of intended employment," and is entered four times at Level IV down to once at Level I (Federal Register final rule). Because wage levels are set by area, the same salary can sit at different levels in different metros. For a job in more than one location, the rule's preamble says the petitioner "must select the lowest corresponding OEWS wage level" the wage meets.

Worked example (hypothetical, no real wages). You hold offers for the same risk-analyst title in New York and Charlotte, each compared with its own metro's figures on DOL's OFLC Wage Search. If the Charlotte salary clears Charlotte's Level II figure and the New York salary clears only New York's Level I, the Charlotte registration is entered twice and the New York one once. The bigger headline salary is not automatically the stronger entry.

FY2028 registration is not announced as of 2026-11-01; the USCIS registration page still shows FY2027. USCIS must give at least 30 calendar days' notice under 8 CFR 214.2(h)(8)(iii)(A)(3), so March 2027 is an expectation, not a date. The employer's attorney picks the occupation code and wage level from the job's real duties; your part is to understand the comparison and ask about it. Our breakdown of H-1B lottery odds by wage level goes deeper.

Which finance degrees qualify for STEM OPT?

Only degrees whose CIP code, printed on your Form I-20, appears on the DHS STEM Designated Degree Program List. A program's "STEM-designated" label does not decide it; the code does.

Finance-adjacent CIP codes on the DHS STEM list (checked 2026-11-01 against the ICE PDF, last updated July 22, 2024)

52.08xx (for example 52.0801, Finance, General)Not on the listNo

A qualifying code is necessary, not sufficient. Per the USCIS STEM OPT page (updated 2026-01-30), the employer must "Be enrolled in E-Verify" and complete its parts of Form I-983, the training plan. If you file on time and your OPT expires while the extension is pending, USCIS "will automatically extend your employment authorization for 180 days"; the 2026-10-14 EAD rule did not change that. Your DSO confirms the code in SEVIS and recommends the extension, and our MS in Finance STEM OPT guide covers which roles fit.

How to build your finance city shortlist

  1. Confirm your I-20's CIP code with your DSO against the DHS STEM list, so you know whether you are planning around 12 months of OPT or up to 36 with the extension.
  2. Search the USCIS H-1B Employer Data Hub for each target employer and record initial approvals separately from continuing ones, year by year.
  3. Filter the latest LCA disclosure files on DOL's OFLC performance page by employer and job title to find the real worksite cities.
  4. Look up the prevailing wage for the likely occupation code in each target metro on the OFLC Wage Search.
  5. Check each STEM OPT employer's E-Verify enrollment before you count it as an option.
  6. Report each new employer promptly, in the SEVP Portal on post-completion OPT or to your DSO with a new Form I-983 on STEM OPT. The unemployment counter (90 days, or 150 in total with STEM OPT) counts each day without employer information, per the SEVIS Help Hub.
  7. Ask each recruiter in writing whether the role is open to candidates who will need H-1B sponsorship, before you pay for a move.

Common mistakes

Frequently asked questions

Which US city is best for finance jobs for international students?

It depends on the job family. New York has the deepest front-office market and the largest group of bank and financial-data H-1B filers, Charlotte fits bank technology, risk and operations, Boston fits asset management, and Chicago and Dallas-Fort Worth add custody, brokerage and consumer-finance sponsors. As of November 2026, check each employer's initial-employment approvals in the USCIS H-1B Employer Data Hub before you commit to a city.

Do investment banks sponsor H-1B for analysts?

Large banks file H-1B petitions every year, and the Data Hub extract we use shows more than 1,000 petitions each for the main filing entities of Citibank, Goldman Sachs and Morgan Stanley across FY2024 to FY2026 (FY2026 partial). Sponsorship is still decided role by role, so ask the recruiter early and search DOL's LCA disclosure files for your exact job title. No count guarantees that an analyst program will sponsor in a given year.

Is Charlotte a good alternative to New York for banking?

For bank technology, risk, operations and corporate banking, yes; for M&A, less so. Bank of America, Truist and BofA Securities all file H-1B petitions from Charlotte. Prevailing wages are set by area, so the same salary can sit at a different wage level than in New York, which matters under the wage-weighted H-1B selection in effect since 2026-02-27.

Which cities have big bank technology and operations hubs?

The Data Hub lists filing entities, not job functions, but the names are a clue. Fidelity Technology Group files from Boston, Morgan Stanley Services Group, Goldman Sachs Services and Barclays Services Corp from New York, Bank of America and Truist from Charlotte, and Charles Schwab from Westlake in Texas. Confirm where those jobs actually sit in DOL's LCA disclosure files, filtered by employer, job title and worksite city.

Are STEM-designated finance degrees eligible for STEM OPT?

Only if the CIP code on your Form I-20 is on the DHS STEM Designated Degree Program List. Financial Mathematics (27.0305), Financial Analytics (30.7104) and Econometrics and Quantitative Economics (45.0603) are on the list (last updated July 22, 2024, checked 2026-11-01), and no 52.08 finance code is. The employer must also be enrolled in E-Verify and complete Form I-983, and your DSO confirms eligibility and recommends the extension.
