Does Vanguard Sponsor H-1B Visas? Why Its Filings Are Mostly Extensions and How OPT Grads Get Hired
Vanguard's FY2024 H-1B record shows 14 new approvals against 208 continuing ones. What that split means for an OPT grad, and the routes that still work.

Part of our guide to companies that sponsor H-1B visas.
Does Vanguard sponsor H-1B visas? Yes, but most of its H-1B activity involves people who already hold H-1B status. For fiscal year 2024, the USCIS H-1B Employer Data Hub shows THE VANGUARD GROUP INC, listed in Malvern, Pennsylvania, with 14 initial-employment approvals, 208 continuing-employment approvals and no denials: 222 first decisions. Initial approvals are where a first H-1B after OPT lands. So if you are a new grad on OPT, the door exists, but it is narrow, and internships and STEM OPT time are the realistic way through it. These are FY2024 figures and may not reflect Vanguard's current hiring policy.
Status as of November 1, 2026. Wage-weighted H-1B selection is in effect (since 2026-02-27). FY2028 registration is not announced, and USCIS must give at least 30 days' notice. The $100,000 H-1B payment is blocked by court orders and not being collected, though the proclamation behind it still stands on paper. E-Verify, which every STEM OPT job depends on, is funded through 2026-12-11 under the continuing resolution (P.L. 119-103) and lapses with it unless Congress passes funding.
Does Vanguard sponsor H-1B? The answer in one paragraph
Vanguard does sponsor H-1B workers, but its FY2024 USCIS record is dominated by continuing cases: 208 continuing approvals against 14 initial approvals, with zero denials. Continuing cases cover extensions, amendments and transfers in from other employers. For an F-1 graduate, that means the realistic path runs through an internship, OPT and STEM OPT, then the H-1B lottery.
What Vanguard's FY2024 H-1B numbers actually show
Vanguard in the USCIS H-1B Employer Data Hub, FY2024 (petitioner THE VANGUARD GROUP INC; read November 2026)
| Measure (FY2024) | Count | What it generally means |
|---|---|---|
| Initial-employment approvals | 14 | Petitions marked "New employment" or "New concurrent employment" on Form I-129; a first H-1B after OPT (usually a cap case) lands here |
| Initial-employment denials | 0 | None |
| Continuing-employment approvals | 208 | Everything else: extensions with Vanguard, changes in an approved job, amendments and transfers in from other H-1B employers |
| Continuing-employment denials | 0 | None |
| Total first decisions | 222 | About 6% initial, 94% continuing (our arithmetic) |
USCIS describes the Hub as having "data on the first decisions USCIS makes on petitions for initial and continuing employment." Read Vanguard's row with four limits in mind:
- It counts workers on first decisions, by decision year. USCIS's guide to the Hub says each number "represents counts of workers approved" (or denied) in the fiscal year USCIS first recorded the decision, not the year Vanguard hired. One person can appear in several years, first as a new petition and later as an extension, so it is not a headcount (our reading).
- Names are grouped by tax ID, using "the most common spelling of employer name per unique tax ID", so search the Hub for "Vanguard" to catch any other entity row.
- It shows no job titles or wages. DOL's Labor Condition Application files do (step 2 below).
- We quote FY2024, the latest full year in the extract behind our Vanguard employer page; the Hub itself may show newer rows.
Common misconception, then correction
The claim: "208 continuing approvals means Vanguard only renews visas for people it already employs."
The correction: the USCIS glossary defines both buckets by the box checked on Form I-129, Part 2, Question 2. An initial approval has "New employment" or "New concurrent employment" selected; a continuing approval is anything else, which "includes, for example, continuing employment, change of employer, and amended petitions." So Vanguard's 208 mixes its own staff's extensions and amendments with experienced hires who transferred in. Put precisely, "mostly extensions" means "mostly people already in H-1B status".
Does Vanguard sponsor H-1B for new grads?
It can: 14 initial approvals in FY2024 means some first-time petitions were approved, but that is small next to its continuing caseload, and the Hub does not say which roles they were. For a new grad, three things must line up: a role Vanguard will sponsor, a lottery selection, and OPT time that lasts until the H-1B starts.
Vanguard goes through the cap. It is not a university or a university-affiliated nonprofit, so a first H-1B there generally needs a registration selection. Since 2026-02-27, selection is weighted by wage level: a Level IV offer gets four entries and a Level I offer one, under the weighted-selection final rule. Entry-level offers are more likely to sit at the lower levels, so the lottery can take more than one season.
FY2028 registration has not been announced. USCIS's registration page still shows the FY2027 season as of 2026-11-01, and USCIS must announce the window at least 30 calendar days ahead (8 CFR 214.2(h)(8)(iii)(A)(3)). March 2027 is an expectation, not a date.
Cap-gap covers the summer. If you are selected and Vanguard timely files a change of status, USCIS's cap-gap page explains that your F-1 status and OPT work authorization extend to April 1 of the fiscal year requested, or the petition start date if earlier. It ends if the petition is denied, withdrawn, revoked or rejected.
The $100,000 payment is not being collected. As of 2026-11-01, the USCIS I-129 page says a court "vacated agency guidance implementing the $100,000 payment requirement", though "If this order is later lifted, DHS still plans to collect the payment." Even if collection resumed, USCIS's H-1B page (dated 2026-09-21) says the proclamation does not apply to a petition "requesting an amendment, change of status, or extension of stay for an alien inside the United States" when USCIS grants that request. If USCIS denies the change of status, or the petition asks for consular notification, the payment would apply.
Does Vanguard hire international students? How OPT grads get in
International hiring does happen: 14 first-time H-1B petitions were approved in FY2024, and hiring you on OPT needs no visa filing at all. Whether a given opening will sponsor later is a question to ask the recruiter role by role. With so few first-time petitions, the realistic plan is to be on a Vanguard team before a registration season, so the sponsorship decision is about someone the team already knows. The routes, in the order most students meet them:
1. Internship, then a return offer. Start with Vanguard's student programs page and its careers site. A CPT internship lets a team judge your work before anyone discusses sponsorship; our guide to turning an internship into a return offer with sponsorship terms in writing covers how to raise it. One catch for 2026: SEVP's CPT guidance (BCM 2608-01 and 2608-02) is in effect and challenged. BCM 2608-01 allows CPT only "if its absence would make the attainment of a degree an impossibility", and several schools have paused CPT that their degrees do not require. A preliminary-injunction hearing is set for 2026-11-06 at 3:00 p.m. (check the docket for the outcome after 2026-11-06). Your DSO decides what CPT your school authorizes, so ask before you accept a summer offer.
2. A full-time start on post-completion OPT. Your OPT EAD is your own work authorization, so Vanguard sponsors nothing to hire you. The SEVIS Help Hub unemployment counter still allows 90 days of unemployment on OPT and 150 in aggregate on STEM OPT.
3. STEM OPT as your lottery runway. A STEM degree adds up to 24 months, enough for more than one registration season. USCIS's STEM OPT page requires the employer to "Be enrolled in E-Verify" and sign Form I-983, your training plan. You file Form I-765 up to 90 days before your OPT EAD expires and within 60 days of your DSO's recommendation; file on time and USCIS "will automatically extend your employment authorization for 180 days". The 2026-10-14 rule ending automatic EAD extensions did not change that. Our explainer on the STEM OPT E-Verify employer requirement walks through the checks.
4. An experienced hire who already holds H-1B. This is where Vanguard's 208 continuing approvals live. USCIS's H-1B page says "you may begin working for the new employer as soon as they properly file a non-frivolous Form I-129 petition on your behalf", if you meet its conditions, and a worker previously counted toward the cap will "not become subject to the H-1B cap again during the same H-1B validity period."
Malvern sits in the Philadelphia hiring market, so pair Vanguard with our Philadelphia H-1B guide to pharma and University City employers, some of them cap-exempt. If 14 new starts looks thin, add fintech and payments companies that sponsor H-1B beyond the big banks and a peer asset manager, Fidelity's H-1B record.
Worked timeline: a STEM grad hired at Vanguard on OPT
Say you finished a STEM master's in May 2026, your OPT EAD runs from 2026-07-01 to 2027-06-30, and Vanguard hires you into a role it has agreed to sponsor.
Worked timeline (as of 2026-11; future dates are projections, not announcements)
| Date | What happens | Status of the rule |
|---|---|---|
| 2026-07-01 | OPT starts; days without employer information count toward the 90-day limit | In effect |
| Early 2027 | Vanguard registers you for the FY2028 cap once USCIS opens the window | Not announced; 30 days' notice required |
| From about 2027-04-01 | Earliest STEM OPT filing (90 days before 2027-06-30), with a DSO recommendation, Vanguard's E-Verify enrollment and a signed I-983 | In effect; confirm the window with your DSO |
| 2027-06-30 | OPT EAD ends; a timely STEM filing keeps you working up to 180 days while pending | In effect |
| If selected | Vanguard files Form I-129 with a change of status; cap-gap covers any gap before the H-1B start | Cap-gap rule in effect since 2025-01-17 |
| 2027-10-01 | Earliest FY2028 H-1B start date | Fiscal year start |
| If not selected | STEM OPT runs to 2029-06-30, leaving room for later registration seasons | None announced |
The lesson: a 2026 Vanguard offer can give you more than one lottery season, but only if STEM OPT is filed on time and Vanguard confirms, before you accept, that the role is one it will sponsor.
Rules that matter to Vanguard's existing H-1B staff
With about 94% of its decisions on the continuing side, extension-stage rules touch more Vanguard H-1B workers than lottery rules do, and two are open for comment now.
Extension and transfer rules, as of 2026-11-01
| Item | Status | Key date | What it means today |
|---|---|---|---|
| Deference to prior approvals on I-129 extensions (8 CFR 214.1(c)(5)) | Current deference applies; removal proposed (RIN 1615-AD26) | Comments close 2026-11-13 (check the Federal Register for the outcome after 2026-11-13) | Nothing changes without a final rule; keep every prior approval notice |
| 60-day worker grace period for H-1B and other work visas (8 CFR 214.1(l)(2)) | In effect; elimination proposed (RIN 1615-AD22) | Comments close 2026-11-10, 11:59 p.m. ET (check the Federal Register for the outcome after 2026-11-10) | After a job loss, the current 60 days still apply; the F-1 grace period is a separate rule and is not part of this proposal |
Does Vanguard sponsor green cards?
The H-1B Data Hub cannot answer this; it covers only H-1B petitions. Green-card sponsorship usually starts with a PERM labor certification, and DOL publishes PERM disclosure files you can search by employer name, a method our guide to checking whether a company sponsors green cards with PERM data explains. As of 2026-11-01:
- The latest public PERM file is FY2026 Q3 (through 2026-06-30), on DOL's OFLC performance data page.
- Vanguard is not among the eight employers (Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL and Capgemini) whose PERM applications DOL said on 2026-10-08 it would stop accepting and processing. As of 2026-11-01 DOL had published no written notice or end date, and Mayer Brown notes the action "does not suspend any employer from the H-1B program."
- PERM is slow. DOL's FLAG processing times showed analyst review at January 2026 priority dates as of 2026-10-21, with an average of 303 days for August 2026 cases.
- The wait after PERM depends on your country. November 2026 Visa Bulletin Final Action Dates: EB-2 India 2013-11-01, EB-3 India 2014-01-22, EB-2 rest of world 2025-04-01. USCIS's filing-charts page requires the Dates for Filing chart for November employment-based I-485s (EB-2 and EB-3 India 2015-01-15, EB-2 rest of world 2026-03-15); consular cases always use Final Action Dates. The December bulletin was not out as of 2026-11-01.
How to check Vanguard's sponsorship yourself, step by step
- Search the USCIS H-1B Employer Data Hub for "Vanguard" and record initial and continuing approvals by fiscal year for every entity row.
- Download the latest LCA disclosure file (FY2026 Q3) from DOL's OFLC performance data page and filter by employer name for job titles, wage levels and worksites.
- Read each posting on vanguardjobs.com for work-authorization language, then ask the recruiter whether that role supports H-1B sponsorship.
- Look up the legal entity on your offer letter in the E-Verify Employer Search, where results depend on the name the employer used at enrollment.
- Confirm with HR who signs your Form I-983 and which E-Verify company ID it shows, before your DSO enters a STEM OPT recommendation in SEVIS.
- Search DOL's PERM disclosure files for the same entity to see whether green-card filings exist for roles like yours.
One more date: E-Verify is funded through 2026-12-11 by the continuing resolution (P.L. 119-103), which extends the program "for the duration of the CR", according to the Congressional Research Service. During the 2025 shutdown, E-Verify went offline on 2025-10-01 and came back about 2025-10-08. If your STEM OPT start falls near mid-December, ask HR and your DSO how they would handle an E-Verify outage, since the program lapses unless Congress passes funding by 2026-12-11.
Common mistakes
- Reading 222 as "Vanguard hires 222 international grads a year." It is 222 workers on first decisions in FY2024; only 14 were initial employment.
- Reading "continuing" as internal renewals only. By USCIS's definition, transfers from other employers sit in the same bucket.
- Treating one fiscal year as company policy. FY2024 shows what happened, not what a team will approve in 2027.
- Searching E-Verify by the brand name. Search the legal entity on your offer letter.
- Filing STEM OPT after the OPT EAD expires. A late filing gets no 180-day automatic extension.
Frequently asked questions
Does Vanguard sponsor H-1B for new grads?
It can, but new starts are a small share of its filings. In FY2024 the USCIS H-1B Employer Data Hub shows THE VANGUARD GROUP INC with 14 initial-employment approvals, where a first H-1B after OPT lands, against 208 continuing approvals. A new grad also needs a selection in the wage-weighted lottery, in effect since 2026-02-27, and FY2028 registration had not been announced as of 2026-11-01.
Does Vanguard hire international students?
Its FY2024 record includes 14 first-time H-1B approvals, so international hiring does happen. Hiring you on post-completion OPT needs no visa filing, because the EAD is your own work authorization. STEM OPT requires the employing entity to be enrolled in E-Verify and to sign your Form I-983. Whether a particular role will sponsor an H-1B later is decided role by role, so ask the recruiter before you accept.
Does Vanguard sponsor green cards?
The H-1B Data Hub does not cover green cards, so check DOL's PERM disclosure files (latest public file through 2026-06-30) under the exact Vanguard entity name. Vanguard is not among the eight employers DOL said on 2026-10-08 it had suspended from PERM. As of 2026-10-21, DOL analysts were reviewing PERM cases with January 2026 priority dates.
Does Vanguard accept H-1B transfers?
Its FY2024 record shows 208 continuing-employment approvals. USCIS's glossary puts change-of-employer petitions (transfers) in that bucket alongside extensions and amendments, though Vanguard's row does not split them out. Under H-1B portability you may start with a new employer once it properly files a non-frivolous Form I-129, if you meet USCIS's conditions, and a worker already counted against the cap generally needs no new lottery.
Is Vanguard an E-Verify employer for STEM OPT?
STEM OPT requires an employer enrolled in E-Verify, and you can check any entity in the official E-Verify Employer Search, which lists employers under the name they enrolled with. Confirm the legal entity on your offer letter with HR. E-Verify is funded through 2026-12-11 under the current continuing resolution and lapses with it unless Congress passes funding.

How we checked this: we read Vanguard's FY2024 row in the USCIS H-1B Employer Data Hub extract behind our employer pages, checked USCIS's glossary for what "initial" and "continuing" mean, and read the official pages above on 2026-11-01. We did not confirm Vanguard's E-Verify enrollment or its PERM filings; the steps above show how to check both.
