Economic Consulting Jobs for International Students: Analyst Roles, STEM Economics and H-1B Sponsorship

The word economics on your diploma does not decide your OPT runway in economic consulting. A six-digit CIP code on your I-20 does, and it can mean 12 months or 36.

Economic consulting jobs for international students are real and reachable from F-1 OPT. Litigation and antitrust consultancies, energy and regulatory firms, and the economics groups inside the Big Four hire bachelor's and master's graduates as analysts and PhD economists as associates. As of November 1, 2026, two things decide how much runway you get. The first is whether your degree's CIP code is on the DHS STEM list: Econometrics and Quantitative Economics (45.0603) is, Economics, General (45.0601) is not. The second is how your offer's wage level weighs in the H-1B lottery, which has used wage-weighted selection since 2026-02-27.

Status as of 2026-11-01. In effect: the 24-month STEM OPT extension and its 180-day automatic extension, OPT unemployment limits of 90 days (150 in aggregate with STEM OPT), and wage-weighted H-1B selection. Not announced: the FY2028 H-1B registration. Proposed: school-paid OPT fees, with comments closing 2026-11-09. Blocked: collection of the $100,000 H-1B payment (the proclamation stands on paper). In force but challenged: SEVP's CPT guidance, with a court hearing on 2026-11-06.

Do economic consulting firms sponsor H-1B?

Some economic consulting firms sponsor H-1B workers, but sponsorship is a firm-by-firm, year-by-year decision rather than an industry rule. Nearly all of these firms are private, cap-subject employers, so a hire on OPT needs a lottery selection first. Check any specific firm in the USCIS H-1B Employer Data Hub instead of trusting aggregator counts.

Sponsor counts online conflict because third-party pages mix measures: Labor Condition Applications versus petition approvals, initial versus continuing employment, different fiscal years. DOL's LCA statistics for FY2026 through June show the gap: 426,659 applications received but 830,710 positions certified, because one LCA can cover several positions (DOL OFLC selected statistics, FY2026 Q3).

Common misconception: "This firm filed hundreds of LCAs, so it sponsors hundreds of H-1Bs." Correction: an LCA is a wage attestation an employer must have certified before it files a petition. It is not an approval and not a hire. Approval counts live in the USCIS H-1B Employer Data Hub, which says it covers "fiscal year 2009 through fiscal year 2026 (quarter 4)" (checked 2026-11-01) and reports "the first decisions USCIS makes on petitions for initial and continuing employment."

How to check a specific firm before you apply

  1. Open the USCIS H-1B Employer Data Hub and look at three or more fiscal years. The Hub shows no update date, so weigh the newest years cautiously; we treat FY2024 as the latest complete year.
  2. Search the employer several ways (brand, legal name with "Inc" or "LLC", parent company), then confirm city, state and the last four tax ID digits so you do not mix two entities.
  3. Filter by NAICS code to scan the industry; most consulting firms sit in sector 54, Professional, Scientific, and Technical Services.
  4. Read initial-employment approvals apart from continuing ones. Initial is the closer signal of new hiring; continuing mostly reflects people already on H-1B.
  5. Cross-check DOL's LCA disclosure files on the OFLC performance data page (latest: FY2026 Q3, through 2026-06-30) for the firm's job titles, SOC codes and wage levels.
  6. Ask the recruiter in writing whether the firm hires on OPT and STEM OPT, uses E-Verify, and registers new analysts in the H-1B lottery.

Our guide to reading the USCIS H-1B sponsorship database walks through the Hub's screens field by field.

Economic consulting jobs for international students: the three kinds of firms that hire

The firms named below are examples of each type, not a list of sponsors; run each one through the Data Hub yourself.

Litigation consulting for international students: antitrust and damages work

Firms such as Analysis Group, Cornerstone Research, Compass Lexecon, NERA, Charles River Associates and Bates White support testifying experts in lawsuits and regulatory reviews: damages, mergers and competition, securities and class actions. Analysts clean and analyze large datasets in Stata, R, Python or SQL, build exhibits, and check every number in an expert report. Entry titles are typically analyst (bachelor's), senior analyst or associate (master's), and associate or economist (PhD). For STEM OPT, the job must be directly related to your STEM degree, and the employer describes the training in a Form I-983 plan that has to match the work you will actually do.

Energy, environmental and regulatory consultancies

Firms such as The Brattle Group, Energy and Environmental Economics (E3) and London Economics International work on utility rate cases, power-market modeling, environmental policy and infrastructure valuation for utilities, regulators and investors. Our explainer on CIP 03.0204, Environmental/Natural Resource Economics, and STEM OPT covers that one code; the current DHS list, last updated July 22, 2024, shows it as designated.

Big Four economics practices

Deloitte, PwC, EY and KPMG run economics teams inside their tax, advisory and forensic groups (transfer pricing, disputes and damages, economic impact studies). Hiring usually runs through the general campus process, so firm-wide OPT and H-1B policies tend to apply; see our Big Four H-1B sponsorship landscape.

Think tanks, government research and university centers, some of them cap-exempt, are a different track, covered in our guide to economist and policy jobs with visa sponsorship.

Is economics a STEM OPT degree?

It depends on the six-digit CIP code your school assigned to your program, not on the word "economics". The DHS list designates several economics codes, but the broad default code, 45.0601 Economics, General, is not on it. The list quotes 8 CFR 214.2(f)(10)(ii)(C)(2): a STEM field is one "included in the Department of Education's Classification of Instructional Programs taxonomy within the two-digit series containing engineering, biological sciences, mathematics, and physical sciences, or a related field."

A STEM economics degree opens the same jobs; what changes is 24 extra months of OPT. One department can offer both kinds of code (say, an MA in Economics coded 45.0601 and an MS in Quantitative Economics coded 45.0603), and only the code in SEVIS and on your I-20 counts. Recoding a program is the school's decision; DHS separately takes nominations for new codes, with an annual deadline of August 1 (ICE SEVP school page).

How to confirm whether your economics degree qualifies for STEM OPT

  1. Find the CIP code next to your major on your Form I-20, or ask your DSO to read it from SEVIS.
  2. Look up that exact code on the DHS STEM Designated Degree Program List on ice.gov.
  3. Check whether an earlier US degree of yours is on the list; if your OPT is based on a non-STEM degree, USCIS says "you may be eligible to use a previous STEM degree from a U.S. institution of higher education."
  4. Confirm that your employer is enrolled in E-Verify and will complete Form I-983, and that the role is directly related to the STEM degree; USCIS requires all three.
  5. Note the filing window: USCIS takes the STEM OPT Form I-765 up to 90 days before your OPT EAD expires and within 60 days of your DSO's SEVIS recommendation. A timely filing gets the 180-day automatic extension, still in effect as of 2026-11-01 (USCIS STEM OPT page).

How is economic consulting different from management consulting for visa candidates?

The visa rules are the same; the fit differs. USCIS defines a specialty occupation as one requiring "Attainment of a bachelor's or higher degree in a directly related specific specialty (or its equivalent)," and says directly related means "there is a logical connection between the required degree, or its equivalent, and the duties of the position" (USCIS H-1B page). That connection is easier to show when the posting itself asks for economics, statistics or math.

For the strategy-firm side, see our breakdown of MBB and strategy consulting H-1B sponsorship.

How H-1B sponsorship usually happens at an economic consulting firm

The common path is OPT first, then the lottery. You start as an economic consulting analyst on OPT; the firm registers you in the annual window (March in recent years; FY2028 dates not announced); if you are selected, it files Form I-129 with a certified LCA, usually requesting a change of status from October 1. For a timely cap-subject change-of-status petition, cap-gap extends F-1 status and OPT work authorization to April 1 of the fiscal year requested, or the petition start date if earlier (USCIS cap-gap page).

What the wage-weighted lottery means for a new analyst

Since 2026-02-27 the lottery is weighted by wage level: Level I gets one entry, Level II two, Level III three and Level IV four (Federal Register final rule). The level is the highest OEWS prevailing-wage level the offered salary equals or exceeds for the job's SOC occupation code and area of intended employment. An economic consulting analyst role might be filed under economists (19-3011), statisticians (15-2041), data scientists (15-2051), market research analysts (13-1161) or another code; the employer and its attorney choose the code that matches the real duties. DOL's OFLC Wage Search shows a code's four wage levels by area, which tells you which level a salary reaches; it is not a way to pick a code. Our explainer on how weighted H-1B selection works shows the math.

The $100,000 payment and the proposed $103,265 fee

Proclamation 11069 is in effect on paper until 2027-09-21, but the $100,000 payment is blocked: courts vacated the agency policies implementing it, and USCIS is not collecting it, though "If this order is later lifted, DHS still plans to collect the payment" (USCIS I-129 page). Change-of-status requests granted inside the US, the usual OPT-to-H-1B route, were never covered (a denied one would be). The separate $103,265 cap-subject fee is only proposed, with no final rule.

Internships and CPT

Summer internships usually need CPT, which SEVP's BCM 2608-01 allows only "if its absence would make the attainment of a degree an impossibility." That guidance is in force but challenged in AAU v. DHS; the preliminary-injunction hearing is 2026-11-06 at 3:00 p.m. (court docket; check it for the outcome after that date). Some schools have paused CPT that is not degree-required, so ask your DSO before accepting an internship.

When do economic consulting firms recruit?

Each firm sets its own calendar, so check its careers page, but a common pattern holds. Bachelor's analyst hiring often opens in late summer and runs through the fall of senior year for starts the next summer or fall; summer internships after junior year are often filled that fall or winter. Master's candidates apply to the same analyst postings or to associate roles, sometimes year-round. PhD hiring typically follows the economics job market: listings on the AEA's Job Openings for Economists in the fall, first-round interviews in roughly December and January, then fly-outs and offers.

Run the same timeline with an Economics, General degree (45.0601) and it stops after the 12-month OPT, around mid-2028: two registration seasons instead of four (our arithmetic, assuming your employer registers you in March 2027 and registration stays in March, neither of which is guaranteed).

The proposed OPT fee would have the school, not the student, pay $70,000 before an initial OPT recommendation and $30,000 before each later one, STEM OPT included; schools could pass the cost on. It would reach only DSO recommendations dated 60 or more days after a final rule. Comments close 2026-11-09 (Federal Register NPRM), and it stays a proposal until a final rule is published.

Do economic consulting firms hire master's students?

Yes, for analyst, senior analyst or associate roles. Two visa points matter. The program's CIP code, not its title, decides STEM OPT. And a US master's can count toward the advanced-degree allocation: USCIS says "An additional 20,000 petitions filed on behalf of beneficiaries who have earned a master's degree or higher from a U.S. institution of higher education are exempt from the cap" (USCIS H-1B page). How your registration is filed is your employer's attorney's decision.

Candidates stand out with evidence they can do the job on day one: a clean empirical project, comfort with Stata or R, and the ability to explain a regression to a non-economist. Interviews commonly pair behavioral questions with a case or data exercise.

Frequently asked questions

Do economic consulting firms sponsor H-1B?

Some do, but it is a firm-by-firm and year-by-year decision, not an industry rule. Most economic consulting firms are private, cap-subject employers, so a hire on OPT must be selected in the H-1B lottery, which has used wage-weighted selection since 2026-02-27. Check a specific firm in the USCIS H-1B Employer Data Hub (it covers FY2009 through FY2026 Q4, checked 2026-11-01) and ask the recruiter about its registration policy before you accept.

Is economics a STEM OPT degree?

Only if your program's CIP code is on the DHS STEM Designated Degree Program List. Econometrics and Quantitative Economics (45.0603), Mathematical Economics (30.4901), Economics and Computer Science (30.3901) and Environmental/Natural Resource Economics (03.0204) are on the current list, last updated July 22, 2024. Economics, General (45.0601) and Applied Economics (45.0602) are not, so confirm the code on your I-20 with your DSO.

How is economic consulting different from management consulting for visa candidates?

Economic consulting firms mostly recruit economics, math, statistics and similar majors into data and econometric work, which lines up with the H-1B requirement of a degree directly related to the job. Management consulting often recruits generalists from any major. Both are usually cap-subject and depend on the lottery, and in both cases STEM OPT depends on your degree's CIP code, not on the firm.

Do economic consulting firms hire master's students?

Yes. Many firms list master's degrees for analyst, senior analyst or associate roles, alongside bachelor's and PhD hires. The master's CIP code decides STEM OPT, so an MS coded 45.0603 can lead to the 24-month extension while one coded 45.0602 cannot on its own. A US master's can also count toward the separate 20,000 advanced-degree H-1B allocation; your employer's attorney decides how the registration is filed.

When do economic consulting firms recruit?

Timing varies by firm, but bachelor's analyst hiring commonly runs in the fall for jobs starting the next summer or fall, and PhD hiring follows the economics job market, with first-round interviews around December and January. The FY2028 H-1B registration has not been announced as of 2026-11-01 (March 2027 is an expectation only), and USCIS accepts a post-completion OPT application up to 90 days before your program ends.
