F-1 Visa Interview Questions on OPT or STEM OPT: What Officers Ask Working Graduates and What to Bring
Officers interviewing working graduates test three things: lawful OPT, a job tied to your degree, and intent to leave. Here is the paper that answers each one.

Part of our guide to US visa interviews.
Status as of November 1, 2026: yes, you can renew your F-1 visa while on OPT or STEM OPT, but only in person. F-1 renewals have required an in-person interview since 2025-10-01 (in effect), and since 2025-09-06 you apply in your country of nationality or residence (in effect). The F-1 visa renewal on OPT interview questions come down to three checks: is your OPT lawful and reported, is your job related to your degree, and do you still meet the F-1 test of intending to leave. Bring your EAD, an OPT-endorsed I-20 with a travel signature from the last six months, and an employer letter that ties your duties to your field.
Also true on 2026-11-01
- In effect: OPT unemployment limits of 90 days (150 on STEM OPT), unchanged; the STEM OPT 180-day automatic extension, untouched by the 2026-10-14 EAD final rule; the Proclamation 10998 travel ban (see Common mistakes).
- Blocked: the D/S final rule, blocked by a federal court since 2026-09-14 (summary judgment briefed, DHS's appeal pending). USCIS says it "will proceed under the previous regulatory provisions," so D/S and the F-1 60-day grace period still apply; check the docket for a ruling after 2026-11-02.
- Proposed: the OPT fee rule (comments close 2026-11-09). The school would be the legal payer and could pass the cost on; it would not reach OPT already approved and changes nothing at a consulate today.
Can I renew my F-1 visa while on OPT?
Yes. OPT is part of F-1 status, so a consulate can issue a new F-1 visa while you work on OPT or STEM OPT. ICE tells applicants who have OPT to "bring a copy of your Form I-20 endorsed for OPT and your Employment Authorization Document (EAD)." Since 2025-10-01 every F-1 renewal is an in-person interview in your country of nationality or residence.
The stamp and your status are separate. ICE's SEVP travel page says "You can stay in the United States on an expired F-1 visa as long as you maintain your student status." Our F-1 visa stamp renewal guide covers the venue rule and automatic revalidation.
What changes on OPT is the conversation. Under State's interview-waiver update you face an officer, and Cornell's international office warns that graduates on OPT have "a somewhat higher risk of being denied renewal of your visa stamp," because "it may be harder for you to convince the embassy official of your intent to return home." The questions move from your university to your work.
The three checks officers make on OPT (as of 2026-11)
Every likely question maps to one of three tests, and each test has a document that answers it.
| Check | What the officer is testing | Paper that answers it |
|---|---|---|
| 1. Lawful OPT | OPT is approved and current, your SEVIS record is Active, your employer is reported | EAD card; I-20 endorsed for OPT or STEM OPT; DSO travel signature; pay stubs |
| 2. Degree-related job | The work is directly related to your major | Employer letter with specific duties; on STEM OPT, the signed Form I-983 |
| 3. Nonimmigrant intent | You overcome the presumption of immigrant intent; F-1 has no dual intent | Truthful, consistent answers; evidence of ties; a DS-160 that matches your records |

F-1 visa renewal on OPT interview questions, check by check
Check 1: is your OPT lawful and reported?
The officer wants unexpired work authorization and a job on your record. SEVIS counts unemployment by looking back to your actual OPT start date and counting "each day without employer information," according to the SEVIS Help Hub.
Questions you may hear:
- When did your OPT start, and when does your EAD end?
- Who is your employer, and when did you start?
- Were you ever without a job? For how many days?
- On STEM OPT: is your employer enrolled in E-Verify?
On post-completion OPT, "Students can enter employment information using the SEVP Portal or DSOs can update SEVIS," per Study in the States' OPT page. STEM OPT students "must report a change in this information, including any loss of employment, within 10 days of the change," per its STEM OPT reporting page. If your record lacks your employer, fix it with your DSO before you file the DS-160.
Check 2: is the job related to your degree?
USCIS puts it in one line on its OPT page: "All OPT must be directly related to your major area of study." The officer tests this by asking what you actually do, so expect to describe your real duties and the coursework they draw on.
Questions you may hear:
- What do you do day to day?
- How does this job relate to what you studied?
- How many hours a week do you work, and what are you paid?
- On STEM OPT: who supervises your training plan?
Post-completion OPT "must be at least 20 hours per week or full-time," according to the same Study in the States OPT page. If your title and degree look far apart, say a "business analyst" with an engineering degree, our guide to the "directly related" explanation in SEVIS shows how that connection is documented. In our reading, work that is not directly related may not count as OPT employment, so those days could count toward your unemployment limit; settle it with your DSO before you travel.
Check 3: do you still intend to leave when F-1 ends?
Under 8 U.S.C. 1184(b), INA section 214(b), an applicant "shall be presumed to be an immigrant until he establishes" otherwise. The statute exempts H-1B and L workers from that presumption. It does not exempt F-1.
Questions you may hear:
- What are your plans after OPT ends?
- Will your employer sponsor you for an H-1B? Were you registered?
- Has your employer filed any petition for you?
- What ties do you have to your home country?
ICE's list for a new F-1 visa includes "evidence of compelling social and economic ties to your home country" and proof of funds. Beyond that, what answers this check is the truth, given briefly and consistently with your DS-160. Never deny a registration, petition or green-card step that exists; an inaccurate answer to a consular officer creates a separate and lasting problem.
What if an H-1B petition or PERM is underway?
Our reading, not a published rule: each step toward long-term US employment is a fact the officer can weigh under 214(b), from a selected H-1B registration to a PERM labor certification or I-140, which are green-card steps, and the further along an immigrant process, the harder the intent showing. Our comparison of dual-intent visas, from H-1B to F-1 explains why the categories differ.
Two timing traps. If your employer's cap-subject H-1B petition with a change-of-status request is still pending, USCIS's cap-gap page says that if you travel abroad, "the request for change of status will be considered abandoned." And once H-1B status starts, you need an H-1B stamp, not an F-1 renewal; see your first H-1B visa stamp after STEM OPT. If any of these filings exists, talk to your employer's immigration attorney before you book.
What should my employment verification letter say?
ICE expects an OPT student returning from abroad to carry "a letter of employment if you have one"; it answers checks 1 and 2 at once. Make it one page on letterhead, signed by HR or your manager, dated close to your interview, with:
- Your name exactly as in your passport
- Employer legal name, address and your worksite
- Job title and three to five lines of specific duties
- The link to your field: your degree, major and the knowledge the role uses
- Start date, and that the job is ongoing
- Hours per week (at least 20 on post-completion OPT) and salary
- Supervisor name and a phone number or email for verification
- On STEM OPT: E-Verify enrollment and duties that match your training plan
Our employment verification letter template has sample wording for HR.
The STEM OPT I-983 note
The USCIS STEM OPT page (updated 01/30/2026) requires an E-Verify employer that signs "the Form I-983, Training Plan for STEM OPT Students." Bring a copy, plus your self-evaluation if it has come due (Study in the States: "12 months after the STEM OPT start date"). If your duties changed, you must report "any material changes to, or material deviations from" the plan to your DSO; do that, with a modified I-983, before the interview.
How to prepare an F-1 renewal on OPT, step by step
- Confirm your SEVIS record with your DSO and check that your employer appears in the SEVP Portal.
- Request a DSO travel signature. Cornell says that on OPT or STEM OPT you "need to have the travel line on your I-20 signed every six months," so check it on your return date.
- Ask HR for the employment letter, and on STEM OPT pull your signed Form I-983.
- Complete the DS-160 online, listing your OPT employer with titles and dates that match your letter and SEVIS.
- Book an interview at a consulate in your country of nationality or residence after checking State's Global Visa Wait Times page, which showed "Last updated: 21-OCT-2026" as of 2026-11-01. For India, Business Today reported on 2026-10-23 that F/M/J waits ran from about one month (Hyderabad) to four (Mumbai), a snapshot only.
- Assemble the folder: passport, DS-160 confirmation, appointment and fee receipts, I-901 SEVIS fee confirmation, I-20, EAD, employer letter, pay stubs and bank statements (proof of funds, which ICE lists), I-983 (STEM OPT) and evidence of ties.
- Attend the interview and answer each question directly and truthfully.
- Re-enter with the folder in your hand baggage, then check your I-94 on the CBP website.
A worked example: a winter-break renewal with STEM OPT ahead
Take a hypothetical computer science master's graduate from December 2025 who wants to fly home for the holidays.
| Date | Event | What it means |
|---|---|---|
| 2026-02-02 | OPT EAD starts (valid to 2027-02-01) | The unemployment count begins |
| 2026-02-16 | Starts as a data engineer | 14 of 90 unemployment days used |
| 2026-06-30 | F-1 visa stamp expires | She keeps working; she needs a new stamp to return from abroad |
| 2026-11-03 | STEM OPT filing window opens | USCIS allows filing "up to 90 days before your current OPT employment authorization expires," within 60 days of the DSO's recommendation |
| 2026-12-18 | Flight home; interview at a post in her home country | Booked after checking the live wait-times page |
| 2027-01-10 | Planned return | Travel signature must be dated on or after 2026-07-10; EAD still valid |
| 2027-02-01 | OPT EAD ends | The STEM I-765 must be filed before the EAD expires to be timely and get the 180-day extension |
Table: hypothetical timeline using 2026-27 dates, as of 2026-11.
The tension is the STEM filing. File in November and the trip falls while the I-765 is pending, which Cornell advises against. File after returning and she has about three weeks of margin; a 221(g) hold past 2027-02-01 would leave her abroad when her EAD ends, with no STEM application on file. The right order depends on her facts, so it is a DSO conversation before she buys a ticket.
What happens if your F-1 renewal on OPT is refused?
A 214(b) refusal means the officer was not satisfied you qualify for F-1, and it leaves you abroad while your job is here. ICE warns that "If you exceed the limits on unemployment while outside the United States, you will not be eligible to re-enter the United States in F-1 status." Call your DSO and employer the same day, and an immigration attorney about options.
A 221(g) is a refusal that keeps the case open while the officer waits for documents or administrative processing. State's administrative-processing guidance says timing "will vary based on the individual circumstances of each case," and requested documents are due within a year or a new fee is needed. Mintz wrote on 2026-10-30 that 221(g) holds "can delay issuance for weeks or months" and that social-media vetting, applied to F, M and J applicants since June 2025, "is adding time."
Should I travel if my STEM OPT extension is pending?
Talk to your DSO first. Cornell, JHU and USC advise against international travel while initial OPT is pending, because a missed biometrics appointment abroad can delay or deny the case. For a pending STEM extension, Cornell says "We recommend waiting until your OPT STEM extension is approved by USCIS": re-entry "may be questioned by a U.S. Customs and Border Protection officer," and its biometrics warning covers "OPT and STEM extension applicants." ICE adds that USCIS "can only send the EAD to your U.S. address."
USCIS's processing-times tool showed 80% of F-1 student I-765s completed within five months (read 2026-11-01), and its FY2026 Q3 data counted 65,221 STEM OPT I-765s pending at the end of June 2026. The 180-day extension protects your US work while a timely STEM case is pending; it does not protect a trip. Our post on traveling on OPT with a pending I-765 covers the re-entry side.
Common mistakes
- Assuming a new visa extends OPT. Your EAD end date still controls your work.
- Travelling in the 60-day grace period. Asked whether you can re-enter during the 60 days after OPT, ICE answers "No. The 60-day 'grace' period is only to prepare to leave the country."
- A generic employer letter. A title and salary answer check 1, not check 2.
- A stale SEVP Portal entry. No employer on file means SEVIS is counting unemployment days.
- Travelling on a listed nationality. Proclamation 10998 (in effect) suspends new F visas for nationals of its listed countries (39 in all; Turkmenistan's restriction covers immigrant visas only). If it covers your nationality, read State's suspension announcement and see an attorney; a visa issued earlier was not revoked, but a new F visa may not be available.
- Booking a tight return. Boston University's ISSO tells students to "allow at least 30 days for visa processing" (travel advisory), and a 221(g) hold can outlast a two-week holiday.
Frequently asked questions
Can I renew my F-1 visa while on OPT?
Yes. OPT is part of F-1 status; bring the I-20 endorsed for OPT and the EAD. Since 2025-10-01 F-1 renewals require an in-person interview, and since 2025-09-06 you apply in your country of nationality or residence.
What questions are asked in an F-1 visa interview on OPT?
Three checks, as of November 2026: lawful OPT (EAD dates, employer, time without a job), a degree-related job (what you do and how it uses your degree), and nonimmigrant intent (plans after OPT, any petition filed). Your EAD, I-20, employer letter and, on STEM OPT, Form I-983 answer most of them.
What should my employment verification letter say?
One signed page on letterhead, dated close to the interview: title, specific duties, the link to your degree, start date, that the job is ongoing, hours, pay, worksite and a supervisor contact. Post-completion OPT must be at least 20 hours a week or full-time; on STEM OPT, match the letter to your I-983.
Can my visa be refused if my job is unrelated to my degree?
It can. All OPT must be directly related to your major, and an officer who is not satisfied you qualify for F-1 can refuse under 214(b) or hold the case under 221(g). In our reading, unrelated work may not count as OPT employment, so settle it with your DSO first.
Should I travel if my STEM OPT extension is pending?
Talk to your DSO first. Cornell recommends waiting for approval, because CBP may question your re-entry and a missed biometrics appointment abroad can delay or deny the case. The 180-day extension, still in effect after the 2026-10-14 EAD rule, protects US work, not your trip.

The State Department pages are linked so you can read State's current wording yourself; State updates them without notice. This is general information, not legal or tax advice; your own I-20, EAD, I-94 and notices govern your situation, your DSO handles anything F-1, OPT or SEVIS, and an immigration attorney handles refusals and H-1B or green-card questions.
