'New Card Is Being Produced': How Long Until Your OPT or H-4 EAD Actually Arrives
Your EAD is approved but the card is not in your hand, and on OPT your unemployment clock may already be running. Here is what each status means and when to act.

Part of our guide to the H-4 EAD.
If your USCIS case status says "New Card Is Being Produced," your Form I-765 has been approved and USCIS has ordered your Employment Authorization Document (EAD). As of 2026-11-01, USCIS publishes no official time for printing and mailing the card. The next update, "Card Was Mailed To Me," means the card is in the mail, and your USCIS online account gets the USPS tracking number. How worried you should be depends less on the printer than on your own dates: whether your OPT start date has already passed, or your old OPT or H-4 card has already expired.
Status line, as of 2026-11-01: the OPT unemployment limits are in effect and unchanged (90 days on post-completion OPT, 150 days in aggregate with STEM OPT). The STEM OPT 180-day automatic extension is in effect, unchanged by the 2026-10-14 EAD rule. The final rule ending automatic EAD extensions is in effect since 2026-10-14 and challenged in court (relief so far for seven named plaintiffs only), so H-4 EAD renewals filed on or after 2025-10-30 have no bridge while the card is in the mail.
What "New Card Is Being Produced" means on your EAD case
"New Card Is Being Produced" means USCIS has approved your Form I-765 and ordered your Employment Authorization Document, the plastic Form I-766 card. It is the step between the decision and the mailing. USCIS publishes no production time for this stage. The next status, "Card Was Mailed To Me," gives you a USPS tracking number for the card.
Two things leave USCIS after an approval, and they travel separately:
- The approval notice (Form I-797). It confirms the decision, but it is not the card and it cannot be followed in the mail. USCIS's delivery page says plainly: "USCIS notices cannot be tracked via UPS or USPS."
- The card itself. USCIS sends cards through USPS Priority Mail with Delivery Confirmation under its Secure Mail Initiative, according to its card delivery tracking page. The card goes to the address on your application, or to your attorney if your Form G-28 asked for documents to go there.
The USCIS Policy Manual (Volume 11, Part A, Chapter 2, current as of 2026-10-27) adds the rule that catches people who leave the country: "In general, USCIS only sends secure identity documents to U.S. addresses." And the USCIS change-of-address page warns that USPS "will not forward your mail from USCIS," so a card sent to an old apartment does not follow you.
From approval to mailbox: every status, in order
USCIS case status stages for an approved I-765, as of 2026-11. USCIS publishes no time for the card stages, and the wording on your case may differ slightly.
| Status you see | What it means | Official time | What to do now |
|---|---|---|---|
| Case Was Approved | USCIS decided your I-765; the I-797 approval notice is mailed separately | Decision only: 80% of I-765 (c)(3) F-1 cases completed within 5 months (USCIS tool, read 2026-11-01) | Confirm the mailing address on your application is still where you live |
| New Card Is Being Produced | The card has been ordered | None published | Sign in to your USCIS online account so the tracking number reaches you |
| Card Was Mailed To Me | The card has left USCIS with a USPS tracking number | None published | Enter the number on USPS.com and turn on Informed Delivery |
| Card Was Picked Up By The United States Postal Service | USPS has scanned the envelope | Follow USPS tracking | Watch for a delivered or notice-left scan |
| Card Was Delivered To Me By The Post Office | USPS reports delivery to your address | Not applicable | If the card is not in your hands, start the USPS Find Missing Mail steps right away |
| Card Was Returned To USCIS (exception) | The card came back undelivered | Not applicable | Contact USCIS and follow the non-delivery steps below |
How long does "New Card Is Being Produced" take?
There is no official answer. The USCIS processing-times tool measures how long USCIS takes to decide a case. As of 2026-11-01 it shows 80% of I-765 (c)(3) F-1 student cases, which covers OPT and STEM OPT, completed within 5 months. For H-4 spouses it shows 17.5 months for a standalone (c)(26) I-765 and 6.5 months when filed with an H-4 I-539. None of those figures includes printing or mailing the card.
Forum threads describe statuses that flip to "mailed" within days and others that sit unchanged for weeks; treat those as anecdotes, not schedules. The one channel USCIS names for the tracking number is your USCIS online account, which it says sends updates including "your U.S. Postal Service (USPS) tracking number when we mail your card or travel document."
If your case has not been decided yet, our action plan for a delayed OPT EAD covers the pre-approval escalation path. Once a case is approved, premium processing has nothing left to speed up (our reading).
Can you start work while your card is being produced?
It depends on which EAD you are waiting for. On initial post-completion OPT, you wait for the card. On a STEM OPT extension filed before your OPT EAD expired, the 180-day automatic extension keeps you working, up to a fixed reverification date. On an H-4 renewal filed on or after 2025-10-30, an expired old card means no work until the new one arrives.
Post-completion OPT: you need the card and the start date
Study in the States, the DHS student site (Applying for Practical Training, updated 2026-08-24), puts it this way: "Once you receive your EAD and the Employment Start Date on the EAD arrives, you can begin work." The employer handbook says the same from HR's side: "The student may not begin employment until the date indicated on the EAD" (USCIS M-274, section 7.4.2).
For Form I-9, the card is your List A document. The I-9 Central receipts page (updated 2026-09-18) lets employers accept only a short list of receipts, such as one showing you applied to replace a lost, stolen or damaged document. A receipt or approval notice for a new EAD is not on that list. Our guide to Form I-9 documents on OPT walks through what HR will ask for.
STEM OPT extension: the 180-day bridge does the work
If you filed your STEM OPT I-765 on time, before your post-completion EAD expired, USCIS's STEM OPT page still says USCIS "will automatically extend your employment authorization for 180 days." The 2026-10-14 final rule on EAD extensions did not change that. While the extension runs, M-274 lets you show HR your expired EAD together with a Form I-20 your DSO endorsed recommending the STEM extension. Employers set your reverification date 180 days from the "Card Expires" date on the old EAD, so the new card needs to reach HR before then. Our STEM OPT status tracking guide explains each status on that case.
H-4 EAD renewal: no bridge for renewals filed on or after October 30, 2025
The final rule (91 FR 65306, in effect since 2026-10-14) ended automatic extensions for EAD renewals filed on or after 2025-10-30. For (c)(26) H-4, work authorization stops once the old card's end date passes, even with a renewal pending. Timely renewals filed before that cutoff keep up to 540 days. If your old card has already expired, every day the new card spends in production or in the mail lengthens your work gap (our reading), because an approval notice is not a Form I-9 document and your employer needs the card to complete reverification. The rule is challenged: a preliminary injunction in Jane Doe 1 v. DHS (C.D. Cal. No. 8:26-cv-00060, order of 2026-09-10) covers only seven named H-4 plaintiffs, and as of 2026-11-01 no court has blocked the rule for anyone else. Our explainer on the October 14 final rule ending automatic EAD extensions covers who is affected.
Does your OPT unemployment clock run while the card is being produced?
Yes, once your OPT start date arrives. The SEVIS Help Hub unemployment counter page (updated 2026-07-27) tells DSOs to "Look back to the Actual OPT Start Date" and to "Count each day without employer information." The limits are 90 days on post-completion OPT and 150 days in aggregate on STEM OPT, including days used on post-completion OPT. Because you cannot work without the card, each day after your start date that you spend waiting counts.
If your start date is still in the future, the card stage costs you nothing. That is the best test of whether a slow card is an inconvenience or a problem.
A worked timeline
Here is a hypothetical post-completion OPT case, using the start date printed on the card. Dates after 2026-11-01 are assumptions, not predictions.
| Date | What happens | Unemployment days used |
|---|---|---|
| 2026-10-20 | USCIS approves the I-765; status changes to "New Card Is Being Produced" | 0 (start date not reached) |
| 2026-10-26 | The start date on the EAD arrives; no card yet, so no work | 1 |
| 2026-11-01 | Still in production | 7 |
| 2026-11-04 (assumed) | Status changes to "Card Was Mailed To Me" | 10 |
| 2026-11-07 (assumed) | USPS delivers the card | 13 |
| 2026-11-09 (assumed) | First day at work after HR completes Form I-9 | 14 used, 76 left |
Had the requested start date been 2026-12-01, the same delivery dates would have cost zero unemployment days. The table assumes no other unemployment days; your DSO's SEVIS record is the official count.
What to do while your card is being produced
- Sign in to your USCIS online account (or create one). USCIS says it sends the USPS tracking number there when the card is mailed.
- Compare the mailing address on your Form I-765 with where you live now. If you moved, update it with USCIS at uscis.gov/addresschange (the online tool asks for each pending receipt number) and with USPS. The Policy Manual says "Aliens must report any change of address within 10 days of moving within the United States or its territories." On F-1, report the new address for SEVIS too, through your DSO or the SEVP Portal.
- Label your mailbox with your name. USCIS asks for this, "especially if you live in a building with multiple units."
- Register for USPS Informed Delivery, which USCIS itself suggests: it emails preview images of incoming mail and status updates on packages headed to your address.
- Enter the tracking number on USPS.com the day your status changes to "Card Was Mailed To Me," and set text or email alerts.
- Tell your employer's HR team your status and ask what they need for Form I-9 on your first day.
- Email your DSO if your OPT start date has passed, so you both know how many unemployment days have accrued.
- Inspect the card the day it arrives: name, date of birth, category such as (c)(3)(B), (c)(3)(C) or (c)(26), and validity dates. Our guide to fixing a wrong name, date or category on an EAD covers what to do if USCIS made an error.
- Report your employer information to your DSO or through the SEVP Portal once you start, as Study in the States requires; see our note on SEVP Portal reporting deadlines.
- Apply for a Social Security number at an SSA office on or after your EAD start date if you do not have one. SSA will not process the request before your EAD start date.
When should you act if the card stalls?
USCIS gives no production deadline, so the trigger is a consequence, not a number of days. Use this checklist.
- Your OPT start date has passed and the status still reads "New Card Is Being Produced." Every day now counts toward your limit. Contact the USCIS Contact Center, note the date and any reference number, and tell your DSO.
- A STEM OPT reverification date or an H-4 card end date is close. Tell HR and your employer's immigration attorney now, not on the last day.
- The status says "Card Was Mailed To Me" but USPS tracking has not moved. Contact USPS with the tracking number and keep checking USCIS for a "returned" status.
- USPS says "delivered" and you have no card. USCIS tells you to follow the steps on the USPS Find Missing Mail page and to start as soon as you believe the mail is missing. If that fails, USCIS's e-Request tool has a "did not receive card by mail" case inquiry. Our step-by-step guide to an EAD marked delivered but never received covers the full sequence.
- The status says "Card Was Returned To USCIS." Contact the Contact Center or submit a case inquiry. USCIS says it may attempt a second delivery and may reissue the card, but that you generally need to file a new form for a non-delivered document to be reissued. Who pays turns on fault: USCIS's document replacement page says you "generally do not have to pay a new fee" when the miss is a USCIS or USPS error, and generally do pay when it is yours, such as an outdated address. If replacement is the route, our guide to replacing a lost EAD on OPT or H-4 explains the filing.
- You are an F-1 student and unsure whether a gap threatens your status. That is a DSO question. For H-4 or H-1B status strategy, talk to a licensed immigration attorney.
Common mistakes
Misconception: "My case is approved, so I can start my OPT job." Correction: On post-completion OPT you need the card in hand and the start date on it (Study in the States, updated 2026-08-24). The approval notice is not a Form I-9 document.
- Assuming the unemployment clock waits for the card. It counts from the start date on your EAD, card or no card.
- Updating your address only with USPS. USCIS asks you to update both. Its delivery page warns that otherwise documents could be lost and you may need to reapply and pay the fee again.
- Travelling abroad before the card arrives. Cornell's OPT travel guidance recommends against international travel until you receive your OPT or STEM OPT EAD, and USCIS generally mails cards only to US addresses. Ask your DSO before booking anything.
- Filing a replacement I-765 for a card that is just slow. Replacement is for a card that is lost, stolen, damaged or not delivered. The I-765 fee on Form G-1055 (edition 10/26/26) is $520 on paper or $470 online, though a (c)(26) H-4 I-765 can be filed only on paper. Whether you owe it depends on whose error caused the problem, so check before you pay.
Frequently asked questions
How long after new card is being produced will I get my EAD?
USCIS publishes no official time for printing or mailing the card, and its processing-times tool measures only the decision. The status means your I-765 was approved and the card was ordered. The next update, "Card Was Mailed To Me," comes with a USPS tracking number. Forum reports range from days to weeks and are anecdotal, so watch your USCIS online account rather than a calendar.
Can I start work when the status says the card is being produced?
On post-completion OPT, no. Study in the States (updated 2026-08-24) says you can begin once you receive your EAD and its start date arrives, so you need the card in hand. On a timely filed STEM OPT extension, the 180-day automatic extension, in effect as of 2026-11-01, is what lets you keep working. H-4 EAD renewals filed on or after 2025-10-30 get no automatic extension, and your employer needs the new card for Form I-9.
How do I get the USPS tracking number for my EAD?
Sign in to your USCIS online account, which USCIS says sends your USPS tracking number when it mails your card. Without an account, USCIS says Case Status Online shows whether the card has been mailed. Enter the number on USPS.com. Only cards and travel documents are trackable; USCIS notices, including the I-797 approval notice, are not.
What if the status hasn't changed to card was mailed after weeks?
USCIS sets no production deadline, so judge by consequences. If your OPT start date has passed, or a STEM OPT reverification date or H-4 card end date is close, contact the USCIS Contact Center, keep a record, and tell your DSO and employer. Confirm the address on your application is current. If the status turns to "Card Was Returned To USCIS," follow the USCIS non-delivery steps.
Does my OPT unemployment clock run while the card is being produced?
Yes, once your OPT start date arrives. The SEVIS Help Hub (updated 2026-07-27) counts each day without employer information from the actual OPT start date, up to 90 days on post-completion OPT and 150 days in aggregate with STEM OPT. You cannot work without the card, so waiting days after the start date count. If your start date is still in the future, nothing counts yet.

How we checked this: on 2026-11-01 we read the USCIS delivery-tracking, change-of-address and document-replacement pages, the USCIS Policy Manual, M-274, I-9 Central, Study in the States, the SEVIS Help Hub, the USCIS processing-times tool, the 2026-10-14 final rule and the Jane Doe 1 order, and treated every forum timeline as anecdotal.
This is general information, not legal or tax advice; your own approval notice, I-20, I-94 and card govern, and your DSO (for F-1, OPT and SEVIS questions) or a licensed immigration attorney (for H-4, H-1B and status strategy) should confirm anything that affects your case.
The bottom line
"New Card Is Being Produced" is good news with a wait attached, and USCIS puts no number on that wait. Watch your online account for the tracking number, keep your address current, and measure urgency by your own dates: a start date that has passed, or a card end date that is close, is your signal to act.
If you are lining up an OPT, STEM OPT or H-4 EAD job search while you wait for the card, F1Jobs helps international candidates focus on employers that hire and sponsor visa holders.
