New Grad Jobs for International Students: A Fall 2026 Recruiting Plan Built Around OPT and the Lottery
Sponsoring postings are scarcer and the H-1B lottery now rewards higher wage levels, so your fall 2026 new grad search needs a different order of operations.

If you are an F-1 student graduating in spring 2027, the new grad jobs you will start on next summer are being filled right now. For international students the fall 2026 plan comes down to three moves. Apply this fall to employers with a record of sponsoring your exact role. Understand how OPT and the STEM OPT extension can give you more than one H-1B registration season. And aim for offers that land at a higher wage level, because the lottery has weighted entries by wage since 2026-02-27.
This guide explains how the systems work. It is not legal advice about what you should file. Questions about your OPT, SEVIS record or I-20 go to your DSO. Questions about an H-1B petition or green card strategy go to a licensed immigration attorney.
Status line: what is true as of October 2026
Much of what is online is stale. Here is where the rules stood on 2026-10-13.
| Rule | Status | Key date | What it means for your new grad search |
|---|---|---|---|
| Wage-weighted H-1B selection (Level IV x4, III x3, II x2, I x1) | In effect | Effective 2026-02-27; used for FY2027 | Your offer's wage level changes your lottery weight |
| FY2028 H-1B registration | Not announced | March 2027 is only an expectation | Do not plan around a date USCIS has not published |
| Duration-of-Status rule | Blocked | Court order 2026-09-14; DHS appealed 2026-09-30 | The 60-day F-1 grace period after your program or OPT ends still applies |
| OPT fees ($70,000 initial / $30,000 subsequent) | Proposed | NPRM 2026-10-08; comments close 2026-11-09 | Not in effect. The school would be the legal payer |
| SEVP CPT broadcasts (BCM 2608-01 / 2608-02) | In effect as guidance, challenged | Hearing 2026-11-06 | Ask your DSO before relying on CPT for a fall or spring internship |
| $100,000 H-1B fee (Proclamation 11069) | Blocked by two courts | Restriction extended to 2027-09-21 on paper | The fee is not being collected |
| $103,265 H-1B fee | Proposed | Comments closed 2026-09-24; no final rule | Not law. Watch for a final rule |
| EO 14431 (layoffs as an H-1B factor) | In effect as a directive | No implementing guidance yet | No automatic denial; worth asking about at employers with recent cuts |
The wage-weighted rule should most shape your fall plan. Read it in the Federal Register, and we break down the new grad math in our guide to the wage-weighted H-1B lottery for new grads.
Why 2026 new grad jobs are harder to land with a visa
The broad market for new graduates is soft, and the sponsoring part of it has shrunk faster.
| Signal | Number | Source |
|---|---|---|
| Class of 2026 with an offer before graduation | 43% | NACE 2026 student survey |
| Average offered salary, Class of 2026 | $61,747 ($69,521 for paid interns) | NACE 2026 |
| Recent-grad unemployment / underemployment | About 5.6% / 42% | NY Fed, 2026:Q2 |
| Announced hiring plans, September 2026 | 90,787, the lowest September since 2011 | Challenger, Gray & Christmas |
| Technology job cuts, year to date | 165,925 (+54%; 29% of all cuts) | Challenger, September 2026 |
| Full-time postings offering visa sponsorship | 10.9% in 2023 to 2.6% in 2026 | Handshake, as reported by CNBC |
Two numbers matter most. Paid interns were offered more on average, so put a summer 2026 internship at the top of your resume. And CNBC reported, citing Handshake, that the share of full-time postings offering sponsorship fell to 2.6% in 2026. That is a reported figure from one platform, not an official count. Either way, fewer ads will say "we sponsor," so you have to identify sponsors yourself.

How the H-1B lottery now shapes which new grad jobs to target
Under the old system every eligible registration had the same chance. Under the rule in effect since 2026-02-27, the employer's registration reports the highest DOL prevailing-wage level that your offered salary meets for that occupation in that metro. Level IV gets four entries in the selection pool, Level III three, Level II two and Level I one.
| Old rule (through FY2026) | New rule (FY2027 onward, in effect) | What to do differently | |
|---|---|---|---|
| Selection | Random, equal weight | Weighted by wage level, I to IV | Ask early how the employer expects to classify the role |
| Entry-level offers | Same odds as senior roles | Level I carries one entry | Compare offers on wage level, not just base pay |
| Metro choice | Mostly about cost of living | The same salary can land at a different level in different metros | Factor location into your target list |
| Cap-exempt employers | A niche option | A more valuable hedge | Add universities and nonprofit research employers to your list |
- Role title and duties drive the occupation code. The same offer can be classified as a software developer, a data scientist or a computer systems analyst, and each has its own prevailing wage. The employer and its counsel choose it, and it must match the real job, but you can ask.
- No offer guarantees selection. A Level II or III classification adds weight, nothing more.
- Cap-exempt employers skip the lottery entirely. Universities, nonprofits affiliated with universities, and nonprofit or government research organizations can file H-1B petitions without a lottery. Our list of cap-exempt H-1B employers is a starting point.
USCIS announced on 2026-07-17 that the FY2027 cap was reached with no second selection round. The 24-month STEM OPT extension matters because it can give you more than one registration season. Confirm with your DSO whether your degree's CIP code appears on the DHS STEM list, and that your employer is enrolled in E-Verify, which STEM OPT requires.
Sector by sector: tech, consulting and finance
Software engineer jobs for new grads
Large tech employers typically open new grad SWE roles in late summer and fall and fill them on a rolling basis, so a September application usually beats a December one. The visa question tends to show up as a screening checkbox early in the process. Answer it accurately every time, because "do you now or will you in the future require sponsorship" means H-1B, even though OPT needs no sponsorship to start. Check employers against our guide to top companies that sponsor H-1B, then confirm on the USCIS H-1B Employer Data Hub. The Hub covers FY2009 through FY2026 Q3, so do not trust any third-party "FY2026 Q4" ranking.
Searching "visa new grad SWE" on job boards? Filter on filing history, not posting language, because many real sponsors never say so in the ad.
New grad data scientist jobs
Data titles vary by company. "Data scientist," "analytics engineer," "applied scientist" and "data analyst" can map to different occupation codes and wage levels. Between two data offers, the classification can matter for the lottery as much as salary. Ask the recruiter which immigration law firm the company uses and whether it has sponsored this exact title before.
Consulting
Large consulting firms often recruit full-time analysts in the fall, and sponsorship practices differ by service line. Public-sector and government-contracting work that requires US citizenship or a clearance generally rules out F-1 candidates, so check the practice before a case-interview cycle.
Finance
Banking full-time offers often convert from summer internships, so a new grad applying cold faces fewer open seats. Recruiting trackers report that bulge-bracket summer 2027 internship recruiting is effectively closed. Look at off-cycle analyst roles, asset managers, fintech firms and bank technology divisions, which often recruit later. Client-facing roles may need FINRA registrations the employer arranges after hire. That is licensing, not immigration.
Your fall 2026 to summer 2027 calendar
Your own I-20 and program end date govern the real dates.
- October to November 2026: apply to sponsor-heavy employers first. Build a list of 40 to 60 employers with a filing history for your role. Apply there before going wider. Our 3 to 6 month pre-graduation job search timeline walks through the weekly cadence.
- November 2026: watch the comment deadlines, do not react to them. The OPT fee proposal closes for comments on 2026-11-09 and the CPT case has a hearing on 2026-11-06. Neither changes your OPT eligibility today.
- December 2026 to January 2027: convert interviews and compare offers. For each offer, ask whether the employer will register you in the next H-1B season, which wage level it expects, and whether it files STEM OPT I-983 training plans.
- January to February 2027: get your OPT plan from your DSO. Your DSO recommends OPT in SEVIS and issues the updated I-20. Then you file Form I-765 with USCIS inside the filing window your DSO explains. Do not travel internationally while that I-765 is pending. Check current timing on the USCIS processing times page.
- February to March 2027: the FY2028 registration season, if USCIS announces it. As of 2026-10-13 nothing is announced. Watch the USCIS H-1B registration page, and remember that registration is filed by the employer, not by you.
- Spring 2027: graduate and start the clock math. Post-completion OPT allows 90 days of unemployment in total, and 150 days in aggregate with the STEM extension, per SEVP guidance. If your search runs past graduation, our guide to beating the OPT 90-day unemployment clock covers the options.
- Summer 2027: start work and report it. Report your employer through the SEVP Portal or your DSO as your school requires. If you plan to use STEM OPT later, confirm your employer is enrolled in E-Verify now.
If you graduated in 2026 and are already on OPT, run steps 1, 3 and 5 at the same time. Your unemployment days are already counting.
Common mistakes
- Waiting for spring. Many large employers fill much of their fall-cycle class by winter. Spring hiring exists, but many sponsoring seats at large employers are gone by then.
- Trusting posting language. Sponsorship mentions are now rare. Use filing data and ask the recruiter directly.
- Answering the sponsorship question wrong. OPT needs no sponsorship to start, but the H-1B does. Answer for the future, accurately.
- Treating proposals as law. The OPT fees, the $103,265 fee and the worker grace-period change are all proposals. The $100,000 fee is blocked. None of these changes your application today.
- Assuming you get one lottery shot. STEM OPT can add registration seasons, but only if your degree and employer qualify. Confirm both early with your DSO.
- Planning a winter trip without checking. Interview waivers are gone for F-1 and H-1B applicants, you now apply in your country of nationality or residence (since 2025-09-06), and the 39-country travel ban under Proclamation 10998 remains in effect. Check live visa wait times before you book anything.
- Taking a "guaranteed placement" offer. SEVP has warned about STEM OPT employers where students never actually worked. No employer or service can guarantee you an H-1B selection.
Frequently asked questions
When should international students apply for new grad jobs graduating in spring 2027?
Start now. Fall 2026 is when most large tech, consulting and finance employers fill full-time new grad classes for 2027, and sponsoring roles close early. Spring still has hiring, but many sponsoring seats at large employers are filled by then.
Does the wage-weighted H-1B lottery hurt new grads?
It changes the odds rather than closing the door. Since 2026-02-27 each registration is weighted by the wage level of the offered job, from one entry at Level I to four at Level IV, so an entry-level offer at Level I carries the least weight. A higher offered wage for the role and metro, or a cap-exempt employer, changes the picture, and an attorney can explain how it applies to a specific offer.
Do I need sponsorship to start a new grad job on OPT?
Not to start. Post-completion OPT lets you work without employer sponsorship, and STEM OPT can extend that by 24 months if your degree and employer qualify. Sponsorship becomes relevant when the employer registers you for the H-1B lottery, so ask about that plan before you accept.
Is the proposed $70,000 OPT fee in effect for the Class of 2027?
No. It is a proposal published 2026-10-08 with comments closing 2026-11-09. If finalized, the school would be the legal payer and could pass the cost on, and it would apply only to DSO recommendations made 60 or more days after a final rule. Your DSO can explain how your school is reading it.
How do I find new grad jobs that actually sponsor H-1B?
Check the employer's filing history in the USCIS H-1B Employer Data Hub and DOL LCA disclosure data, then confirm with the recruiter. Postings that mention sponsorship are now rare, so a history of filings for your exact role and level is a stronger signal than wording in a job ad.
Build the list before the seats fill
A good fall 2026 new grad search looks like a short, verified list of sponsors, early applications, offers you compare on wage level as well as salary, and an OPT plan your DSO has confirmed. F1Jobs sells a job-search service for international candidates, so we have a stake here. If you want help building and working that list while you finish your degree, talk to F1Jobs.
