Moving to a New City for Your First OPT Job: A 30-Day Checklist for Lease, SSN, State ID and SEVP Reporting
Your offer is signed and the move is booked. Here is the order for SSA, the lease, the SEVP Portal and the DMV, and how to keep the OPT unemployment clock in check while you move.

If you are relocating for a job on OPT, the order of tasks matters more than speed. Visit the Social Security Administration (SSA) on or after the start date printed on your EAD, never before. Sign a lease with your offer letter plus a guarantor or larger deposit instead of a US credit score. Report your new address, and later your employer, within 10 days of each change through the SEVP Portal or your DSO. Then switch your state ID under your new state's rules and check your first paycheck.
Status as of November 1, 2026. OPT unemployment limits are in effect and unchanged: 90 days on post-completion OPT, 150 in aggregate on STEM OPT. The DHS duration-of-status rule is blocked by a federal court since 2026-09-14 (summary judgment briefed; DHS's appeal pending), so D/S and the 60-day F-1 grace period still apply; USCIS says it "will proceed under the previous regulatory provisions." The OPT fee rule is only proposed (comments close 2026-11-09): the school would be the legal payer, and OPT already approved is outside it, though a later STEM OPT recommendation could be covered.
Relocating for a job on OPT: the short answer
Moving for your first job after graduation on OPT takes five ordered steps. Confirm your EAD start date and count unemployment days. Apply for an SSN at SSA on or after that date. Lease with your offer letter and a guarantor or deposit. Report your address and employer within 10 days, in the SEVP Portal or through your DSO. Then update your state ID and payroll forms.
Your 30-day relocation timeline (as of 2026-11)
A typical post-completion OPT move. Day 1 is the day you accept the offer.
| When | Task | Office or portal | The rule behind it |
|---|---|---|---|
| Days 1-3 | Confirm the EAD Valid From date, the card in hand and the start date; ask HR for an offer letter | Your EAD; employer HR | Unemployment counts from the Actual OPT Start Date |
| On or after the EAD start date | Apply for an SSN | SSA office (start online if offered) | SSA will not process an application with a future EAD start date |
| Days 4-14 | Apply for the apartment with the offer letter plus a guarantor or deposit | Landlord or guarantor service | No US credit score needed if the landlord accepts alternatives |
| Move day | Keep passport, I-94, I-20, EAD and any I-797 in your carry-on | Airport or road | One university's advisory for domestic trips |
| Within 10 days of moving | Update physical and mailing address | SEVP Portal or your DSO | 10-day reporting rule |
| Only if a USCIS case is pending | Update your address with USCIS too | USCIS online account | SEVIS and USCIS are separate records |
| First workday | Complete Form I-9 and a W-4 under IRS Notice 1392 | Employer HR and payroll | Nonresident aliens follow special W-4 instructions |
| Within 10 days of starting | Report the employer | SEVP Portal (post-completion OPT); Form I-983 to your DSO (STEM OPT) | 10-day reporting rule |
| After the SSN arrives | Get a state ID or driver's license | New state's DMV | The state sets the new-resident deadline and documents |
| First payday | Check the pay stub for Social Security and Medicare lines | Payroll | Nonresident F-1 students are exempt on OPT |
The move-day row comes from Boston University's international office, which said in an August 17, 2026 advisory that ICE detentions had been confirmed at 15 major US airports. That is one school's advice; ask your DSO what yours recommends.
How does the OPT unemployment clock work when you relocate?
The clock starts on your OPT start date (the Valid From date on your EAD), not your first day of work. The SEVIS Help Hub says to "Look back to the Actual OPT Start Date" and "Count each day without employer information." Days spent packing, apartment hunting and driving after that date are unemployment days.
The limits are 90 days on post-completion OPT and 150 days on STEM OPT, a figure that "includes any days accrued while on post-completion OPT." The Help Hub does not say how SEVIS treats an employer whose start date is still in the future, so plan as if every day before your first workday counts, and ask your DSO how your record shows it.
Common misconception: "OPT unemployment was cut to 60 days." Correction: It was not. As of November 1, 2026, the limits are 90 days and 150 days with STEM OPT.
A worked example with real dates
Say you accept an offer on Monday, November 9, 2026 (Day 1). Your EAD reads Valid From November 16, 2026, and the card is in your hands. You move on Saturday, November 28, and start work on Monday, December 7.
- Unemployment days used: November 16 through December 6 is 21 days, leaving 69 of your 90 (our arithmetic). Asking for a November 30 start would cut that to 14.
- SSN: You can apply from November 16, before you move. The card is mailed, so give an address where you will reliably receive mail.
- Address report: You move on November 28, so the 10-day window runs to December 8 (Day 30).
- Employer report: You start on December 7, so report by December 17. Earlier is better.
If your EAD start date is still weeks away, you cannot start early, but you burn no unemployment days before it. If the card has not arrived, do not build a start date around a guess: as of November 1, 2026, the USCIS processing-times tool showed 80% of F-1 student (c)(3) I-765 cases completed within 5 months. Check the live tool.
Can I get an SSN before my OPT start date?
No. SSA will not process an SSN application while the start date on your EAD is still in the future. The current Form I-765 (08/21/25 edition) has no SSN request, so you apply at SSA yourself. SSA also suggests waiting about 10 days after you arrive in the US, which matters only if you recently entered the country.
Georgetown's international office lists what to bring: the printed confirmation of your online SSN application, your I-20, an unexpired passport, your most recent I-94 and your OPT EAD. Already have an SSN from on-campus work? Give payroll that number. See also when to apply for an SSN on OPT and our SSN and driver's license guide for international students.
How do you rent an apartment without an SSN or credit history?
Landlords mostly want an SSN to pull a credit report; an offer letter, bank statements and a guarantor or deposit do the same job. Our guide to renting an apartment with no US credit history covers guarantor services and state deposit caps. The OPT-specific points:
- Get the right offer letter. Signed, on letterhead, with salary, title and start date.
- Match the lease to the job, not the EAD. If your start date could still move, a short furnished rental for the first weeks buys room before a 12-month lease.
- Handle the SSN field honestly. If an application insists on one, ask whether the office accepts applications without it or offers another screening. Never enter a made-up number.
- Skip the ITIN. The IRS ITIN page says an ITIN is for people who "aren't eligible for a Social Security number (SSN)." From your EAD start date, you are eligible.
Do I need to report a new address when I move on OPT?
Yes. Study in the States' student reporting page says students must tell their DSO "within 10 days of any changes to their personal or employment information." For an OPT change of address, the OPT Student Reporting Requirements page lets you report to the DSO or through the SEVP Portal, and "the DSO must have both addresses" if your physical and mailing addresses differ.
USCIS's change-of-address page says noncitizens must report a move to USCIS within 10 days. For F-1 students, 8 CFR 214.2(f)(17) says a timely notice to the DSO satisfies that DHS requirement, but it does not move your USCIS mail. The order:
- Update your physical and mailing address in the SEVP Portal, or through your DSO, within 10 days of moving.
- Change your address in your USCIS online account too if a case is pending (an EAD still in production, or a STEM OPT I-765). USPS forwarding updates neither system; our USCIS and SEVIS change-of-address guide covers both.
- Report your employer within 10 days of starting. On post-completion OPT, use the SEVP Portal's Add Employer function; start dates "cannot be before the start date on your OPT authorization."
- Send a completed Form I-983 to your DSO instead if you are on STEM OPT; the Add Employer button "does not appear" for you. The USCIS STEM OPT page lists both address and employer changes as 10-day reports to the DSO.

When should you get a new state ID or driver's license?
Your new state decides when you count as a resident and how long you have to swap an out-of-state license, so read its DMV page the week you sign the lease. If its document list includes an SSN, book after the card arrives.
The TSA REAL ID FAQs say "REAL ID enforcement began on May 7, 2025," and that people in temporary lawful status "remain eligible for temporary (limited term)" REAL ID cards valid "no longer than the period of authorized stay." On OPT, expect a limited-term card. DMVs verify status through USCIS's SAVE program, so bring your passport, I-94, EAD and I-20, plus the address proofs your state lists. Until the card arrives, a "Foreign government-issued passport" is on TSA's accepted ID list for domestic flights.
Can my employer start me before I have an SSN?
Yes, once your EAD start date has arrived and you have the card. The E-Verify FAQ says "A case cannot be created in E-Verify without an SSN." The employer attaches an explanation to your Form I-9, sets it aside, lets you keep working and creates the case when the number arrives. USCIS's STEM OPT rules require employers to "Be enrolled in E-Verify," so expect this on the extension.
One dated caveat: E-Verify's authority runs with the stopgap funding law that expires 2026-12-11 unless Congress passes funding by then. In the 2025 shutdown, E-Verify was offline from 2025-10-01 until about October 8, and employers created the delayed cases afterward.
Your first paycheck: W-4, FICA and health coverage
IRS Notice 1392 opens with the rule: "Nonresident aliens must follow special instructions when completing Form W-4." It also says Step 1(b) requires an SSN and an ITIN cannot go there, so tell payroll if your number is pending. Most F-1 students are nonresident aliens for tax during their first five calendar years as students (IRS Publication 519). Our guide to filling out a W-4 as a nonresident alien on OPT goes field by field; a treaty withholding claim goes on Form 8233 instead.
Then check the first pay stub. The IRS page on foreign student liability for Social Security and Medicare taxes says nonresident alien students "are exempt from Social Security Tax and Medicare Tax" on allowed practical-training work, which covers OPT and STEM OPT. If those taxes were withheld, ask the employer for a refund first; if that fails, file Form 843 with Form 8316.
Compare the date your student health plan ends with the date employer coverage begins. A subsidized Marketplace plan is a weaker bridge into 2027: a statute scheduled for tax years after 2026-12-31 cuts the premium tax credit to zero for lawfully present people who are not "eligible aliens" (state summaries include F-1/OPT holders); the regulations are proposed (Federal Register, comments due 2026-11-30). Moving states can mean two state returns; ask a tax professional.
Common mistakes
- Moving before the EAD is in hand. A card in production is mailed to the address USCIS has, so an early move means a USCIS address change and rent you pay while you cannot work.
- Working before the EAD start date. Training, shadowing or other work for the employer, paid or unpaid, can count as employment. If HR asks for more than paperwork before the Valid From date, ask your DSO first.
- Letting the unemployment clock run during the move. Every day after your EAD start date without employer information counts toward 90 days (150 on STEM OPT).
- Booking the SSA visit too early. SSA will not process an application with a future EAD start date.
- Treating USPS forwarding as an address report. It updates neither SEVIS nor USCIS.
- Ignoring the first pay stub. FICA withheld from a nonresident F-1 student on OPT is a payroll error to raise early.
Frequently asked questions
Do I need to report a new address when I move on OPT?
Yes, within 10 days, through the SEVP Portal or your DSO, as of November 1, 2026. For F-1 students that notice also meets the general DHS address rule, but USPS forwarding updates neither SEVIS nor USCIS, and a pending USCIS case needs its own address change.
Can I get an SSN before my OPT start date?
No. As of November 2026, SSA will not process an application while your EAD start date is in the future, so apply on or after the Valid From date. The current Form I-765 (08/21/25 edition) has no SSN request.
How do I rent an apartment without credit history on OPT?
Replace the credit score with proof you can pay, such as an offer letter with salary and start date, bank statements, a guarantor, or a larger deposit where state law allows it. Skip the ITIN, which the IRS issues only to people not eligible for an SSN.
When should I get a new state ID or driver's license after moving?
Your new state sets its own residency test and deadline, so read its DMV page when you sign the lease, and book after your SSN card arrives if the state asks for it. Expect a limited-term REAL ID card; a valid foreign passport works at TSA meanwhile.
Can my employer start me before I have an SSN?
Yes, once your EAD start date has arrived and you have the card. E-Verify cannot create a case without an SSN, so the employer notes this on your Form I-9, lets you work and creates the case later. STEM OPT employers must use E-Verify.
Who to ask
SEVIS, reporting and unemployment-day questions go to your DSO. Status strategy, such as a job that falls through after you move, goes to a licensed immigration attorney. Tax residency, W-4, treaty and state questions go to a tax professional who handles nonresident returns. Your own EAD, I-20 and I-94 govern over anything published here.
