SAP Consultant Jobs With H-1B Sponsorship: Functional vs Technical Roles, Consultancies and OPT Risks
SAP work can come with H-1B sponsorship, but who employs you, who trains you on STEM OPT and the wage you are offered matter more than the module you know.

SAP consultant H-1B sponsorship is available from four kinds of employers: the software vendor itself (SAP America), global systems integrators and Big 4 advisory practices, mid-size SAP partners, and small consultancies. Whether your role qualifies depends on its duties and the degree it requires, not on the SAP module. On OPT and STEM OPT, the bigger risk is structure: at a firm that places you with a client, the firm that signs your Form I-983 must be the one that trains you. F1Jobs sells a job-search service to international candidates, so we have a stake in how you choose employers; what follows sticks to the rules.
Status as of 2026-11-01:
- In effect: the $4,000 9-11 fee on covered employers' H-1B petitions, extensions included (through 2027-09-30); wage-weighted H-1B selection (since 2026-02-27); the STEM OPT training and E-Verify rules, unchanged.
- In effect, often misread: DOL's PERM suspension of eight employers (announced 2026-10-08), a green-card action, not an H-1B suspension.
- Proposed: ending the 60-day grace period for H-1B and other workers (comments close 2026-11-10); the current 60 days applies.
- Under OIRA review (no public text): "Reforming the H-1B Nonimmigrant Visa Classification Program" (RIN 1615-AD00), since 2026-08-24.
- Not announced: FY2028 H-1B registration dates.
SAP consultant H-1B sponsorship: the short answer
An SAP role can qualify for H-1B when its duties need specialized knowledge and a bachelor's degree in a directly related field, such as computer science for ABAP or accounting for FICO. Sponsors range from SAP itself to small consultancies. At placement firms, check LCA history, debarment status, bench pay and, on STEM OPT, who trains you.
Which SAP roles count as a specialty occupation?
No SAP module is automatically a specialty occupation, and none is automatically excluded. USCIS's H-1B Specialty Occupations page (updated 2026-09-21) requires "theoretical and practical application of a body of highly specialized knowledge" and "attainment of a bachelor's or higher degree in a directly related specific specialty (or its equivalent)", where "'directly related' means that there is a logical connection between the required degree, or its equivalent, and the duties of the position."
For consultants, one clause matters most: the degree requirement can come from "the employer, or third party if the beneficiary will be staffed to that third party." If you are staffed on a client's S/4HANA rollout, the client's real requirements for that role count, not only the consultancy's posting.
Functional vs technical SAP roles (as of 2026-11)
| Role family | Typical titles | Duties that support the case | Degrees that usually line up | Where the fit weakens |
|---|---|---|---|---|
| Technical development | ABAP, BTP or integration developer | Designing code, interfaces and data migrations | Computer science, software engineering | Testing or ticket triage only |
| Technical platform | Basis administrator, S/4HANA technical consultant | Architecture, upgrades, performance and security design | Computer science, IT, information systems | Monitoring and routine user setup |
| Functional finance | FICO consultant | Turning accounting and controlling processes into system design | Accounting, finance, information systems | End-user posting, or "any degree" postings |
| Functional supply chain and HR | MM, SD, PP, EWM, SuccessFactors consultant | Designing procurement, sales, production, warehouse or payroll processes | Industrial engineering, supply chain, operations, information systems | "Key user" roles that run transactions |
This is our reading of how the USCIS criteria apply to common SAP duties, not a USCIS list; USCIS decides each petition on its own record.
Is SAP FICO a specialty occupation for H-1B?
It can be. A FICO consultant who designs how a company's ledger, cost centers and profitability reporting work inside SAP applies knowledge with a logical connection to an accounting, finance or information-systems degree. A role that is really month-end posting, or a posting that accepts "any bachelor's degree," makes that link hard to show.
What you control is accuracy: your offer's duties should match the real work, and any mismatch goes to the employer's immigration attorney before filing. For the in-house alternative, see our guide to business analyst sponsorship at enterprise companies.
Do I need SAP certification to get sponsored?
No. Certification is not part of the H-1B specialty-occupation test or the STEM OPT rules, which turn on your degree (or its equivalent), the job and the employer.
A certification can help you get hired, especially into functional roles, but on its own it does not substitute for the degree; "or its equivalent" is judged on your whole record of education, training and experience. On STEM OPT, the I-983 training plan must "describe the direct relationship between the STEM OPT opportunity and the student's qualifying STEM degree."
Who sponsors SAP consultants? Four employer types compared
All four types include employers that file H-1B petitions. Whether a given firm sponsors your role, at your stage, is something you verify, not assume.
| Employer type (as of 2026-11) | How you are usually employed | OPT and STEM OPT fit | Check first |
|---|---|---|---|
| The software vendor (SAP America) | Direct W-2 employee | Clean: the employer signing your I-983 trains you | Whether the requisition offers sponsorship |
| Global systems integrators and Big 4 advisory | W-2 employee on client projects, often travelling | Workable when the firm's own managers supervise your training | The posting's sponsorship line; some SAP postings exclude candidates who still need the lottery |
| Mid-size SAP partners | W-2 employee on the firm's own implementations | Often workable; ask who owns your training plan | Wage levels on past SAP LCAs, a clue to how it levels roles like yours |
| Small consultancies and third-party placement firms | W-2 or contract at an end client, sometimes through vendor layers | Highest risk: the firm must train you, not the client | Debarment list, bench pay in writing, the full vendor chain |
Our comparison of in-house versus staffing-agency H-1B sponsorship goes deeper on the bottom row.
The registration drop and the 9-11 fee (context, not prediction)
The Congressional Research Service reported on 2026-10-14 that Cognizant, Infosys and Tata, among the largest FY2026 lottery entrants, submitted 100%, 91% and 95% fewer FY2027 registrations (CRS Insight IN12747). That describes last season, not FY2028, so ask each employer whether it registers OPT candidates.
The 9-11 fee is in effect. A DHS final rule (91 FR 51360, effective 2026-09-09) extends the Public Law 114-113 fee to extension petitions: covered employers pay $4,000 per H-1B petition postmarked 2026-09-09 through 2027-09-30, except amended petitions seeking no extension. USCIS policy alert PA-2026-16 (2026-10-27) defines covered employers as those with 50 or more US employees "if more than 50 percent of the petitioner's employees in the aggregate are in H-1B, L-1A, or L-1B nonimmigrant status," and points to the G-1055 fee schedule for amounts. The petitioning employer pays it; our 9-11 fee explainer has more.
The PERM suspension is not an H-1B suspension
DOL announced on 2026-10-08 that it suspended PERM labor certification for Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL and Capgemini, with no written notice, stated basis or end date as of 2026-11-01. As Mayer Brown notes, it "does not suspend any employer from the H-1B program." At these firms, ask about green-card timing, not H-1B eligibility; our PERM suspension explainer has the detail.
Can I do an SAP job on STEM OPT through a consulting firm?
Yes, if the consulting firm is the entity that trains you. USCIS's STEM OPT page (reviewed 2026-01-30) says staffing agencies and consulting firms "may seek to employ students under the STEM OPT program, but only if they will be the entity that provides the practical training experience to the student." Training may happen at a client site, but trainers must be the employer's own employees or contractors it directly retained; "they may not, however, be employees or contractors of the employer's clients or customers." The firm must also be enrolled in E-Verify and sign your Form I-983.
On an SAP project, the person you learn most from is often the client's finance lead or IT manager, who cannot be your trainer of record. The firm needs someone on its own payroll, typically a delivery lead or solution architect, to set your training goals and sign your evaluations. Our guide to STEM OPT rules for client-site consulting placements covers I-983 updates, material changes and site visits.
OPT, STEM OPT and H-1B at a consultancy (as of 2026-11)
| Question | Post-completion OPT | STEM OPT extension | H-1B |
|---|---|---|---|
| Who must employ you | An employer offering work directly related to your degree | An E-Verify employer that trains you and signs Form I-983 | The I-129 petitioner, which also files the LCA with DOL |
| Client-site work | Allowed if the job is directly related to your degree | Allowed if the firm's own staff supervise your training | Allowed if the LCA and petition cover that worksite |
| Between projects | Days without employer information count toward 90 | Count toward 150, OPT days included | Employer pays the required wage for bench time caused by employment-related reasons |
The OPT limits count each day "without employer information" in SEVIS (Study in the States, updated 2026-07-27). On H-1B, DOL says "H-1B workers must be paid the required wage rate for all nonproductive time caused by conditions related to employment," naming "lack of assigned work" as an example (DOL Fact Sheet #62I). A move to a new client can also require new LCA and petition filings, so ask the firm's attorney before you relocate.
Two pending items touch H-1B consultants; neither is law. The proposal to end the discretionary 60-day grace period (comments close 2026-11-10) covers H-1B, L-1, O-1, TN and other workers, not F-1 students or OPT, and the current 60 days applies. The RIN 1615-AD00 draft, under OIRA review since 2026-08-24, has an agenda abstract that mentions "increasing oversight over third party placements," but no text is public.
Worked example: a December 2026 graduate heading into SAP FICO
Meera (hypothetical) finishes a STEM-designated MS in Information Systems in December 2026. Her dates are illustrative; your own EAD and I-20 govern.
| Date | Event | Rule that applies | Status as of 2026-11-01 |
|---|---|---|---|
| 2027-01-15 | OPT EAD start; unemployment counter starts | 90 days maximum without employer information | In effect |
| 2027-02-15 | Joins a mid-size SAP partner, placed at a client's S/4HANA finance rollout | Job directly related to her degree; employer details reported in SEVIS | In effect |
| Spring 2027 (not announced) | Employer registers her for the FY2028 lottery | Weighted by the wage level her offered wage meets (Level IV counted four times, Level I once); USCIS must give at least 30 days' notice | Weighting in effect; dates not announced |
| If selected: the filing window USCIS sets (FY2027's opened April 1) | Employer files the cap petition | A covered employer owes the $4,000 9-11 fee on petitions postmarked by 2027-09-30 | In effect; ends 2027-09-30 |
| By 2028-01-14 | If not selected, files the STEM OPT I-765 before her EAD expires | Firm must train her and sign the I-983; 180-day automatic extension for timely filers | In effect |
The decision point is the third row. Per the USCIS registration page, each registration states the highest OEWS wage level the offered wage meets, so an offer that only meets Level I gets fewer lottery entries than the same role paid higher. The weight comes from her registration's wage, not from old LCAs.
Red flags at SAP placement firms: how to vet one before you accept
- Search the employer's past Labor Condition Applications in DOL's OFLC disclosure data (latest file FY2026 Q3, through 2026-06-30) for SAP titles, noting SOC code, wage level and worksite. Our LCA search guide shows how.
- Look up the firm in the USCIS H-1B Employer Data Hub, separating initial (new employment) from continuing decisions.
- Check the DOL Wage and Hour Division H-1B debarment list, which names six willful violators and is "effective as of October 1, 2026." Our debarment-list walkthrough explains a listing.
- Ask for the firm's legal name and E-Verify company ID, both of which go on Form I-983.
- Ask who on the firm's own payroll will supervise your training and sign your I-983 evaluations.
- Request in writing whether you are paid between projects and whether the firm registers OPT candidates in the lottery.
- Take the offer letter and draft I-983 to your DSO for anything F-1 or SEVIS, and H-1B or green-card questions to a licensed immigration attorney.
No single check proves a firm good or bad; a vague answer to any of them is the red flag.
Common mistakes
- Taking a verbal sponsorship promise. Get the firm's H-1B and lottery policy in writing, and check it against its LCA history.
- Letting the client fill the trainer role. You may sit with the client's manager every day, but USCIS bars client employees and contractors from being your STEM OPT trainer.
- Reading old LCAs as your lottery odds. Your weight comes from the wage on your registration; ask what wage and level the firm will register you at.
- Skipping the vendor chain. If a prime vendor sits between your employer and the end client, learn each layer.
- Paying your employer to be placed. If the firm that would employ you asks you to pay for its "training," "marketing" or placement, ask your DSO (on OPT) or an immigration attorney (on H-1B) first.
- Believing "Infosys and TCS can't sponsor H-1B." The 2026-10-08 action covers PERM only.
Frequently asked questions
Do SAP consulting companies sponsor H-1B?
Many do. SAP's own US entity, global systems integrators, Big 4 advisory practices and smaller SAP partners all include H-1B filers. Policies differ, and some postings exclude candidates who still need the lottery, so check each employer's LCA and USCIS filing history.
Can I do an SAP job on STEM OPT through a consulting firm?
Yes, if the firm trains you itself. Your trainers may not be the client's employees or contractors, and the firm must use E-Verify and sign your Form I-983; these rules were unchanged as of November 1, 2026.
Is SAP FICO a specialty occupation for H-1B?
It can be. USCIS looks for duties needing highly specialized knowledge and a bachelor's degree, or its equivalent, in a directly related specialty such as accounting, finance or information systems. Routine posting work, or a posting that accepts any degree, fits poorly.
Do I need SAP certification to get sponsored?
No. The rules turn on your degree (or its equivalent), the duties and the employer. A certification can help you get hired, but on its own it does not replace a directly related degree.
What is the 9-11 fee for consulting firms?
A Public Law 114-113 fee of $4,000 per H-1B petition, paid by covered employers (50 or more US employees, more than half on H-1B or L-1); a DHS final rule effective 2026-09-09 extended it to extensions. It applies to petitions postmarked 2026-09-09 through 2027-09-30; amended petitions seeking no extension are exempt.

Frequently asked questions
Do SAP consulting companies sponsor H-1B?
Many do. The software vendor's own US entity, global systems integrators, Big 4 advisory practices and smaller SAP partner consultancies all include employers that file H-1B petitions for functional and technical consultants. Policies differ by firm, and some postings exclude candidates who still need the lottery, so check each employer's LCA and USCIS filing history before you rely on a recruiter's promise.
Can I do an SAP job on STEM OPT through a consulting firm?
Yes, if the consulting firm is the entity that trains you. USCIS says staffing agencies and consulting firms may employ STEM OPT students only if they provide the practical training themselves, and the people who supervise your training may not be the client's employees or contractors. The firm must also be enrolled in E-Verify and sign your Form I-983, and these rules were in effect and unchanged as of November 1, 2026.
Is SAP FICO a specialty occupation for H-1B?
It can be, but the module name does not decide it. USCIS looks at whether the duties require highly specialized knowledge and a bachelor's degree in a directly related specific specialty, such as accounting, finance or information systems, or its equivalent. A FICO role described as routine posting work, or one that accepts any degree, is harder to fit that test, so the real duties and the client's requirements matter.
Do I need SAP certification to get sponsored?
No. An SAP certification is not part of the H-1B specialty-occupation test or the STEM OPT rules, which turn on your degree (or its equivalent), the job duties and the employer. A certification can help you get hired, especially into functional roles, but on its own it does not replace a directly related degree and it does not turn a role into a specialty occupation.
What is the 9-11 fee for consulting firms?
It is a statutory fee under Public Law 114-113 that covered employers pay on top of normal filing fees, $4,000 per H-1B petition, and since a DHS final rule took effect on September 9, 2026 it covers extensions too. A covered employer has 50 or more US employees with more than half in H-1B or L-1 status, which describes some IT consultancies. It is in effect for petitions postmarked from September 9, 2026 through September 30, 2027, and amended petitions that seek no extension are exempt.
