SHPE, NSBE and Grace Hopper Career Fairs for International Students: Finding Sponsors at Conference Expos
A conference badge gets you into the expo hall, not a sponsorship. Here is how to screen SHPE, NSBE and Grace Hopper exhibitors before you go and what to ask at each booth.

International students can attend the SHPE, NSBE and Grace Hopper (GHC) career fairs, and these national expos are some of the most useful career fairs for international students, because one hall can hold hundreds of recruiting organizations. But getting in does not mean getting sponsored. Each exhibitor decides, often role by role, whether it hires on OPT, STEM OPT or CPT and whether it files H-1B petitions, and most job postings never say. So most of the work happens before you arrive: screen the exhibitor list against USCIS and Department of Labor (DOL) data, then ask each booth one precise question.
Status as of 2026-11-01: GHC 26 and SHPE 2026 have just ended, and NSBE 2027 (spring) and SHPE 2027 (fall) are next. OPT unemployment limits (90 days, 150 with STEM OPT) are in effect. The $100,000 H-1B fee is blocked. FY2028 H-1B registration is not announced. SEVP's 2026 CPT guidance is in effect but challenged, with a hearing on 2026-11-06.
Can international students attend Grace Hopper, SHPE and NSBE?
Yes. None of the three organizers' public pages limits attendance to US citizens (checked 2026-11-02). Grace Hopper accepts a Form I-20 as proof of student status for academic tickets, SHPE's membership page says SHPE is "welcoming, warm, and open to everyone," and NSBE's home page says "NSBE membership and programs remain open to all students." What varies is employer eligibility, scholarship rules and membership timing.
Conference career fairs at a glance (organizer pages read 2026-11-02)
| Conference | Dates as listed | Who can attend | Check before you register |
|---|---|---|---|
| Grace Hopper Celebration (AnitaB.org) | GHC 26: Oct 27-30, 2026, Anaheim. Virtual Career Fair: Oct 26, 2026. GHC 27: not posted | Academic tickets may need proof of student status; a Form I-20 is accepted | Bring your I-20 or student ID |
| SHPE National Convention | 2026: Oct 28-31, Indianapolis. 2027: Oct 6-9, Houston | Says it is "open to everyone"; associate membership is "open to anyone who believes in our vision" | Whether your chapter runs an international-student prep session |
| NSBE Annual Convention | 2027: Mar 31-Apr 4, Thomas M. Menino Convention & Exhibition Center, Boston | Programs "remain open to all students"; an International membership category exists | Member year runs Aug 1-Jul 31. No 2027 exhibitor list yet |
Grace Hopper: bring proof that you are a student
The GHC academic verification page says academic ticket holders "may be asked to present proof of current academic affiliation" at badge pickup, and anyone without it "may be required to upgrade to a General Admission ticket." Accepted proofs include a student ID, an enrollment letter, a transcript and a Form I-20 showing your name, school, program dates and signatures.
GHC's home page says "More than 700 organizations" join each year, a count that says nothing about who sponsors visas. Scholarship pages are where stale information misleads most. The Kamala Scholars page describes a year-long program for "3rd- and 4th-year undergraduate students pursuing technical computing fields," and says it is "focused exclusively on Black and Latine students." It is silent on citizenship and contradicts itself on whether applications are open, so email the program before you apply. If you are heading to GHC, our guide to sponsorship and salary strategy for women in tech on F-1 or H-1B covers wage levels and negotiation.
SHPE: the convention is open, and chapters can do more
SHPE's National Convention page names "interviews and job offers" among the draws but says nothing about work authorization, so assume nothing either way. Chapters can fill the gap. Georgia Tech's SHPE chapter has run an International Career Forum on "helping international students find work opportunities with companies willing to sponsor them." Ask your chapter officers whether yours runs something similar.
NSBE: confirm the career fair and your membership year
NSBE's convention site says membership runs "from August 1 to July 31 annually," and its FAQ tells anyone seeing the wrong registration rate to check their renewal. It gives both October and November 2026 for registration opening. Its 2027 "why attend" list names networking, the NEXTGEN Innovation Expo and professional development, while a career fair appears only in the 2026 list, so confirm the 2027 career fair before you budget for the trip. NSBE also issues proof-of-membership letters on request.
Do companies at conference career fairs sponsor visas?
Some do, many do not, and a booth is not a signal either way. The recruiter staffing it may not set the sponsorship policy for your role.
According to Match.dev, which read 2,718 engineering postings at 136 companies on 2026-10-13, 88.1% said nothing about sponsorship and only 0.4% explicitly offered it, yet 90.7% of application forms asked about work authorization. That is one vendor's sample, not a national figure, but the question will come up anyway.
Some exhibitors recruit only for roles that require US citizenship, such as cleared positions, so skip those booths. Others say no out of misinformation, and one 2026 example is the $100,000 fee.
Common misconception: "We can't hire international grads anymore because of the $100,000 H-1B fee."
Correction, as of 2026-11-01: Proclamation 11069 is in effect on paper through 2027-09-21, but the fee is blocked. USCIS's Form I-129 page says a court "vacated agency guidance implementing the $100,000 payment requirement" and adds, "If this order is later lifted, DHS still plans to collect the payment." Both cases (California v. Mullin, Global Nurse Force v. Trump) are on appeal. Even if collection resumed, USCIS's H-1B page says the proclamation does not apply to a change of status, amendment or extension granted inside the US, while a denied change of status or a consular-notification petition would be covered. Our reading: a granted F-1 OPT to H-1B change of status is in the first group. Don't argue at the booth, but don't drop an employer over a fee that is not being collected.
How do I check which exhibitors file H-1B petitions?
Use two free government datasets. Initial H-1B approvals show a company sponsoring new hires, and Labor Condition Applications (LCAs) show which job titles and cities it files for. Start weeks before the expo.
- Download the exhibitor or partner list from the conference app or website. If it is not posted, ask the organizer when it will be.
- Search each name in the USCIS H-1B Employer Data Hub, which says it covers "fiscal year 2009 through fiscal year 2026 (quarter 4)." Note initial approvals separately from continuing ones, and try the legal entity name as well as the brand.
- Filter the disclosure files on DOL's OFLC performance page (latest FY2026 Q3, through 2026-06-30) for your job title and city. Our guide to building a sponsor target list from LCA data and the Data Hub walks through the filters.
- Confirm E-Verify enrollment if you will need STEM OPT. USCIS's STEM OPT page says the employer must "Be enrolled in E-Verify" and work with you on Form I-983.
- Rank every exhibitor with the scorecard below and plan your route around the top tier.
Exhibitor screening scorecard (data dates as of 2026-11)
| Signal | Where to check | Strong sign | Weak sign |
|---|---|---|---|
| New-hire H-1B sponsorship | USCIS Data Hub (through FY2026 Q4) | Initial approvals in recent years | Only continuing approvals, or none |
| Your occupation and city | DOL LCA files (latest FY2026 Q3) | LCAs for your title and metro | LCAs only in unrelated occupations |
| STEM OPT readiness | E-Verify enrollment, Form I-983 familiarity | Enrolled, and HR knows the I-983 | Not enrolled |
| Posting language | The requisition the recruiter names | Sponsorship available or possible | "Without sponsorship now or in the future," or citizenship required |
| Wage level | LCA wage levels for roles like yours | LCAs above Level I | Only Level I LCAs |
A silent posting is neutral, since most postings are silent. The wage row matters because H-1B selection has been wage-weighted since 2026-02-27, and that rule is in effect. A Level IV registration gets four entries and a Level I registration one, so an employer that registers only at Level I gives you a smaller lottery chance.
How do I ask about sponsorship at a booth?
Lead with who you are and what you build, then ask one precise question tied to a specific role. If the recruiter does not know the answer, a precise question is easy to pass on. Start with the 30-second introduction that works in a conference hall, then pick the line that fits:
| Your situation | Ask this | Listen for |
|---|---|---|
| New grad on OPT, STEM degree | "Does the [team] new-grad role hire people on OPT and STEM OPT, and does the company register them for the H-1B lottery?" | A yes for both, or "we decide after the offer" |
| On STEM OPT already | "Is your US entity enrolled in E-Verify, and has HR completed Form I-983 training plans before?" | Fluent answers about the I-983 |
| Student needing a summer internship | "Does the internship program hire students on CPT, and what start dates do you allow?" | Flexibility on dates and paperwork |
| Already on H-1B | "Does this team hire people who need a new H-1B petition to change employers?" | "Yes, we file those regularly" |
| Sponsorship unclear | "Who could confirm the sponsorship policy for requisition [number]?" | A name and an email address |
If the answer is a clear no, thank them and move on. If it is "it depends on the team," ask which teams have hired OPT candidates and name that team in your follow-up. The three-message career fair follow-up sequence shows how to turn that note into a referral. Internship offers at expos: check CPT before you say yes
If an expo conversation turns into a summer-internship offer, CPT is the weak link in 2026. SEVP's BCM 2608-01 (2026-08-12) allows CPT only "if its absence would make the attainment of a degree an impossibility," and BCM 2608-02 (2026-08-24) says CPT must be "required for all students participating in that curriculum, regardless of citizenship." Both are in effect as guidance and challenged in AAU v. DHS, with a preliminary-injunction hearing on 2026-11-06 at 3:00 p.m. (check the CourtListener docket for the outcome). The University of Rochester has paused new CPT approvals except degree-required training since 2026-08-28, and MIT paused pending requests, as reported by The Tech. Confirm your school's policy with your DSO before you accept, and see our guide to internship routes after the CPT pause.
Are there virtual career fairs for OPT and H-1B candidates?
Yes, though fewer than in-person ones. Grace Hopper's virtual program included a Virtual Career Fair on Monday, October 26, 2026. Some universities run fairs limited to employers that can hire on OPT or CPT or sponsor H-1B visas. Illinois State University's Career Fair for International Students (April 8, 2025, in person) "connects employers able to hire candidates with temporary work authorization (OPT/CPT) and/or sponsor an H-1B visa with international students and alumni." Ask your career center whether your school runs or shares one, online or in person, and still screen each employer in the Data Hub.
Timing career fairs for international students around the H-1B calendar
Say you finish an M.S. in computer engineering in May 2027 and plan to attend NSBE 2027 and SHPE 2027. Here is how those dates line up with the visa calendar.
Expo and visa calendar for a May 2027 graduate (as of 2026-11; FY2028 dates are an expectation, not an announcement)
| When | What happens | What it means for you |
|---|---|---|
| Oct-Nov 2026 | NSBE 2027 registration opens | Renew your NSBE membership first |
| Dec 2026-Feb 2027 | Your screening window | Run the five-step screen once NSBE posts exhibitors |
| March 2027 (expected) | FY2028 H-1B registration. USCIS must announce it at least 30 days ahead; FY2027's window ran March 4-19, 2026 | If the pattern holds, an employer you first meet at NSBE probably can't register you for FY2028 |
| Mar 31-Apr 4, 2027 | NSBE 2027, Boston | If a career fair is confirmed, aim at full-time roles starting after graduation |
| After graduation | OPT starts on your approved start date | The 90-day unemployment counter (150 with STEM OPT) runs from that date |
| Oct 6-9, 2027 | SHPE 2027, Houston | About five months before a spring FY2029 window, if the pattern holds |
Two lessons follow, both our reading of the calendar. Fall expos (SHPE, GHC) line up better with H-1B registration, because an October offer leaves months before a March window. A spring expo still pays off with a STEM degree: the unemployment counter allows 90 days on post-completion OPT and 150 in total with STEM OPT, and the 24-month extension can give an employer more than one registration season. The counter starts on your OPT start date, so talk to your DSO before choosing it. A cap-exempt employer such as a university gives you no cap-gap extension, so raise timing with its immigration attorney early.
Common mistakes
- Reading a booth as a sponsorship promise. Check the Data Hub and the LCA files instead.
- Counting total approvals instead of initial ones. Thousands of continuing approvals can hide very few new-grad hires.
- Trusting last year's scholarship page. Eligibility and application status change every year.
- Accepting an internship before checking CPT. Several schools paused or narrowed CPT in 2026.
- Repeating myths. The $100,000 fee is blocked, and OPT unemployment is 90 days, not 60. DOL's 2026-10-08 PERM suspension of eight employers and Cloudera's settled two-year PERM debarment affect green-card labor certification. Neither is an H-1B suspension.
- Shading your status. Answer every work-authorization question accurately. Ask your DSO about F-1 and OPT, and a licensed immigration attorney about petitions.
Frequently asked questions
Can international students attend Grace Hopper or SHPE?
Yes. As of November 2026, neither organizer's public pages restrict attendance to US citizens. Grace Hopper accepts a Form I-20 as proof of student status for academic tickets, and SHPE calls itself open to everyone. Each exhibitor still sets its own sponsorship rules.
Do companies at conference career fairs sponsor visas?
Some do, but a booth says nothing about sponsorship policy, which is often set role by role. According to Match.dev, 88.1% of 2,718 engineering postings it read on 2026-10-13 were silent on sponsorship (one vendor's data). Check initial H-1B approvals and LCA filings first.
How do I ask about sponsorship at a booth?
Give your 30-second introduction, then ask one precise question, such as whether the new-grad role hires people on OPT and STEM OPT and whether the company registers them for the H-1B lottery. If the recruiter does not know, ask who does, and answer every work-authorization question truthfully.

How do I check which exhibitors file H-1B petitions?
Search each exhibitor in the USCIS H-1B Employer Data Hub, which as of November 2026 covers fiscal years 2009 through 2026 (quarter 4), and compare initial with continuing approvals. Then filter DOL's LCA disclosure files (latest FY2026 Q3, through June 30, 2026) by job title and city.

How we checked this: We read the USCIS, DOL, SEVP and court pages listed above as of 2026-11-01, and re-read the GHC, SHPE, NSBE and university pages on 2026-11-02. Conference dates and eligibility can change, so the organizer's current page governs.
This is general information, not legal or tax advice. Your own I-20, EAD and I-94 govern your situation, along with your DSO for F-1 and OPT questions and an immigration attorney for petition questions.
