South Carolina H-1B Jobs: LPL in Fort Mill, Clemson, MUSC, Upstate Manufacturing and Rural School Districts
South Carolina's H-1B sponsors are a Fort Mill finance firm, two big universities, a medical center and a string of rural school districts, and each one works differently.

Part of our guide to H-1B jobs by state and city.
South Carolina H-1B jobs come from a short and unusual list. In the USCIS H-1B Employer Data Hub extract behind our South Carolina sponsor hub, 38 employers logged 2,166 H-1B petitions across FY2024-FY2026 (FY2026 partial). The top two are LPL Financial in Fort Mill, on the Charlotte edge of the state, with 210, and Clemson University with 190. Then comes something most states do not show: eight public school districts, several of them rural, holding about 27% of the state total by our arithmetic. The University of South Carolina, MUSC in Charleston, a cluster of IT services firms and a thin layer of manufacturers fill out the rest.
Status as of 2026-11-01. Wage-weighted H-1B selection is in effect (since 2026-02-27). FY2028 registration is not announced; USCIS must give 30 days' notice, and March 2027 is only an expectation. Proclamation 11069 is in effect on paper, but its $100,000 payment is blocked by federal courts and not being collected. The 60-day grace period for H-1B workers is in effect; ending it is proposed, with comments closing 2026-11-10 (check the Federal Register for the outcome after that date). The separate F-1 60-day grace period also still applies, because the duration-of-status rule has been blocked by a federal court since 2026-09-14. South Carolina's own E-Verify mandate is in effect, and E-Verify's federal authority runs with the continuing resolution through 2026-12-11.
South Carolina H-1B jobs: who sponsors, and where?
South Carolina H-1B sponsorship splits four ways: finance and corporate offices in Fort Mill and Rock Hill on the Charlotte side; universities led by Clemson, the University of South Carolina and MUSC; public school districts hiring teachers; and a thinner manufacturing layer. Universities usually skip the lottery. Companies and school districts generally go through it.
Largest South Carolina H-1B filers in our hub, USCIS Employer Data Hub extract, petitions FY2024-FY2026 combined (FY2026 partial), as of 2026-11. "Petitions" counts initial and continuing decisions together, so the same worker can be counted in more than one year.
| Employer | City | Petitions, FY2024-FY2026 | Usual cap status | Ask first |
|---|---|---|---|---|
| LPL Financial | Fort Mill | 210 | Cap-subject | The hub tags it "mostly renewals": has your team sponsored a new hire? |
| Clemson University | Clemson | 190 | Usually cap-exempt | Department funding and the filing date |
| Richland County School District One | Columbia | 90 + 73 (two name records) | Generally cap-subject | Your subject and certification |
| Medical University of SC and affiliates | Charleston | 76 + 73 (two name records) | Depends on the entity | Whether the university or an affiliate employs you |
| University of South Carolina | Columbia | 87 | Usually cap-exempt | Department funding and the filing date |
| Jasper County School District | Ridgeland | 76 | Generally cap-subject | Whether it will register you |
| Dorchester School District Two | Summerville | 60 | Generally cap-subject | Your subject and certification |
Petition counts are not job openings, and they are tied to an address that may not be your desk. On its Understanding Our H-1B Employer Data Hub page, USCIS says the city field "is the City indicated in the mailing address of the employer and is not necessarily the beneficiary(ies) work location." That sentence explains why some well-known South Carolina plants are missing from the list.
Fort Mill and Rock Hill: is the Charlotte side of the line its own market?
For commuting, no: Fort Mill and Rock Hill sit in Charlotte's orbit. For the paperwork, yes: these employers file from South Carolina addresses, so they appear in our South Carolina hub, not Charlotte's.
LPL Financial is the state's largest filer, but the hub labels it "mostly renewals," meaning fewer than 10% of its petitions were for new employment. Other Fort Mill names include Red Ventures (filing as RBUS Inc), Schaeffler under two entities, Sunbelt Rentals and Continental Tire the Americas. Rock Hill adds 3D Systems and IT services firms such as Orrba Systems, Caliber IT Solutions and WissenIT. For the banks across the line, use our Charlotte banking and fintech H-1B guide, the Charlotte metro hub and our North Carolina state guide.
Three border details matter:
- The wage table follows the worksite. Look up your occupation in the OFLC Wage Search for the area that covers the place you will actually work. York County, home to Fort Mill and Rock Hill, is part of the Charlotte metro area, so check the area the tool assigns rather than assuming a Columbia or Greenville figure.
- Moving your desk across the state line can change your filing. A worksite move can need a new Labor Condition Application and sometimes an amended petition; see our guide to relocating to a new state with the same employer, and ask the employer's attorney first.
- Living in one state and working in the other is a two-state income tax question for a tax professional who handles nonresident returns.
With an IT services firm, get the end client, worksite address and supervisor in writing. The agenda abstract for DHS's "Reforming the H-1B Nonimmigrant Visa Classification Program" (RIN 1615-AD00, under OIRA review since 2026-08-24) mentions "increasing oversight over third party placements"; no text is public, and nothing has changed yet.
Do South Carolina school districts sponsor H-1B teachers?
Yes. These are the school districts that sponsor H-1B visas in South Carolina in the extract: eight of them, from urban Richland One to rural county systems such as Jasper, Lee and Colleton, together holding about 27% of the state's petitions by our arithmetic.
South Carolina school districts in our hub, USCIS Employer Data Hub extract, petitions FY2024-FY2026 combined (FY2026 partial), as of 2026-11.
| District | Seat | Petitions | Hub label |
|---|---|---|---|
| Richland County School District One | Columbia | 90 + 73 (two name records) | Mixed |
| Jasper County School District | Ridgeland | 76 | Mixed |
| Dorchester School District Two | Summerville | 60 | Actively hiring |
| Darlington County School District | Darlington | 56 | Mixed |
| Lee County School District | Bishopville | 53 | Actively hiring |
| Lexington County School District One | Lexington | 52 + 37 (two name records) | Mixed |
| Orangeburg County School District | Orangeburg | 49 | Mixed |
| Colleton County School District | Walterboro | 33 | Mixed |
"Actively hiring" means more than half of an employer's petitions were for new employment; "mixed" means between 10% and 50%. Our state-by-state list of school districts that sponsor H-1B adds national context.
Are South Carolina district teaching jobs cap-exempt?
Generally not. USCIS's H-1B specialty occupations page exempts workers "petitioned for or employed at an institution of higher education or its affiliated or related nonprofit entities, a nonprofit research organization, or a government research organization." A K-12 district is none of those (our reading), so a new teacher needs a lottery selection. If you were already counted against the cap in your six-year period, a move to a new cap-subject employer generally means no new lottery; have the district's attorney confirm it.
What does a district need from you?
- A specialty occupation. The job must require a bachelor's degree in a specific specialty.
- The state certificate in time. USCIS says that where the state requires a license, you "generally must have that license before the petition is approved, rather than at the time of filing the petition." Contact the South Carolina Department of Education's educator certification office as soon as you have an offer.
- A wage level. Since 2026-02-27, the weighted selection rule enters a Level IV registration four times and a Level I registration once. A district salary schedule is fixed, so your level depends on where that salary falls in the wage table for the district's area.
What if a district recruits you from abroad?
Then the petition usually asks for consular notification, and you apply for the visa in your country of nationality or residence; under State's interview waiver update, effective 2025-10-01, H-1B applicants interview in person, renewals included. A consular-notification petition is the kind the $100,000 payment would cover if collection resumed. The USCIS I-129 page says a court vacated the implementing guidance and adds: "If this order is later lifted, DHS still plans to collect the payment." Ask the district in writing whether its plan depends on that order holding.
Many districts recruit through agencies. DOL's H-1B rules limit which petition costs can be passed to you, so a deposit or "processing fee" is a reason to ask an attorney; see our guide to evaluating an international teacher recruitment agency. On a J-1, the two-year home-residency rule depends on funding and the Exchange Visitor Skills List, which removed China and India in December 2024. Our H-1B versus J-1 teaching guide compares the two routes.
Does Clemson University sponsor H-1B? Clemson, USC and MUSC on the cap-exempt side
Yes. Universities are usually cap-exempt, so they can file at any time of year with no lottery. Clemson (190 petitions) and the University of South Carolina (87) both carry the hub's "actively hiring" label, and Coastal Carolina University in Conway also appears.
The catch is timing. Cap-exempt petitions get no cap-gap, so if your OPT EAD ends before approval, you stop working. Premium processing (15 business days for most I-129s; the I-907 fee is $2,965 since 2026-03-01) is a department budget decision. Our explainer on whether cap-gap applies to cap-exempt H-1B jobs walks through the dates.
- MUSC's records say "and affiliates." The Data Hub lists "Medical University of SC and affiliates" under two name records. A university post fits the exemption most naturally; an affiliated entity qualifies only through the related or affiliated nonprofit rules in 8 CFR 214.2(h)(8)(iii)(F). Ask HR which entity will file.
- Leaving changes your cap status. Move from cap-exempt employment to a cap-subject employer and you become cap-subject, unless you were already counted in your six-year period.
- Hiring from abroad shrank. The Congressional Research Service (IN12747, 2026-10-14) found initial consular H-1B petitions from cap-exempt employers fell 91% in the fee's first eight months. A candidate already here on OPT changes status, which the payment never covered, so you may be the easier hire (our reading).
Florida's and Texas's freezes on new H-1B petitions at public universities do not reach South Carolina, but ask the department whether it is filing new petitions this year. RIN 1615-AD00's abstract also mentions "revising eligibility for cap exemptions"; as of 2026-11-01 no text is public.
Does BMW Manufacturing sponsor H-1B? Greenville, Spartanburg and the Upstate
BMW's Spartanburg-area plant and Michelin's North American headquarters in Greenville do not appear in our South Carolina hub, which lists employers with at least 25 petitions whose main Data Hub mailing address is in the state. That is not evidence they never sponsor: petitions can come from a differently named entity or an out-of-state address, or fall below the threshold. Check the employer data before you decide either way.
The Upstate names that do appear lean toward finance and technology: American Credit Acceptance in Spartanburg, Purpose Financial and Tana Systems in Greenville, Sysintel in Easley and ES Foundry in Greenwood. Lowcountry manufacturers on the list include Mercedes-Benz Vans in Ladson and Volvo Car USA in Ridgeville; our automotive and EV sponsorship guide covers the roles plants usually file for.
How do you check whether an Upstate plant sponsors?
- Search the USCIS H-1B Employer Data Hub for the exact legal entity on the job posting, trying every spelling.
- Download the newest LCA disclosure file from DOL's OFLC performance data page; as of 2026-11-01 it is FY2026 Q3, through 2026-06-30.
- Filter the worksite columns for South Carolina and the cities you want, such as Spartanburg, Greer and Greenville.
- Group the rows by employer and job title, and note each certified wage level.
- Confirm E-Verify enrollment with HR if you will need STEM OPT, and get the company ID that goes on Form I-983.
- Ask the recruiter in writing whether this requisition is approved for sponsorship, citing the LCA evidence you found.
An LCA is a filing, not a hire; our walkthrough of how to search LCA filings explains the columns.
Does South Carolina require E-Verify for all employers?
Yes. South Carolina's E-Verify mandate reaches essentially every employer, private and public, and the private-employer rule in its current form took effect 2012-01-01.
The private-employer rule, S.C. Code 41-8-20(B), says: "All private employers who are required by federal law to complete and maintain federal employment eligibility verification forms or documents must register and participate in the E-Verify federal work authorization program, or its successor, to verify the work authorization of every new employee within three business days after employing a new employee." For public employers, Section 8-14-20(A) says "Every public employer shall register and participate in the federal work authorization program", and the chapter defines public employers to include state instrumentalities and political subdivisions, which in our reading reaches state universities and school districts.
What it means for you:
- Post-completion OPT has no federal E-Verify requirement, but a South Carolina employer will run you through E-Verify anyway.
- STEM OPT turns on the federal rule. USCIS's STEM OPT page requires the employer to be enrolled in E-Verify and to sign Form I-983. A state mandate is not proof your employer complied, so confirm enrollment yourself; our mandatory E-Verify states guide compares the neighbors.
- The 2026-12-11 deadline. E-Verify's authority runs with the continuing resolution (CRS R49353). In the 2025 shutdown E-Verify was unavailable from 2025-10-01 until it announced on 2025-10-09 that it had resumed, and employers had until 2025-10-14 to create cases for people hired during the outage (E-Verify notice). Unless Congress passes funding by 2026-12-11, a repeat is possible; our E-Verify shutdown guide covers start dates.
A worked timeline: an OPT graduate teaching in a South Carolina district
A hypothetical with real dates: you finished a master's in education in May 2026 (not a STEM CIP code), your OPT EAD runs 2026-07-01 to 2027-06-30, and a district hires you from 2026-08-03.
Worked OPT-to-H-1B timeline for a South Carolina district teacher, as of 2026-11. Hypothetical dates; your own EAD, I-20 and notices govern.
| Date | What happens | What to do |
|---|---|---|
| 2026-07-01 | OPT starts; the SEVIS unemployment counter counts each day without employer information (90 days allowed on OPT) | Report the district job the way your DSO instructs |
| 2026-08-03 | First day; the district runs E-Verify within three business days | Bring your EAD and identity documents for Form I-9 |
| 2026-11-01 | Today | Ask HR in writing whether it will register you for FY2028 and at what wage level; check your certificate status |
| 2026-12-11 | Federal funding, including E-Verify's authority, runs through this date unless Congress extends it | Matters if you change employers around then |
| 2027-03 (expected only) | FY2028 registration, not yet announced | The district registers you; the wage level sets your entries |
| From 2027-04 (if selected) | The district files Form I-129 requesting a change of status | A timely cap-subject petition triggers cap-gap |
| 2027-06-30 | OPT EAD ends | With cap-gap, status and work continue until the H-1B starts on 2027-10-01 (cap-gap runs to April 1 of the fiscal year requested or the petition's start date, whichever is earlier); if not selected, the F-1 60-day grace period runs to 2027-08-29 |
If you are not selected, the options people usually explore include a cap-exempt employer, the J-1 teacher route (which has its own eligibility rules) or further study. Those are decisions for your DSO (anything touching SEVIS) and a licensed immigration attorney (petitions and status).
Common mistakes
- Treating the hub as a census. The Data Hub records mailing addresses, so BMW, Michelin and other plants may file from elsewhere; search LCA worksites too.
- Reading LPL's 210 as 210 new hires. Fewer than 10% of its petitions were for new employment; ask whether your team files new ones.
- Assuming a school district is cap-exempt. District teacher petitions are generally cap-subject, which means the lottery.
- Starting certification after the offer. USCIS generally wants the state license before approval.
- Treating the state E-Verify law as STEM OPT proof. Confirm your employer's own enrollment and company ID.
- Moving across the NC-SC line without asking. A new worksite can need a new LCA or an amended petition.
Frequently asked questions
Which companies sponsor H-1B in South Carolina?
In the USCIS H-1B Employer Data Hub extract behind the F1Jobs South Carolina hub (generated 2026-07-29), 38 employers logged 2,166 H-1B petitions across FY2024-FY2026, with FY2026 partial. The largest are LPL Financial in Fort Mill (210), Clemson University (190), Richland County School District One (90, plus 73 under a second name record), the University of South Carolina (87), MUSC (76, plus 73 under a second name record) and Jasper County School District (76). Schaeffler, Continental Tire, Mercedes-Benz Vans and Volvo Car USA also appear.
Do South Carolina school districts sponsor H-1B teachers?
Yes. Eight districts appear in the same extract, led by Richland One, Jasper County, Dorchester Two, Darlington, Lee and Lexington One, and together they hold about 27% of the state's petitions by our arithmetic. District petitions are generally cap-subject, so a new teacher needs a lottery selection, and USCIS says a license the state requires generally must be in hand before the petition is approved.
Does BMW Manufacturing sponsor H-1B?
BMW Manufacturing does not appear in the F1Jobs South Carolina hub, which lists employers with at least 25 petitions whose main Data Hub mailing address is in the state. That is not proof either way, because the Data Hub records the employer's mailing address, not the worksite. Search the USCIS Data Hub under the exact legal entity and DOL's LCA files for Spartanburg-area worksites, and ask the recruiter about your specific role.
Does Clemson University sponsor H-1B?
Yes. Clemson logged 190 H-1B petitions across FY2024-FY2026 (FY2026 partial) in the extract, more than half of them for new employment, so the hub labels it actively hiring. As an institution of higher education it is usually cap-exempt, so there is no lottery. Cap-exempt petitions get no cap-gap, so if your OPT EAD ends before approval you must stop working. As of 2026-11-01 no published rule has changed the cap exemption.
Does South Carolina require E-Verify for all employers?
Yes. Since 2012-01-01, S.C. Code 41-8-20(B) has required every private employer that must complete Form I-9 to verify each new employee through E-Verify within three business days, and Section 8-14-20 covers public employers. E-Verify's federal authority runs with the continuing resolution through 2026-12-11. For STEM OPT, still confirm your own employer's enrollment, because the federal rule turns on that.

How we checked this: we read the USCIS, DOL, E-Verify, State Department, Study in the States, Federal Register, CRS and South Carolina Code pages above on 2026-11-01 and 2026-11-02, and took every employer count and hub label from the USCIS Data Hub extract behind our South Carolina hub (generated 2026-07-29, FY2026 partial).
This is general information, not legal or tax advice. Your own I-20, EAD, I-797 and I-94 govern, so take OPT and SEVIS questions to your DSO, petitions and status strategy to a licensed immigration attorney, and two-state tax questions to a tax professional who handles nonresident returns.
