St. Louis H-1B Jobs: WashU, Centene, Cigna-Evernorth, Charter and Mastercard's O'Fallon Campus

St. Louis has large H-1B sponsors in telecom, health insurance and payments, but most of their petitions cover people already in H-1B status. Here is how to find the employers still filing first H-1Bs for OPT graduates.

Part of our guide to H-1B jobs by state and city.

St. Louis H-1B jobs sit mostly with a short list of large employers. In the USCIS H-1B Employer Data Hub extract behind our St. Louis sponsor hub, 23 employers with 25 or more petition decisions logged 4,288 decisions across FY2024-FY2026 (FY2026 partial). Charter Communications, Washington University in St. Louis and Cigna-Evernorth lead, followed by Centene, Perficient and Amdocs, and Mastercard Technologies files from O'Fallon. At the private filers most petitions are continuing ones for people already in H-1B status. WashU, usually cap-exempt, stands out: about half of its petitions are initial (new-employment) petitions, the category a first H-1B after OPT falls into.

Status as of November 1, 2026. In effect: wage-weighted H-1B selection (since 2026-02-27); cap-gap for timely cap-subject change-of-status petitions only, because cap-exempt petitions get none; OPT unemployment limits of 90 days (150 in aggregate on STEM OPT); the STEM OPT 180-day automatic extension for timely filers. Not announced: the FY2028 registration window (USCIS must give at least 30 days' notice; March 2027 is an expectation only). Blocked: collection of the $100,000 H-1B payment; the USCIS I-129 page says that "If this order is later lifted, DHS still plans to collect the payment." Proclamation 11069 stays in effect on paper to 2027-09-21, and change-of-status petitions granted inside the US were never covered. Under OIRA review, no text published: "Reforming the H-1B Nonimmigrant Visa Classification Program" (RIN 1615-AD00).

Which companies in St. Louis sponsor H-1B?

The biggest St. Louis H-1B filers are Charter Communications, Washington University in St. Louis, Cigna-Evernorth, Mastercard Technologies in O'Fallon, Centene, Perficient and Amdocs, based on USCIS first decisions for FY2024 through partial FY2026. At the private, cap-subject employers most petitions are continuing ones for people already in H-1B status. WashU, a university that is usually cap-exempt, files about half of its petitions for new employment.

The Data Hub sorts petitions by the reason checked on Form I-129. In USCIS's glossary, "New Employment" includes a worker moving into H-1B from another classification, which is where an F-1 change of status falls. "Change of Employer" (an H-1B worker moving to a new company) and "Continuation" (same job, same employer) are separate categories. Our pages count the first as initial petitions and most of the rest as continuing, so an employer can top the list while filing few first H-1Bs. See the split year by year for Charter, WashU, Cigna-Evernorth, Centene and Mastercard Technologies.

Why the city in the data is not your worksite

The city attached to an employer is its mailing address, not necessarily where you would sit. USCIS's guide to the Employer Data Hub says the field "is the City indicated in the mailing address of the employer and is not necessarily the beneficiary(ies) work location." That has three practical effects:

St. Louis H-1B jobs by industry

Health insurance: Centene and Cigna-Evernorth

Both file under St. Louis addresses, both are cap-subject private employers, and both file mostly continuing petitions, so a first H-1B with either goes through the lottery. The usual route in is to join on OPT or STEM OPT and be registered in a later lottery, so ask the recruiter early, in writing, whether the team registers new hires. Search the Data Hub for the exact legal name on any offer letter.

Hospitals, the medical campus and the Cortex district

The hospital and medical-school campus in the Central West End sits next to the Cortex innovation district in midtown, and together they mix research, clinical and startup employers. Barnes-Jewish Hospital, SSM Health's SLUCare Physician Group and Ascension Technologies appear on the metro list. Being near a university does not make an employer cap-exempt.

Under 8 CFR 214.2(h)(8)(iii)(F), in effect since 2025-01-17, a nonprofit can qualify through a written affiliation agreement where "a fundamental activity" supports the university's mission, and a worker placed at a qualifying entity must spend at least half their time there. A startup is cap-subject by default. Ask HR directly: does this legal entity file cap-exempt H-1B petitions? Our guides to cap-exempt hospitals and university medical centers and to hospital systems that sponsor H-1B for IT roles cover how to check.

Universities: WashU, Saint Louis University and the University of Missouri

Washington University in St. Louis H-1B activity is the clearest new-hire signal in the metro: 853 decisions, about half of them initial petitions, against under a tenth at Charter, Cigna-Evernorth, Centene and Mastercard Technologies. As a university it is usually cap-exempt, so no lottery applies. The University of Missouri system files as The Curators of the University of Missouri from Columbia (492 decisions, more than half initial), and Saint Louis University appears on the state list.

Cap-exempt is not free of trade-offs:

Telecom and payments: Charter, Amdocs and Mastercard in O'Fallon

Charter is the metro's largest filer, and most of its petitions are continuing ones. Amdocs, the telecom software company, files a mixed pattern. Mastercard Technologies logged 849 decisions from its O'Fallon campus address, again mostly continuing petitions. Mastercard International Incorporated is a separate filer with a Purchase, New York address, so check each legal entity on its own.

Consulting, architecture and agricultural science

Perficient, the IT consultancy, files a mixed pattern. Architecture firm HOK files as Hellmuth Obata and Kassabaum, and Bayer Research and Development Services, Bayer CropScience and Climate LLC put agricultural science on the list. All are cap-subject by default. For STEM OPT, the degree has to be on the STEM list by its CIP code, and the employer has to be enrolled in E-Verify and sign your Form I-983 training plan.

Are St. Louis consulting firms safe for STEM OPT?

No one can call a particular offer safe, because the rule is a test applied to facts. USCIS's STEM OPT page (updated 2026-01-30) says "Staffing and temporary agencies and consulting firms may seek to employ students under the STEM OPT program," but only when the firm itself provides the training, keeps a "bona fide employer-employee relationship" with the student, and is enrolled in E-Verify. The page also says a STEM OPT employer "may not assign, or otherwise delegate, its training responsibilities to a non-employer third party." Training can take place at a client site only if the employer still meets every training obligation.

Before you sign, ask who signs your Form I-983, who supervises you day to day, who pays you, and whether the firm is in E-Verify, then take the answers to your DSO. Our guide to STEM OPT at a consulting firm with client-site placement covers client-site setups in detail. Watch the clock too: each day "without employer information" counts toward the 90-day (or 150-day aggregate STEM OPT) limit, per the SEVIS Help Hub unemployment counter.

Is St. Louis a good city for international graduates?

It can be, if your field matches its sponsors. The list is short (23 employers in the metro hub, mostly in health insurance, telecom, payments, consulting, universities and hospitals), but a short list means you can know every sponsor and check their postings weekly.

Our cost-of-living vs H-1B salary comparison by metro shows how a lower-cost metro changes what a salary is worth. The lottery adds a second reason to look locally. Under the weighted selection final rule, in effect since 2026-02-27, a Level IV registration is entered four times and a Level I registration once. USCIS's registration page ties the level to the highest OEWS wage level the offered wage equals or exceeds for the job's SOC code in the area of intended employment, so a St. Louis offer is measured against St. Louis-area wages. Look up your SOC code on DOL's FLAG wage search; our guide to looking up H-1B prevailing wages by metro walks through it. DOL's prevailing-wage rule (RIN 1205-AC30) would raise those levels, but as of 2026-11-01 it is still proposed (NPRM 2026-03-27), with no final rule.

A worked timeline: one graduate, two St. Louis offers

Say your master's ends in December 2026 and your post-completion OPT EAD runs 2027-01-15 to 2028-01-14, with a STEM-eligible degree. Offer A is at Centene (cap-subject). Offer B is a research data role at WashU (cap-exempt). These dates are assumptions; the rules are as of 2026-11-01.

DateOffer A, cap-subjectOffer B, cap-exempt
2027-01-15Start on OPT; days without employer information count toward 90Start on OPT
March 2027 (expected, not announced)Employer registers you for FY2028; entries depend on the offer's wage levelNo registration
If selected, spring 2027Employer files the LCA and I-129; requested start 2027-10-01Employer can file whenever ready; aim well before 2028-01-14
2027-10-01H-1B starts if approved; your EAD still runs, so cap-gap is not neededn/a
By 2028-01-14If not selected, the 180-day automatic extension applies only to a STEM OPT I-765 filed before this date; the employer can register you again for FY2029If the H-1B is approved and has started, you are on it; if it is still pending at the EAD end, work stops (no cap-gap) unless a timely STEM OPT I-765 gives the 180-day extension

If your EAD instead ended in August 2027, cap-gap would bridge Offer A while the timely petition is pending; Offer B would have no bridge. The F-1 60-day grace period still applies (the duration-of-status rule has been blocked by a federal court since 2026-09-14), but it lets you remain, not work. Premium processing for most I-129s is 15 business days as of 2026-11-01 (I-907 fee $2,965 since 2026-03-01); ask the employer's attorney whether to use it.

How to build a St. Louis H-1B target list

  1. Open the St. Louis metro hub and the Missouri state hub, and list every employer in your field, including the O'Fallon, Chesterfield and Columbia filers.
  2. Search the USCIS H-1B Employer Data Hub under every spelling (St Louis, Saint Louis) and suburb. USCIS says it now covers FY2009 through FY2026 Q4 (checked 2026-11-01).
  3. Compare initial (new-employment) petitions against continuing ones on each employer's F1Jobs company page, and rank the employers that file more initial petitions first.
  4. Download DOL's LCA disclosure files from the OFLC performance page (latest is FY2026 Q3, through 2026-06-30) and filter for St. Louis-area worksites to see real job titles and offered wages.
  5. Check the wage levels for your target SOC code in the St. Louis area on DOL's FLAG wage search before you negotiate.
  6. Verify that any STEM OPT employer is enrolled through the E-Verify employer search.
  7. Ask each recruiter, in writing, whether the role is cap-subject or cap-exempt and whether the team registers new hires.
  8. Bring the offer to your DSO for OPT, STEM OPT and Form I-983 questions, and to the employer's immigration attorney for petition timing.

For OPT jobs in St. Louis, start with the employers whose data shows initial petitions, then work outward.

Frequently asked questions

Which companies in St. Louis sponsor H-1B?

In the USCIS H-1B Employer Data Hub extract behind the F1Jobs St. Louis hub, 23 employers with 25 or more petition decisions logged 4,288 decisions across FY2024-FY2026 (FY2026 partial). The largest are Charter Communications (1,081), Washington University in St. Louis (853), Cigna-Evernorth (821), Centene (277), Perficient (248) and Amdocs (147), and Mastercard Technologies adds 849 from O'Fallon. These are petition decisions, not open jobs, and at the private firms most are continuing petitions for people already in H-1B status.

Does Washington University in St. Louis sponsor H-1B?

Yes. WashU logged 853 H-1B petition decisions across FY2024-FY2026 (FY2026 partial), and about half were initial (new-employment) petitions, the category a first H-1B after OPT falls into. That share is far higher than at the big private filers. As a university it is usually cap-exempt, so it can file at any time of year without the lottery. Cap-exempt petitions get no cap-gap, so the petition has to be timed before your OPT EAD ends.

Does Mastercard sponsor H-1B in Missouri?

Mastercard Technologies LLC files H-1B petitions from an O'Fallon, Missouri address and logged 849 decisions across FY2024-FY2026 (FY2026 partial), most of them continuing petitions for people already in H-1B status. It is a cap-subject private employer, so a first H-1B goes through the lottery, which has been wage-weighted since 2026-02-27. A separate entity, Mastercard International Incorporated, files under a New York address.

Are St. Louis consulting firms safe for STEM OPT?

No article can call a specific offer safe. USCIS allows consulting and staffing firms to employ STEM OPT students only when the firm itself provides the training, keeps a bona fide employer-employee relationship and is enrolled in E-Verify, and training away from the employer's site is allowed only if every training obligation is still met. Ask who signs your Form I-983 and who supervises you, then review the answers with your DSO.

Is St. Louis a good city for international graduates?

It can be a realistic target if your field matches its sponsors in health insurance, telecom, payments, consulting and universities, but the list is short, with 23 employers in the St. Louis metro hub. Since 2026-02-27 the H-1B lottery weights entries by the DOL wage level an offer reaches for its job code in the area of employment, so check St. Louis-area wage levels rather than comparing raw salaries with other cities.

How we checked this: employer figures come from the USCIS H-1B Employer Data Hub extract behind our sponsor hubs (FY2024-FY2026, FY2026 partial); petition categories follow the glossary on USCIS's "Understanding Our H-1B Employer Data Hub" page; rules were checked against uscis.gov, federalregister.gov, reginfo.gov, studyinthestates.dhs.gov, dol.gov and e-verify.gov, and every linked page was reopened on November 2, 2026.

This is general information, not legal or tax advice; your own I-20, EAD, I-94 and notices govern, and your DSO (for F-1, OPT and SEVIS) or a licensed immigration attorney (for petitions and status strategy) should review your specific facts.
