Best Country for International Students in 2027: US vs Canada vs UK vs Australia on Post-Study Work Rights
The UK cuts its Graduate visa to 18 months, Canada keeps shrinking intake, and US OPT fees are only proposed. Here is how the four compare for 2027.

If you are choosing where to study for a 2027 start, the honest answer to "what is the best country for international students" is that it depends on one question: what happens the day after you graduate? As of October 2026, the UK and Australia offer a dedicated graduate visa you can get without an employer. Canada offers an open work permit but has cut new study permits hard. The US offers OPT (and up to three years total for STEM degrees), but your long-term work visa depends on an employer and usually a lottery.
Disclosure: F1Jobs sells a job-search service to international candidates in the US, so we have a stake in the US answer. This is the straight comparison anyway.
Status line, as of mid-October 2026:
- In effect: UK Graduate Route at its current length until applications made on or after 2027-01-01; Australia's new visa charges since 2026-07-01; Canada's 2026 study-permit cap; US OPT and STEM OPT with unchanged unemployment limits.
- Scheduled: UK Graduate Route drops to 18 months for applications from 2027-01-01.
- Proposed: US OPT fees of $70,000 initial and $30,000 each subsequent (NPRM published 2026-10-08, comments close 2026-11-09).
- Blocked: the US Duration-of-Status rule (federal court order 2026-09-14; DHS appealed 2026-09-30).

United States: the biggest job market, the most moving parts
How it works today. After you complete an eligible degree on an F-1, you can apply for 12 months of post-completion OPT. If your degree is on the STEM list, you can apply for the 24-month STEM OPT extension, provided your employer uses E-Verify and signs a Form I-983 training plan. The unemployment limits are unchanged in 2026: 90 days on post-completion OPT and 150 days in aggregate once you add STEM OPT, per SEVP guidance on ice.gov. The 60-day F-1 grace period after completion still applies; our F-1 grace periods guide explains how it interacts with OPT.
What changed on paper, and what did not.
- The Duration-of-Status rule is blocked. A federal court postponed and enjoined it on 2026-09-14; DHS appealed on 2026-09-30, which does not revive the rule. D/S admission and the 60-day grace period still apply. Our Duration-of-Status appeal tracker follows the case.
- The OPT fees are proposed, not in effect. The NPRM published 2026-10-08 would set a $70,000 initial fee and $30,000 for each subsequent one, with the school as the legal payer (it may pass the cost on). Comments close 2026-11-09. Read the proposed rule on the Federal Register and our explainer on who would pay.
- The $100,000 H-1B fee is blocked. Proclamation 11069 extended the entry restriction to 2027-09-21, but two courts block the fee, so it is not being collected.
- Wage-weighted H-1B selection is in effect and was used for FY2027, so offers at higher wage levels carry better odds in the lottery.
The real US trade-off. OPT is generous for STEM graduates, but the next step is not automatic. Most private-sector H-1B jobs are cap-subject and go through the lottery. Cap-exempt employers (universities, their affiliated nonprofits, and nonprofit or government research organizations) can file without the lottery, which is why many graduates target them. Our OPT to H-1B timeline walks through the sequence month by month. Before you budget around a US salary, read our analysis of the percentage of jobs that offer visa sponsorship.
Travel and stamping. Interview waivers are gone for F-1 applicants, so plan on an in-person consular interview. Third-country stamping ended on 2025-09-06, so you apply in your country of nationality or legal residence. Proclamation 10998, the 39-country travel ban, remains in effect. Check the live visa appointment wait times on travel.state.gov.
United Kingdom: the Graduate visa gets shorter
The Graduate Route lets you stay and work, or look for work, without a sponsor once you finish an eligible degree.
The change that matters for 2027 starters. For applications made on or after 2027-01-01, the Graduate Route falls to 18 months. PhD graduates keep three years. The trigger is the date you apply for the Graduate visa, not the date you started your course, so a one-year master's that finishes after 2026 falls under the 18-month rule. Confirm the rules for your own dates on the official gov.uk Graduate visa page.
The demand signal. Sponsored-study main applications in the year to September 2026 were 352,500, down 19% (provisional), according to the Home Office monthly entry clearance statistics.
What comes after. To stay beyond the Graduate visa, you typically need a Skilled Worker visa from an employer that holds a sponsor licence.
Study in Canada vs USA: open work permit, narrow front door
Canada's post-study product is strong on paper. The Post-Graduation Work Permit is an open work permit, so you are not tied to one employer, and Canadian work experience can count toward permanent residence. The constraint is getting in at all.
The numbers. Canada's 2026 study-permit cap is 408,000, made up of 155,000 new permits and 253,000 extensions, and it plans 150,000 new arrivals for 2027 (CIC News summary of the cap). Reported figures, not verified, put 2025 new permits down about 64% and the approval rate around 36%; check IRCC's own data before relying on them.
PGWP eligibility. Not every program qualifies, and eligibility rules have tightened in recent years. Confirm that your program qualifies, and how long the permit would last, on the IRCC study pages before you pay a deposit.
In one line. Canada is more predictable after you graduate (no lottery for the work permit) but harder to enter. The US has no numerical cap on students but more steps after graduation.
Study in Australia vs USA: predictable, but pricier
The 2027 National Planning Level is 295,000, the same as 2026, and the government describes it as "not a cap" (Study Australia announcement).
Cost is the change. From 2026-07-01 the student visa charge is A$2,500 and the Temporary Graduate (subclass 485) visa is A$5,750. The 485 does not require an employer sponsor. Its length depends on your qualification and stream, so check the Home Affairs Temporary Graduate visa page.
In one line. Australia gives you a sponsor-free graduate visa at a known price. The US offers a larger job market in many technical fields, but staying long term usually means sponsorship and a lottery.
What changed: old rule, new rule, what to do differently
| Country | Old rule | New rule (status, date) | What to do differently |
|---|---|---|---|
| UK | Graduate Route at its current standard length | 18 months for applications on or after 2027-01-01; PhD keeps 3 years (scheduled) | Start the Skilled Worker employer search during your course, not after |
| Canada | Higher study-permit volumes | 2026 cap 408,000; 150,000 new arrivals planned for 2027 (in effect / planned) | Apply early, and confirm PGWP eligibility for your exact program |
| Australia | Lower visa charges | Student visa A$2,500, 485 visa A$5,750 from 2026-07-01 (in effect) | Add both charges to your total cost of study |
| US | No OPT-specific fee | $70,000 initial / $30,000 subsequent OPT fees (proposed 2026-10-08, comments close 2026-11-09) | Ask your school how it would handle the fee; do not assume it is law |
| US | Duration of Status | Fixed admission period rule (blocked 2026-09-14; DHS appealed 2026-09-30) | Keep planning on D/S and the 60-day grace period while the order stands |
How to decide: a five-step sequence
- Start from your field, not the country. For STEM roles with strong US employer demand, the OPT plus STEM OPT window is a real advantage. If your field rarely sponsors in the US, a sponsor-free graduate visa elsewhere may be worth more.
- Check that the program qualifies for the post-study permit. For the US, check whether the degree's CIP code is on the STEM list. For Canada, confirm PGWP eligibility. For the UK and Australia, confirm the course leads to Graduate Route or 485 eligibility.
- Map your timeline against the rule dates. If you are heading to the UK, assume the 18-month rule applies. If you are heading to the US, track the OPT fee proposal through the 2026-11-09 comment deadline and whatever final rule follows.
- Price the whole path. Tuition, living costs, visa charges and, for the US, a realistic job search inside the 90-day unemployment limit.
- Talk to the right professional. For F-1, OPT or SEVIS questions, your DSO. For H-1B or green card strategy, a licensed US immigration attorney. For the UK, Canada or Australia, a regulated immigration adviser or lawyer in that country. They are not interchangeable.
Common mistakes
- Treating a proposal as law. "OPT now costs $70,000" is false. It is a proposed rule with an open comment period.
- Planning a UK career on the old Graduate Route length. If you apply from 2027-01-01 onward, plan around 18 months unless you are a PhD graduate.
- Choosing Canada for the PGWP without checking eligibility. The work permit is valuable only if your program qualifies.
- Ignoring Australia's costs. The A$5,750 485 charge arrives just as your student income ends.
- Assuming any US job means sponsorship. Many employers do not sponsor. Target those that do, including cap-exempt ones.
Frequently asked questions
Which is the best country for international students who want to work after graduating?
There is no single winner. The UK and Australia offer a graduate visa with no employer sponsor, Canada offers an open work permit but admits far fewer new students, and the US gives STEM graduates up to three years of OPT but ties the long-term work visa to an employer and, for most jobs, a lottery.
Is the UK Graduate visa really going down to 18 months?
Yes. For Graduate Route applications made on or after January 1, 2027, the standard grant falls to 18 months, while PhD graduates keep three years. What counts is the date you apply for the Graduate visa, not the date you started your course, so check the official gov.uk Graduate visa page for your own timing.
Does OPT now cost $70,000?
No. The $70,000 initial and $30,000 subsequent OPT fees are a proposed rule published October 8, 2026, with comments closing November 9, 2026. Nothing is in effect. Under the proposal the school is the legal payer and may pass the cost on, and it would apply only after a final rule. Ask your DSO how your school is responding.
Is Canada still accepting international students in 2027?
Yes, but at a much lower volume. Canada set a 2026 study-permit cap of 408,000 (155,000 new permits and 253,000 extensions) and plans 150,000 new arrivals for 2027. Confirm the latest numbers on the IRCC website.
Study in Australia vs USA, which has the better post-study work visa?
Australia's Temporary Graduate (subclass 485) visa needs no employer and no lottery, but it costs A$5,750 from July 1, 2026, on top of an A$2,500 student visa charge. The US offers OPT plus, for STEM degrees, the 24-month STEM OPT extension, then usually requires an employer-sponsored H-1B.
