How to Reach a Live Person at USCIS: Contact Center, Emma, Tier 2 and When a Call Helps a Visa Case
The USCIS phone line can take an expedite request, fix a USCIS typo or chase a lost notice, but no agent can change a decision, so here is which channel to use and what to say.

The main USCIS contact information is the USCIS Contact Center: 800-375-5283 (TTY 800-767-1833), or 212-620-3418 from outside the US. An automated phone system answers general questions 24 hours a day, and live agents answer calls and Emma live chats Monday to Friday, 8am to 8pm Eastern. To reach a live person, you need a reason self-service cannot handle, such as an expedite request, a notice or card that never arrived, or a typo USCIS made. You cannot dial a Tier 2 officer; one contacts you after a Tier 1 agent escalates your inquiry.
Status as of 2026-11-01. In effect: the numbers, hours and routing rules above, from the USCIS Contact Center page (last updated 2026-10-13). Under OIRA review (unpublished, no text): "Amending the Premium Processing Timeframe" (RIN 1615-AD25), received 2026-10-13; the current premium timeframes still apply.
The queue behind those phones is large. USCIS had 12,807,907 cases pending across all forms in FY2026 Q3 (Q3 receipts were down 34% year over year), and no Q4 form data was out as of 2026-11-01 (USCIS data). The Contact Center page sets the rule that matters: "If you can be helped through an online tool or other self-service, you will not be connected to live assistance."
USCIS contact information at a glance (as of 2026-11)
Call 800-375-5283 (TTY 800-767-1833, or 212-620-3418 from abroad). The automated line runs 24 hours; live agents and Emma's live chat run Monday to Friday, 8am to 8pm Eastern. Use e-Request for a USCIS typo, a missing notice or card, or an accommodation. Tier 2 officers respond only after a Tier 1 escalation.
USCIS contact channels, as of 2026-11 (source: USCIS Contact Center page, updated 2026-10-13)
| Channel | How to reach it | When | Best for |
|---|---|---|---|
| Automated phone system | 800-375-5283 (TTY 800-767-1833) | 24 hours, English and Spanish | General questions; it can email or text you links to forms |
| Tier 1 live agent | Same number; 212-620-3418 from outside the US | Mon-Fri, 8am-8pm Eastern | Expedite requests, non-delivery, USCIS typos, rescheduling, accommodations, withdrawals |
| Emma and live chat | Emma, the virtual assistant on uscis.gov | Emma online (24/7 per the 2021 Ombudsman tip sheet); live chat Mon-Fri, 8am-8pm Eastern | Website questions; if Emma cannot answer, she may connect you to a live chat agent |
| Tier 2 officer | Escalation from Tier 1 only | Replies by email or follow-up call | Issues Tier 1 cannot resolve |
| e-Request | USCIS e-Request | Online, any time | Non-delivery, case outside normal processing time, accommodations, USCIS typos |
| Secure message | Your USCIS online account | Online, any time | Case questions and expedite requests, where secure messaging is available to you |
| Field office appointment | Requested online or through 800-375-5283 | Scheduled by USCIS | Emergency travel documents, proof of status |
Emma works in English and Spanish. Secure messaging comes with online filing or an IOE receipt; other paper-filed cases can be added for case alerts (see linking a paper-filed case to your USCIS online account).
What can the Contact Center actually do for an OPT, H-1B or H-4 case?
A call can open a service request, pass on an expedite request, report a missing notice or card, or flag a USCIS typo. It cannot approve, deny or reverse anything.
What each request can and cannot get you, as of 2026-11 (USCIS Contact Center page; Policy Manual Vol. 1, Part A, Ch. 4 and Vol. 11, Part A, Ch. 3; USCIS biometrics page)
| Your request | Who handles it | What a call or e-Request can do | What it cannot do |
|---|---|---|---|
| Case outside normal processing time | Service request (call or e-Request) | Log a request with the office holding your file | Set a deadline for a decision; before your case inquiry date, the answer is usually "within normal processing time" |
| Expedite request | Tier 1 takes it; the office with your case decides | Send your reasons and evidence onward | Grant the expedite itself |
| USCIS typo on a notice or EAD | Tier 1 or e-Request | Start a correction of a USCIS error | Fix a mistake you made on the form |
| Notice, RFE or card never arrived | Tier 1 or e-Request | Report non-delivery; USCIS may re-mail a returned card, or reissue one USPS lost without a new fee | Waive the new I-765 and fee when the miss was your error, such as a late or incomplete address |
| Reschedule biometrics or an interview | Biometrics online at least 12 hours ahead; otherwise Tier 1 or Emma | Ask for a new date, for good cause, before the original appointment | Promise a new date; an interview reschedule is the field office's decision |
| Change of address | Online account; Tier 2 if before biometrics are scheduled | Update USCIS's record | Update SEVIS, which goes through your DSO (or the SEVP Portal on OPT) |
| A denial or an RFE strategy question | Nobody at the Contact Center | Nothing | Change a decision or give legal advice |
Sources: Policy Manual Vol. 1, Part A, Ch. 4 (online request types) and Vol. 11, Part A, Ch. 3 (reissues). The USCIS biometrics page warns that skipping an appointment without a reschedule request can lead USCIS to treat the case as abandoned. A denial is answered with a motion or appeal (Form I-290B, $800 on paper) or a new filing, which is attorney territory. If USCIS says you must come in, see how USCIS field office appointments work now.
How do I talk to a live person at USCIS?
Lead with a request that needs a person, call on a weekday between 8am and 8pm Eastern, and have your receipt number ready. A bare "where is my case" question usually ends with a link to Case Status Online, which USCIS says holds the same information the agent sees.
- Check Case Status Online and your USCIS online account for the last action on your case.
- Look up your case inquiry date on the USCIS Check Case Processing Times tool by entering your receipt date. Before that date, a delay inquiry usually ends with "within normal processing time."
- Gather your I-797C receipt notice, A-number if you have one, and a copy of the filed form.
- Call 800-375-5283 (212-620-3418 from abroad) and state the service you need in one sentence, such as "I need to report non-delivery of my EAD." The Ombudsman's 2021 tip sheet says Mondays are busiest.
- Ask Emma on uscis.gov if the phone menu keeps sending you to self-service; if she cannot answer, USCIS says she may connect you to a live chat agent during the same weekday hours.
- Agree out loud to the text-ahead notification, and give a mobile number you will answer.
- Record the date, the agent's ID and any service request number.
- Wait out the response window. The Policy Manual says, "In general, the goal for resolution of service requests is 15 business days from the date of creation."
Do the phone-menu "tricks" on forums work?
Forum threads trade keypad sequences said to force the menu to an agent. They are anecdotal and break whenever USCIS changes its menus. The tip sheet's official line: "In those instances where self-service is available, the IVR will not present an option for a caller to reach live service." Ask for a service only a person can perform instead.
What is a Tier 2 officer, and how do you reach one?
Tier 2 is staffed by USCIS Immigration Services Officers. You reach one only when a Tier 1 agent, by phone or chat, escalates your inquiry, and the officer replies by email or a follow-up call.
Tier 1 escalates a change of address made before biometrics are scheduled, requests to expedite a biometrics appointment, certain military-family issues and in-person document services. Ordinary expedite requests stay at Tier 1 "unless other factors make the issue more complex." The Ombudsman's Contact Center tip sheet (revised September 2021) says Tier 1 is "staffed by trained contractors who use knowledge articles," so an agent's answer is not a legal opinion.
Contact Center practice, 2021 tip sheet vs the USCIS page as of 2026-11
| Topic | Ombudsman tip sheet (Sept 2021) | USCIS Contact Center page (2026-10-13) | What to do |
|---|---|---|---|
| Text before a callback | "not likely to be adopted for some time" | Offered; "You must verbally agree" | Say yes and keep your phone on |
| Callback attempts | Two tries, the second within 60 to 90 minutes, then an email | Reply "by email or a follow up phone call" | Watch voicemail and your spam folder |
| Response targets | Urgent 24-72 hours; non-urgent within 30 business days | Not stated; Policy Manual goal is 15 business days | Do not re-call before the window ends |
| Live help when self-service exists | Menu offers no live option | "you will not be connected to live assistance" | Lead with a request that needs a person |
| Language | All services in English and Spanish; you may bring your own interpreter | Automated line and Emma in English and Spanish | Arrange an interpreter yourself if you need one |
The 2021 figures are the last targets the Ombudsman published, not a promise.
Can the Contact Center expedite my case?
It can take an expedite request and route it to the office holding your case, which decides case by case. Two rules on the USCIS expedite requests page settle most visa-holder calls.
First, USCIS "will not consider expedite requests for petitions and applications where premium processing service is available," apart from certain IRS-designated nonprofits. Second: "The need to obtain employment authorization, standing alone, without evidence of other compelling factors, does not warrant expedited treatment." Job loss, the page adds, "may be sufficient" depending on the circumstances. See USCIS expedite criteria and how to file a request for the evidence.
Which route fits your case, as of 2026-11 (times: USCIS tool read 2026-11-01, time within which 80% of cases finish; fees: G-1055 edition 10/26/26)
| Your case | Processing snapshot | Premium processing | Expedite request | Who asks |
|---|---|---|---|---|
| OPT or STEM OPT I-765, (c)(3) | 5 months | Yes, Form I-907, $1,780; pending cases can upgrade | Generally not considered | You |
| H-1B I-129 extension / change of status | 11.5 / 10 months | Yes, $2,965; only the petitioner or its G-28 representative files the I-907 | Generally not considered | Your employer or its attorney |
| H-4 I-539 extension or change | 10.5 months (5 for an extension filed with an I-765) | No (I-539 premium covers only changes to F, M or J); an H-4 I-539 filed with the H-1B I-129 is decided with it | Case by case on the criteria | You |
| H-4 EAD I-765, (c)(26) | 17.5 months standalone; 6.5 with the I-539 | None announced as of 2026-11-01 | Case by case on the criteria | You |
The premium processing page confirms a pending OPT or STEM OPT I-765 can be upgraded (30 business days). For H-4 spouses, the stakes rose on 2026-10-14, when the final rule ending automatic EAD extensions for renewals filed on or after 2025-10-30 took effect (in effect; 91 FR 65306; see the end of automatic H-4 EAD extensions). Whether your facts meet a criterion is a question for an immigration attorney.
What to have ready: call scripts for OPT, H-1B and H-4 callers
On one page, write your receipt number (three letters, ten digits), A-number if any, form and category, receipt date, case inquiry date, name and date of birth as filed, the address USCIS has, and your one-sentence request. If you have an online account, upload expedite evidence there "in addition to calling," as the expedite page asks.
OPT or STEM OPT, card never arrived. USCIS's premium processing page tells OPT applicants to "allow a total of 30 days from approval before inquiring." Then: "I'm the applicant on Form I-765, category (c)(3)(B) or (c)(3)(C), receipt [number]. It was approved on [date] and more than 30 days have passed with no delivery. I'd like to report non-delivery of a secure document." Tell your DSO if your start date is close; see also an EAD that shows delivered but never arrived.
H-1B, petition past its case inquiry date. On an I-129 you are the beneficiary, and USCIS's live-help list names the applicant or petitioner. Write to HR or the employer's attorney instead: "My I-129, receipt [number], passed its case inquiry date on [date]. Could you open a service request, or tell me whether premium processing is being considered?"
H-4, I-539 and EAD pending. "I'm the applicant on Form I-539, receipt [number], and Form I-765 (c)(26), receipt [number]. The I-539's case inquiry date passed on [date]. I'd like to open a service request for a case outside normal processing time."
Worked timeline: one H-4 service request
Suppose you call on Monday, 2026-11-02, after your I-539 case inquiry date has passed, and the agent creates a service request.
| Date | What happens | Rule behind it |
|---|---|---|
| 2026-11-02 (Mon) | Tier 1 creates the service request; you note the number | Policy Manual Vol. 1, Part A, Ch. 4 |
| 2026-11-24 (Tue) | 15 business days, skipping Veterans Day on 11-11: USCIS's general resolution goal | Same chapter |
| 2027-01-01 (Fri) | 60 days since you contacted USCIS: the earliest the Ombudsman takes a delay-only request | CIS Ombudsman case assistance |
| 2027-01-31 (Sun) | 90 days since that contact; after this the Ombudsman needs a newer USCIS contact | Same page |
The Ombudsman is an independent DHS office, not part of USCIS, and takes requests on DHS Form 7001. For a delay alone, it requires a USCIS inquiry within the last 90 days, at least 60 days for USCIS to respond, and a passed case inquiry date. Congressional caseworkers and attorney-filed lawsuits are covered in our OPT EAD delay action plan.
Who can call USCIS for you?
You can, if you are the applicant or petitioner. So can an attorney or accredited representative of record, a parent or guardian of a minor, or a person or organization you authorize. For an H-1B I-129, the petitioner is your employer.
- Attorneys. The 2021 tip sheet says USCIS gives case information only to legal representatives "with a Form G-28" on file, so a paralegal calling for the firm may be refused.
- H-1B premium processing. The beneficiary "cannot sign or file Form I-907"; the petitioner or its representative must.
- DSOs. Not on USCIS's default list, and SEVIS problems are not USCIS's to fix. The Ombudsman lets a DSO, relative or congressional office file for you with your written consent.
Common mistakes
- Calling before your case inquiry date. The call usually ends with "within normal processing time."
- Asking for an OPT or H-1B expedite. Premium processing exists for both, so USCIS generally will not consider one.
- Making several expedite requests. USCIS asks for "only one expedite request"; multiple requests "may delay" it.
- Reporting a lost EAD too early. Allow the 30 days after approval that USCIS names, and check the USPS tracking in your online account first.
- Filing a replacement I-765 before USCIS answers. A USPS or USCIS error can mean a reissue with no new fee.
- Changing your address only with USCIS. F-1 and OPT students also report a new address within 10 days to the DSO or, on OPT, through the SEVP Portal.
- Treating an agent's answer as legal advice. Take status decisions to your DSO (F-1, OPT, SEVIS) or an immigration attorney (petitions, H-4, status strategy).
Frequently asked questions
What is the USCIS phone number?
Call 800-375-5283 (TTY 800-767-1833), or 212-620-3418 from outside the US. The automated system runs 24 hours a day; live agents work Monday to Friday, 8am to 8pm Eastern, per the USCIS page updated 2026-10-13.
How do I reach a live agent instead of the automated system?
Ask for something only a person can do, such as an expedite, a missing notice or card, a USCIS typo or a reschedule. USCIS does not connect callers whose question self-service can answer. Emma's live chat is a second route in the same hours; forum menu shortcuts are anecdotal.
What is a Tier 2 officer and how do I reach one?
Tier 2 is USCIS Immigration Services Officers. You cannot dial one; a Tier 1 agent escalates, and the officer replies by email or a follow-up call. Accept the text-ahead notification so you know the call is coming.
Can the USCIS Contact Center expedite my case?
It takes the request and forwards it to the office holding your case, which decides. USCIS will not consider an expedite where premium processing is available, which as of 2026-11-01 covers OPT and STEM OPT I-765s and H-1B petitions (a narrow nonprofit exception aside). Needing work authorization alone does not qualify.
Can my employer or attorney call USCIS for me?
An attorney or accredited representative with a Form G-28 on file can. On an H-1B your employer is the petitioner, so its attorney usually handles USCIS contact. Anyone else, including a DSO, needs your authorization; a DSO can file a CIS Ombudsman request with your written consent.

This is general information, not legal or tax advice; your own receipt notice, I-20 and I-94 govern, and your DSO or immigration attorney should guide any decision about your case.

Frequently asked questions
What is the USCIS phone number?
The USCIS Contact Center number is 800-375-5283 (TTY 800-767-1833), or 212-620-3418 if you are calling from outside the United States. The automated system answers general questions 24 hours a day, and live agents take calls Monday to Friday, 8am to 8pm Eastern, according to the USCIS Contact Center page last updated 2026-10-13.
How do I reach a live agent instead of the automated system?
USCIS says that if an online tool or other self-service can help you, you will not be connected to live assistance, so a plain case status question rarely reaches a person. Callers who need something only a person can do, such as an expedite request, a missing notice or card, a typo USCIS made or a rescheduled appointment, are the ones routed to a Tier 1 agent. Emma's live chat is a second route during the same weekday hours, and menu shortcuts posted on forums are anecdotal.
What is a Tier 2 officer and how do I reach one?
Tier 2 is staffed by USCIS Immigration Services Officers, while Tier 1 agents handle the first level of calls and chats. You cannot dial Tier 2 directly; a Tier 1 agent escalates your inquiry, and the officer replies by email or a follow-up phone call. As of 2026-11-01, say yes when the agent offers a text-ahead notification so you know the call is coming.
Can the USCIS Contact Center expedite my case?
The Contact Center takes expedite requests and sends them to the office that holds your case, and that office decides. USCIS says it will not consider an expedite request where premium processing is available, which as of 2026-11-01 covers OPT and STEM OPT I-765s and H-1B petitions, apart from a narrow nonprofit exception. It also says needing work authorization, standing alone, does not warrant an expedite.
Can my employer or attorney call USCIS for me?
An attorney or accredited representative of record, with a Form G-28 on file, can get case-specific help. On an H-1B petition the petitioner is your employer, so its attorney usually handles USCIS contact. Anyone else, including a DSO, needs your authorization, although a DSO, relative or congressional office can file a CIS Ombudsman case assistance request for you with your written consent.
