Does General Motors Sponsor H-1B Visas? EV, Software and Engineering Roles for International Grads
USCIS approved hundreds of H-1B petitions from GM in FY2024, yet most GM postings we read tell anyone who will need OPT, STEM OPT or CPT support not to apply. Here is how to read both signals.

Part of our guide to companies that sponsor H-1B visas.
Does General Motors sponsor H-1B? Yes, but mostly for people who already hold H-1B status, and many of its current postings rule students out. In FY2024 the USCIS H-1B Employer Data Hub recorded 61 initial-employment approvals and 407 continuing approvals for General Motors, and one denial. Separately, 8 of the 11 US postings we read on GM's careers site in early November 2026 told applicants not to apply if they will need GM sponsorship "now or in the future," and named OPT, STEM OPT and CPT in that list.
Where the rules stand (as of 2026-11-01):
- Wage-weighted H-1B selection: in effect since 2026-02-27. FY2028 registration: not announced; USCIS must announce it at least 30 days ahead, so watch its registration page.
- STEM OPT 180-day automatic extension: in effect for timely filers, per USCIS's STEM OPT page. The 2026-10-14 final rule ending automatic EAD extensions did not change it.
- $100,000 H-1B payment: Proclamation 11069 is in effect on paper, but courts have blocked the agency policies that implement it, so the payment is not being collected (USCIS I-129 page). It never covered change-of-status approvals granted inside the US, per USCIS's H-1B page.
- PERM: GM is not among the eight employers (Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL, Capgemini) in DOL's PERM suspension announced 2026-10-08, which "does not suspend any employer from the H-1B program," according to Mayer Brown.
Does General Motors sponsor H-1B? The short answer
General Motors files H-1B petitions every year, but about 87% of its FY2024 approvals were continuing employment for people already in H-1B status (our arithmetic), and only 61 were initial employment. Most GM US postings we read in early November 2026 exclude anyone needing H-1B, OPT, STEM OPT or CPT support, so new graduates should confirm sponsorship one requisition at a time.
GM's H-1B numbers, entity by entity
USCIS H-1B Employer Data Hub, FY2024 first decisions, from the extract behind our company pages (as of 2026-11)
| Employer (as the Hub names it) | Initial approvals | Initial denials | Continuing approvals | Continuing denials | Total |
|---|---|---|---|---|---|
| GENERAL MOTORS | 61 | 0 | 407 | 1 | 469 |
| GENERAL MOTORS FINANCIAL COMPANY INC | 6 | 0 | 9 | 1 | 16 |
General Motors' 468 approvals out of 469 decisions is a 99.8% approval rate (our arithmetic): GM's filings are well prepared, which is not the same as GM filing for you. The split matters more. The Hub's glossary defines new-employment approvals as petitions with "New employment" selected on Part 2, Question 2 of Form I-129, the box for an F-1 graduate moving from OPT to H-1B and for hires from abroad. Extensions, amendments and changes of employer for people already in H-1B status sit on the continuing side (our reading of the Hub's categories). So most of GM's H-1B work keeps or recruits experienced H-1B workers.
The Hub groups petitions by employer name and tax ID, and its city is the petitioner's mailing address, "not necessarily" your work location. GM Financial therefore has its own record, as does Cruise LLC, GM's autonomous-driving unit. Our General Motors, GM Financial and Cruise employer pages show the Hub figures by year.
What GM's job postings say about sponsorship (as of November 2026)
We opened 11 US postings on search-careers.gm.com in early November 2026. It is a small sample that changes daily, but a consistent one.
GM US postings we read in early November 2026 (as of 2026-11)

Two more 2027 R&D internships we checked afterwards (Energy and Propulsion Systems Architecture; EPSR Lab) carried the same line, and EPSR Lab also required a U.S. Person. The standard line, verbatim from the Energy and Propulsion Controls internship posting:
"GM does not provide immigration-related sponsorship for this role. Do not apply for this role if you will need GM immigration sponsorship now or in the future. This includes direct company sponsorship, entry of GM as the immigration employer of record on a government form, and any work authorization requiring a written submission or other immigration support from the company (e.g., H1-B, OPT, STEM OPT, CPT, TN, J-1, etc.)."
What that sentence changes for you (our reading):
- It reaches past H-1B. STEM OPT needs an employer that signs your Form I-983 training plan and is enrolled in E-Verify, and your school authorizes CPT for a specific employer's offer. GM's wording covers that paperwork.
- It lists OPT, which needs no employer form. The "now or in the future" clause screens out anyone who will later need STEM OPT or an H-1B petition.
- It also covers H-1B transfers. An H-1B holder moving to GM needs GM to file a new petition, so the line excludes experienced visa holders too, not only students.
- Some roles add an export-control wall. Three of the four internships in our sample also required "a U.S. Person (U.S. citizen, U.S. permanent resident, asylee or refugee)." F-1, OPT and H-1B status do not meet that definition.
The three silent postings were senior roles asking for 5 to 10+ years. Silence is not a yes; ask the recruiter.
Does GM hire OPT students?
For roles carrying the standard line, no: it names OPT, STEM OPT and CPT outright and appeared on every internship we read. That makes your clock the real risk. Post-completion OPT allows 90 days of unemployment and STEM OPT 150 days in total, per the SEVIS Help Hub, so do not spend them waiting on roles that excluded you in writing. Ask your DSO how your days are counted.
Does GM sponsor H-1B for new grads?
Sometimes. Sixty-one FY2024 initial-employment approvals show GM files some new-employment petitions, the category an F-1 graduate's first H-1B falls in. But the postings we read close that door by default, so treat GM sponsorship as a decision made per requisition, not a company-wide policy (our reading). Ask the recruiter one plain question, "Is this requisition open to candidates who will need H-1B sponsorship?", and answer every work-authorization question truthfully.
Which GM roles get sponsored?
The Hub does not report job titles, so we read GM's labor condition applications (LCAs) in DOL's FY2026 Q3 LCA disclosure file, which covers decisions from 2025-10-01 to 2026-06-30 and is posted on the OFLC performance data page. Filtering the employer name "General Motors" (GM Financial files separately):
- Software dominates. Software developers were by far the most common occupation code, under titles such as Senior Software Engineer, Staff Software Engineer and Senior Embedded Software Engineer.
- Then vehicle engineering. Mechanical, electrical and automotive engineers followed (design release, controls integration, systems), then software QA, manufacturing and robotics engineers.
- EV work shows up by name, in titles such as "Software Engineer - Battery State Estimation" and "Software Engineer-Electrification."
- Michigan first. Most worksites were Warren or Milford, Michigan, followed by Mountain View, California, Austin, Texas, and Sunnyvale, California.
- Senior wages, mostly existing H-1B workers. Most filings listed prevailing-wage Level IV, Level I barely appeared, and most marked change of employer or continued employment rather than new employment.
An LCA is a DOL attestation, not a USCIS petition or approval, and one can cover several positions. Read it as a map of where GM sponsors, not a head count.
Market context cuts both ways. Indeed's October 2026 labor market snapshot put engineering postings at about 145 on its index (February 1, 2020 = 100) as of 2026-10-16, against about 78-79 for software development, the lowest of the five sectors charted, yet GM's filings lean toward software. On the EV side, CBS News Detroit reported on 2025-10-30 that GM was cutting jobs at an EV plant and a battery-cell plant while "realigning EV capacity." Executive Order 14431, in effect as a directive, tells agencies to "take into account" an H-1B employer's layoffs "within the previous year"; as of 2026-11-01 no implementing guidance exists and it creates no automatic denial.
For the industry-wide view, see our automotive and EV industry H-1B sponsorship guide, compare how Tesla approaches sponsorship for EV, robotics and software roles, and widen your list with visa sponsorship at EV startups beyond Tesla and Rivian and Michigan's other H-1B sponsors.
What GM's wage levels mean under weighted selection
Most of those LCAs are for people already past the lottery, so the Level IV pattern describes whom GM hires, not your odds. Your odds depend on your offered wage. The weighted selection final rule ("This final rule is effective February 27, 2026") weights each registration by "the highest Occupational Employment and Wage Statistics (OEWS) wage level" the offered wage meets for the occupation and area: Level IV is entered four times, Level I once. An entry-level offer anywhere is more likely to sit at Level I or II (our reading); see how weighted selection works.
Worked example: an EV controls graduate, Class of May 2026
You finished an MS in electrical engineering in May 2026, your OPT EAD runs 2026-06-15 to 2027-06-14 (dates for illustration), and you work for an E-Verify-enrolled Tier-1 supplier in Michigan.
An illustrative path toward GM (rules as of 2026-11)
| Date | What happens | What governs it |
|---|---|---|
| 2026-11-01 | You find GM's Senior OTA Vehicle Systems Engineer posting and skip it | Its "do not apply" sponsorship line |
| November 2026 to spring 2027 | You build vehicle-controls experience at the supplier | You are employed, so your 90-day OPT unemployment count does not grow |
| Before 2027-06-14 | The STEM OPT I-765 goes in with your DSO's recommendation and the supplier's Form I-983 | Filed before the OPT EAD expires, it keeps the 180-day automatic extension available; that rule is in effect |
| FY2028 cap season (date not announced) | The supplier decides whether to register you | USCIS must give 30 days' notice; weighted selection applies |
| After you hold H-1B status | You apply to GM roles that do not carry the line, and confirm with the recruiter | GM would have to file a new I-129 for you, a change-of-employer petition, the type many GM LCAs mark |
The lesson is sequencing: for many graduates GM is the second or third employer, not the first. Your DSO confirms the STEM OPT timing for your own dates.
Is GM Financial a separate H-1B sponsor?
Yes. General Motors Financial Company, Inc. petitions under its own name and tax ID. In FY2024 the Hub shows 6 initial approvals, 9 continuing approvals and 1 continuing denial (15 of 16 approved, our arithmetic), at a Fort Worth, Texas address. Its LCAs in the FY2026 Q3 file center on Arlington, Fort Worth and Irving, Texas, in software, data science and operations research roles. Unlike GM's, its filings were spread across wage levels, with Level II the most common and Level I present, so it is worth a look for analytics and software graduates (our reading). We did not sample its postings; read them on its own careers site.
Also note: if a staffing or consulting firm places you on a GM project, that firm is your H-1B employer and files its own LCA and petition. That is not GM sponsorship.
Does General Motors sponsor green cards?
GM's postings are silent on green cards, and third-party PERM counts for GM disagree sharply, so we went to the record: DOL's FY2026 Q3 PERM disclosure file on the OFLC performance data page, covering decisions from 2025-10-01 to 2026-06-30. Searching by name and tax ID, we found almost no PERM determinations for General Motors itself and only a handful for GM Financial, mostly Texas data and software roles. Two limits apply: the file shows DOL decisions, which trail filings by many months, and EB-1 categories for outstanding researchers and multinational managers need "no labor certification," per USCIS's EB-1 page, so they never appear in it. Ask the recruiter directly, and see our guide to checking whether any company sponsors green cards.
If GM does file, expect a long wait. DOL's FLAG processing times page showed PERM analyst review at January 2026 priority dates as of 2026-10-21, with an average of 303 days for August 2026 decisions. Current PERM recruitment rules (20 CFR 656.17) still apply; DOL's labor-market-test NPRM (RIN 1205-AC29) cleared White House review on 2026-10-23 but has not been published, and no comment period is open.
November 2026 Visa Bulletin, employment-based Final Action Date / Dates for Filing (as of 2026-11-01)
| Category | India | China | Rest of world |
|---|---|---|---|
| EB-2 | 2013-11-01 / 2015-01-15 | 2021-10-01 / 2023-01-01 | 2025-04-01 / 2026-03-15 |
| EB-3 | 2014-01-22 / 2015-01-15 | 2022-01-22 / 2024-04-01 | 2024-06-15 / 2024-08-01 |
USCIS requires the Dates for Filing chart for November I-485s, per its filing charts page; consular cases always use Final Action Dates. The December bulletin was not out as of 2026-11-01; check the Visa Bulletin itself.
Common misconception: "GM approves almost every H-1B it files, so the no-sponsorship line is boilerplate I can ignore."
Correction: The 99.8% figure is USCIS approving petitions GM chose to file. The posting line is GM telling you, in writing, which requisitions it will not file for. Apply where the door is open.
How to check GM's sponsorship record yourself
- Open the USCIS H-1B Employer Data Hub, choose fiscal year 2024, and search "GENERAL MOTORS", then "GENERAL MOTORS FINANCIAL" and "CRUISE".
- Read the initial and continuing columns separately; initial approvals are the closer proxy for first-time H-1B hires.
- Download the LCA disclosure file from DOL's OFLC performance data page; filter the employer name and read the SOC title, worksite city and wage level columns.
- Download the PERM disclosure file from the same page and filter by name and tax ID.
- Read the sponsorship and export-control lines on every posting at search-careers.gm.com before you apply.
- Ask the recruiter whether the requisition is open to candidates who will need H-1B sponsorship, and keep the answer in writing.
- Confirm any STEM OPT employer is enrolled in E-Verify, as USCIS's STEM OPT page requires.
- Take OPT, STEM OPT and SEVIS questions to your DSO, and petition or green-card strategy to a licensed immigration attorney.
Common mistakes
- Applying anyway to "do not apply" postings, hoping for a later "conversion" the posting rules out.
- Saying you need no sponsorship because OPT is valid today. GM's line asks about the future and counts STEM OPT as support.
- Counting continuing approvals as new-grad hiring. At GM, 407 of 469 FY2024 decisions were continuing employment.
- Searching only "GM." The Hub uses legal names; GM Financial and Cruise file separately, and a staffing firm placing you at GM is not GM.
- Quoting aggregator PERM counts. They disagree for GM; DOL's disclosure file is the record, and it misses EB-1 cases.
- Letting a long shot eat your unemployment days. Your 90-day or 150-day limit keeps counting while you wait.
Frequently asked questions
Does GM sponsor H-1B for new grads?
Sometimes, but not on most roles we read. USCIS recorded 61 initial-employment H-1B approvals for General Motors in FY2024, against 407 continuing approvals for people already in H-1B status. Most GM US postings we read in early November 2026 told applicants not to apply if they will need sponsorship now or in the future, so confirm with the recruiter for each requisition.
Does GM hire OPT students?
Not for roles that carry GM's standard sponsorship line. Eight of the 11 US postings we read in early November 2026, including all four 2027 summer R&D internships in that sample, named OPT, STEM OPT and CPT among the support GM will not provide, and two more R&D internships we checked carried the same line. Three senior postings were silent, which is not the same as a yes.
Does General Motors sponsor green cards?
GM's postings do not say. In DOL's FY2026 Q3 PERM disclosure file (decisions from 2025-10-01 to 2026-06-30) we found almost no PERM determinations under General Motors' own tax ID and only a handful under GM Financial's. EB-1 categories need no PERM, so that file is not the whole picture. GM is not one of the eight employers in the PERM suspension DOL announced on 2026-10-08.
Is GM Financial a separate H-1B sponsor?
Yes. General Motors Financial Company, Inc. files under its own name and tax ID, and the USCIS Employer Data Hub shows 6 initial approvals, 9 continuing approvals and 1 continuing denial for it in FY2024. Its record lists a Fort Worth, Texas address, and its labor condition applications center on Texas software and data roles.
Which GM roles get sponsored?
In DOL's FY2026 Q3 LCA disclosure file (October 2025 to June 2026), software developers were by far the most common occupation on General Motors' filings, followed by mechanical, electrical and automotive engineers. Most listed Warren or Milford, Michigan, and most were filed at prevailing-wage Level IV, which in our reading points to experienced hires rather than new graduates.

How we checked this: we used the FY2024 USCIS Employer Data Hub extract behind our company pages, filtered DOL's FY2026 Q3 LCA and PERM disclosure files for General Motors and GM Financial by name and tax ID, read 13 US postings on GM's careers site in early November 2026, and checked every rule against the official pages above as of 2026-11-01.
This is general information, not legal or tax advice; your own I-20, EAD, I-94 and notices, and your DSO or immigration attorney, govern your case.
If you are on OPT or STEM OPT and want a search aimed at automotive and engineering employers whose postings are actually open to visa holders, F1Jobs can help you build that list and work it.
