Does PayPal Sponsor H-1B Visas? Which Roles Get Sponsored and How OPT Candidates Should Check
USCIS decided 584 PayPal Inc H-1B petitions in FY2024, yet forum posts say sponsorship depends on the role. Here is how to test that for the job you want.

Part of our guide to companies that sponsor H-1B visas.
Yes, PayPal sponsors H-1B visas: USCIS recorded 108 initial-employment and 471 continuing-employment approvals for PayPal Inc in FY2024. Whether your role gets sponsored is a separate question. Forum posts claim PayPal sponsors engineering more readily than product roles, and you can test that claim for a specific job before you apply.
Status line, as of November 1, 2026: wage-weighted H-1B selection is in effect (since 2026-02-27). FY2028 registration is not announced (USCIS must give 30 days' notice). Proclamation 11069 is in effect on paper, but courts have blocked the policies that collect its $100,000 payment, USCIS is not collecting it, and change-of-status approvals granted inside the US were never covered. E-Verify is funded through 2026-12-11 under the current continuing resolution.
Does PayPal sponsor H-1B? The short answer
PayPal Inc, which files from a San Jose, California mailing address, sponsors H-1B workers. In FY2024, USCIS recorded 108 initial and 471 continuing approvals for it, with no initial denials and 5 continuing denials, a 99.1% approval rate. About 81% of approvals were continuing petitions (extensions, amendments and transfers), and sponsorship is decided job by job.
PayPal Inc H-1B first decisions, FY2024 (USCIS H-1B Employer Data Hub extract behind our employer pages, built 2026-07-29)
| Metric | FY2024 |
|---|---|
| Initial-employment approvals | 108 |
| Initial-employment denials | 0 |
| Continuing-employment approvals | 471 |
| Continuing-employment denials | 5 |
| Total first decisions | 584 |
| Approval rate (approvals / all decisions, our arithmetic) | 99.1% |
| Continuing share of approvals (our arithmetic) | 81% (471 of 579) |
Year-by-year counts are on our PayPal Inc employer page; peers are in our San Francisco Bay Area sponsor hub. This post quotes FY2024 only. The USCIS H-1B Employer Data Hub says it "includes data from fiscal year 2009 through fiscal year 2026 (quarter 4)" (checked 2026-11-01), so pull newer years from the Hub itself, not a third-party ranking.
Three caveats from USCIS's guide to the Data Hub matter. The data "reflects USCIS' first decision", so later appeals and revocations do not show up. The city is the mailing address and "is not necessarily the beneficiary(ies) work location". And "The most common spelling of employer name per unique tax ID is used." Our extract also lists a much smaller filer, PayPal Data Services Inc, with an Austin, Texas mailing address, so search the exact legal entity on your offer.
Which PayPal roles get sponsored?
PayPal publishes no list of roles it sponsors, and the Data Hub counts petitions, not job titles. The best evidence is the job titles on PayPal's Labor Condition Applications, the posting's language and the recruiter's written answer.
What the forum threads claim
A 2023 thread in the Product Management Career forum on Blind, an anonymous workplace app, asks whether PayPal has stopped sponsoring H-1B for product roles or is using posting language to cut applications. Replies split: one says sponsorship outside engineering and IT has long been a problem, another suggests applying to software roles, and a commenter shown as a PayPal employee says they are a PM on an H-1B and the language is standard boilerplate.
That is belief, not policy: anonymous, about three years old and unverifiable. It does tell you which claim to test.
What the H-1B rule actually tests
The engineering-versus-product gap comes from the specialty-occupation definition in 8 CFR 214.2(h)(4)(ii): "A position is not a specialty occupation if attainment of a general degree, without further specialization, is sufficient to qualify for the position." It also says a position "may allow for a range of qualifying degree fields, provided that each of those fields is directly related to the duties of the position."
A software engineering role usually asks for a computer science or engineering degree, a field plainly tied to the work. A product role is less predictable. Our reading, with two hypothetical postings:
- "Bachelor's degree or equivalent experience" with no field named is harder to fit, because a general degree would qualify.
- "Bachelor's in Computer Science, Engineering or a related technical field", with duties like API design and data modeling, is much closer to the definition.
So "it depends on the role" is plausible without any PayPal-wide ban: each petition is for one position, the employer and its counsel decide whether to file, and USCIS decides whether the position qualifies. Our guide to becoming a product manager as an international student covers why PM sponsorship is harder and the APM entry path.
Forum claim, then test (as of 2026-11)
| What forums claim | How to test it | What the result means |
|---|---|---|
| "PayPal doesn't sponsor PMs" | Filter the DOL LCA disclosure file for PayPal employer names and product titles | Certified LCAs show PayPal has filed LCAs for that title. Finding none does not prove a ban, and an LCA is not a petition. |
| "Engineering is always sponsored" | Read the posting's work-authorization line and the SOC codes on PayPal's LCAs (15-1252 is Software Developers) | Frequent filings make sponsorship plausible for that title, not promised for your requisition. |
| "'Must be authorized to work' means no" | Ask the recruiter in writing whether the role supports OPT now and an H-1B registration later | Much posting language is boilerplate; a stock line is not an answer either way. |
Common misconception: "PayPal stopped sponsoring H-1B." Correction: The Data Hub shows 579 PayPal Inc approvals in FY2024, and later years are in the Hub to check. Forums actually describe role-level variation, so check the data for your title.
How to check PayPal's sponsorship for your role
Silence in a posting tells you little. According to Match.dev, a single vendor that read 2,718 engineering roles at 136 companies on 2026-10-13, 88.1% said nothing about sponsorship. So check the record, then ask.
- Read the work-authorization line on the posting at PayPal's careers site, and save a copy.
- Download the latest LCA disclosure file from the DOL OFLC performance data page (FY2026 Q3, covering determinations issued from 2025-10-01 to 2026-06-30) and filter the employer name for "PayPal".
- Compare the job titles, SOC codes, worksites and wage levels on those LCAs with your target job. Our walkthrough of how to search LCA filings explains each field.
- Search the Data Hub for the exact legal entity on your offer, reading New Employment and Change of Employer separately from Continuation and Amended.
- Look up the prevailing wage for your SOC code and worksite in the OFLC Wage Search to see roughly which wage level your offer would land in.
- Ask the recruiter the questions below in writing, and keep the reply.
- Route status questions correctly: F-1, OPT, STEM OPT and SEVIS to your DSO; H-1B petitions, transfers and PERM to PayPal's immigration counsel or your own licensed immigration attorney.
What to ask the PayPal recruiter
Ask early and in writing:
- "I'm on F-1 OPT (or STEM OPT) through [date]. Can this role start on OPT, and would PayPal register me in the next H-1B lottery?"
- "Which legal entity would employ me, and which worksite would appear on the Labor Condition Application?"
- "Has this team sponsored for this title before?"
- For STEM OPT: "What is the E-Verify company ID for that entity, and who signs Form I-983?"
Does PayPal hire OPT new grads?
Whether a PayPal posting accepts OPT or STEM OPT candidates is decided by that posting and hiring team; the careers site has a university hiring section but no published work-authorization rule by role. The 108 FY2024 initial-employment approvals show PayPal Inc files new petitions, but "initial" is broader than "new grad": it also covers hires from abroad and new concurrent jobs, and no public dataset splits out new graduates.
The usual path is post-completion OPT, plus a 24-month STEM OPT extension if your degree qualifies, while the employer registers you in one or more spring lotteries. The USCIS registration page still shows the FY2027 season, and USCIS must announce FY2028 at least 30 calendar days ahead (8 CFR 214.2(h)(8)(iii)(A)(3)). March 2027 is an expectation, not a date.
Selection is wage-weighted under the final rule in effect since 2026-02-27: Level IV gets four entries, Level I one. The registrant picks the highest OEWS wage level your offered wage "equals or exceeds for the relevant Standard Occupational Classification (SOC) code in the area(s) of intended employment" (8 CFR 214.2(h)(8)(iii)). Our reading: because Bay Area wages run high, the same salary can land at a lower level in San Jose than in a lower-wage area. For PayPal's payments platform and API teams, our guide to backend engineer H-1B sponsorship covers OPT and STEM OPT strategy for that work.
For STEM OPT, USCIS's STEM OPT page (updated 2026-01-30) says the employer must "Be enrolled in E-Verify, as evidenced by either a valid E-Verify company identification number" (or an employer agent's client ID) and sign the Form I-983 training plan. It keeps the 180-day automatic extension for timely filers; a STEM OPT I-765 filed after your OPT EAD expires gets none.
Is PayPal E-Verify enrolled?
We found no published answer, so check it yourself. The E-Verify Employer Search helps you "find employers who are currently enrolled in E-Verify", is updated daily, and shows the employer name, any DBA name, the account status (enrolled or terminated) and hiring-site states. Search "PayPal", note which legal entity appears and its status, and ask HR for the company ID of the entity that will employ you; your Form I-983 needs it.
A missing result is not proof of non-enrollment: a DBA search returns nothing unless that name was given at enrollment, and "Employers with multiple locations may choose which of their sites participate in E-Verify." Our E-Verify employer lookup guide explains not-found results. E-Verify's authority runs under the continuing resolution, P.L. 119-103, through 2026-12-11 and lapses with it unless Congress passes funding by then. If your STEM OPT filing falls in December, confirm the company ID and I-983 with your employer and DSO early.
Does PayPal accept H-1B transfers?
FY2024 data is consistent with it: 471 of PayPal Inc's 579 approvals were continuing-employment petitions. That category is broader than transfers; in the two-way split our extract uses, it generally includes extensions, amendments and change-of-employer filings. The Hub's current glossary breaks out a separate "Change of Employer" category, so check that column for a transfer count.
A transfer is a new Form I-129 filed by PayPal. USCIS's H-1B specialty occupations page (updated 2026-09-21) says a worker "may begin working for the new employer as soon as they properly file a non-frivolous Form I-129 petition", or on the requested start date if later. A worker already counted against the cap within the current six-year period is not counted again, so a transfer does not mean another lottery. The exception is someone who has only worked for universities or other cap-exempt employers and was never counted: moving to PayPal makes them cap-subject (8 CFR 214.2(h)(8)(iii)(F)), so have a licensed immigration attorney check your history first.
Two proposals, not law, touch transfer and extension holders:
- Removing deference to prior approvals (NPRM published 2026-10-14) would delete 8 CFR 214.1(c)(5) for I-129 extensions. Comments close 2026-11-13 (check the Federal Register for the outcome after 2026-11-13). Today's deference still applies.
- Ending the worker 60-day grace period (NPRM published 2026-09-11): comments close 2026-11-10 (check the Federal Register for the outcome after 2026-11-10). The current grace period of up to 60 days applies.
Does PayPal sponsor green cards?
Employment green cards usually run through PERM labor certification, then Form I-140, then adjustment of status. PayPal's PERM filing history is public in the same DOL OFLC disclosure data, where the latest PERM file covers FY2026 Q3. Our PERM-to-LCA ratio test shows how to compare an employer's green card filings with its H-1B volume.
PayPal is not among the eight employers in the PERM suspension DOL announced on 2026-10-08 (no written notice or end date as of 2026-11-01), which covers PERM only, not H-1B. DOL's FLAG processing times showed PERM analyst review at January 2026 priority dates as of 2026-10-21. In the November 2026 Visa Bulletin, the EB-2 Final Action Date is 2013-11-01 for India and 2025-04-01 for rest of world. USCIS requires the Dates for Filing chart for November I-485s, where EB-2 is 2015-01-15 for India and 2026-03-15 for rest of world; consular cases always use Final Action Dates. The December bulletin was not out as of 2026-11-01.
PayPal layoffs and your visa: what the WARN notice shows
California's Employment Development Department WARN report (covering 2026-07-01 to 2026-10-28, read 2026-11-01) lists a PayPal notice dated 2026-08-31 for 251 permanent layoffs at 2211 N. First Street, San Jose, effective 2026-10-30. That is one notice at one site, not a company-wide total.
Layoffs also matter to sponsorship. Executive Order 14431 (signed 2026-09-18, in effect as a directive) tells agencies to "take into account" whether an H-1B sponsor "engaged in layoffs within the previous year or plans future layoffs" that hurt "similarly situated United States workers." It sets no automatic denial or definitions, and we found no implementing guidance as of 2026-11-01, so how it will apply to any employer is unknown.
If a layoff reaches you, the rules differ by status:
- H-1B: the current discretionary grace period of up to 60 days, or until your authorized stay ends if sooner, applies (the elimination is only proposed). Talk to a licensed immigration attorney about a transfer, change of status or departure.
- Post-completion OPT: the unemployment limit is 90 days in total, and each day without employer information on your record counts toward it. Tell your DSO.
- STEM OPT: you have 150 days of unemployment in aggregate across OPT and STEM OPT, and USCIS says the employer must "Report the STEM OPT student's termination of employment or departure to the DSO within 5 business days." Tell your DSO right away.
Should PayPal be your only payments target?
No single employer should be. If you are comparing offers, our Stripe H-1B sponsorship guide covers a direct competitor's hiring timeline, and our roundup of payments and fintech companies that sponsor beyond the big banks helps you build a wider list.
Common mistakes
- Reading posting silence as "no". Most engineering postings say nothing about sponsorship, per one vendor's October 2026 count. Ask.
- Counting 584 decisions as 584 new hires. About 81% of PayPal Inc's FY2024 approvals were continuing petitions.
- Assuming San Jose is your worksite. The Data Hub city is a mailing address; the LCA shows the worksite, which helps set your wage level.
- Searching only "PayPal Inc". A different legal entity, such as PayPal Data Services Inc, has its own Hub row and may have its own E-Verify company ID.
Frequently asked questions
Does PayPal sponsor H-1B for product managers?
We found no published PayPal policy by role, and anonymous Blind threads disagree, with some saying sponsorship outside engineering is harder and a self-described PayPal PM saying they hold an H-1B. The legal test is whether the specific job requires a bachelor's degree in a directly related specialty under 8 CFR 214.2(h)(4)(ii), which product roles meet less predictably than software roles. Check PayPal's LCA filings for product titles in DOL's disclosure files and ask the recruiter in writing before you invest in the process.
Does PayPal hire OPT new grads?
Whether a PayPal posting accepts OPT or STEM OPT candidates is set by that posting and hiring team, so read the work-authorization line and ask the recruiter. PayPal Inc had 108 initial-employment H-1B approvals in FY2024 USCIS data, a count that can also include hires from abroad and new concurrent jobs. New grads usually work on OPT or STEM OPT first and are registered in a later wage-weighted lottery, and FY2028 registration had not been announced as of November 1, 2026.
Does PayPal sponsor green cards?
Employment green cards usually start with PERM labor certification, and you can search PayPal's PERM history in DOL's PERM disclosure files, whose latest public release covers FY2026 Q3. PayPal is not one of the eight employers in the PERM suspension DOL announced on October 8, 2026, which does not touch H-1B. When PERM starts for a given employee is decided by the employer and its immigration counsel, so ask once you have an offer.
Does PayPal accept H-1B transfers?
FY2024 USCIS data is consistent with it, since 471 of PayPal Inc's 579 approvals were continuing-employment petitions, a broad category that can include change-of-employer filings as well as extensions and amendments, so check the Hub's Change of Employer column for a direct count. A transfer is a new Form I-129 filed by PayPal, and USCIS says an eligible worker may start once it is properly filed or on the requested start date, whichever is later. Someone never counted against the cap, such as a worker with only cap-exempt H-1B employment, would need a lottery selection first.
Is PayPal E-Verify enrolled?
Check it yourself in the E-Verify Employer Search on e-verify.gov, which lists employers currently enrolled and is updated daily, and ask HR for the company ID of the PayPal entity that will employ you. That ID goes on Form I-983 for STEM OPT. E-Verify is funded through December 11, 2026 under the current continuing resolution, so if your STEM OPT filing is near that date, confirm the ID and the I-983 with your employer and DSO early.

Next step
PayPal is a realistic target if you aim at titles it has filed for, confirm the entity and worksite, and get the sponsorship answer in writing early. F1Jobs sells a job-search service for international candidates, so we have a stake in this topic, and we cannot promise interviews, sponsorship or any visa outcome.
