Does Target Sponsor H-1B Visas? Minneapolis Tech, Data and Merchandising Roles for International Grads
Target does file H-1B petitions, under a legal name most job seekers never search. Here is what its FY2024 record shows and what it means for an OPT offer.

Part of our guide to companies that sponsor H-1B visas.
Does Target sponsor H-1B visas? Yes, but not under the name on the store sign. Its petitions are filed by Target Enterprise, Inc., a Minnesota subsidiary of Target Corporation. For FY2024, the USCIS H-1B Employer Data Hub shows 19 initial approvals, 1 initial denial, 143 continuing approvals and 0 continuing denials for that entity: 163 decisions and a 99.4% approval rate. Most of that was continuing petitions for people already in H-1B status; first H-1B petitions, the kind an OPT hire needs, were a group of 20 that year.
Status line, as of 2026-11-01: wage-weighted H-1B selection is in effect (since 2026-02-27). FY2028 registration is not announced, and USCIS must give at least 30 days' notice. OPT unemployment limits are unchanged: 90 days on post-completion OPT, 150 in aggregate with STEM OPT.
Does Target sponsor H-1B? The short answer
Target Corporation sponsors H-1B workers through its subsidiary Target Enterprise, Inc. USCIS data for FY2024 shows 162 approvals and one denial for that entity: 19 initial approvals for new H-1B employment and 143 continuing approvals for workers already in H-1B status. Target publishes no sponsorship policy, so confirm sponsorship for each posting before you invest weeks in it.
What is Target Enterprise Inc?
Target Enterprise, Inc. is a Minnesota corporation that Target lists as one of three significant subsidiaries, alongside Target Brands, Inc. and Target General Merchandise, Inc., in Exhibit 21.1 to its 10-K, dated as of January 31, 2026. In our extract of USCIS's H-1B data it is the Target entity with petitions on record, classified under Retail Trade with a Minnesota address. USCIS says that address is the employer's mailing address on the I-129 and "is not necessarily the beneficiary(ies) work location". See its full record on our Target Enterprise Inc H-1B page and compare it with other employers on the Minnesota H-1B employer list.
The Hub shows, for each tax ID, "the most common spelling of employer name", and an employer with several mailing addresses in a year gets several rows. So search "Target Enterprise", not "Target Corporation", and add the rows up.
What Target's FY2024 H-1B numbers actually say
The figures below are FY2024, from our verified extract of the USCIS H-1B Employer Data Hub dated 2026-07-29. The Hub itself now says it covers "fiscal year 2009 through fiscal year 2026 (quarter 4)", so open it for later years instead of trusting a third-party ranking.
| Metric, FY2024 | Target Enterprise Inc | What it tells you |
|---|---|---|
| Initial approvals | 19 | New H-1B employment, the category a first H-1B after OPT falls into |
| Initial denials | 1 | One new-employment petition was refused on first decision |
| Continuing approvals | 143 | Workers already in H-1B status: extensions, amendments and transfers from another employer |
| Continuing denials | 0 | No refused continuing petitions that year |
| Total first decisions | 163 | About 88% continuing (143 of 163, our arithmetic) |
| Approval rate | 99.4% | Approvals / (approvals + denials); not your odds of being filed for |

- Most of Target's H-1B work is continuing petitions. Nearly nine in ten FY2024 decisions were for people already in H-1B status: Target staff being extended, or H-1B holders moving in from another employer. New H-1B employment, where an OPT hire's first petition falls, was 20 decisions.
- The approval rate is not a screening tool. The Understanding Our H-1B Employer Data Hub page says the data "reflects USCIS' first decision" on petitions filed. It says nothing about candidates Target chose not to sponsor.
- Initial does not mean "new grad". The glossary counts as new employment a worker who "Will work for the same employer but in a different nonimmigrant classification", which covers the OPT-to-H-1B switch, but hires from abroad count too, so the data cannot say how many of the 19 came from OPT. Every other I-129 basis, including "Change of employer", sits in the continuing columns (our reading of the glossary).

Common misconception: "Target stopped sponsoring. A sponsor site shows no FY2026 filings."
Correction: Third-party sponsor sites disagree sharply about Target's recent filings; at least one shows none for FY2026. Treat no aggregator's FY2026 claim as fact, and never read a partial year as a trend. Search the Hub for "TARGET ENTERPRISE", choose the fiscal year, and read the initial column yourself.
Did Target's layoffs change its H-1B sponsorship?
No rule bars a company that has laid people off from filing H-1B petitions, but layoffs can matter in the two places below. On 2025-10-28, Target filed WARN Act notices with Minnesota's Department of Employment and Economic Development for a mass layoff at its downtown Minneapolis headquarters at 1000 Nicollet Mall and its Northern Campus in Brooklyn Park, "as a result of a substantial reorganization", with terminations effective January 3, 2026. According to an Associated Press report published by PBS NewsHour on 2025-10-24, the cut covered about 1,800 corporate roles (about 1,000 layoffs and 800 open jobs); store and supply-chain workers were not affected.
- H-1B filings. Executive Order 14431 (signed 2026-09-18; in effect as a directive) tells State, Labor and DHS to "take into account" whether a sponsor "engaged in layoffs within the previous year or plans future layoffs" that hurt similarly situated US workers. It defines none of those terms, nothing in it automatically denies a petition, and as of 2026-11-01 no public DOL, USCIS or State guidance implements it. How it would apply to Target, or to any employer, is unknown.
- Green cards. Under 20 CFR 656.17(k), a layoff in the same or a related occupation, in the area of intended employment, within six months before a PERM filing means the employer must document that it notified and considered the potentially qualified laid-off US workers. The regulation defines a layoff as "any involuntary separation of one or more employees without cause or prejudice." Terminations effective January 3, 2026 are more than six months before a PERM filed in November 2026 (our arithmetic), but whether any layoff touches a particular PERM depends on the occupation, the area and the dates, and that is Target's immigration counsel's call. See our explainer on PERM after layoffs.
Which Target roles fit an H-1B: tech, data and merchandising
Target's careers site says its corporate team is "headquartered in Minneapolis, Minnesota" and lists corporate areas including Target Tech; UX Design, Research & Accessibility; Insights, Strategy & Growth; and Merchandising & Global Sourcing. For a visa holder, your degree and the role's wage level matter more than the department.
| Role family at Target HQ | Degree you usually bring | OPT runway | Question to ask before you accept |
|---|---|---|---|
| Software engineering (Target Tech), UX design | Computer science or another STEM field | 12 months, plus 24 on STEM OPT if the degree is STEM-designated | Will Target register me for the FY2028 lottery, and at what wage level? |
| Data science, analytics, pricing (for example, Insights, Strategy & Growth) | Statistics, data science, business analytics | 12 + 24 months only if the degree's CIP code is on the STEM list; your DSO checks it from your I-20 | Which job title and occupation code will the LCA use? |
| Associate buyer, inventory analyst (Merchandising & Global Sourcing) | Business, supply chain, merchandising | Usually 12 months with no STEM extension, unless the degree is STEM-designated | Does this job require a degree in a specific field? |
As of 2026-11. Program rules: USCIS STEM OPT page.
Does Target sponsor for data science roles?
The Data Hub does not record job titles, so there is no USCIS answer by role. DOL's LCA disclosure files show the job title, occupation code, wage level and worksite of each labor condition application an employer filed (steps below). An LCA comes before the petition and does not prove one followed, so read the titles as a map of where Target has sought H-1B workers, not a count. Wage level also shapes your lottery odds: under the weighted selection rule, in effect since 2026-02-27, a Level IV registration is entered four times and a Level I registration once. Our wage-weighted lottery explainer covers the levels, and our guide to pricing and revenue analytics roles that sponsor fits Target's pricing and promotions work.
Merchandising roles: the specialty-occupation question
An H-1B role must be a specialty occupation under 8 CFR 214.2(h)(4): broadly, a job that normally requires a bachelor's degree in a specific field. Buyer and planner postings that accept "any bachelor's degree" are harder to fit. A non-STEM degree also gives you 12 months of OPT with no STEM extension, which often leaves room for only one lottery season. Whether a given Target role qualifies is for Target's immigration attorney to judge, not the recruiter and not you.
Does Target hire OPT students and interns?
Target publishes no OPT policy, and its internships page says nothing about work authorization. It lists internships including Software Engineering, User Experience (UX), Financial Analyst Development, Inventory Analyst, Associate Buyer and Marketing Associate, and says "Applications open in the fall and are reviewed on a rolling basis until positions are filled." With rolling review, slots can fill before spring, so if you want a 2027 internship, apply this fall and settle the CPT question with your DSO at the same time.
- CPT. SEVP's August 2026 broadcasts (BCM 2608-01 and 2608-02) are in effect and challenged: the guidance allows CPT only where its absence would make the degree impossible, and several schools have paused other CPT. A preliminary-injunction hearing in AAU v. DHS is set for 2026-11-06 at 3:00 p.m. (check the CourtListener docket for the outcome after 2026-11-06). Ask your DSO whether your school can authorize CPT before you accept.
- OPT unemployment. Post-completion OPT allows 90 days of unemployment and STEM OPT 150 days in aggregate, per the SEVIS Help Hub's unemployment counter page. The counter looks back to your actual OPT start date and counts "each day without employer information", so a Target start date weeks after your OPT begins can use up days; your DSO can read your record. See our guide to tracking OPT unemployment across employer gaps.
What is in effect for a Target offer (as of 2026-11)
| Rule | Status on 2026-11-01 | What it means at Target |
|---|---|---|
| Wage-weighted H-1B selection | In effect since 2026-02-27 | Your offer's wage level sets your entries (Level I one, Level IV four) |
| FY2028 H-1B registration | Not announced; 30 days' notice required | March 2027 is an expectation only |
| OPT unemployment, 90 / 150 days | In effect, unchanged | Start dates and gaps between offers count |
| STEM OPT 180-day automatic extension | In effect, unchanged | File before your OPT EAD expires |
| $100,000 H-1B payment (Proclamation 11069) | In effect on paper; fee blocked by courts | Not collected; an in-US change of status from OPT that USCIS grants was never covered |
| EO 14431 (layoffs as an H-1B factor) | In effect as a directive; no public implementing guidance | No automatic denial; how it applies is unknown |
| OPT fees ($70,000 initial, $30,000 each later recommendation) | Proposed; comments close 2026-11-09 | The school would be the legal payer and could pass the cost on; nothing changes unless a final rule issues |
| PERM rules | Unchanged; DOL's PERM labor-market-test NPRM (RIN 1205-AC29) cleared OIRA 2026-10-23 and is unpublished | Green-card recruitment still runs under 20 CFR 656.17 |

A worked timeline: OPT at Target HQ to an October 2027 H-1B
Take a hypothetical STEM master's graduate whose OPT EAD runs from 2026-07-01 to 2027-06-30 and who joins Target as a data analyst in July 2026.
- 2026-11-01 (today): FY2028 registration is not announced. Ask now whether Target will register you.
- Early 2027: USCIS must announce the registration dates at least 30 days ahead. If Target agrees to sponsor, it registers you, and the wage level of your offer sets how many times you are entered.
- 2027-04-01: the earliest date to file the STEM OPT I-765, which USCIS allows "up to 90 days before your current OPT employment authorization expires" (date is our arithmetic). You file within 60 days of your DSO's recommendation; Target must be enrolled in E-Verify and sign Form I-983 with you.
- If selected: Target files Form I-129 with a change of status. Cap-gap then extends your F-1 status and OPT work authorization to the H-1B start date, and never past April 1, 2028; it ends if the petition is denied, withdrawn, revoked or rejected.
- 2027-10-01: H-1B employment begins if the petition is approved.
- If not selected: an approved STEM OPT extension would run to 2029-06-30, leaving room for the FY2029 and FY2030 registrations.
How to check Target's sponsorship for a specific role
- Search the USCIS H-1B Employer Data Hub for "TARGET ENTERPRISE" and read the initial-approval column for each fiscal year.
- Download the LCA disclosure file from DOL's OFLC performance data page (latest: FY2026 Q3, through 2026-06-30), filter for Target Enterprise, and note job titles, occupation codes, wage levels and worksites.
- Check the PERM disclosure file on the same OFLC page for green-card filings in your kind of role.
- Read each posting on Target's careers site, then ask the recruiter in writing whether the role is eligible for H-1B sponsorship and whether Target registers candidates in the lottery.
- Confirm your OPT or STEM OPT dates, E-Verify and Form I-983 needs with your DSO before you start.
- Ask HR, in writing, whether the role is eligible for green-card sponsorship and when Target usually starts PERM, and have wage-level questions routed to Target's immigration counsel before you sign.
Our walkthrough of using LCA and Data Hub files to build a target list shows the filters.
Does Target sponsor green cards?
The Data Hub covers H-1B only, so check the PERM disclosure files; our guide on how to tell whether a company sponsors green cards explains how. As of 2026-11-01, Target is not among the eight employers DOL announced it had suspended from PERM on 2026-10-08 (Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL and Capgemini). DOL's FLAG processing-times page showed analyst review at January 2026 priority dates as of 2026-10-21, with an average of 303 days for August 2026 determinations; check the page for the current figure. After PERM and an approved I-140, the Visa Bulletin sets your wait. In the November 2026 bulletin, the EB-2 Final Action Date is 2013-11-01 for India and 2025-04-01 for the rest of the world; USCIS requires the Dates for Filing chart for November I-485s, and consular cases always use Final Action Dates.
Common mistakes
- Searching the brand instead of the petitioner. "Target Corporation" is the parent; the H-1B record sits under Target Enterprise Inc.
- Reading 99.4% as your odds. It measures USCIS decisions on petitions Target chose to file, not how often Target agrees to sponsor.
- Trusting aggregator FY2026 claims. Sources conflict; go to the Hub and the DOL files.
- Assuming an internship converts into sponsorship. Ask about H-1B registration before you accept the full-time offer.
- Assuming a merchandising degree qualifies for STEM OPT. Only a STEM-designated degree does; your DSO confirms it from your I-20.
- Reading the 2025 layoffs as a ban. No rule stops Target from filing; ask about the specific team.
Frequently asked questions
Does Target sponsor H-1B visas?
Yes, through its subsidiary Target Enterprise Inc. For FY2024 the USCIS Data Hub records 19 initial approvals, 1 initial denial, 143 continuing approvals and 0 continuing denials, so most activity was continuing petitions for workers already in H-1B status. Target publishes no sponsorship policy, so confirm it for each posting.
What is Target Enterprise Inc?
A Minnesota subsidiary listed in Exhibit 21.1 to Target Corporation's 10-K for the fiscal year ended January 31, 2026. Target's H-1B petitions appear under that name in USCIS data, so search it rather than the brand.
Does Target hire OPT students?
Target publishes no OPT policy. Its 19 FY2024 initial approvals were for new H-1B employment, the category a first H-1B after OPT falls into, but the data does not say who those workers were. As of 2026-11-01, OPT allows 90 days of unemployment, or 150 in aggregate with STEM OPT.
Does Target sponsor green cards?
Check DOL's PERM disclosure files (latest: FY2026 Q3, through 2026-06-30). Target is not among the eight employers DOL announced it had suspended from PERM on 2026-10-08, and PERM rules are unchanged as of 2026-11-01.
Does Target sponsor H-1B for data science roles?
The Data Hub has no job titles, so search DOL's LCA disclosure files for Target Enterprise to see titles, wage levels and worksites. Under wage-weighted selection, in effect since 2026-02-27, the role's wage level also sets your lottery entries.

What is Target Enterprise Inc
Target Enterprise, Inc. is a Minnesota subsidiary that Target Corporation lists among its significant subsidiaries in Exhibit 21.1 to its annual report for the fiscal year ended January 31, 2026. It is the employer name under which Target's H-1B petitions appear in USCIS data, so search that name rather than the brand name.
Does Target hire OPT students
Target does not publish an OPT or sponsorship policy on its careers pages. Its 19 FY2024 initial approvals show it filed petitions for new H-1B employment, the category a first H-1B after OPT falls into, but the data does not say who those workers were. On post-completion OPT you can be unemployed for 90 days in total, or 150 days in aggregate with STEM OPT, as of 2026-11-01.
Does Target sponsor green cards
The USCIS Data Hub covers only H-1B, so check DOL's PERM disclosure files by employer name; the latest public file covers FY2026 Q3, through 2026-06-30. Target is not among the eight employers DOL announced it had suspended from PERM on 2026-10-08, and PERM rules are unchanged as of 2026-11-01. Ask the hiring team about green-card timing before you accept.
Does Target sponsor H-1B for data science roles
No public USCIS figure answers this, because the Data Hub does not break approvals down by job title. DOL's LCA disclosure files do list job titles, wage levels and worksites by employer, so search them for Target Enterprise. Under wage-weighted selection, in effect since 2026-02-27, the wage level of the data role also sets how many lottery entries you get.
