Form I-515A at the Airport: Your 30 Days to Send Missing F-1 or J-1 Documents to SEVP
CBP let you in for only 30 days. Here is what to send SEVP, how to send it, and how to make sure your I-94 goes back to D/S.

Part of our guide to the J-1 visa.
Form I-515A, "Notice to Student or Exchange Visitor," is the paper a CBP officer hands you at the airport when your F-1, M-1 or J-1 documents are incomplete but the officer decides to admit you anyway. It gives you 30 days. Within 30 days of your entry date you must fix the problem with your DSO and email the documents listed on the form to SEVP at [email protected]. If you do nothing, SEVP says your SEVIS record may be terminated.
Status as of 2026-11-01: the email-only I-515A process is in effect, as SEVP has described it since 2024-06-26. Duration of status (D/S) still applies to F and J students: DHS's final rule replacing D/S with fixed admission dates is blocked by a federal court order of 2026-09-14, according to the court docket. Summary judgment is briefed (replies were due 2026-11-02) and DHS's First Circuit appeal is pending, with its opening brief due 2026-11-09; check the docket for any ruling. A 30-day date on your I-94 after an I-515A entry comes from the I-515A, not from that rule.
What is Form I-515A?
Form I-515A is a CBP notice that admits an F, M or J student or exchange visitor for 30 days when something is missing at the port of entry, such as a DSO signature, the I-901 fee payment or a correct SEVIS record. You must email the listed documents to SEVP within 30 days of entry.
SEVP's own Form I-515A Overview on Study in the States (updated 2024-11-26) puts it in one line: "This document allows you to have temporary admission into the United States for 30 days."
Keep the players apart: CBP issued the form and your I-94; SEVP, part of ICE, reviews your documents and updates your record; your DSO (for J-1s, the sponsor's responsible officer) fixes the school side.
What your I-94 shows after an I-515A entry
A normal F-1 or J-1 entry shows "D/S" in the I-94's admit-until field. An I-515A entry grants status "for 30 days," SEVP says, so expect a specific date about a month out; read what your own record says. That date is the I-515A window, not the fixed-admission rule: USCIS's I-539 page (updated 2026-10-07) says DHS "is preliminarily enjoined from taking any further action to implement the final rule." Download the record the day you land with our guide to getting your most recent I-94; the SEVP email needs it.
Once SEVP approves your documents, the overview says SEVP "will update your status in the Form I-94 government database" to duration of status. Checking that update is the last step.
Why would CBP give you an I-515A instead of refusing entry?
Because the problem looks like fixable paperwork. SEVP lists three triggers: missing signed documents, an unpaid I-901 SEVIS fee for your current I-20, or a SEVIS status problem. The officer has discretion; an I-515A is an alternative to refusal, not a right.
Common I-515A triggers and their fixes (as of 2026-11; source: SEVP's Form I-515A Overview; the out-of-date signature example is our reading)
| What went wrong at the port | What usually fixes it | Who acts |
|---|---|---|
| I-20 or DS-2019 not signed by a DSO, or a travel signature past your school's validity window | DSO signs your current I-20 (J-1: the sponsor signs the DS-2019) | DSO or responsible officer |
| I-20 or DS-2019 left at home or in checked luggage | Send the signed form in your SEVP package, or present it at a CBP Deferred Inspection station within the 30 days and keep a receipt | You, with your DSO |
| I-901 fee not paid for the SEVIS ID on the I-20 you entered with | Pay the fee, then send the full package with a copy of your passport stamp | You |
| SEVIS record not Active or Initial | DSO files a data correction or you pursue reinstatement; if the correction is not done by day 30, send the correction ticket number | DSO, sometimes an attorney |
The fee itself is $350 for F and M students and $220 for J exchange visitors, according to ICE's I-901 fee page. For the inspection itself, see our guide to CBP questions at the port of entry for a new school.
Missing I-20 at the port of entry: the Deferred Inspection route. If you got the I-515A because you forgot the I-20 or DS-2019, SEVP's overview says you can present it at a CBP Deferred Inspection station within the 30 days and should "ask for and retain a receipt." You then skip the full package, but must tell your DSO and SEVP the station, the CBP officer's name and the date you fixed the deficiency, and send any receipt.
Secondary inspection is also busier by one measure: CBP's device search table (modified 2026-08-04) counts 52,081 electronic device searches of all travellers in FY2026 Q1-Q3, against 39,251 a year earlier, up about a third. Expect secondary to take time.
I-515A at a glance (as of 2026-11)
| Item | What SEVP's pages say |
|---|---|
| Who gets it | F, M and J students and exchange visitors, from a CBP officer at the port of entry |
| Deadline | Within 30 days of your entry date ("30 calendar days" in BCM 2406-05) |
| How to submit | Email only, to [email protected] |
| What to send | Form I-515A; signed I-20 or DS-2019; I-94 (record number or printout); copy of the passport admission stamp; I-901 fee receipt for the SEVIS ID you entered on |
| After approval | SEVP sends an approval letter (through your DSO or sponsor) and updates the I-94 database to duration of status |
| Questions | SEVP Response Center, 703-603-3400 or 1-800-892-4829, [email protected], weekdays 8 a.m. to 6 p.m. ET (as listed in BCM 2406-05, 2024) |
How do you submit I-515A documents to SEVP?
You email them. SEVP Broadcast Message 2406-05 (2024-06-27) says recipients are instructed "to email their required documentation" to the SEVP Form I-515A Processing Team at [email protected] "instead of mailing the documents to SEVP." Here is the order that works.
- Read the Form I-515A before you leave the airport: the entry date, the deadline and every document or action it lists.
- Download your I-94 from CBP's I-94 website the same day; check the admit-until date and class of admission.
- Email your DSO (J-1: your sponsor's responsible officer) the same day with a photo of the I-515A, and ask for the first appointment.
- Watch for two SEVP emails. The overview says "you will receive two notification emails in succession, the latter of which will contain a necessary password." Check spam.
- Fix the underlying issue with your DSO: a fresh signature on your I-20 or DS-2019, a corrected SEVIS record, or the I-901 payment.
- Scan the full package: Form I-515A, signed I-20 or DS-2019, I-94, the passport page with your admission stamp, and the I-901 receipt. SEVP sets no file format, so make every page legible.
- Email the package to [email protected] within 30 days of entry. The overview says to "work with your DSO" to email it, so agree who sends it. SEVP prescribes no subject line; your full name and SEVIS ID is our suggestion.
- Confirm SEVP's update. When the approval letter arrives, download your I-94 again and check that it now reads D/S. Send a copy to your DSO.
- Keep proof: the sent email with attachments and timestamp, SEVP's emails, the approval letter and both I-94 printouts.
Finish step 5 before step 7 when you can: an unsigned I-20 or an unpaid fee is not a complete response. But never let day 30 pass while you wait. If a SEVIS data correction is still pending as the window closes, SEVP says to submit the correction's ticket number with your DSO, then send proof once the record is fixed. If SEVP contacts you about an I-515A you never received, you must still respond and say so.
A worked timeline: back from winter break on January 10, 2027
Say you return from winter break on Sunday, January 10, 2027, and the officer notices that the travel signature on your I-20 is from December 2025, past a 12-month rule like BU's. You get an I-515A. Here is how the 30 days could run (count from the entry date on your own I-515A and I-94; if they differ from this example, yours control).
| Day | Date | What you do |
|---|---|---|
| 0 | Sun, Jan 10, 2027 | Land, receive the I-515A, photograph it, download your I-94 that night |
| 1 | Mon, Jan 11 | Email your DSO with the photo; book the earliest appointment |
| 2-6 | Jan 12-16 | Get a new DSO signature; look for SEVP's two emails |
| 7-14 | Jan 17-24 | Scan the package and email it to [email protected]; aim to be done by Sunday, Jan 24 |
| 15-28 | Jan 25 to Feb 7 | Watch for SEVP's approval letter; have your DSO contact SEVP if you hear nothing |
| 29-30 | Mon, Feb 8 to Tue, Feb 9 | 30 calendar days after entry falls here, depending on whether the entry day is counted; treat Feb 8 as the last day and never plan to send this late |
Common misconception, then correction. "If day 30 lands on a weekend, I get until Monday." USCIS's definition-of-day policy (PA-2026-15, in effect since 2026-10-23) rolls day-counted deadlines on USCIS paper filings to the next business day; even at USCIS, electronic submissions never roll. Our reading is that it does not reach an emailed SEVP submission at all, so do not count on any rollover. Build in at least two weeks of slack instead.
Old process vs current process: what to do differently
I-515A rules then and now (as of 2026-11)
| Topic | Old process | Current process | What to do differently |
|---|---|---|---|
| How documents reach SEVP | Mail originals (forms issued before June 2024) | Email only since 2024-06-26; mailed packages accepted only through 2024-09-30 | Ignore mailing instructions, even on a school page |
| Email address | Some older school pages show a different address or only a mailing address | SEVP's pages list [email protected] | Use the address on your form and on SEVP's page, and confirm with your DSO |
| Status once approved | I-94 updated to D/S | Still D/S; the fixed-admission rule is blocked (order of 2026-09-14) | Do not read the 30-day date as the new rule |
Can you travel while your I-515A is open?
You can leave, but leaving is not a fix. SEVP's overview says students who depart within the 30 days have their case automatically closed as compliant, and asks you to email [email protected] about a pending departure so you are not terminated in error.
The harder part is coming back. CBP decides admission at every entry, and the problem behind your I-515A travels with you until it is fixed. Talk to your DSO before booking any trip while the I-515A is open; a second officer may not make the same call. If your OPT I-765 is still pending, international travel carries its own risks: Cornell, Johns Hopkins and USC advise against it until the EAD arrives. Cornell's travel-on-OPT page warns that if the application is denied while you are abroad, "you cannot reenter the United States in F-1 status to reapply for OPT." A missed biometrics appointment while you are abroad can also delay or deny the case.
What happens if you miss the 30-day deadline?
SEVP says your SEVIS status may be terminated, and that if it is, "you may be required to depart the United States immediately or file for reinstatement." The overview is blunt: "Not taking action could mean that you will not be able to remain in the United States."
If you are late, or your DSO says the record has been terminated, talk to your DSO the same day, then to a licensed immigration attorney about whether reinstatement or departure fits your facts. Our first 48 hours after a SEVIS termination checklist walks through the immediate steps, and our explainer on F-1 reinstatement after a status violation covers the USCIS route. Neither replaces individual advice.
What if SEVP has not answered by day 30?
SEVP's I-515A pages give no processing time. The deadline is to send your documents within 30 days, which is why your timestamped sent email matters. If you hear nothing, ask your DSO to check your SEVIS record and contact the SEVP Response Center.
How to avoid an I-515A on your winter-break return
The common triggers are preventable. If you are travelling over the 2026-27 break, check these before you book; our winter break travel checklist for F-1 students has the full list.
- Travel signature date. Boston University's ISSO, for example, treats a signature as valid for 12 months while you are enrolled and 6 months while you are on OPT or STEM OPT; your school's rule governs. Our guide to getting an I-20 travel signature covers lead times.
- A current I-20 for your situation. Under 8 CFR 214.2(f)(4) (2025 edition, which predates the blocked D/S rule), an F-1 student returning from a temporary absence of five months or less presents "a current Form I-20 or successor form properly endorsed by the DSO for reentry," or an updated I-20 after a substantive change such as a new major, a transfer or a higher degree level.
- The I-901 fee. Confirm it was paid for the SEVIS ID on the I-20 you will travel with; a new I-20 may carry a new SEVIS ID.
- Originals in your carry-on. SEVP's list: a valid passport, a signed I-20 or DS-2019, evidence of financial support, the I-901 receipt and your DSO's contact details, including a 24-hour school emergency number. Add your visa and, on OPT, your EAD. SEVP warns you "will not receive your baggage until you are admitted," which is how a checked bag becomes a missing I-20 at the port of entry.
- Country restrictions. If your nationality is on a Proclamation 10998 list (39 countries, in effect since 2026-01-01), read the State Department announcement and talk to your DSO before leaving.
BU's current travel advisory adds that "International travel risks remain high" and to allow at least 30 days if you need a new visa.
Common mistakes
- Mailing the documents, or following an old school page. SEVP accepted mail only through 2024-09-30. Email [email protected].
- Waiting until week four. DSO calendars fill at the start of a term. Send in the first two weeks.
- Emailing before the fix, or waiting past day 30 for one. An unsigned I-20 or an unpaid I-901 fee means the problem is still open; a data correction still pending at the deadline means sending SEVP the ticket number, not silence.
- Missing the password email. The second SEVP email carries a password you need. Check spam the day you land.
- Never re-checking the I-94. Approval is not finished until your I-94 reads D/S; a 30-day date that survives approval is a question for your DSO.
- Booking a trip with the case open. Leaving closes the case; it does not fix it. Ask your DSO first.
Frequently asked questions
What is Form I-515A?
Form I-515A, Notice to Student or Exchange Visitor, is a notice a CBP officer can issue at a port of entry instead of refusing entry when an F, M or J traveler's documents are incomplete. It admits you for 30 days. Within 30 days of your entry date you must resolve the problem with your DSO and email the documents listed on the form to SEVP.
How do I submit I-515A documents to SEVP?
Since June 26, 2024, SEVP takes I-515A documents by email only, at [email protected], and it stopped accepting mailed packages after September 30, 2024. SEVP lists the Form I-515A, a signed I-20 or DS-2019, your I-94, a copy of your passport admission stamp and the I-901 fee receipt for the SEVIS ID you entered on. Work with your DSO to send them within 30 days of entry, once the underlying issue is fixed.
What happens if I miss the 30-day I-515A deadline?
SEVP says your SEVIS record may be terminated, and that once it is, you may have to leave the United States immediately or file for reinstatement with USCIS. Talk to your DSO the same day you realize you are late, and to a licensed immigration attorney if termination or reinstatement is on the table.
Can I travel while my I-515A is open?
SEVP says students who depart the United States within the 30-day window have their case closed as compliant, and asks you to email the I-515A team about a pending departure. Leaving does not fix the problem that triggered the notice, and CBP decides admission again on every return. Speak with your DSO before you book anything.
Why would CBP give me an I-515A instead of refusing entry?
Study in the States describes the I-515A as an alternative to denying entry when a student arrives without all signed required documents, without the I-901 fee paid for the current I-20, or with a SEVIS status problem. The officer has discretion to issue it, so it is not a right, and SEVP's overview (updated 2024-11-26) describes the result as a 30-day temporary admission.
