Irvine and Orange County H-1B Jobs: Rivian, Edwards Lifesciences, Skyworks, Blizzard and UC Irvine
Rivian-linked entities hold nearly half of Irvine's H-1B decisions in the USCIS data we use; here is who else sponsors in Orange County and how to vet each one from OPT.

The Irvine employers with the most H-1B activity in the USCIS data we use are Rivian (through several legal entities), Denken Solutions, Skyworks Solutions, Ingram Micro and UC Irvine, followed by Edwards Lifesciences, Blizzard Entertainment and Panasonic Avionics. Our Irvine H-1B employer hub counts 24 Irvine-addressed employers with 3,243 approvals and denials across FY2024 to FY2026 (FY2026 partial). The catch for anyone hunting Irvine H1B jobs on OPT: Rivian-linked entities hold nearly half of that total.
A note on our stake: F1Jobs sells a job-search service to visa holders, so we compete with the OPT consultancies discussed below. The USCIS rules we quote apply the same way to everyone.
Status as of 2026-11-01. In effect: wage-weighted H-1B selection, since 2026-02-27. Not announced: FY2028 registration (USCIS must give at least 30 days' notice; March 2027 is only an expectation). Blocked: collection of the $100,000 H-1B payment, although Proclamation 11069 stays in effect on paper through 2027-09-21. Under OIRA review: an unpublished H-1B reform rule (RIN 1615-AD00).
Irvine H-1B jobs: who actually sponsors in Orange County
Irvine's H-1B market is led by an electric-vehicle maker, not a software giant. In the USCIS H-1B Employer Data Hub extract we use, Rivian Automotive LLC alone has 1,122 approvals and denials for FY2024 to FY2026, nearly four times the next employer, Denken Solutions (303). Chips, distribution, a university, medtech, gaming and avionics fill out the list.
| Employer (name in USCIS data) | Sector | FY2024-FY2026 approvals and denials | Initial share | Check before you apply |
|---|---|---|---|---|
| Rivian Automotive LLC | Electric vehicles | 1,122 | 23% | Which Rivian entity hires for the team, and the worksite |
| Denken Solutions Inc | IT services | 303 | 10% | Who trains and supervises you on STEM OPT |
| Rivian and VW Group Technology LLC | EV software joint venture | 268 | 11% | A separate petitioner from Rivian Automotive |
| Skyworks Solutions Inc | Semiconductors | 256 | 38% | Whether the role sits at the Irvine site |
| Ingram Micro Inc | Technology distribution | 161 | 27% | The wage level your offer reaches |
| University of California Irvine | Higher education (cap-exempt) | 159 | 57% | No cap-gap; timing before your EAD ends |
| Edwards Lifesciences LLC | Medical devices | 126 | 18% | Engineering versus quality and regulatory roles |
| Blizzard Entertainment Inc | Video games | 122 | 61% | The Microsoft PERM question for green cards |
| Panasonic Avionics Corporation | In-flight entertainment and connectivity | 111 | 19% | Hardware versus software teams |
| Rivian LLC | Electric vehicles (third Rivian entity) | 96 | n/a | Adds to the Rivian concentration |
USCIS H-1B Employer Data Hub extract used by F1Jobs (generated 2026-07-29): approvals plus denials, initial and continuing combined, FY2024-FY2026 with FY2026 partial. Initial share = initial decisions as a share of the total (our arithmetic). As of 2026-11.
These are three fiscal years added together, not an annual hiring rate, and USCIS counts people, not petitions ("counts of workers approved"). Initial decisions are people starting H-1B employment, such as a change from F-1 or a hire from abroad; continuing decisions are mostly extensions, amendments and moves from another H-1B employer. For an OPT graduate, a high initial share is the better signal. The live USCIS H-1B Employer Data Hub now says it covers "fiscal year 2009 through fiscal year 2026 (quarter 4)" (checked 2026-11-01), newer than our extract, so confirm a figure there. Year-by-year splits sit on each employer's page: Rivian Automotive, Edwards Lifesciences, Skyworks, Blizzard and UC Irvine.
Why "Irvine" in H-1B data does not always mean a job in Irvine
USCIS's Understanding Our H-1B Employer Data Hub page says the city field is the employer's mailing address and "not necessarily the beneficiary(ies) work location."
Common misconception: "This employer is listed under Irvine, so it hires H-1B workers in Irvine." Correction: The listing shows where the employer gets its mail. A Rivian petition with an Irvine address can cover an engineer at another site, such as its Normal, Illinois plant (our reading; the Hub does not break out worksites). And an Orange County job filed by an employer that mails from elsewhere never appears under Irvine.
So repeat your Hub search for Costa Mesa, Santa Ana, Anaheim, Newport Beach, Tustin and Lake Forest. For the actual work location, use DOL's LCA disclosure and worksite files on the OFLC performance data page; the latest cover determinations through FY2026 Q3 (2026-06-30).
The Rivian concentration problem
The two largest Rivian entities account for 1,390 of the hub's 3,243 approvals and denials, about 43%. Add Rivian LLC (96) and a second spelling of the joint venture, Rivian and Volkswagen Group Technologies LLC (36), and Rivian-linked entities reach 1,522, about 47% (our arithmetic). Take them out and Irvine is a metro of mid-size filers across chips, medtech, distribution, gaming and IT services.
One company's hiring plans can move the whole metro's numbers, so spread applications across at least three sectors and treat Los Angeles and San Diego as part of the same search. If EV hardware is your field, our guide to EV hardware engineer visa sponsorship covers which roles fit H-1B specialty-occupation rules.
Does Rivian sponsor H-1B for new graduates?
Rivian files initial petitions as well as extensions: about 23% of Rivian Automotive's decisions in our extract were initial. USCIS's new-employment category also covers workers hired from abroad or changing from another status, so the data cannot show whether a particular new-grad posting sponsors; ask the recruiter in writing. Our Rivian H-1B sponsorship guide goes deeper.
Two Irvine details matter. Rivian Automotive LLC and Rivian and VW Group Technology LLC are separate petitioners, so moving between them means a new H-1B petition, or on STEM OPT a new Form I-983 with your DSO. And under the weighted selection final rule, in effect since 2026-02-27, a Level I offer gets one lottery entry and a Level IV offer gets four. Where an entry-level offer lands depends on its salary against DOL's levels for the worksite's area.
Medtech, gaming, chips and avionics: the rest of the Irvine list
Edwards Lifesciences. The Irvine-headquartered structural-heart device maker hires across R&D, quality, manufacturing engineering, clinical and data roles. STEM OPT eligibility turns on your degree's CIP code, not the employer's industry, so a quality engineer with a STEM degree and a marketing analyst without one face different rules at the same company.
Blizzard Entertainment and the PERM question. Blizzard has the highest initial share on the list (61%). It has been part of Microsoft since Microsoft's purchase of Activision Blizzard closed in October 2023, and on 2026-10-08 DOL announced a suspension of PERM (green card labor certification) filings for eight employers, including Microsoft. As of 2026-11-01 there is no written notice, no end date and no public word on whether it reaches subsidiaries that file under their own names. It is not an H-1B suspension: Mayer Brown's analysis of the announcement says it "does not suspend any employer from the H-1B program." If green card timing matters to you, ask the employer's immigration counsel.
Skyworks, Ingram Micro and Panasonic Avionics. Skyworks (radio-frequency chips) has a 38% initial share, Ingram Micro 27% and Panasonic Avionics 19%. A list that is mostly continuing decisions describes the existing workforce, not this year's openings.
Does UC Irvine sponsor H-1B?
Yes. UC Irvine has 159 approvals and denials in the extract, 57% of them initial, and as an institution of higher education its H-1B petitions are cap-exempt: no lottery, no March registration. The trade-off is timing. Cap-gap does not apply to cap-exempt petitions, so to avoid a gap in work the H-1B generally needs to be approved and starting before your OPT EAD ends, unless you move to STEM OPT. Our California cap-exempt H-1B guide covers the other UC campuses and research hospitals.
Two more points, as of 2026-11-01:
- A rule touching cap exemptions is unpublished. "Reforming the H-1B Nonimmigrant Visa Classification Program" (RIN 1615-AD00) has been under OIRA review since 2026-08-24. Its agenda abstract mentions "revising eligibility for cap exemptions"; no text is public, so there is no change to describe.
- Leaving later has a cost. Moving from a university H-1B to a cap-subject employer such as Rivian generally needs a lottery selection unless you were counted against the cap earlier in your six-year period. Ask a licensed immigration attorney.
Are Irvine IT consulting firms safe for STEM OPT?
No type of employer is safe or unsafe by itself; the arrangement is what counts. USCIS's STEM OPT page says consulting firms may employ STEM OPT students "only if they will be the entity that provides the practical training experience to the student and they have and maintain a bona fide employer-employee relationship with the student."
The same page warns that "employment through consulting firm arrangements that provide labor for hire" may not show that relationship. It requires E-Verify enrollment, "as evidenced by either a valid E-Verify company identification number" or a client company ID when an agent creates the cases, and says the employer "may not assign, or otherwise delegate, its training responsibilities to a non-employer third party." Those rules apply to every consulting employer on the Irvine list.
Get these answers in writing before you sign (our questions to ask an OPT placement consultancy goes deeper): who is the employer on your Form I-983 and who supervises your training day to day; whether you are paid from the start date or only once a client project begins; the E-Verify company ID; and whether the firm appears on DOL's H-1B debarment list. Meanwhile the unemployment clock runs: 90 days on post-completion OPT and 150 in aggregate on STEM OPT, counting each day "without employer information," per the SEVIS Help Hub.
Irvine vs Los Angeles vs San Diego for OPT graduates
The lottery rules are national, but your weighting depends on the wage level your offer reaches in its worksite's wage area. The bigger difference between the three Southern California markets is the sponsor base.
| Metro | Sponsor base | Cap-exempt anchor | Main watch-out | Guide |
|---|---|---|---|---|
| Irvine and Orange County | One EV maker, then mid-size chips, medtech, gaming, distribution and IT services | UC Irvine | Single-employer concentration; mailing-address data | This page |
| Los Angeles | Entertainment tech, aerospace, startups | UCLA and hospital systems | Export-controlled aerospace roles | Los Angeles H-1B jobs guide |
| San Diego | Biotech and life sciences, defense | UC San Diego and research institutes | Clearance-only defense roles | San Diego biotech and defense H-1B guide |
Qualitative comparison; use the USCIS Data Hub for counts. As of 2026-11.
California also has the largest pool of student competition: 149,476 active F/M records in October 2026, down 5.4% from October 2025, a smaller drop than the national 1,192,572 (down 7.1%), by our sums of the DHS October 2026 SEVIS tables. Those are active records, not enrollment or new students.
Is Orange County cheaper than Los Angeles on an H-1B salary?
No official figure answers that, and we will not invent one. State income tax rules are identical; what differs is rent, your commute and the H-1B piece. An Orange County worksite and a Los Angeles County worksite can fall in different DOL wage areas with different Level I-IV figures, so the same salary can reach a different wage level, and the level sets your lottery entries. Our walkthrough of how to look up your metro's prevailing wage shows the comparison in DOL's OFLC Wage Search. An LCA covers a specific worksite area, so ask the employer's attorney before moving between counties.
A worked timeline: two Irvine offers, one OPT clock
Say you finished a STEM master's and your post-completion OPT EAD runs 2026-07-01 to 2027-06-30. In November 2026 you hold two offers: an engineering role at an Irvine EV company (cap-subject) and a research engineer role in a UC Irvine lab (cap-exempt).
| When | Cap-subject offer (EV employer) | Cap-exempt offer (UC Irvine) |
|---|---|---|
| November 2026 | Ask which wage level the offer reaches at the worksite, and confirm E-Verify enrollment for a later STEM OPT | Ask when the department files H-1B petitions and how long its process takes |
| Early 2027 | Watch for USCIS's FY2028 registration notice (at least 30 days ahead; March 2027 is only an expectation) | No lottery, nothing to register |
| By 2027-06-30 | A STEM OPT I-765 filed before the EAD expires gets USCIS's 180-day automatic extension while pending | With no cap-gap, the H-1B needs to be starting by this date to avoid a gap, unless you move to STEM OPT (same E-Verify and I-983 rules) |
| If selected | Employer files an I-129 with a change of status; cap-gap can extend F-1 status and OPT work until the petition start date or 2028-04-01, whichever comes first | Not applicable |
| 2027-10-01 | Earliest FY2028 H-1B start | H-1B can start once approved |
Worked example; dates assume the EAD shown. Your own EAD, I-20 and USCIS's announcement govern, and your DSO confirms the OPT steps. As of 2026-11.
How to vet an Irvine or Orange County sponsor
- Open the F1Jobs Irvine employer hub and note every employer in your field.
- Search each one in the USCIS H-1B Employer Data Hub and compare its New Employment column with its Continuation and Change of Employer columns.
- Repeat the Hub search for Costa Mesa, Santa Ana, Anaheim and other Orange County cities.
- Check worksites in DOL's LCA disclosure files on the OFLC performance page.
- Look up your occupation's prevailing wage for the worksite area in the OFLC Wage Search and see which level your offer reaches.
- Confirm the E-Verify company ID before a STEM OPT start, and check DOL's H-1B debarment list.
- Take the draft Form I-983 to your DSO, and any petition or status question to a licensed immigration attorney.
Common mistakes
- Reading the Hub's city as the job location. USCIS says it is the employer's mailing address.
- Treating three-year totals as one year. The figures span FY2024 to FY2026, and FY2026 is partial.
- Building a list on Rivian alone. Rivian-linked entities are nearly half of the hub (our arithmetic).
- Reading the Microsoft PERM suspension as an H-1B ban. It concerns PERM, and no notice defines which entities it covers.
- Counting on cap-gap for a UC Irvine petition. Cap-exempt petitions get none.
- Worrying that the $100,000 payment applies to your OPT change of status. Collection is blocked, and it never covered change-of-status petitions USCIS grants inside the US (a denied change of status would have been covered).
Frequently asked questions
Which companies in Irvine sponsor H-1B?
In the USCIS Employer Data Hub extract F1Jobs uses (FY2024 to FY2026, FY2026 partial), the largest Irvine-addressed employers are Rivian Automotive (1,122 approvals and denials), Denken Solutions (303), Rivian and VW Group Technology (268), Skyworks Solutions (256), Ingram Micro (161), UC Irvine (159), Edwards Lifesciences (126), Blizzard Entertainment (122) and Panasonic Avionics (111). The city in that data is the employer's mailing address, not necessarily the job location.
Does Rivian sponsor H-1B for new graduates?
Rivian files initial H-1B petitions as well as extensions; about 23% of Rivian Automotive's FY2024 to FY2026 decisions were initial (our arithmetic). Initial filings also cover hires from abroad or from another visa status, so the data cannot show whether a specific new-grad role sponsors. Ask the recruiter in writing. Under wage-weighted selection, in effect since 2026-02-27, a Level I offer gets one lottery entry against four at Level IV.
Is Orange County cheaper than Los Angeles on an H-1B salary?
No official figure answers this, so be wary of anyone who quotes one. State income tax rules are the same in both counties; what differs is rent, commute and the DOL prevailing wage for your occupation in the worksite's wage area. That wage can put the same salary at a different H-1B wage level, which since 2026-02-27 changes your lottery weighting.
Does UC Irvine sponsor H-1B?
Yes. UC Irvine has 159 approvals and denials in the FY2024 to FY2026 extract (FY2026 partial), 57% of them initial, and as an institution of higher education its petitions are cap-exempt, so there is no lottery. Cap-gap does not apply to cap-exempt petitions, so to avoid a gap in work the H-1B generally needs to start before your OPT EAD ends, unless you move to STEM OPT.
Are Irvine IT consulting firms safe for STEM OPT?
No type of employer is safe or unsafe by itself. A consulting firm may employ you on STEM OPT only if it provides the training itself, keeps a bona fide employer-employee relationship with you and is enrolled in E-Verify, and it may not hand its training duties to a client. USCIS warns that labor-for-hire consulting arrangements may not meet that test. Review the Form I-983 with your DSO before you sign.

How we checked this: on 2026-11-01 we read the USCIS Data Hub and its definitions page, the USCIS STEM OPT and cap-gap pages, the October 2026 SEVIS tables and the employer records behind the F1Jobs Irvine hub (extract generated 2026-07-29), and took policy status from our dated facts brief.
This is general information, not legal or tax advice; your own I-20, EAD, I-94 and notices govern, and your DSO (for F-1, OPT and SEVIS) or a licensed immigration attorney (for petitions and status) should confirm anything you act on.
