Metro Detroit H-1B Jobs: GM, Rocket and Ally Downtown, Troy's Auto Suppliers and Farmington Hills IT
Troy files more H-1B petitions than Detroit itself, and whether you join an automaker, a supplier or a services firm decides who trains you on STEM OPT.

Part of our guide to H-1B jobs by state and city.
Detroit H-1B jobs sit in four layers, and most of them are not downtown. In the USCIS Employer Data Hub extract we use (petitions decided, FY2024 through a partial FY2026), General Motors anchors Detroit's own list with 1,554, alongside Rocket Mortgage (210), Ally Bank (203) and Henry Ford Health. Ford files from Dearborn (1,856). Troy, which out-files Detroit, holds IT services firms such as Atos Syntel (951) and suppliers such as Aptiv (189); Farmington Hills adds HCL Global Systems (492) and Bosch (254). The layer you join decides who trains you on STEM OPT, where you sit, and how your H-1B petition reads.
Status as of 2026-11-01. In effect: wage-weighted H-1B selection (since 2026-02-27; a Level IV registration is entered four times, a Level I once); STEM OPT's E-Verify and Form I-983 rules; the 90-day OPT and 150-day STEM OPT unemployment limits. Under OIRA review (unpublished): "Reforming the H-1B Nonimmigrant Visa Classification Program" (RIN 1615-AD00), received 2026-08-24, whose agenda abstract includes "increasing oversight over third party placements"; no text is public and nothing has changed. Not announced: FY2028 H-1B registration. Blocked: collection of the $100,000 H-1B payment (courts blocked the agency policies; Proclamation 11069 stands on paper to 2027-09-21, and it never covered change-of-status petitions granted inside the US). Proposed: ending the 60-day grace period for H-1B and other workers (not F-1 or OPT); comments close 2026-11-10, and today's 60 days still applies.
Which Detroit companies sponsor H-1B?
Metro Detroit's H-1B sponsors fall into four layers: automakers (GM in Detroit, Ford in Dearborn), Tier 1 suppliers (Aptiv, Valeo, Bosch), engineering and IT services firms (Tata Technologies, Tata Elxsi, Alten, Atos Syntel, HTC Global, HCL Global Systems), and downtown finance and health (Rocket Mortgage, Ally Bank, Henry Ford Health, Wayne State University).

FY2024 is the latest full fiscal year in our extract. At the city level, Detroit's page lists 19 employer names and 3,312 petitions, Troy's 42 and 4,359, and Farmington Hills' 27 and 1,928. Together that is 88 employer names and 9,599 petitions (our arithmetic; some companies appear under two spellings). Ford's Dearborn count sits in the Michigan state hub, and our statewide Michigan H-1B guide covers West Michigan, Ann Arbor and the universities. This page stays inside the Detroit metro.
Read the city column carefully. USCIS assigns each employer to the location "indicated in the mailing address of the employer," which "is not necessarily the beneficiary(ies) work location," per its Data Hub methodology page. A Troy IT firm's count can include engineers placed with clients in other states, and a GM count does not tell you which campus you would sit at (our reading).
Detroit H-1B jobs by layer, and what each means for your visa
Automakers: GM downtown, Ford in Dearborn
Both are cap-subject, so a first H-1B for an OPT hire normally goes through registration unless you were counted against the cap before. Under the weighted selection rule, in effect since 2026-02-27, the wage level of your offer sets how many times you are entered. FY2028 registration is not announced; USCIS must give at least 30 days' notice.
Search every legal name: Detroit's list carries General Motors Company and GM Personnel Service Inc separately from General Motors. Totals also mix new hires with renewals. In our reading of the Hub's methodology page, "initial" approvals are petitions marked "New employment," which covers a worker starting with a new employer from a different nonimmigrant classification, the usual F-1 to H-1B case; transfers between H-1B employers count elsewhere. That is the column an OPT graduate should read, and in FY2024 roughly nine in ten of Ford's and GM's approvals were continuing (our arithmetic). Our automotive and EV industry sponsorship guide compares OEMs nationally.
Do automotive suppliers in Troy sponsor STEM OPT engineers?
Troy's suppliers file H-1B petitions, but "sponsoring STEM OPT" is a different question. STEM OPT is not a visa petition; it is a 24-month extension of your F-1 work authorization, and the employer's duties attach to that extension. USCIS's STEM OPT page (updated 2026-01-30) says the employer must be enrolled in E-Verify and, "as part of the STEM OPT extension," complete its parts of Form I-983.
E-Verify enrollment belongs to a legal entity, not a brand. Troy's list includes Aptiv Corporation and, separately, Aptiv US Services General Partnership, plus three Magna entities. That matters for the numbers too: Aptiv Corporation's FY2024 approvals were 5 initial and 84 continuing, which may say more about which Aptiv entity files new hires than about whether Aptiv hires graduates. Ask which entity will employ you and check that one; our walkthrough of the E-Verify employer lookup shows how. USCIS says "the employer that signs the Form I-983 must be the same entity that provides the practical training experience," so for Bosch in Farmington Hills or Valeo in Troy, check that the entity on your offer letter is the one that signs and is enrolled.
Engineering services: Tata Technologies, Tata Elxsi and Alten
These firms do design, validation and software work for automakers and suppliers, often at the client's tech center. Among the employers in our table, they also have the highest share of new-employment approvals: in FY2024, initial approvals were 37 of Tata Technologies' 78 approvals, 36 of Tata Elxsi's 67 and 39 of Alten's 74, against 5 of Aptiv Corporation's 89 and 26 of Atos Syntel's 542 (our arithmetic from the table). Client-site work is ordinary and not disqualifying, but it brings in the rules below. If you would rather join a product company directly, our guide to hardware engineering at EV startups maps employers that hire engineers onto their own payroll.
IT services and staffing: Atos Syntel, HTC Global, HCL Global Systems, Populus Group
Troy's largest filers are IT services firms, and the extract classifies Populus Group under administrative and support services, the sector that includes staffing. Beyond HCL Global Systems and Bosch, Farmington Hills' other 25 employer names are smaller filers, most with IT consulting or software names, plus Comerica Management Company (our reading of the list).
On H-1B, bench time has a rule of its own. DOL's 20 CFR 655.731(c)(7) requires the employer to keep paying the required wage when you are idle "due to a decision by the employer (e.g., because of lack of assigned work)."
Downtown finance and health: does Rocket Mortgage sponsor H-1B?
It has. Rocket Mortgage LLC shows 210 petitions decided and Ally Bank 203, and Detroit's list also includes a separate Rocket Limited Partnership and Blue Cross Blue Shield of Michigan. Most of those are renewals: in FY2024, Rocket Mortgage had 11 initial approvals against 78 continuing, and Ally Bank 13 against 42. None of these employers is a university or research organization, so a first H-1B with them would normally be cap-subject and go through the lottery (our reading); ask whether the specific role you are offered is one they sponsor.
Wayne State University is different. As a university it is cap-exempt under 8 CFR 214.2(h)(8)(iii)(F): no lottery, but also no cap-gap, because USCIS's cap-gap page covers only timely cap-subject petitions. Timing the filing against your OPT end date therefore matters; plan it with the hiring department and your DSO. A health system such as Henry Ford Health is cap-exempt only if it qualifies, for example through a written university affiliation agreement; ask HR how your role would be filed rather than assuming.
Is an engineering services firm a safe STEM OPT employer?
No firm type is automatically safe or unsafe. What decides it is whether the arrangement meets the STEM OPT rules: the firm that employs you must also train you, and it cannot hand that job to its client. If a firm cannot name a supervisor who is its own employee or a contractor it retained directly, the arrangement does not fit USCIS's description.
USCIS states that "Staffing and temporary agencies and consulting firms may seek to employ students under the STEM OPT program," but that "a STEM OPT employer may not assign, or otherwise delegate, its training responsibilities to a non-employer third party." The people who supervise you "may be either employees of the employer, or contractors who the employer has directly retained," but "may not, however, be employees or contractors of the employer's clients or customers." Our deep dive on STEM OPT at a consulting firm with client-site placement walks through the supervision patterns that work and the ones that do not.
Client-site work on STEM OPT vs H-1B, as of 2026-11
| Question | STEM OPT (F-1) | H-1B |
|---|---|---|
| Can a services or staffing firm employ you? | Yes, if it meets every employer obligation (USCIS STEM OPT page) | Yes; the petitioner must have a bona fide job offer (89 FR 103054, effective 2025-01-17) |
| Who trains and supervises you? | The firm that signs Form I-983; never the client's staff | No training-plan rule; the petitioner stays your employer |
| Whose job requirements count? | The training plan on your I-983 | If you are staffed to a third party, its requirements are "most relevant" |
| The client or site changes | Report employer name or address changes within 10 days; if the I-983 no longer describes your training, you and the employer sign a modified one for your DSO | Any place in the same MSA is deemed within normal commuting distance (20 CFR 655.715); for a move outside it, ask the employer's attorney whether a new LCA or amended I-129 is needed |
| Site visits | DHS "may conduct a site visit of any STEM OPT employer" | Per the rule preamble, "refusal to comply with site visits may result in denial or revocation" |
| Time between projects | Days "without employer information" count toward 90 days (OPT) or 150 (STEM OPT) | The employer must pay the required wage during employer-caused idle time |
| Pending changes | No proposal on client-site rules; ICE's broader "Practical Training" item (RIN 1653-AA97) is agenda-only, with no text | RIN 1615-AD00 under OIRA review; abstract mentions "increasing oversight over third party placements"; no text |
The H-1B column comes from DHS's 2024 modernization rule, 89 FR 103054, whose preamble says that for a worker placed with a third party, "it is the requirements of that third party, and not the petitioner, that are most relevant." On the STEM OPT side, SEVP's reporting requirements page gives non-exhaustive examples of material changes (a new EIN, a pay cut not tied to hours, a big drop in hours, changed training commitments); a new client site is not on the list, so ask your DSO about yours. Unemployment counts follow the SEVIS Help Hub.
A worked example: a Troy services firm, a supplier's tech center
Say you finish an MS in electrical engineering in December 2026 and start post-completion OPT on 2027-02-01 with a Troy engineering-services firm that places you at a supplier in Auburn Hills.
- February 2027. You are on regular OPT, so no I-983 yet. You report the employer and worksite as your school directs, usually through the SEVP Portal.
- Spring 2027 (expected, not announced). The firm may register you for the FY2028 lottery. Your entries depend on the wage level your offer meets for your occupation in the area of intended employment (our reading of the weighted-selection rule).
- If selected. The petition must show the work at the supplier is a specialty occupation, judged largely by the supplier's requirements. Because your OPT runs past the usual October 1, 2027 start date, cap-gap would matter only if the petition were still pending when your EAD ends (our reading); for a timely cap-subject petition it can carry status and OPT work to 2028-04-01 at the latest.
- If not selected. Your OPT EAD ends 2028-01-31. Working past it on STEM OPT requires an I-765 filed before that date, in the window your DSO confirms, with an I-983 signed by the firm, not the supplier, and a supervisor who is the firm's employee or a contractor it retained directly. A timely filing carries the 180-day automatic extension, which the 2026-10-14 EAD rule did not touch.
- If the client moves you to Ann Arbor. On STEM OPT, report the change through your DSO and ask whether it needs a modified I-983. On H-1B, Ann Arbor is outside the Detroit-Warren-Dearborn MSA, so the move is a question for the employer's immigration attorney before you go.
Should I target Detroit or Ann Arbor after graduation?
Treat them as two labor markets that happen to share a highway. The BLS OEWS area definitions put Ann Arbor (Washtenaw County) in its own metro area, while Detroit-Warren-Dearborn covers Wayne, Oakland, Macomb, Livingston, St. Clair and Lapeer counties, which hold Detroit, Dearborn, Troy and Farmington Hills.
That split matters three ways:
- Sponsorship path. Ann Arbor's largest sponsor is the cap-exempt University of Michigan; our University of Michigan and Ann Arbor guide covers its timing traps. The Detroit metro is mostly cap-subject, with Wayne State as its largest university filer.
- Wage area. Prevailing wages are set by area, and so, in our reading of the weighted-selection rule, is the wage level your offer earns in the lottery. Compare your occupation in both areas on DOL's FLAG wage search before you negotiate.
- Role mix. Vehicle engineering, supplier validation, IT services and downtown finance are concentrated in the Detroit metro; Ann Arbor's pool leans toward academic research and the university's medical system.
A practical rule: if your target is a cap-exempt research or health role, start in Ann Arbor and Detroit's universities; if it is automotive engineering, supplier software or fintech, search the Detroit metro's suburbs first.
How to vet a Metro Detroit sponsor before you accept
- Search the USCIS H-1B Employer Data Hub for the exact legal name on your offer letter, not the brand.
- Open the company page linked in the table above and compare initial with continuing approvals.
- Confirm the employing entity's enrollment through E-Verify's public employer search before you rely on it for STEM OPT.
- Ask HR who will sign your Form I-983 and who, employed or directly retained by the firm, will supervise you at the client site.
- Look up your occupation's prevailing wage for the Detroit-Warren-Dearborn and Ann Arbor areas on DOL's FLAG wage search.
- Check DOL's H-1B debarment list for the employer's legal name.
- Report every new employer or worksite the way your DSO directs (often the SEVP Portal on post-completion OPT; on STEM OPT, within 10 days, plus a modified I-983 for any material change).
Common misconception: "Tata Technologies and Tata Elxsi are Tata companies, and HCL Global Systems has HCL in its name, so DOL's suspension blocks their H-1B petitions." Correction: DOL's action announced 2026-10-08 suspends PERM labor certification, the green-card step, for eight named employers, including TCS and HCL. As of 2026-11-01 it has no written notice and no end date, and Mayer Brown's analysis says it "does not suspend any employer from the H-1B program." A shared word in a name also does not make two companies the same legal entity; Tata Technologies and Tata Elxsi each file under their own names, so compare exact legal names.
Common mistakes
- Searching only "Detroit." Troy files more petitions than Detroit by mailing address, and Ford files from Dearborn.
- Treating a big total as a new-grad promise. Renewals dominate many totals (Atos Syntel's FY2024 approvals were 95% continuing, our arithmetic); read the initial column.
- Letting the client's manager be your I-983 supervisor. USCIS says training supervisors may not be the client's employees or contractors.
- Moving sites quietly. On STEM OPT, employer name or address changes are due within 10 days; ask your DSO whether a new client site also needs a modified I-983.
- Assuming a hospital is cap-exempt. It must qualify, for example through a university affiliation; ask how your petition would be filed.
- Counting on cap-gap for a Wayne State H-1B. Cap-exempt petitions get no cap-gap.
Frequently asked questions
Which Detroit companies sponsor H-1B?
In the Data Hub extract we use (petitions decided FY2024 to FY2026, FY2026 partial), General Motors leads Detroit's list with 1,554, followed by Tata Technologies (243), Rocket Mortgage (210), Ally Bank (203), Henry Ford Health (190 and 144 under two name spellings) and Wayne State University (148). Ford files from Dearborn (1,856). Troy (4,359 across 42 employer names) and Farmington Hills (1,928 across 27) add suppliers and IT services firms, so search the suburbs too. These are past filings, not current openings.
Do automotive suppliers in Troy sponsor STEM OPT engineers?
Aptiv (189) and Valeo (111) file H-1B petitions, but STEM OPT is not sponsorship. For the 24-month extension the employer must be enrolled in E-Verify, complete Form I-983 and train you itself, per USCIS as of 2026-11-01. Confirm the exact legal entity, because large suppliers file under more than one name.
Is an engineering services firm a safe STEM OPT employer?
No business model is automatically safe or unsafe. USCIS lets consulting firms employ STEM OPT students, but they may not delegate training to a client, and your supervisors may not be the client's employees or contractors. Ask who, employed or directly retained by the firm, will supervise you and sign your I-983 evaluations, and take doubts to your DSO before you accept.
Does Rocket Mortgage sponsor H-1B?
It has. Rocket Mortgage LLC shows 210 petitions decided from FY2024 to FY2026 (FY2026 partial), mostly renewals; in FY2024 it had 11 initial approvals against 78 continuing. As a private lender it would normally be cap-subject, so a first H-1B for an OPT hire goes through the lottery, where wage-weighted selection has applied since 2026-02-27. Check every Rocket entity and ask whether your role is one it sponsors.
Should I target Detroit or Ann Arbor after graduation?
Treat them as two markets. Ann Arbor is its own metro area for wage data, and its largest sponsor is the cap-exempt University of Michigan; the Detroit metro holds the automakers, suppliers, services firms and downtown finance. Choose by sponsorship path and role, then compare prevailing wages for each area on DOL's FLAG wage search.

How we checked this: employer, city and FY2024 approval figures come from the USCIS Employer Data Hub extract behind our company pages, which has a partial FY2026; the live Hub now says it runs through FY2026 quarter 4, so its current totals can be higher than ours. Rules were read on the USCIS, SEVP, DHS, DOL and BLS pages above on 2026-11-01 and 2026-11-02.
This is general information, not legal or tax advice; your own I-20, EAD and I-94, your DSO (for anything F-1, OPT or SEVIS) and your employer's immigration attorney (for petitions and worksite questions) govern over anything published here.
If you are on OPT and want a search aimed at the Detroit-area employers that actually file H-1B petitions for your kind of role, F1Jobs can help you build and work that list.
