Louisiana H-1B Jobs: Ochsner, Tulane, LSU and a Healthcare-Heavy Sponsor Market

Nearly three in four petitions from Louisiana's biggest H-1B sponsors come from hospitals and universities, which changes how the lottery, cap-gap and energy jobs work for you.

Part of our guide to H-1B jobs by state and city.

Louisiana H-1B jobs are concentrated in hospitals and universities. In the USCIS H-1B Employer Data Hub extract F1Jobs uses (FY2024 through FY2026, FY2026 partial), the largest sponsors are Ochsner Clinic Foundation in New Orleans (256 petitions), Louisiana State University in Baton Rouge (243, under two spellings), Tulane University in New Orleans (216) and LSU Health Sciences Center in Shreveport (129). Hospitals, universities and physician groups file 1,135 of the 1,547 petitions on the Louisiana employer page, about 73% (our arithmetic). Oil, gas and chemical companies are missing, and the reason matters if you are an engineer.

Status as of 2026-11-01. Wage-weighted H-1B selection is in effect (since 2026-02-27) for cap-subject employers; university petitions skip the lottery. FY2028 registration is not announced (USCIS must give 30 days' notice). Proclamation 11069, which carries the $100,000 payment, is in effect on paper, but collection is blocked by court orders now on appeal. A draft USCIS rule, "Reforming the H-1B Nonimmigrant Visa Classification Program," whose agenda abstract mentions "revising eligibility for cap exemptions," is under OIRA review with no public text, so today's cap-exemption rules apply. From 2026-11-09, USCIS will accept only the 09/09/26 edition of Form I-129 (scheduled).

Which companies sponsor H-1B in Louisiana?

In USCIS Employer Data Hub records for FY2024 through FY2026, the employers with the most H-1B petitions in Louisiana are Ochsner Clinic Foundation, Louisiana State University and Tulane University, followed by the LSU Health Sciences Centers, Lumen's Monroe telecom companies, National Hospitalist Services and First Horizon Bank. Healthcare and higher education file most of them.

Two smaller filers complete the 22-employer page: Hospitalist and Emergency Services in Lafayette and CipherQore Solutions in Prairieville, at 26 each.

How to read these numbers

Common misconception: "The Louisiana list shows who employs H-1B workers in Louisiana." Correction: USCIS's guide, Understanding Our H-1B Employer Data Hub, says the state field "is the State indicated in the mailing address of the employer and is not necessarily the beneficiary(ies) work location." Lumen's Monroe filings can cover engineers elsewhere, and First Horizon, a Memphis-based bank, files from a Lafayette address.

Why healthcare and universities dominate Louisiana H-1B jobs

Universities, their related or affiliated nonprofits, and nonprofit or governmental research organizations are exempt from the annual H-1B cap, so they file in any month with no registration and no lottery. With Lumen the only large private technology filer on the page, these employers make up most of Louisiana's filings.

The rule is 8 CFR 214.2(h)(8)(iii)(F), as revised effective 2025-01-17 (eCFR text). A nonprofit can qualify through a formal written affiliation agreement where "a fundamental activity" of the nonprofit contributes to the university's research or education mission, and a worker employed at a qualifying entity can be exempt if they spend at least half their time there.

Everyone else faces the lottery. Under the weighted selection final rule, in effect since 2026-02-27, a Level IV registration enters the pool four times and Level I once. Your level comes from the offered wage against DOL's table for the worksite area (New Orleans-Metairie, Baton Rouge, Lake Charles) in the OFLC wage search; our explainer on how wage levels change your lottery odds shows the math.

The $100,000 payment hit cap-exempt recruiting from abroad: the Congressional Research Service reported on 2026-10-14 that initial consular H-1B petitions from cap-exempt employers fell 91% in the fee's first eight months. Collection is blocked, and a change of status granted inside the US was never covered, though USCIS's Form I-129 page warns that "If this order is later lifted, DHS still plans to collect the payment."

Ochsner and Tulane: which petitions skip the lottery?

Tulane is a university, so it can generally file H-1Bs for its own employees with no lottery and in any month; it had 48 initial-employment approvals in FY2024. The exemption belongs to the employer that files, so a separate Tulane-linked organization needs its own basis.

Ochsner, with 54 initial-employment approvals in FY2024, is harder to read. Nonprofit status alone does not make a hospital cap-exempt; the basis is a qualifying university relationship or research status, and the Hub does not show which petitions used one. Ask the recruiter: "Is this position filed cap-exempt or cap-subject?" Our guide to cap-exempt hospitals and university health systems explains each test.

Either way, cap-exempt petitions get no cap-gap: OPT work stops when the EAD ends if the H-1B has not taken effect, as our guide on whether cap-gap applies to cap-exempt H-1Bs explains.

LSU, LSU Health and the public-university freezes elsewhere

The LSU Health Sciences Centers add 188 petitions to LSU's 243. Two other Southern states have restricted public-university H-1B hiring. Florida's Board of Governors paused new H-1B hires at 12 public universities from 2026-03-02 until at least 2027-01-05, with renewals unaffected. Texas froze new H-1B petitions at state agencies and public universities from 2026-01-27 to 2027-05-31 without written Texas Workforce Commission permission, as the Texas Tribune reported. Louisiana is outside both orders, but ask the hiring department whether new H-1B petitions are being filed for the role.

What a healthcare-heavy market means if you are not a clinician

Your realistic Louisiana targets are mostly cap-exempt employers hiring for research, IT, data, finance and operations: research staff and postdoctoral roles at Tulane, LSU and LSU Health; health IT, analytics and revenue-cycle roles at Ochsner, Franciscan Missionaries of Our Lady and Louisiana Children's Medical Center; and healthcare administration and hospital management roles, where the job must still qualify as a specialty occupation tied to your degree.

Physicians are a separate track: the two Lafayette hospitalist practices on the list are physician groups by name, and the current continuing resolution carries the Conrad 30 J-1 waiver program through 2026-12-11.

Do Louisiana energy and petrochemical companies sponsor H-1B?

The Data Hub cannot tell you, because it lists every petition under the employer's mailing address. Our reading: many plants along the Mississippi and around Lake Charles belong to companies whose headquarters, and filing addresses, are outside Louisiana. The energy-adjacent names on the page are Entergy Services LLC (46 petitions, an electric utility) and Intralox LLC in Harahan (36, a manufacturer, mostly renewals).

For plant jobs, use Labor Condition Application data. Every H-1B rests on an LCA that names the place of employment, so DOL's disclosure files show Louisiana worksites even when the petitioner mails from Texas. Our walkthrough on searching LCA filings covers the file format.

  1. Download the FY2026 Q3 LCA disclosure file from the DOL OFLC performance data page; it is cumulative, covering determinations issued 2025-10-01 through 2026-06-30.
  2. Filter the worksite state to Louisiana, then the city or county to Baton Rouge, Lake Charles or the river parishes between Baton Rouge and New Orleans.
  3. Sort by job title (chemical, process and mechanical engineers) and note each employer's legal name as filed.
  4. Search that name in the Data Hub under its own mailing state to see initial versus continuing approvals.
  5. Ask the recruiter in writing whether the role is open to candidates who will need H-1B sponsorship and, if you need STEM OPT, check the employer in the E-Verify Employer Search.

A certified LCA is not a hire, and one LCA can cover several positions, so treat the file as a research list. For oil and gas, refining and petrochemicals at scale, our Houston H-1B jobs guide maps the bigger market next door, and our chemical engineering H-1B guide covers plant and process roles. Those private employers are cap-subject, and the Texas freeze does not reach them.

OPT, STEM OPT and the cap-exempt versus cap-subject choice

The core trade-off: a university H-1B has no lottery but no cap-gap, while a private employer's H-1B needs a lottery win but gets cap-gap protection once a timely petition is filed.

Two Louisiana paths from OPT to H-1B, as of 2026-11

One scenario, to show the mechanics rather than recommend a path: your post-completion OPT EAD from a STEM-designated LSU master's runs 2026-08-01 to 2027-07-31, and in January 2027 an LSU lab and a private chemical company near Baton Rouge both make offers.

The LSU job does not carry you into the private one. A cap-subject concurrent petition is not counted against the cap while the university job continues, but once it ends you become cap-subject unless already counted. Take OPT and STEM OPT questions to your DSO, and petition questions to an immigration attorney.

Does Louisiana require E-Verify?

Not of every private employer, but the rule that decides your STEM OPT eligibility is federal. E-Verify's own FAQ says "every employer who wishes to employ F-1 students with STEM OPT extensions must be enrolled in and in good standing with E-Verify" (E-Verify FAQ). Its example is a university that uses E-Verify only for federal-contract staff, and the answer is no: the hiring site must be enrolled and every new hire there verified, including you. If your STEM OPT plan runs through Tulane or LSU, confirm the enrollment covers your hiring site.

On state law, FindLaw's copies of the Louisiana Revised Statutes (marked current as of 2023-01-01) show a narrow rule. Under La. R.S. 23:995, an employer avoids state penalties if it verified each employee through E-Verify or kept a copy of a photo ID plus a listed status document, so E-Verify is one option, not a mandate. Under La. R.S. 38:2212.10, a private employer bidding on or holding a public contract for physical services in Louisiana must swear that it uses E-Verify for all new Louisiana employees. Confirm the current text on the Louisiana State Legislature's website; our guide to states that mandate E-Verify covers stricter states. E-Verify itself runs on the continuing resolution through 2026-12-11, per the Congressional Research Service, unless Congress passes funding by then.

Frequently asked questions

Which companies sponsor H-1B in Louisiana?

In the USCIS H-1B Employer Data Hub extract F1Jobs uses (FY2024 through FY2026, FY2026 partial), the largest are Ochsner Clinic Foundation (256 petitions), Louisiana State University (243, two spellings) and Tulane University (216), then the LSU Health Sciences Centers, Lumen's Monroe companies, National Hospitalist Services and First Horizon Bank. These are past filings listed by mailing address, not open jobs.

Does Ochsner sponsor H-1B?

Ochsner Clinic Foundation has Louisiana's largest H-1B record, with 256 petitions for FY2024 through FY2026 (FY2026 partial), including 54 initial-employment approvals in FY2024. That is not a promise for any one posting, and nonprofit status alone does not make a hospital cap-exempt, so ask whether the role is filed cap-exempt or goes through the wage-weighted lottery.

Is Tulane cap-exempt?

Generally yes, for its own petitions. Institutions of higher education are exempt from the annual H-1B cap under 8 CFR 214.2(h)(8)(iii)(F), so Tulane can file in any month with no lottery; a separate Tulane-linked organization needs its own basis. Cap-exempt petitions get no cap-gap, so OPT work stops when the EAD ends if the H-1B has not taken effect.

Do Louisiana energy and petrochemical companies sponsor H-1B?

The Data Hub cannot show it, because USCIS lists employers by mailing address, so a Louisiana plant owned by an out-of-state company is counted in that other state. No oil, gas, refining or chemical company is on the Louisiana page; the closest are Entergy Services (46 petitions) and Intralox (36). DOL's LCA disclosure data lists worksites, so search it instead.

Does Louisiana require E-Verify?

Not of every private employer. In FindLaw's copy of La. R.S. 23:995 (marked current as of 2023-01-01), an employer avoids state penalties by using E-Verify or by keeping copies of ID documents, and La. R.S. 38:2212.10 requires it on public contracts for services in Louisiana. For STEM OPT, federal rules require your employer to be enrolled in E-Verify.

Your next step

Louisiana rewards a targeted search: a short list of cap-exempt employers with the right timing, and a separate list of private employers found through worksite data. If you want help building both lists and running the outreach, talk to F1Jobs.

How we checked this: employer figures come from the USCIS H-1B Employer Data Hub extract F1Jobs uses (generated 2026-07-29); rules and statuses from the official pages listed below, checked 2026-11-01; Louisiana statute text from FindLaw's copies, which we could not check against the Legislature's own site.

This is general information, not legal or tax advice. Your own I-20, EAD, I-94 and approval notices govern your situation; take F-1, OPT and STEM OPT questions to your DSO and petition questions to an immigration attorney.
