Inviting Parents to Your December 2026 Graduation: B Visa Waits, the $750 Pilot, Visa Bonds and ESTA
Six weeks before commencement, your parents' passport and consulate decide the route, and the $750 pilot, visa bonds and a new ESTA fee change the math.

Getting a parents visa for graduation in the USA this December can still work, but the route depends on your parents' passport and consulate, not on your ceremony date. As of November 1, 2026, eligible citizens of Visa Waiver Program countries can travel on an approved ESTA, now $40.62. Parents renewing a B-1/B-2 visa that expired within the past 12 months may still skip the interview. First-time B-2 applicants interview in person and live with their post's wait. The $750 expedited appointment helps only at six Americas posts and ends December 31, and nationals of the Proclamation 10998 countries (Turkmenistan aside) cannot get new B visas.
Status line (as of 2026-11-01). In effect: the $40.62 ESTA fee (since 2026-10-16), the $750 pilot (to 2026-12-31 unless extended), permanent visa bonds (since 2026-08-03) and Proclamation 10998. Unclear: the $250 Visa Integrity Fee. Proposed only: an ESTA social-media field.
This is the December 2026 timing guide; for the evergreen basics (ties, documents, stay limits), read our guide to bringing your parents to the USA on a B-2 visa.
Can my parents get a B-2 visa in time for my December graduation?
Your parents can make a mid-December ceremony only if their consulate interviews them, approves the visa and returns their passports before the flight. As of November 1, 2026, that is most realistic for B-1/B-2 renewals that qualify for an interview waiver and for applicants at the six $750 pilot posts. First-time applicants elsewhere depend on their post's live wait.
Three things decide the timing; only the first is visible in advance.
- The appointment wait. The State Department's Global Visa Wait Times page was marked "Last updated: 21-OCT-2026" as of 2026-11-01. It is refreshed monthly, rounds longer waits to 30-day steps, and is an estimate, not a booking, so we don't print waits here.
- The decision. Under INA section 214(b), a visitor-visa applicant is presumed to intend to immigrate until they show otherwise. A child studying here doesn't disqualify a parent; the parent's own ties at home decide it.
- Administrative processing. If the officer needs more checks, the case goes into 221(g) processing, which the law firm Mintz wrote on 2026-10-30 "can delay issuance for weeks or months." No fee shortens it.
Two rules narrow the options. Since 2025-09-06, applicants apply in their country of nationality or residence, so your parents can't shop for a shorter queue abroad. And since 2025-10-01, the State Department's interview waiver update keeps waivers mainly for B-1/B-2 and H-2A renewals within 12 months and diplomatic classes, and an officer can still call anyone in. There is no age-based waiver on that list, so first-time applicants of any age should expect an interview. Our B-1/B-2 renewal interview waiver guide covers the conditions. B-1/B-2 is not in State's expanded social-media profile review.
Parents visa for graduation in the USA: which route applies? (as of 2026-11)
| Your parents' situation | What applies | Status (as of 2026-11-01) | What to do this week |
|---|---|---|---|
| Citizens of a Visa Waiver Program country | ESTA, $40.62 ($10.62 if denied); up to 90 days; no extension | In effect (fee since 2026-10-16) | Apply on the official ESTA site before buying flights |
| Renewing a B-1/B-2 that expired within 12 months | May qualify for an interview waiver if the post's conditions are met | In effect (since 2025-10-01) | Read the post's renewal instructions; file the DS-160 |
| First-time B-2 applicants in India | In-person interview; $185 fee; no $750 pilot post; reported not on the bond list | In effect | Book the earliest slot; save the free reschedule |
| Applying in Mexico, Canada, Bogota, Guatemala City, San Jose (Costa Rica) or Tegucigalpa | Optional $750 fee for an interview within about 10 business days | In effect to 2026-12-31 unless extended | Book a regular slot, then pick an expedited one if offered |
| Nationals of a visa bond country (50 since 2026-04-02) | Bond of $10,000, $15,000 or $20,000 unless waived; commercial airports only | In effect (permanent since 2026-08-03) | Check State's current list; budget for the bond |
| Nationals of a Proclamation 10998 country | No new B visa (Turkmenistan's restriction covers immigrant visas only) | In effect since 2026-01-01; no amendment published | Talk to an immigration attorney first |
| Foreign nationals in the DRC, Uganda or South Sudan in the prior 21 days | CDC entry suspension | Order ends 2026-11-10 unless continued | Check the CDC order after 2026-11-10 |
In Africa, routine visa services at 25 posts moved to 20 regional hubs from 2026-08-01, Brown University's international office reports, so the interview may be in a neighbouring country.
What is the $750 expedited visa appointment?
It is a temporary fee, in effect from 2026-07-01 through 2026-12-31 unless extended, that lets B-1/B-2 applicants at selected posts book an interview within about ten business days. The temporary final rule (91 FR 34768) offers it only at listed posts and "in limited quantities."
- Where: Mission Mexico from late July, expanded on 2026-08-18 to Mission Canada, Bogota, Guatemala City, San Jose and Tegucigalpa; State keeps the current list on its pilot program page. B visas only, and no post in India. Under the nationality-or-residence rule, a parent living in India generally can't use Toronto instead.
- Cost: $750, non-refundable, on top of the $185 visa fee.
- Booking: after the DS-160 and visa fee, the applicant books a regular appointment, then picks an expedited slot if any show, paying online before it is confirmed.
- Limits: "An expedited visa appointment in no way guarantees visa issuance. This service will not expedite any processing steps, including any time needed for administrative processing."
Free expedites remain "for specific humanitarian reasons or for urgent travel when in the U.S. national interest," such as urgent medical treatment; don't build a commencement plan around one.
Do my parents need a visa bond?
Only if they are nationals of a covered country, and then they should expect one. The Visa Bond Program final rule (91 FR 48757), in effect since 2026-08-03, made the 2025 pilot permanent and says "covered visa applicants will be required to post a bond of up to $20,000 as a condition of visa issuance," unless the requirement is waived. Fifty countries have been covered since 2026-04-02, and India is reported not to be on the list. State lists covered countries on travel.state.gov and can add one on 15 days' notice, so check the week your parents apply.
Under the rule:
- The officer first finds your parent otherwise eligible, then sets $10,000, $15,000 or $20,000.
- The bond (DHS Form I-352) is paid on Pay.gov only after the officer asks; your parent then returns to finish issuance.
- The visa is annotated and may be short: three months single entry, three months multiple entry, or up to 12 months, depending on reciprocity.
- Entry and exit must be through commercial airports (CBP Preclearance counts), never land or sea.
- Once DHS confirms compliance, the money returns to the original payment method, subject to Treasury offset for government debts.
- There is no waiver application process; only State's consular leadership can waive the bond for a person, country or category (authority delegated 2026-09-16).
How much is ESTA in 2026?
ESTA costs $40.62, or $10.62 if denied, from 2026-10-16 under the DHS FY2027 H.R. 1 inflation notice (91 FR 62534). It serves only Visa Waiver Program citizens, which the Department of Homeland Security says permits "stays of up to 90 days without a visa."
- Apply only on the official ESTA site, as soon as travel plans begin or before buying tickets, as CBP recommends.
- Approval is not admission. ESTA "does not determine whether a traveler is admissible," says CBP.
- No extension. USCIS lists Visa Waiver admissions among those that may not apply to extend.
- A denial means a B-2 queue, so apply first.
- The social-media question is proposed only (a December 2025 notice).
Fees your parents may pay (as of 2026-11)
| Fee | Amount | Status (as of 2026-11-01) |
|---|---|---|
| B-1/B-2 visa application fee | $185 | In effect |
| Expedited B-1/B-2 appointment | $750, non-refundable | In effect at six Americas posts to 2026-12-31 |
| Visa bond | $10,000, $15,000 or $20,000, returned on compliance | In effect for covered nationals only |
| ESTA | $40.62 ($10.62 if denied) | In effect since 2026-10-16 |
| Visa Integrity Fee | $250 | Unclear; no implementation notice |
Citing applicant reports, Boston University's international office said on 2026-05-19 that "some consular posts have begun charging" the Visa Integrity Fee; it says ESTA travellers are exempt. Visa applicants should budget for it in case.
Parents from a travel-ban country
Proclamation 10998 has been in effect since 2026-01-01, with no amendment published as of early November 2026. Nationals of its 19 fully and 20 partially restricted countries are barred from new B visas, except Turkmenistan, whose restriction covers immigrant visas only. See the State Department's suspension announcement for the lists, and our explainer on which F-1 students are affected by the 39-country entry suspension.
Visas issued before the proclamation took effect were not revoked, but whether a parent holding one should travel is a question for a licensed immigration attorney. By our arithmetic, a 180-day review would fall around mid-December; no review date or result has been announced.
Separately, the CDC suspends entry of foreign nationals who were in the Democratic Republic of the Congo, Uganda or South Sudan in the previous 21 days; the current CDC order ends 2026-11-10 at 4:59 p.m. EDT unless continued, so recheck it after that date. Visa services in Kinshasa and Kampala are, according to reports, still paused.
A worked timeline for a Saturday, December 19, 2026 ceremony
- Look up your parents' post on the Global Visa Wait Times page today, Sunday, November 1.
- Submit each parent's DS-160 on the Consular Electronic Application Center and pay the $185 fee by Wednesday, November 4. Visa Waiver citizens apply on the ESTA site instead.
- Book the earliest interview, taking an expedited slot at a pilot post if one appears. Mission India has allowed one free reschedule since 2025-01-01, so use it deliberately.
- Request an enrollment verification or expected-degree letter from your registrar's office by Friday, November 13.
- Send your invitation letter and the registrar letter before the interview.
- Pay a visa bond on Pay.gov only if the consular officer instructs it.
- Buy flights once the visa or ESTA is approved, or choose refundable fares if you book sooner.
- Decide by Friday, December 4 whether a visa can realistically arrive; if not, set up the livestream and ask your school whether December graduates may walk in the spring.
- Check each parent's I-94 on the CBP I-94 website after they land, and book their return before that date.
What should an invitation letter for graduation include?
No rule requires an invitation letter for a B-2 visa, and the officer decides on your parents' own circumstances, but a clear one-page letter helps. Include:
- Your full name, date of birth, US address and contact details.
- Your school, degree, program end date and status, for example "F-1 student completing an M.S. in December 2026."
- The commencement date, time and venue, with the official commencement page link.
- Your parents' names as in their passports, and your relationship.
- Travel dates, where they will stay, and who pays for what.
- A plain statement that they will return home, and why, in your own words.
Attach the registrar letter, a copy of your I-20, and proof of funds if you are paying. Keep every line accurate: officers may ask your parents about your plans after graduation, and a letter that overstates anything can hurt their credibility. Our list of B-1/B-2 interview questions officers actually ask shows what to expect.
Your own status while your parents visit
The Duration of Status rule has been blocked by a federal court since 2026-09-14 (summary judgment briefed, DHS's appeal pending), so D/S still applies and your F-1 60-day grace period is intact. If your parents can't come, think twice before meeting them abroad while your OPT application is pending: Cornell, Johns Hopkins and USC advise against international travel until the EAD arrives, and a missed biometrics appointment abroad can delay or deny the case. Ask your DSO first; see our December 2026 graduation and OPT checklist and the winter break travel planning checklist.
If your parents want to stay past the ceremony
The I-94, not the visa stamp, sets the stay. B-2 visitors can ask USCIS for more time on Form I-539 ($470 paper, $420 online) before the I-94 date passes, ideally at least 45 days ahead, as USCIS recommends. Visa Waiver visitors cannot extend. For bonded visitors a timely extension is not a breach, but "USCIS may consider the existence of a visa bond as a negative discretionary factor," and an overstay forfeits the bond. Take extension questions to an immigration attorney.
Common mistakes
- Expecting the $750 pilot in India or for F-1 and H-1B visas. It covers B-1/B-2 at six Americas posts only.
- Reading the wait-times page as a promise. It is a monthly estimate.
- Buying non-refundable flights first.
- Paying a bond before the officer asks, or anywhere but Pay.gov.
- Driving in from Canada or Mexico on a bonded visa. Airports only.
- Using a look-alike ESTA site, or planning an ESTA visit past 90 days.
- Leaning on the invitation letter instead of your parents' own ties.
- Flying abroad yourself while OPT is pending to meet them halfway.
Frequently asked questions
Can my parents get a B-2 visa in time for my December graduation?
It depends on how fast their consulate can interview them and return their passports. As of November 1, 2026, B-1/B-2 renewals within 12 months may qualify for an interview waiver, and applicants at six Americas posts can pay $750 for an appointment within about ten business days. Everyone else depends on their post's live estimate on the State Department's Global Visa Wait Times page, so check it now.
What is the $750 expedited visa appointment?
A temporary State Department fee (July 1 to December 31, 2026) that buys a B-1/B-2 interview within about ten business days at Mission Mexico, Mission Canada, Bogota, Guatemala City, San Jose and Tegucigalpa. It is non-refundable, comes on top of the $185 visa fee, does not speed up the decision, and no post in India offers it.
Do my parents need a visa bond?
Only if they are nationals of a covered country, and then they should expect one unless it is waived. The program has been permanent since August 3, 2026, with the officer setting $10,000, $15,000 or $20,000, paid through Pay.gov. Fifty countries have been covered since April 2, 2026, and India is reported not to be on the list.
How much is ESTA in 2026?
$40.62 for applications from October 16, 2026, or $10.62 if denied. ESTA is only for Visa Waiver Program citizens, covers stays of up to 90 days, and a Visa Waiver entry cannot be extended inside the US.
What should an invitation letter for graduation include?
Your name, school, degree, F-1 status and US address, the commencement date and venue, your parents' passport names, travel dates, lodging, who pays and their plan to return home, with a registrar letter attached. It supports the application but cannot replace your parents' own ties.

How we checked this: on 2026-11-01 we read the full text of the two State Department rules (91 FR 34768 and 91 FR 48757) and the DHS fee notice (91 FR 62534), and opened the DHS, CBP, USCIS, CDC, law-firm and university pages above. This is general information, not legal or tax advice. Your parents' visa, I-94 and consular instructions, and your own I-20, govern; your DSO (your F-1 and OPT) or a licensed immigration attorney (your parents' case) should make any specific call.
