Quality Engineer Jobs With H-1B Sponsorship: Manufacturing, Medical Devices and the OPT-to-H-1B Path

Quality engineers can find H-1B sponsors in devices, auto, chips and aerospace, but technician titles often fail the degree test and ITAR closes some doors.

Yes, quality engineers can get H-1B sponsorship, and the openings cluster in regulated manufacturing: medical device makers, automotive and EV suppliers, semiconductor fabs and commercial aerospace firms all hire quality and supplier quality engineers, and some of them sponsor. The role can meet the specialty-occupation test when the employer requires a bachelor's degree in a specific engineering field. Quality technician and inspector jobs usually do not, because their typical entry-level education is a high school diploma or an associate's degree. Whether a given employer files is something you check in public filing data, not something you assume.

Status as of 2026-11-01: the STEM OPT 180-day automatic extension is in effect; the $100,000 H-1B payment is in effect on paper but blocked in court and not collected; FY2028 H-1B registration is not announced.

This guide is for you if you are on F-1, OPT, STEM OPT or H-1B and looking at quality engineer OPT jobs, or planning the move from OPT to H-1B, in a plant, a lab or a supplier network.

Quality engineer H-1B sponsorship: who files, and why

Employers sponsor quality engineers when they want a particular candidate for a job that genuinely requires a bachelor's or higher in a directly related engineering field, and their policy allows sponsorship for that requisition. Demand sits mostly in regulated manufacturing: FDA-regulated medical devices, automotive and EV supply chains, semiconductor fabs and aerospace, where defense programs can exclude foreign nationals under ITAR.

Indeed Hiring Lab's October 2026 labor market snapshot (2026-10-22) put its Engineering postings index at about 145, the highest of the five sectors it charted, against about 124 for Production and Manufacturing and about 78 to 79 for Software Development (100 = February 1, 2020). Postings are not sponsorship, though. According to a single vendor's review of 2,718 engineering roles at 136 US companies on Greenhouse, Ashby and Lever boards (Match.dev, postings read 2026-10-13), 88.1% said nothing about sponsorship, 10.0% called it possible but not promised, and 0.4% explicitly offered it. The sample is not quality-specific, but the lesson carries over: a silent posting tells you nothing, so check the filing record.

What is true for quality engineers right now

ItemStatus (as of 2026-11)What it means for you
STEM OPT 180-day automatic extensionIn effect, untouched by the 2026-10-14 EAD ruleOnly a STEM I-765 filed before the OPT EAD expires gets the 180 days
OPT unemployment limitsIn effect: 90 days on OPT, 150 in total with STEM OPT"60-day" claims are false
Cap-gapIn effectA timely cap-subject change of status extends status and work to April 1 of the fiscal year requested, or the start date if earlier; none for cap-exempt petitions
Wage-weighted selectionIn effect since 2026-02-27Level IV registrations get four entries and Level I one, so an entry-level (Level I) wage gets the fewest
FY2028 registrationNot announcedUSCIS must give 30 days' notice; March 2027 is an expectation only
$100,000 payment (Proclamation 11069)In effect on paper; fee blockedNot collected; a change of status granted inside the US was never covered
$103,265 cap-subject feeProposedComments closed 2026-09-24; no final rule
OPT fee NPRMProposed; comments close 2026-11-09The school, not the student, would pay $70,000 before an initial OPT recommendation and $30,000 before each later one, and could pass the cost on; it would reach only recommendations dated 60+ days after a final rule, and none exists
Ending the worker 60-day grace periodProposed; comments close 2026-11-10Covers H-1B and other workers, not F-1; the current 60 days still applies

USCIS's Form I-129 page says a court "vacated agency guidance implementing the $100,000 payment requirement" and adds: "If this order is later lifted, DHS still plans to collect the payment."

Is quality engineering a specialty occupation?

It can be, when the job runs on engineering judgment and the employer requires a specific engineering degree. The regulation, 8 CFR 214.2(h)(4)(ii) (current text), draws the line:

"A position is not a specialty occupation if attainment of a general degree, without further specialization, is sufficient to qualify for the position."

The same definition says a position "may allow for a range of qualifying degree fields, provided that each of those fields is directly related to the duties of the position." Both the regulation and USCIS's H-1B specialty occupations page define directly related as "a logical connection between the required degree, or its equivalent, and the duties of the position." So the posting's degree line matters: a device maker asking for biomedical or mechanical engineering, or a fab asking for chemical, electrical or materials engineering, names the fields a petition would have to tie to duties such as statistical process control, failure analysis or validation. USCIS decides each petition on its own record.

O*NET lists "Quality Engineer" among the sample titles for Industrial Engineers (SOC 17-2112), a Job Zone Four occupation, and BLS gives a bachelor's as the typical entry-level education for industrial engineers. Our industrial engineer H-1B sponsorship guide covers that occupation. Employers do not all use the same code, so check the SOC code on the actual LCA.

Quality engineer vs quality technician: which passes the degree test?

The titles sit side by side on the same plant org chart, but the degree requirement differs.

RoleTypical workTypical entry-level educationH-1B specialty-occupation fit
Quality engineerSPC, root cause and CAPA, FMEA, validation, auditsBachelor's in engineering (BLS, O*NET)Generally fits when a specific engineering degree is required
Supplier quality engineerSupplier audits, PPAP or first article approval, supplier corrective actionsBachelor's in engineering, usually with plant experienceGenerally fits on the same basis; travel raises LCA worksite questions
Quality or industrial engineering technicianMeasurement, test setup, data collection under an engineerAssociate's degree (BLS)Hard to support; the bar sits below a bachelor's
Quality control inspectorInspecting parts against specificationsHigh school diploma (BLS)Usually does not fit

USCIS reads duties and the employer's real requirement, not the title. A technician job relabeled "Quality Engineer I" still describes technician work. If a role you like is classed as a technician job, ask whether an engineer-level opening exists on the same team.

Which industries sponsor quality engineers?

IndustryQuality systems you will be asked aboutVisa watch-out
Medical devicesFDA's QMSR (21 CFR Part 820), ISO 13485, design controls, CAPASmaller device startups may have little filing history
Automotive and EV / batteryIATF 16949, APQP, PPAP, FMEA, control plansSupplier quality roles travel; see the worksite rule below
SemiconductorsSPC, yield and excursion control, incoming material qualityAsk whether the role touches export-controlled technology, a separate approval from the H-1B
AerospaceAS9100, first article inspection, nonconformance and MRBDefense programs under ITAR often limit access to US persons

Medical devices. FDA's Quality Management System Regulation "became effective on February 2, 2026" and "incorporates by reference the international standard, ISO 13485:2016." Describe any design-control or CAPA experience in those terms. The medical device industry H-1B sponsorship guide covers R&D and regulatory roles in the same companies.

Automotive, EV and semiconductors. Quality and process engineering overlap in fabs and battery plants; our manufacturing and process engineer H-1B guide covers the process track.

Aerospace and ITAR. Under the ITAR, a "U.S. person" is a lawful permanent resident or a "protected individual" as defined in 8 U.S.C. 1324b(a)(3), a term that covers US citizens and nationals and certain refugees and asylees (22 CFR 120.62). F-1 students and H-1B workers are foreign persons, so a quality role with access to controlled defense technical data generally needs State Department authorization first, and postings on those programs often ask for US-person status. Our guide to aerospace jobs and the ITAR wall shows where the line usually falls. Ask at the screening stage.

Supplier quality engineer H-1B: what supplier visits mean for the LCA

An H-1B worker is tied to the worksites on the Labor Condition Application. Under DOL's definition of place of employment in 20 CFR 655.715, a location is not a new worksite when travel is casual and short-term, "not exceeding five consecutive workdays for any one visit by a peripatetic worker, or 10 consecutive workdays" for a worker based at one site who travels occasionally. The rule has other conditions, and a longer stay at one supplier is a question for your employer's immigration attorney before it happens. Supplier audits abroad are a separate issue: on OPT or STEM OPT, especially with an I-765 pending, talk to your DSO first, and once an H-1B change-of-status petition is pending, leaving can affect that request, so ask the employer's attorney before booking. For any visa stamp, use the State Department's live visa wait-time tool.

How to check whether an employer really sponsors quality engineers

Aggregator badges such as "H1B Sponsor Likely" come from an algorithm, not a filing. For quality engineer visa sponsorship, government data shows what an employer actually filed.

  1. Download the latest LCA disclosure file from DOL OFLC's performance data page; as of 2026-11-01 the newest is FY2026 Q3, covering determinations through 2026-06-30.
  2. Filter the JOB_TITLE column for "quality engineer" and "supplier quality engineer". "Quality assurance engineer" also pulls in software-testing roles, so read the SOC_CODE before counting those.
  3. Narrow with the NAICS_CODE column, the employer's industry code, to separate manufacturers from staffing firms and consultancies, then note EMPLOYER_NAME, WORKSITE_CITY, SOC_CODE, PW_WAGE_LEVEL and CASE_STATUS.
  4. Cross-check the employer in the USCIS H-1B Employer Data Hub, comparing initial approvals with continuing approvals. The Hub has no job titles, so it shows whether an employer sponsors at all; the LCA file shows whether it does so for quality roles.
  5. Compare the degree line in the current posting with the SOC codes on past LCAs. A posting that accepts "any degree" sits uneasily with the specialty-occupation definition.
  6. Ask the recruiter whether this requisition can be sponsored, whether the employer uses E-Verify (needed for STEM OPT), and whether the role requires US-person status.

A certified LCA is not a filed petition or a hire. The wage level matters too: under weighted selection, a Level I registration gets one entry and a Level IV registration four. PW_WAGE_LEVEL on past LCAs shows the level an employer used for similar roles; treat it as a rough signal, not a forecast of your own registration. Our walkthrough on how to search LCA filings covers the spreadsheet mechanics.

Can you do quality engineering on STEM OPT with an industrial engineering degree?

Often, yes. Industrial Engineering (CIP 14.3501) and the whole engineering 14 series appear on the DHS STEM Designated Degree Program List. Quality Control Technology/Technician (15.0702) is listed too, but STEM OPT requires a bachelor's, master's or doctoral degree, so an associate's in that field does not qualify.

The list is only the first gate. Under 8 CFR 214.2(f)(10)(ii)(C), the training "must be directly related to the degree that qualifies the student," and USCIS's STEM OPT page repeats that requirement. The Form I-983 training plan explains the connection, and coursework in statistical quality control, design of experiments or reliability is what it can draw on. The employer must be enrolled in E-Verify and sign the I-983, and your DSO decides whether to recommend the extension. E-Verify's program authorization is carried by the stopgap funding law through 2026-12-11; what happens after that depends on whether Congress passes funding by then.

The regulation lets a STEM I-765 be filed up to 90 days before the OPT EAD expires and within 60 days of the DSO's SEVIS recommendation. One filed after the EAD expires gets no 180-day extension. Timing for your own case is a DSO question.

Does a CQE certification help a visa case?

Mostly as a hiring signal, not as a visa fix. ASQ's Certified Quality Engineer requirements call for eight years of on-the-job experience, three in a decision-making role, in a full-time, paid position. Only one degree waiver applies: a bachelor's waives four years and a master's or doctorate five, so a new master's graduate still needs three years of experience. Most people on initial OPT cannot sit for the CQE yet.

USCIS tests the degree. Certification matters mainly when someone lacks one: 8 CFR 214.2(h)(4)(iii)(D) lists "certification or registration from a nationally-recognized professional association or society for the specialty" as one way to show equivalence. Whether a credential meets that clause in a given case is for the employer's immigration attorney. Our guide to whether certifications help you get sponsored covers the hiring side.

The OPT-to-H-1B path for a quality engineer: a worked timeline

An illustration, not a prediction: you finish an MS in industrial engineering in May 2026, your OPT EAD runs 2026-07-01 to 2027-06-30, and a medical device maker enrolled in E-Verify hires you as a quality engineer.

DateMilestoneRule and status (as of 2026-11)
2026-07-01OPT EAD starts; you begin work90-day unemployment limit in effect
About March 2027Employer registers you for FY2028Not announced; wage-weighted selection in effect. The petition itself must use whatever I-129 edition USCIS accepts then (only the 09/09/26 edition from 2026-11-09)
2027-04-01 to 2027-06-30Window to file the STEM OPT I-765: you give your DSO a signed I-983, the DSO recommends in SEVIS, and the I-765 goes in within 60 days of that and before the EAD expires180-day automatic extension in effect for timely filing
2027-10-01Earliest H-1B start if selectedInitial OPT ends 2027-06-30, so the STEM OPT extension, or cap-gap once a timely cap-subject change of status is filed, is what covers the stretch to the start date
March 2028 and March 2029Later registration seasons if not selectedExpected timing, not published dates

With STEM OPT to 2029-06-30, the same job could span three registration seasons, with cap-gap bridging the last, if the employer keeps registering you and the rules hold. Ask your DSO about OPT steps and an immigration attorney about the petition.

Common mistakes

Frequently asked questions

Do manufacturing companies sponsor H-1B for quality engineers?

Some do, mainly in regulated manufacturing such as medical devices, automotive and EV, semiconductors and commercial aerospace, but sponsorship is decided employer by employer and often requisition by requisition. Check the employer's own record in DOL's LCA disclosure files (the latest run through June 30, 2026) and the USCIS H-1B Employer Data Hub, not job-board tags such as "H1B Sponsor Likely".

Is quality engineering a specialty occupation?

It can be. Under 8 CFR 214.2(h)(4)(ii), a specialty occupation requires a bachelor's or higher in a directly related specific specialty, and a position does not qualify if a general degree is enough. A quality engineer role that requires a mechanical, industrial, manufacturing or similar engineering degree, with duties tied to each accepted field, can meet that definition; USCIS decides each petition on its own record.

Does a CQE certification help a visa case?

Mostly as a hiring signal, not as a visa fix. ASQ requires eight years of experience for the CQE (a bachelor's waives four, a master's five), so most people on initial OPT cannot sit for it yet. 8 CFR 214.2(h)(4)(iii)(D) lists professional certification as one kind of evidence of degree equivalence for someone without the degree, but whether a credential counts is for the employer's immigration attorney to judge.

Can I do quality engineering on STEM OPT with an industrial engineering degree?

Industrial engineering (CIP 14.3501) is on the DHS STEM Designated Degree Program List. The job must also be directly related to that degree, the employer must be enrolled in E-Verify and sign Form I-983, and your DSO must recommend the extension. As of November 1, 2026, a timely STEM OPT filing still carries the 180-day automatic work extension.

Are quality technician roles eligible for H-1B?

Usually not. BLS lists a high school diploma as the typical entry-level education for quality control inspectors and an associate's degree for industrial engineering technicians, below the bachelor's a specialty occupation requires. USCIS weighs the actual duties and degree requirement, not the title.

How we checked this: we read each page and regulation linked above on 2026-11-01 and 2026-11-02, quoted the regulations from the current eCFR text, read the LCA column names from DOL's FY2026 Q3 record layout, and matched every status label to the official source as of 2026-11-01.

This is general information, not legal or tax advice; your own I-20, EAD, I-94 and notices, and your DSO or immigration attorney, govern your case.
