Your SEVIS Record Was Restored: What It Means for Your Visa, OPT Days, Travel and Job
A restored SEVIS record fixes your student record, not a revoked visa stamp or a lost job. Here is what changed, what did not, and what to collect before you fly.

Part of our guide to your SEVIS record.
SEVIS record restored? It means your F-1 record in SEVIS shows Active again, the status your school needs to keep you enrolled and your OPT employer needs to keep you working. As of November 1, 2026, a restoration does not on its own settle three things: whether the termination counts as if it never happened, whether a revoked visa stamp is usable, and what your OPT unemployment counter says. Those answers depend on how the record came back (a DSO correction, a court order or settlement, an SEVP reversal, or USCIS reinstatement) and on what the record's event history shows.
Status line, as of November 1, 2026. SEVIS terminations tied to visa revocations are challenged in Presidents' Alliance v. Bondi (D. Mass. 1:25-cv-11109). The court allowed limited discovery: document discovery is due by 2027-02-16 and a status conference is set for 2027-03-04, with no merits ruling (docket). The OPT unemployment limits (90 days, 150 on STEM OPT) are in effect and unchanged. The separate Duration of Status rule has been blocked by a federal court since 2026-09-14 (summary judgment briefed; DHS's appeal pending), so D/S still applies (USCIS notice).
What does "SEVIS record restored" actually mean?
A restored SEVIS record means your F-1 record was changed from Terminated back to Active. That change alone does not reissue a revoked visa, reset your OPT unemployment counter, give you back a job, or erase the termination from the record's event history. What it means for your status depends on the route back, and each route leaves different paper behind.
For the termination itself, see our explainer on what a SEVIS termination does to OPT. This guide starts after the record comes back.
The routes back to Active
| Route | Who acts | Typical situation | What the record shows afterward | What to keep |
|---|---|---|---|---|
| Correction request | Your DSO, through SEVIS | Administrative error, such as a school missing a registration-reporting deadline while you were still in class | Changed "from terminated to active" | The DSO's note of the correction date and reason |
| Court order or settlement | ICE/SEVP, under an order or stipulation | You, or a group of students, sued over the termination | Whatever the order says; some 2025 stipulations made the reactivation retroactive | The order or stipulation, plus any SEVP letter it promises |
| SEVP's own reversal | SEVP | Agency-wide reversals such as the late-April 2025 batch | Reported as reactivated from April 24, 2025, not from the termination date | Your DSO's reading of the reactivation date |
| Reinstatement | You, on Form I-539, with a reinstatement I-20 from your DSO | You did fail to maintain status | Active only after USCIS approves | The USCIS approval notice |
Sources: Study in the States on reinstatement versus correction requests (a 2018 page) and the reinstatement I-20. The April 24 date comes from a Fredrikson & Byron alert (2025-06-10), which, citing press reports, says ICE reinstated many records "not retroactively to the date of termination of the records". Treat it as reported, not as a statement about your record.
Does a restored SEVIS record mean my status was never terminated?
Only if the paper behind the restoration says so. A retroactive reactivation can treat the termination as if it never took effect. A plain reactivation, or a reinstatement after a real violation, can leave a dated gap.
The clearest public example is a stipulation of dismissal filed 2025-08-08 in Liu v. Noem (D.N.H. No. 1:25-cv-00133, ECF 34). It made one student's reactivation retroactive to the termination date, 2025-04-04, "such that there is no gap or lapse" in the record, and said:
"Although the event history will memorialize whatever modifications are made to the SEVIS account, the effect of this retroactive activation is as though the termination did not happen."
The effect can be as if nothing happened, but the history stays in the system. The government also agreed that this SEVIS termination "did not terminate his F-1 student status", and SEVP committed to mail, within 60 days, a letter the student "may rely upon to show the retroactive effect." Read the full stipulation on CourtListener. Its terms bind the parties to that one case and are not a rule for every student. Your own order, letter or DSO confirmation is what governs you.
What restoration fixes, and what it does not
What a SEVIS restoration changes, as of November 2026 (a starting point for your DSO conversation, not a ruling on your record)
| Item | Fixed by restoration? | What to check |
|---|---|---|
| SEVIS status | Yes, it shows Active | The effective date, and whether it is retroactive |
| F-1 status for the termination period | Depends on the route and the paper | Written confirmation of how that period is treated |
| Termination in the event history | No, the history remains | Your own copy of the dates and reason |
| A revoked visa stamp | No; the visa is a State Department document | Whether a revocation happened, and whether it was effective immediately or "upon departure" |
| Your OPT EAD card | Not reissued; it is a USCIS document | Your DSO's confirmation that you may work again, and from when |
| Your OPT job | No; no employer is required to take you back | Give HR the DSO letter if they paused you |
| OPT unemployment counter | Only what the record shows | The DSO's reading of the current count |
| Future USCIS filings | Not erased; USCIS can see the history | Keep the paper trail for STEM OPT, H-1B and green-card filings |
Is my visa still valid if SEVIS was restored but the visa was revoked?
No. A SEVIS restoration does not touch your visa. SEVIS is the student record kept by ICE's Student and Exchange Visitor Program (SEVP); the visa stamp is a State Department travel document. A revoked visa is not a terminated SEVIS record or status, and the reverse is also true. Our guide to the difference between SEVIS termination and visa revocation walks through both systems.
The kind of revocation matters. ICE's April 26, 2025 policy, quoted in the Liu stipulation, says: "If [the Department of] State revokes a nonimmigrant visa effective immediately, SEVP may terminate the nonimmigrant's SEVIS record based on the visa revocation with immediate effect." The stipulation adds that a revocation "effective upon departure", which it calls a prudential revocation, "is not, in itself, a basis for termination" of the record. Whether SEVIS terminations tied to visa revocations are lawful is the question Presidents' Alliance v. Bondi is still litigating.
In practice, a revoked visa cannot be used to come back after a trip abroad, so you would usually need a new F-1 visa. Since 2025-10-01, F-1 applicants, renewals included, interview in person (interview waiver update). Since 2025-09-06 you apply in your country of nationality or residence, and F/M/J applicants have had online-presence review since June 2025. Check the live Global Visa Wait Times tool, not a secondhand number, and see our continuing-student F-1 visa interview guide.
For scale, State said on 2026-10-20 that it had revoked more than 300,000 visas since January 2025, with no breakdown by visa class or for students (Al Jazeera report). That total says nothing about your stamp. If you are unsure whether yours was revoked, or how, ask a licensed immigration attorney before planning any trip.
Do days during the termination count against my OPT unemployment?
We found no SEVP guidance that answers this for restored records, but the counter is mechanical. Study in the States' unemployment counter page (updated 2026-07-27) says SEVIS looks back to the actual OPT start date and will "count each day without employer information." Your number turns on the employer entries during the gap and on whether the reactivation was retroactive.
The limits are in effect and unchanged: 90 days on post-completion OPT and 150 days in aggregate on STEM OPT (SEVP Broadcast 2101-01). Any claim of a 60-day OPT unemployment limit is wrong. For the counting rules in detail, see how STEM OPT unemployment days count and tracking cumulative OPT gaps between employers.
Worked example (hypothetical dates, for illustration only)
Your post-completion OPT started 2026-06-01 and you reported your employer effective 2026-06-15, leaving 14 days without employer information.
| Date | What happens | What the counter could show |
|---|---|---|
| 2026-06-01 to 06-14 | OPT starts; no employer yet | 14 days |
| 2026-09-08 | SEVIS record terminated | 14 days, if your employer entry stays on the record |
| 2026-09-09 | Your employer ends the job and the end date is entered | Days accrue from 09-10 while no employer is listed |
| 2026-10-19 | DSO confirms the record is Active again | Depends on retroactivity and the employer entries |
| 2026-11-02 | You start a new job and report it | If end-dated 09-09, 53 more days, for 67 of 90 in all (our arithmetic) |
The same restoration can leave you at 14 days or at 67, depending only on the employer entries. Get the DSO's count in writing before you turn down an offer or plan a gap.
What to do in the first two weeks after your record is restored
- Email your DSO and ask for written confirmation of four things: that the record is Active, the reactivation's effective date, whether it is retroactive to the termination date, and how the termination period appears in the record.
- Ask for a SEVIS record printout, the event-history entries if your school will share them, and whether you need an updated Form I-20.
- Check the SEVP Portal (OPT and STEM OPT) for the right employer, start date and address, then ask the DSO for the unemployment-counter figure.
- Collect the court or agency paper: the order, stipulation or settlement, any SEVP letter, and the USCIS approval notice if you went through reinstatement on Form I-539.
- Find out where your visa stands from any consulate email or notice; take anything unclear to an immigration attorney.
- Download your latest I-94 from CBP's I-94 site and confirm it reads D/S. A SEVIS restoration does not change it.
- Give HR the DSO letter if your employer paused or ended your work, and ask in writing what else their I-9 records need.
- Keep everything in one dated folder, paper and PDF, for STEM OPT, H-1B and green-card filings.
Our guide on how to check your SEVIS status explains what you can see yourself and what only a DSO can see.
Can I travel after my SEVIS record was restored?
Possibly, but not on assumptions. Before you book, get your DSO's written confirmation of how the record shows the termination period. If your visa was revoked or a status question is open, an immigration attorney should weigh in first.
The re-entry checklist is the usual one plus the restoration paper: a valid, unrevoked F-1 visa (or a new one), a current travel signature on your I-20 (your school sets how recent it must be, so ask, especially on OPT), and, on OPT, your EAD and a job letter. Boston University's ISSO says "International travel risks remain high" and advises allowing "at least 30 days for visa processing" (BU ISSO advisory). Cornell, JHU and USC advise against international travel while an initial OPT application is pending (Cornell).
Expect your history to be visible. Since August 2025, State says it continuously vets all 55 million-plus valid visa holders (PBS NewsHour). CBP reports 52,081 electronic-device searches in FY2026 Q1 to Q3, up about 33% year over year, though in FY2025 searches reached "less than 0.01 percent" of arriving travelers (CBP device-search data). Our explainer on basic versus advanced CBP device searches covers what an officer can look at. The point is to carry documents that accurately match what the government's records already show.
How do I explain the gap to an employer or on a future visa application?
Keep it short and true. Employers generally see your EAD and I-9 documents, not SEVIS. If a recruiter asks about a few weeks away from a role, one accurate sentence, for example that an issue with your student record was resolved and you are authorized to work, is usually enough. Our guide to explaining an OPT employment gap in interviews has more phrasing.
Government forms are different. Answer every question on a visa application or USCIS form accurately, because the event history is already on file. In Liu, the government agreed that the termination and reactivation "will not, in itself, have a negative impact" on the student's USCIS cases, and the student agreed to hand USCIS the stipulation if an RFE, NOID or denial relied on it. That promise covers one case, but it shows why paper matters. Since 2026-08-05, USCIS policy alert PA-2026-05 (in effect, challenged in AAUP v. Mullin) lets officers deny a benefit request without first issuing a request for evidence when required initial evidence is missing. Before you or your employer file a STEM OPT I-765 or an H-1B change of status, ask the immigration attorney preparing it how to document the restoration.
Can my SEVIS record be terminated again?
Yes. A restoration is not immunity. Even the Liu stipulation, which barred re-termination based solely on the original grounds, says "ICE maintains the authority to terminate a SEVIS record", for example if a student "fails to maintain his or her nonimmigrant status after the record is reactivated." Nobody can promise terminations will not recur; our tracker of the 2025 SEVIS termination wave and its lawsuits follows the litigation.
What you control is your status. Keep a full course load, or get a reduced course load approved by your DSO in advance; Study in the States' 2026-10-21 fall refresher says "Approval of a reduced course load from your academic advisor is insufficient." On OPT, keep your employer reporting current. If a status violation did happen, F-1 reinstatement is a separate USCIS process, and the reinstatement I-20 page linked above explains what changes once more than five months have passed.
Common mistakes
- Reading "Active" as "retroactive." Ask for the effective date in writing.
- Assuming the visa came back with SEVIS. A revoked stamp needs a new visa before re-entry.
- Booking winter travel first. Get the DSO's written confirmation, and an attorney's view if a visa was revoked, before you buy a ticket.
- Trusting a 60-day OPT unemployment figure. The limit is 90 days (150 on STEM OPT).
- Leaving stale employer data in the SEVP Portal. An end-dated employer with no replacement keeps the counter running.
- Losing the paper trail. The event history persists; your copies are how you explain it.
- Treating forum threads as rules. Restoration stories differ because the routes differ.
Frequently asked questions
Does a restored SEVIS record mean my status was never terminated?
Only if the paper behind it says so. In one 2025 federal case the government agreed a retroactive reactivation worked "as though the termination did not happen", but a plain reactivation or a USCIS reinstatement can leave a dated gap. Get the effective date from your DSO in writing.
Is my visa still valid if SEVIS was restored but the visa was revoked?
No. SEVIS is ICE's student record and the visa is a State Department travel document, so restoring one does not reissue the other. Returning after travel usually means a new F-1 visa from a consulate abroad. Talk to a licensed immigration attorney before you plan that trip.
Do days during the termination count against my OPT unemployment?
It depends on what your record shows. SEVIS counts each day without employer information against a limit that, as of November 2026, is 90 days on post-completion OPT and 150 in aggregate on STEM OPT. Ask your DSO for your count in writing.
Can I travel after my SEVIS record was restored?
Only after you confirm a usable visa stamp, a current I-20 travel signature, and your DSO's written confirmation of how the record shows the termination period. If your visa was revoked or a status question is open, see a licensed immigration attorney first.
How do I explain the gap to an employer or on a future visa application?
Briefly and truthfully. Employers generally see your EAD and I-9 documents, not SEVIS, so a short factual answer usually works. Answer government forms accurately, because the event history keeps the termination on file, and ask the attorney preparing any future filing how to document it.
