UIUC to H-1B: The Champaign-Urbana Job Market for International Graduates, and When to Move to Chicago

The biggest H-1B filer with a Champaign address is the University of Illinois itself, so a UIUC sponsor search has to cover campus, Research Park and Chicago at once.

Yes, the University of Illinois sponsors H-1B workers, and because it is a university it is cap-exempt: it can file in any month, with no lottery, for the positions it chooses to sponsor. In the USCIS H-1B Employer Data Hub extract our employer pages use, the Urbana-Champaign campus appears under two name variants with 345 and 100 petitions across FY2024 through a partial FY2026. Off campus, many of Champaign-Urbana's private employers sit in Research Park, and their petitions are usually filed under a parent-company address somewhere else. Chicago is where Illinois volume concentrates. Move there when your field's sponsors are there, not before.

Status as of November 1, 2026. In effect: the OPT unemployment limits (90 days, 150 in aggregate with STEM OPT), the STEM OPT 180-day automatic extension, and SEVP's August 2026 CPT broadcasts (challenged; preliminary-injunction hearing 2026-11-06 at 3:00 p.m., so check the docket for the outcome after that date). Proposed only: OPT fees that schools would pay before recommending OPT (and could pass on to students), with comments closing 2026-11-09. Blocked: the duration-of-status rule (so the F-1 60-day grace period still applies) and collection of the $100,000 H-1B payment. Not announced: FY2028 H-1B registration.

Does the University of Illinois sponsor H-1B?

The University of Illinois Urbana-Champaign files H-1B petitions as a cap-exempt institution of higher education, so its petitions skip the lottery and can be filed in any month. Sponsorship is not automatic: it depends on the position and the hiring department, so ask about the specific role. Because cap-exempt petitions get no cap-gap protection, the timing has to work before your OPT or STEM OPT authorization ends.

In the USCIS H-1B Employer Data Hub extract behind our employer pages, the campus appears with a Champaign address under two name variants: University of Illinois at Urbana-C with 345 petitions and University of Illinois at Urbana-Champaign with 100, counted across FY2024 through a partial FY2026. A third entry, University of Illinois Chicago, shows 328 petitions and is also listed with a Champaign address. These are USCIS "first decisions ... on petitions for initial and continuing employment," so extensions for current staff count alongside new hires. Add the variants together when you size the university as an employer, and treat the FY2026 slice as incomplete: our extract was built in July 2026, and the live Hub now says it covers "fiscal year 2026 (quarter 4)" (checked 2026-11-01), so look there for newer figures.

Three consequences of cap-exempt status matter for your timeline:

On the $100,000 payment: Proclamation 11069 is in effect on paper, but courts blocked the agency policies that implement it, so the payment is not being collected (as of 2026-11-01), and USCIS's I-129 page says "If this order is later lifted, DHS still plans to collect the payment." Change-of-status requests USCIS grants inside the US were never covered (a denied one would be). A Congressional Research Service insight (2026-10-14) reported that initial consular H-1B petitions from cap-exempt employers fell 91% in the fee's first eight months. That is about hiring from abroad, not about an F-1 graduate already in Champaign.

Why does the Champaign-Urbana H-1B map look almost empty?

Because federal H-1B data is organized by the employer's mailing address, not by where people work. An engineer at a Research Park innovation center is usually counted under the parent company's mailing address, often its headquarters city.

USCIS says so directly. Its Data Hub documentation says the location shown "is not necessarily the beneficiary(ies) work location." In our Illinois hub (260 employers, 33,065 petitions across FY2024 through a partial FY2026), the only employers listed with a Champaign address are University of Illinois entries, which is our reading of that extract. UIC carrying a Champaign address shows the same effect: the city reflects the filing address.

The ADM Science and Technology Center, for example, sits in Research Park, while ADM's employer page lists its Decatur address; Abbott Laboratories, another Research Park tenant, appears in the same extract under a Chicago address. To see Champaign-Urbana the way employers file for it, switch to Department of Labor data. Every H-1B starts with a Labor Condition Application that names the worksite, and DOL publishes LCA disclosure files on its OFLC performance page (the latest are FY2026 Q3, through 2026-06-30). Filter the worksite city for Champaign or Urbana, and our guide to searching LCA filings for any employer covers the rest.

Which companies in Champaign-Urbana hire OPT students?

Think in three layers: the university, Research Park, and employers within commuting or remote range. Each has a different visa profile.

The university and its research units

Research, postdoctoral and technical roles can start on OPT or STEM OPT and convert to a cap-exempt H-1B. The trade-off: a cap-exempt H-1B does not count you against the cap, so a later move to a cap-subject employer generally means entering the lottery then, unless you were already counted against the cap earlier in your six years.

Research Park

Research Park says it has "more than 120 companies, employing over 2,000 people," more than 800 student interns at any given time, and over 50 startups (about page, read 2026-11-02). Its tenant directory tags corporate innovation sites (the first page lists Abbott Laboratories, the ADM Science and Technology Center and the AGCO Acceleration Center) separately from EnterpriseWorks incubator startups.

Employers beyond the twin cities

The Illinois hub also lists sponsors within driving range: ADM in Decatur, State Farm and Country Financial in Bloomington, Illinois State University in Normal (another cap-exempt university) and OSF HealthCare in Peoria. Those cities are filing addresses, so confirm where the team you would join actually works. And OPT lets you work for an employer elsewhere while you live in Champaign, as long as the job is directly related to your degree and you report it.

Where does the UIUC Career Center list CPT and OPT employers?

The Career Center's international students companies page offers two Excel files, one for undergraduates and one for graduate students, built from ISSS data. As of 2026-11-02 the page says it updates these lists "three times per year," last in August 2026, and that the data was collected before the August 24, 2026 CPT policy announcement.

The Career Center's own caveat is worth reading literally: listed companies "may be friendly or supportive in hiring Illinois students, but their recruiting policies can change by internal and/or external factors." Grainger Engineering Career Services points students to an International-Friendly Company List developed by the Career Center and ISSS, and warns that "past hiring does not guarantee future hiring practices or sponsorship availability." An employer that hired you on CPT may never file an H-1B.

How to turn the list into a sponsor list:

  1. Download the graduate or undergraduate Excel file from the Career Center's companies page, and keep only employers in your field.
  2. Search each name in the USCIS H-1B Employer Data Hub, adding up name variants and noting the headquarters city.
  3. Filter DOL's LCA disclosure file from the OFLC performance page by worksite city (Champaign, Urbana) and your occupation to find teams that file locally.
  4. Match the results against the Research Park tenant directory to find who works on site.
  5. Check your offer's wage level in DOL's OFLC Wage Search for both the Champaign-Urbana area and Chicago.
  6. Ask the recruiter in writing whether the role is cap-subject or cap-exempt and whether the employer uses E-Verify.
  7. Clear any CPT offer with your ISSS adviser (your DSO) before you start, and report OPT employment through the iStart "OPT Employer Information Update" e-form within 10 days, as the ISSS OPT page requires.

Step 7 matters more this year: SEVP's broadcast BCM 2608-01 allows CPT only "if its absence would make the attainment of a degree an impossibility" (in effect and challenged in AAU v. DHS as of 2026-11-01, with no ruling before the 2026-11-06 hearing). Your DSO, not the employer, decides whether a Research Park internship qualifies.

Should a UIUC graduate move to Chicago to find a sponsor?

Move when your target employers are concentrated there and their interviews or onboarding call for it. Stay when your work is research, ag-tech or engineering that Champaign-Urbana hosts, or when you can interview remotely.

Chicago is the volume market. The Chicago metro hub holds 100 employers and 20,453 petitions across FY2024 through a partial FY2026, about 62% of the Illinois hub's petitions (our arithmetic), led by Capgemini (5,134), Accenture (3,830) and JPMorgan Chase (2,966). Our Chicago H-1B guide maps those sectors, and the statewide Illinois sponsor guide covers the suburbs and cap-exempt options. One caution: Capgemini is one of eight employers whose PERM (green-card labor certification) applications DOL announced on 2026-10-08 it would not accept or process, with no written notice or end date as of 2026-11-01. Per Mayer Brown, the action "does not suspend any employer from the H-1B program," but ask about green-card timing.

Stay, move or search nationally? (decision checklist, as of 2026-11)

Your situationLean towardWhy
Research, lab or academic-track roleStay (campus)Cap-exempt filing in any month; no cap-gap, so plan the H-1B start before OPT ends
Ag-tech, engineering or R&D at a corporate siteStay (Research Park)Local teams exist; parent company files, usually cap-subject
Consulting, IT services, banking, insuranceChicagoMost Illinois petitions sit with Chicago-area employers
Remote-eligible software or data roleSearch nationally from ChampaignCheaper runway; OPT does not require living near the employer (STEM OPT still needs the employer's I-983 training plan)
Unemployment days running lowDo not move without an offerThe clock runs wherever you live

Wage level matters too. Under wage-weighted selection (in effect since 2026-02-27; Level IV weighted four times Level I), registrants report, in the words of USCIS's registration page, "the highest Occupational Employment and Wage Statistics (OEWS) wage level that the beneficiary's proffered wage equals or exceeds" for the occupation in the area of intended employment. The same salary can land at a different level in Champaign-Urbana than in Chicago, so check both and ask the employer's attorney how they will classify the role.

Moving pauses nothing. Your OPT unemployment days are cumulative, counted from your OPT start date for each day "without employer information," per Study in the States. ISSS also asks you to update your address in iStart within 10 days of a move.

UIUC H-1B timeline: OPT to H-1B for a December 2026 graduate

Use this as a model, not your schedule: your I-20 program end date and EAD govern. Suppose a master's student's program ends Friday 2026-12-18 and they request an OPT start of 2027-01-04.

The I-765 costs $520 on paper or $470 online under the G-1055 fee schedule (edition 10/26/26), and ISSS lists a $100 OPT management fee before it issues the new I-20. USCIS's processing tool showed 80% of F-1 student I-765s decided within 5 months when read on 2026-11-01. If a university offer arrives instead, there is no cap-gap to lean on: your work authorization stops when the EAD ends unless the H-1B has already started, so the date the university files matters. Ask the hiring department how it times the filing, and your DSO about the OPT side.

How much has Illinois international enrollment fallen in 2026?

International enrollment at Illinois' 12 public universities fell 14.2% (3,147 students) in fall 2026: graduate and professional students down 19.9% (2,626) and undergraduates down 5.8% (521), per the governor's October 23, 2026 release. Total enrollment hit its highest level in over a decade. The release gives no UIUC-specific international figure.

Separately, active F/M SEVIS records in Illinois were 9.1% lower in October 2026 than in October 2025 (our sums of the DHS October 2026 tables). SEVIS counts active records, including students on OPT, not new enrollment. For your search, a smaller cohort means thinner informal referral chains, which is one more reason to work your alumni network deliberately: Illini a few years ahead of you on H-1B know which local teams actually file.

Frequently asked questions

Does the University of Illinois sponsor H-1B?

Yes. The University of Illinois Urbana-Champaign is a cap-exempt university employer, so its H-1B petitions skip the lottery and can be filed in any month, for the positions it chooses to sponsor. The USCIS Data Hub extract F1Jobs uses shows it under two name variants with 345 and 100 petitions (FY2024 to a partial FY2026). Cap-exempt petitions get no cap-gap, so the timing has to work before your OPT or STEM OPT ends.

Which companies in Champaign-Urbana hire OPT students?

Start with the university itself (a cap-exempt employer), Research Park's more than 120 companies, including corporate innovation sites such as Abbott Laboratories, the ADM Science and Technology Center and the AGCO Acceleration Center, and the UIUC Career Center's Excel lists of employers that hired Illinois students on CPT or OPT. Hiring someone on OPT is not the same as sponsoring an H-1B, so check each name in the USCIS Data Hub and in DOL LCA data filtered by worksite city (as of November 2026).

Should a UIUC graduate move to Chicago to find a sponsor?

Move when your target employers are there and their interviews call for it, not simply to be near more companies. The Chicago metro holds 100 employers and 20,453 petitions in the Data Hub extract F1Jobs uses (FY2024 to a partial FY2026), led by Capgemini, Accenture and JPMorgan Chase. Your OPT unemployment clock (90 days, or 150 in aggregate with STEM OPT, as of November 2026) keeps running wherever you live, so line up interviews before you sign a lease.

Where does the UIUC Career Center list CPT and OPT employers?

On its international students companies page, which offers two Excel files, one for undergraduates and one for graduate students, built from ISSS data. The page says the lists are updated three times a year, were last updated in August 2026, and were collected before the August 24, 2026 CPT policy announcement. Treat them as a starting point, because past CPT or OPT hiring does not show that an employer will sponsor an H-1B.

How much has Illinois international enrollment fallen in 2026?

Across Illinois' 12 public universities, international enrollment fell 14.2% (3,147 students) in fall 2026, with graduate and professional students down 19.9% and undergraduates down 5.8%, according to the governor's October 23, 2026 release. Active SEVIS records in Illinois were 9.1% lower in October 2026 than in October 2025. The release gives no campus-specific international figure for UIUC.
