Maryland H-1B Jobs: TCS in Rockville, Johns Hopkins, NIH and the I-270 Biotech Corridor
Maryland's H-1B totals are dominated by a TCS filing address in Rockville, but the state's lottery-free openings sit in its universities and federal labs, with biotech along I-270.

Part of our guide to H-1B jobs by state and city.
The biggest sources of H-1B jobs in Maryland are three kinds of employer. IT services firms file from Rockville, led by Tata Consultancy Services (TCS). Cap-exempt research employers, chiefly Johns Hopkins, the University of Maryland and NIH, can file year-round without the lottery, and FDA and the Howard Hughes Medical Institute (HHMI) usually can too. Cap-subject companies along the I-270 corridor and around Baltimore, such as GEICO, AstraZeneca, Hughes Network Systems, Marriott and T. Rowe Price, sponsor through the lottery. The USCIS Employer Data Hub extract behind our company pages lists 81 Maryland-address employers with at least 25 petition decisions each, 20,047 decisions in all, from FY2024 through part of FY2026.
Status, as of 2026-11-01:
- DOL's PERM suspension of eight employers, TCS among them, is in effect as announced on 2026-10-08, with no written notice and no end date. It is a green-card labor-certification action, not an H-1B suspension.
- USCIS's draft rule "Reforming the H-1B Nonimmigrant Visa Classification Program" (RIN 1615-AD00), whose agenda abstract mentions revising eligibility for cap exemptions, is under OIRA review and unpublished. Current cap-exemption rules apply.
- Proclamation 11069 (the $100,000 H-1B payment) is in effect on paper through 2027-09-21, but courts have blocked the agency policies that implement it, and the fee is not being collected. The FY2028 H-1B registration has not been announced.
Which companies sponsor H-1B in Maryland?
Maryland's largest H-1B sponsors are TCS (two Rockville entities, about 60% of the state's petition decisions in our data), then the University of Maryland, Infinite Computer Solutions, Johns Hopkins, GEICO, NIH, Hughes Network Systems, AstraZeneca, Marriott and T. Rowe Price. The universities and federal research agencies are generally cap-exempt. The companies are cap-subject and hire new H-1B workers through the lottery.
Selected large Maryland H-1B filers, as of 2026-11 (petition decisions, initial and continuing, FY2024 through part of FY2026, in the USCIS Employer Data Hub extract behind our Maryland sponsor hub; cities are filing addresses)
| Employer | City on file | Petition decisions | Usual H-1B track |
|---|---|---|---|
| Tata Consultancy Services (two entities) | Rockville | 9,478 + 2,490 | Cap-subject (IT services) |
| University of Maryland | Baltimore | 736 | Cap-exempt (university) |
| Infinite Computer Solutions | Rockville | 711 | Cap-subject (IT services) |
| Johns Hopkins University | Baltimore | 688 | Cap-exempt (university) |
| GEICO (two entities) | Chevy Chase | 523 + 303 | Cap-subject (insurance and tech) |
| National Institutes of Health | Bethesda | 491 | Cap-exempt (government research organization, per NIH) |
| Hughes Network Systems | Germantown | 316 | Cap-subject (satellite networking) |
| AstraZeneca | Gaithersburg | 234 | Cap-subject (biopharma) |
| Marriott International | Bethesda | 175 | Cap-subject (corporate headquarters) |
| T. Rowe Price | Owings Mills | 154 | Cap-subject (asset management) |
| Howard Hughes Medical Institute (two of its entities) | Chevy Chase | 123 + 121 | Usually cap-exempt (nonprofit research); confirm |
| Food and Drug Administration | Bethesda | 110 | Usually cap-exempt (federal research); confirm |
| Alexion Pharmaceuticals | Gaithersburg | 102 | Cap-subject (biopharma) |
By our arithmetic, the research employers in the table (UMD, JHU, NIH, HHMI's two listed entities and FDA) add up to 2,269 decisions, about 11% of the state total. That share understates them for a new graduate, because no lottery stands between you and those jobs. The hub also lists staffing firms (TEKsystems), hospitals (Sinai Hospital of Baltimore, the Johns Hopkins Hospital, MedStar entities) and school systems.
Why TCS dominates the Maryland numbers
The Data Hub sorts employers by address, not by where people work. USCIS's Data Hub glossary says the state field "is the State indicated in the mailing address of the employer and is not necessarily the beneficiary(ies) work location."
TCS files from Rockville, so its 11,968 decisions land in Maryland; our reading is that many of those workers sit at client sites in other states. It runs the other way too: HHMI is headquartered in Chevy Chase, but its Janelia Research Campus is in Ashburn, Virginia. To see where jobs physically sit, use DOL's LCA disclosure files and their separate worksites file (latest: FY2026 Q3, through 2026-06-30) on the OFLC performance data page.
The TCS total is also backward-looking. A CRS Insight dated 2026-10-14 says Tata submitted 95% fewer FY2027 H-1B registrations than for FY2026, so the Rockville figure records past filings, not new local openings. Our TCS, Infosys and Cognizant sponsorship guide covers what joining an IT services firm involves.
Cap-exempt H-1B employers in Maryland
Cap-exempt employers can file an H-1B petition any month of the year, with no registration and no lottery. In Maryland that means the universities, federal research agencies such as NIH, and nonprofit research organizations, the category HHMI would normally fall under. The exemption belongs to a specific legal entity, so ask before you assume.
The current rules are in 8 CFR 214.2(h)(8)(iii)(F), as revised effective 2025-01-17, with research definitions in paragraph (h)(19)(iii)(C): "When a fundamental activity of a governmental organization is the performance or promotion of basic research and/or applied research, that organization is a government research organization." A nonprofit qualifies the same way when a fundamental activity is "engaging in basic research and/or applied research." A nonprofit can also qualify through a formal written affiliation agreement with a university, and a worker placed at a qualifying entity must spend at least half their work time there, telework included. A hospital is not cap-exempt just for sitting on a medical campus, so ask whether it files as a university-affiliated nonprofit or as a cap-subject employer.
The unpublished RIN 1615-AD00 draft, at OIRA since 2026-08-24, changes none of this unless it is published and finalized; its agenda abstract is the only public description. Our explainer on cap-exempt nonprofit and government research organizations walks through each test.
Is NIH cap-exempt for H-1B?
Yes, for positions NIH is able to sponsor. NIH's Division of International Services says on its H-1B overview that "as a government research organization, NIH is not subject to this annual cap," so it is not limited to cap season.
The catch is the appointment type. The same page says FTE (employee) designations are eligible and non-FTE designations are not, and that "Visiting Fellows at the NIH are not employees and are therefore ineligible for NIH H-1B sponsorship." Anyone subject to the J-1 two-year home-residency requirement (212(e)) is ineligible until it is met or waived. NIH also warns that its H-1B employees who move to the private sector "may become subject to the cap." Our comparison of NIH postdoc pay and H-1B wage levels covers the money side.
Does Johns Hopkins sponsor H-1B for staff roles?
It can. Johns Hopkins University is the fifth-largest filing entity in Maryland in our data (688 decisions, initial and continuing), and a university's cap exemption attaches to the employer, not to faculty titles, so a staff position at the university itself is filed cap-exempt too.
Two conditions still apply. The job must be a specialty occupation, normally requiring at least a bachelor's degree in a specific field; research staff, data and IT roles often meet that, general administrative roles often do not. And the hiring department has to agree to sponsor, so ask the hiring manager before you accept. The Johns Hopkins Hospital and the health-system employers are separate legal entities from the university, so ask which entity would file and whether it files cap-exempt. The University of Maryland, likewise, is several campuses, each with its own hiring and international office.
Timing, cap-gap and the $100,000 question
No cap-gap exists for cap-exempt petitions: the USCIS cap-gap page limits the extension to beneficiaries of cap-subject petitions. If your OPT or STEM OPT EAD ends before a university or NIH H-1B is approved and starts, you cannot work in the gap, which is why international offices start these petitions months ahead. Our guide to why cap-gap does not cover cap-exempt H-1Bs shows how to work back from the EAD end date; your DSO can confirm the dates on your record.
The $100,000 payment hit research employers hard: CRS found that initial H-1B petitions for consular processing from cap-exempt employers fell 91% in the fee's first eight months, against the same period a year earlier. As of 2026-11-01 the fee is blocked, though USCIS's I-129 page says, "If this order is later lifted, DHS still plans to collect the payment." Even then, change-of-status and extension requests granted inside the US were never covered; a denied change of status or a consular-notification petition would be, so edge cases go to the employer's immigration attorney.
Cap-subject sponsors along I-270, in Baltimore and in Columbia
Most private employers outside the research world are cap-subject: a first H-1B there needs lottery selection, unless you were already counted against the cap. Along I-270 that means biopharma (AstraZeneca and Alexion in Gaithersburg), satellite networking (Hughes in Germantown) and corporate headquarters (Marriott in Bethesda, GEICO in Chevy Chase). The Baltimore area adds T. Rowe Price in Owings Mills, and Columbia adds IT, analytics and health-care employers: 18 employers and 969 petition decisions in our Columbia, MD metro hub.
As of 2026-11-01 the FY2028 registration is not announced. USCIS must announce its start at least 30 calendar days ahead (8 CFR 214.2(h)(8)(iii)(A)(3)), and its registration page still describes FY2027. Wage-weighted selection has been in effect since 2026-02-27, so a Level IV registration gets four entries and a Level I gets one. A separate $103,265 fee on certain cap-subject petitions (RIN 1615-AD20) is only proposed; comments closed 2026-09-24 and no final rule exists.
School systems file too: Baltimore City and Anne Arundel County Public Schools appear in the hub, and most districts are cap-subject (see school districts that sponsor H-1B, state by state). And Rockville and Baltimore sit in different DOL wage areas, so one job title can carry different prevailing wages; look up your occupation and county with the OFLC Wage Search on DOL's FLAG site.
Defense, space and federal contractor jobs: the clearance and ITAR filter
Maryland's defense and space work clusters around Fort Meade, Aberdeen Proving Ground, NASA Goddard in Greenbelt and the Johns Hopkins Applied Physics Laboratory in Laurel. Many of those roles need a security clearance or access to export-controlled data, and both shut out most F-1, OPT and H-1B holders.
On clearances, 32 CFR 117.10(k) says, "Contractors must make every effort to ensure that non-U.S. citizens are not employed in duties that may require access to classified information." A Limited Access Authorization exists only "in those rare circumstances" where a non-citizen has urgently needed skills and no cleared or clearable US citizen is readily available.
On ITAR, 22 CFR 120.63 defines a foreign person as any natural person who is not a lawful permanent resident or a protected individual, which includes you on F-1, OPT or H-1B. An employer needs State Department authorization to share ITAR-controlled technical data with you, and many will not seek it. Our guide to aerospace jobs and the ITAR citizenship wall lists the roles that usually stay open.
Are Maryland defense contractor jobs open to OPT students?
Some are. OPT does not bar a contractor from hiring you; the job's requirements do. "US citizenship required," "active clearance" or "must be a US person" ends the conversation, while unclassified commercial, IT and data work at the same companies may be open.
For STEM OPT, USCIS's STEM OPT page says the employer must "Be enrolled in E-Verify" and sign Form I-983. E-Verify's authorization runs through 2026-12-11 under the stopgap funding law (P.L. 119-103); whether it continues after that depends on Congress passing funding by then.
Does the TCS PERM suspension affect H-1B workers?
Not directly. On 2026-10-08 DOL announced a PERM suspension for eight employers: Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL and Capgemini. As of 2026-11-01 there is no written OFLC or Federal Register notice, no stated basis and no end date. Mayer Brown's analysis notes that the action "does not suspend any employer from the H-1B program."
PERM is the labor certification behind most employment green cards, so the pause bears on green-card timing, not on H-1B petitions. According to press reports from 2026-10-09, TCS said its PERM filings "were in single digits"; we could not confirm that on a TCS page. Practitioners read a suspended PERM as still counting toward one-year AC21 extensions, because a suspension is not a denial, revocation or administrative closure. That is practitioner analysis, not agency guidance, and an administrative closure would end that eligibility. Our guides to what the DOL PERM suspension actually does and AC21 options with an approved I-140 cover the details; your own case belongs with the employer's immigration attorney.
Maryland, Virginia or DC: where each fits
Most job seekers in the region search all three markets at once, and each rewards a different profile.
| Market | Strongest sponsor types | Watch for |
|---|---|---|
| Maryland | Research universities, federal science agencies, biopharma, IT services filers | Clearance roles near Fort Meade and APL |
| Virginia | Commercial cloud, data centers, enterprise software | Contractor roles needing clearance |
| DC | Universities, nonprofits, think tanks | Postings that require US citizenship |
Our guide to Virginia H-1B jobs in cloud and contracting covers Northern Virginia, and the Washington DC H-1B guide covers the District. An H-1B's LCA covers the worksite, not your home address, unless you telework, in which case your home can count as a worksite. A move to a worksite outside the area an LCA covers generally needs a new LCA and often an amended petition, so ask the employer's attorney first.
How to search for H-1B jobs in Maryland, step by step
- Open the Maryland sponsor hub and the USCIS Data Hub, remembering that cities are filing addresses.
- Check worksites in DOL's LCA disclosure files before you assume a job is local.
- Sort your list into cap-exempt employers (UMD, JHU, NIH, plus HHMI and FDA once confirmed) and cap-subject ones.
- Ask each cap-exempt employer's international office or HR which legal entity would file and whether your role is filed cap-exempt.
- Screen every defense or space posting for "US citizenship," "clearance" and "US person" before you apply.
- Confirm your OPT or STEM OPT end date with your DSO and, for STEM OPT, the employer's E-Verify enrollment and Form I-983.
- Ask a cap-subject employer whether it will register you once USCIS announces FY2028 registration, and at what wage level.
Common mistakes
- Reading Data Hub totals as local openings. A Rockville address can cover workers across the country.
- Assuming every Johns Hopkins entity, every hospital or every vendor on a campus is cap-exempt. The exemption belongs to the filing entity.
- Leaving a cap-exempt petition to the last month of OPT. No cap-gap protects you if the EAD ends first.
- Applying to clearance or ITAR roles without reading the citizenship line.
- Asking an IT services employer only about H-1B. Ask where you would be placed and what its green-card plans are while the PERM suspension stands.
Frequently asked questions
Which companies sponsor H-1B in Maryland?
In the USCIS Employer Data Hub extract we use (FY2024 through part of FY2026), the largest Maryland filers are two TCS entities in Rockville (9,478 and 2,490 petition decisions), then the University of Maryland (736), Infinite Computer Solutions (711), Johns Hopkins (688), GEICO (523 and 303) and NIH (491). The Hub files by mailing address, so the TCS total is not a count of Maryland jobs.
Is NIH cap-exempt for H-1B?
Yes, for positions NIH can sponsor. NIH's Division of International Services says that as a government research organization NIH is not subject to the annual H-1B cap. Only FTE (employee) appointments qualify; Visiting Fellows are not employees and are ineligible. Current cap-exemption rules apply as of 2026-11-01.
Does Johns Hopkins sponsor H-1B for staff roles?
It can. A university's cap exemption covers staff roles at the university itself, not only faculty. The job must be a specialty occupation and the hiring department must agree to sponsor, so ask before you accept. The hospital and health-system entities are separate employers, and cap-exempt petitions get no cap-gap protection.
Are Maryland defense contractor jobs open to OPT students?
Some are. Roles that need a security clearance or ITAR-controlled data are largely closed to F-1, OPT and H-1B holders, because federal rules tell contractors to keep non-US citizens out of classified work and treat you as a foreign person under ITAR. Unclassified commercial, IT and data roles may be open, and STEM OPT also needs an E-Verify employer and a Form I-983.
Does the TCS PERM suspension affect H-1B workers?
Not directly. DOL announced on 2026-10-08 a PERM suspension for eight employers including TCS, with no written notice or end date as of 2026-11-01, and it does not suspend any employer from the H-1B program. It affects the green-card step, so ask the employer's immigration attorney how it touches your own case and any AC21 extension.

How we checked this: employer figures come from the USCIS Employer Data Hub extract behind our company pages (employers with 25 or more decisions). The live Hub now runs through FY2026 quarter 4 (checked 2026-11-01); our extract predates that, so its FY2026 is partial. Rules and statuses come from USCIS, NIH, DOL, CRS, Reginfo.gov and the CFR text, read on 2026-11-01 and 2026-11-02. Johns Hopkins' own sponsorship pages did not load for us, so that section rests on the Data Hub and the cap-exemption rules, not on university guidance.
This is general information, not legal or tax advice. Your own I-20, EAD, I-94 and approval notice govern, so take OPT and SEVIS questions to your DSO and petition or status questions to a licensed immigration attorney.
If you are building a Maryland target list that mixes cap-exempt labs with cap-subject employers, F1Jobs can help you plan the search around your OPT dates.
