University of Michigan H-1B and the Ann Arbor Job Market: Cap-Exempt Roles, Local Sponsors and When to Move
U-M sponsors H-1B without a lottery, but a cap-exempt petition gets no cap-gap and does not follow you to Ford or GM, so the timing of each move matters as much as the offer.

Part of our guide to cap-exempt H-1B employers.
Yes, the University of Michigan sponsors H-1B visas, and its petitions are cap-exempt. As a university, U-M files outside the annual H-1B cap: no registration, no lottery, and no wait for an October 1 start, as of 2026-11-01. In the USCIS H-1B Employer Data Hub extract behind our University of Michigan sponsor page, U-M had 1,125 petitions decided across FY2024 to FY2026 (FY2026 partial), third in Michigan. Two rules decide most University of Michigan H-1B outcomes: a cap-exempt petition gets no cap-gap after OPT, and the exemption stays with the employer, so moving to a private employer in Ann Arbor or Detroit usually means entering the lottery.
Status, as of 2026-11-01. The cap exemption and its 2025-01-17 affiliation rules are in effect; cap-gap is in effect for cap-subject petitions only. The $100,000 entry restriction is in effect on paper to 2027-09-21, but the fee is blocked and not collected. FY2028 registration is not announced.
Does the University of Michigan sponsor H-1B?
Yes. The University of Michigan sponsors H-1B workers in faculty, research, Michigan Medicine and professional staff roles, and files those petitions cap-exempt, outside the lottery. Each hiring unit decides whether to sponsor and asks the International Center's Faculty and Staff Immigration Services (FSIS) to file. U-M does not sponsor staff classifications whose minimum requirement is less than a bachelor's degree in a specific related field.
Three sources measure the scale in different ways:
- Petition data. U-M's 1,125 petitions decided place it third on our Michigan sponsor list, behind Ford and GM, among 204 employers with 20,326 petitions. About half of U-M's were for new hires rather than renewals, so our company page labels it "actively hiring"; Ford's and GM's new-hire shares were under 10%.
- U-M's own headcount. The University Senate's Resolution Regarding New H-1B Policies (approved 2025-11-06) opens: "Whereas in 2024 there were 773 H-1B visa-holders employed at the University of Michigan, in all three campuses." It adds that "Michigan Medicine employs hundreds of H-1B visa-holders." That counts people, not petitions.
- Live postings. U-M posts its Labor Condition Application notices on the International Center's DOL Notice of Filing page. Two weeks of a 2026-08-19 capture listed assistant professors in Robotics and Physics, research lab specialists in Internal Medicine units, Mathematics postdocs, Dearborn-campus faculty, and a senior software developer and a business systems analyst at the Alumni Association. Sponsorship at U-M is not limited to faculty.
For the national picture, our ranking of top US universities by H-1B volume compares schools; this page stays in Ann Arbor.
University of Michigan H-1B by role: faculty, postdocs, research staff and Michigan Medicine
U-M's faculty and staff immigration guidance has the hiring department submit an H-1B authorization form, after which FSIS files the petition. Its green-card guidance adds that "individual departments, schools, colleges or other units may limit who they will sponsor." So ask whether this unit sponsors this title. For staff, U-M says "No H-1B sponsorship will be pursued" where a classification's minimum requirement "is less than a bachelor's degree (or equivalent) in a specific field related to the position"; where no minimum is set, the International Center decides case by case.
U-M sponsorship by role type, from International Center guidance (captures of 2026-09-12 and 2026-10-24), as of 2026-11
| Role type | H-1B | Green card | Ask the unit |
|---|---|---|---|
| Tenure-track faculty | Regularly filed | Sponsored in EB-1, EB-2 or EB-3; teaching roles generally qualify for "Special Handling" | When will you start the green card? |
| Postdocs | Possible | Often not: roles without a set end date may count as "permanent," U-M says, "but many (e.g. Postdoctoral Research Fellows) do not" | J-1 or H-1B, and what happens at the end date? |
| Research staff | If the classification needs a bachelor's in a specific field | If full-time and permanent; unit decides | What is this classification's minimum degree? |
| Professional and IT staff | Same degree test | Unit decides | Has this unit sponsored this title before? |
| Michigan Medicine clinical | Health care workers face "several additional requirements" | Unit decides | Which licensing steps come first? |
A move between U-M departments needs a new authorization form from the new department and a termination and transfer form from the old one, per U-M's hiring-unit guidance. FSIS works for the university as your employer; for strategy personal to you, such as when to leave, consult a licensed immigration attorney of your own.
Is the University of Michigan cap-exempt?
Yes. The H-1B cap does not apply to employment at an "institution of higher education," as the Higher Education Act defines it, or at a related or affiliated nonprofit, under 8 CFR 214.2(h)(8)(iii)(F) (text at Cornell LII), so there is no registration or wage-weighted selection.
The rules effective 2025-01-17 widened who else qualifies:
- Affiliated nonprofits qualify through a formal written affiliation agreement if "a fundamental activity of the nonprofit entity is to directly contribute to the research or education mission of the institution of higher education."
- Workers placed at the university can be exempt if they "spend at least half of their work time performing job duties at a qualifying institution" and those duties directly further its education or research mission, telework included.
Whether a research nonprofit or contractor role near campus qualifies is a question for the employer's immigration attorney. A draft USCIS rule under OIRA review since 2026-08-24 (RIN 1615-AD00) names "revising eligibility for cap exemptions" in its abstract; no text is public, so the current rules apply. Our cap-exempt bridge strategy guide covers using this kind of work to build toward a stronger lottery registration.
Common misconception: a U-M H-1B makes you cap-exempt with any employer. Correction: the exemption attaches to the employer and the job. If cap-exempt employment ends with no new cap-exempt petition, the regulation says "the alien will be subject to the cap if not previously counted within the 6-year period of authorized admission to which the cap-exempt employment applied."
Can I work at U-M on OPT and then get an H-1B?
Yes. A U-M unit can hire you on OPT or STEM OPT and later file a cap-exempt H-1B change of status. The risk is timing: USCIS says cap-gap "applies only to beneficiaries of cap-subject H-1B petitions, not to beneficiaries of cap-exempt H-1B petitions," per its cap-gap page.
The OPT side ("umich opt"). If you are a U-M student, an International Center DSO makes your OPT recommendation in SEVIS. If you graduated elsewhere, U-M says it "cannot assist with the AT and OPT applications for non-UM students," so your own school's DSO stays responsible. As of 2026-11-01:
- Fee and wait. The I-765 costs $520 on paper or $470 online (Form G-1055, edition 10/26/26); the USCIS processing-times tool showed 80% of F-1 student cases completed within 5 months.
- Unemployment. 90 days on OPT and 150 in aggregate on STEM OPT, in effect per the SEVIS unemployment counter guidance.
- STEM OPT. An E-Verify employer and a signed Form I-983; the 180-day automatic extension for timely filers is unchanged, per USCIS's STEM OPT page.
- OPT fees. Only proposed: the school, which may pass the cost on, would pay $70,000 before an initial OPT recommendation and $30,000 before each later one, starting 60 days after any final rule. Comments close 2026-11-09; check the Federal Register after that date.
The H-1B side. U-M's guidance says an employer may file no earlier than six months before the start date, asks for requests six to seven months ahead, and says FSIS needs about four to six weeks to prepare a petition. On 2026-11-01 the USCIS tool showed 80% of H-1B change-of-status petitions completed within 10 months. Premium processing (Form I-907, $2,965) gets USCIS action within 15 business days; whether to pay for it is the unit's call.
Worked timeline: OPT to a U-M H-1B with no cap-gap
Assume a degree that is not STEM-eligible, so you have 12 months of OPT and no extension.
| Date | What happens | Why it matters |
|---|---|---|
| 2026-07-01 | OPT EAD starts | It ends 2027-06-30 |
| 2026-11-02 | You start a Michigan Medicine research role on OPT | The unit will sponsor an H-1B starting 2027-06-01 |
| By 2026-11-30 | The unit sends its authorization form to FSIS | Six to seven months ahead |
| 2026-12-01 | Earliest filing date | Preparation may push filing to mid-January 2027 (our arithmetic) |
| Mid-January 2027 | Petition filed, regular processing | At the tool's 10-month mark it could still be pending in November 2027 (our arithmetic) |
| 2027-06-30 | OPT EAD ends | Without an approval, you stop working on 2027-07-01 |
The fork is premium processing, so raise it when you negotiate the offer, not in June. If approval looks unlikely before your EAD ends, ask your DSO about your F-1 options. U-M's hiring-unit guidance also allows a short-term furlough for an employee who temporarily loses work authorization, case by case, with prior FSIS and University Human Resources approval that is "not guaranteed." Our guide to timing a university H-1B before your OPT ends covers STEM OPT and other scenarios.
Which Ann Arbor companies sponsor H-1B?
Inside Ann Arbor, few private employers file in volume. Ann Arbor mailing addresses in the Data Hub extract include Domino's Pizza, the autonomous-vehicle company May Mobility, PMA Consultants and several small IT consultancies, but U-M is the only one large enough for its own page in our directory.
Read city data with care. USCIS places each employer by "the mailing address of the employer," which "is not necessarily the beneficiary(ies) work location," per its methodology page. A company headquartered elsewhere can employ H-1B workers in Ann Arbor without appearing on an Ann Arbor list.
Sponsors within reach of Ann Arbor, petitions decided FY2024 to FY2026 (FY2026 partial), USCIS Employer Data Hub extract, as of 2026-11
| Employer | Hub city | Cap status | Petitions decided | For an OPT hire |
|---|---|---|---|---|
| University of Michigan | Ann Arbor | Cap-exempt | 1,125 | No lottery; no cap-gap |
| Ford Motor Company | Dearborn | Cap-subject | 1,856 | Lottery; mostly renewals |
| General Motors | Detroit | Cap-subject | 1,554 | Lottery; mostly renewals |
"Mostly renewals" means fewer than 10% of each automaker's petitions were for new hires; the rest continued the employment of people already on staff. Our Michigan H-1B state guide breaks out the FY2024 initial-versus-continuing split, and the automotive and EV sponsorship guide covers OEMs and suppliers nationally.
Beyond the automakers, Detroit's city page lists Rocket Mortgage, Ally Bank, Henry Ford Health and Wayne State University, and Troy and Farmington Hills hold the auto-supplier and IT services firms our Metro Detroit guide covers. One quirk: U-M's own Dearborn campus is cap-exempt and sits in the same city as Ford's headquarters.
When to move: from a cap-exempt U-M H-1B to a cap-subject employer
You move by being selected in the cap, unless you were counted against it before. U-M H-1B time also counts toward the six-year H-1B limit, so a long stay shortens your remaining time at a private employer.
- Check your I-797 history with an immigration attorney: were you ever counted against the cap?
- Ask the target employer whether it registers people already on a cap-exempt H-1B, and at what wage level. Under the weighted selection rule, in effect since 2026-02-27, a Level IV registration is entered four times and Level I once.
- Watch the USCIS H-1B electronic registration page. FY2028 dates are not announced; USCIS must give at least 30 days' notice.
- Plan the overlap. A cap-subject petition starts no earlier than October 1 of its fiscal year; U-M employment can continue until then.
- Time the resignation. U-M's hiring-unit guidance says FSIS withdraws the approved petition when you leave, so leaving before the new H-1B employment can begin can leave a gap in status.
- Know the concurrent option. A cap-subject employer can file for concurrent H-1B work while the U-M job continues, if you can reasonably do both. That petition "cannot extend beyond the period of validity specified for the cap-exempt H-1B employment," and if the U-M job ends, USCIS "may revoke" it unless you were counted before.
Two worker rules have comment periods running as of 2026-11-01, and both are only proposed: ending the 60-day grace period for H-1B and other workers, not F-1 students (RIN 1615-AD22, comments close 2026-11-10), and removing deference to prior approvals on extensions (RIN 1615-AD26, comments close 2026-11-13). Today's 60 days and current deference still apply; check the Federal Register after those dates, since a closed comment period changes no rule. Our guide to moving from a cap-exempt H-1B to a cap-subject employer covers the petition mechanics.
Decision checklist: stay in Ann Arbor or search beyond town?
- Stay focused on U-M if your work is research, clinical or academic, you have only 12 months of OPT, and a lottery-free petition matters more than private-sector pay for now.
- Widen to Dearborn, Detroit, Troy and Farmington Hills if your field is vehicle, embedded or manufacturing engineering, STEM OPT gives you more than one lottery season, and an offer can reach a higher wage level.
- Look beyond Michigan if your target roles, such as large software teams, cluster in other metros.
- For every offer, ask: "Will this role be filed cap-exempt or cap-subject, and when?"
Is Ann Arbor a good place to job hunt after graduation?
For research, health care, engineering and mobility work, yes: U-M and Michigan Medicine sponsor without a lottery, and Michigan's two largest H-1B filers are within reach. For a broad private tech market inside the city, it is thin.
Michigan's active F-1 and M-1 SEVIS records fell 10.1% from October 2025 to October 2026, against 7.1% nationally (our sums of the October 2026 SEVIS data); that counts students, not openings. A Congressional Research Service Insight (2026-10-14) found initial consular H-1B petitions from cap-exempt employers fell 91% in the $100,000 fee's first eight months. Those are hires from abroad; changes of status USCIS grants inside the US were never covered, per its H-1B page, and the I-129 page says a court vacated the agency guidance implementing the payment.
Common mistakes
- Comparing 773 with 1,125. One counts people employed in 2024; the other counts petition decisions over three fiscal years.
- Assuming every unit sponsors every title. Units decide, and staff classifications below a specific bachelor's degree are excluded.
- Assuming cap-gap covers a U-M petition. It covers only cap-subject petitions.
- Resigning before the new H-1B starts. FSIS withdraws U-M's petition when you leave.
- Reading a Hub city as a worksite. It is the employer's mailing address.

Which Ann Arbor companies sponsor H-1B?
By employer mailing address, U-M dominates Ann Arbor, with Domino's Pizza, May Mobility and several small consultancies far behind. Most private sponsorship within commuting range is in Dearborn and Detroit, led by Ford (1,856 petitions decided, FY2024 to FY2026) and General Motors (1,554), both cap-subject and mostly renewals.
Is Ann Arbor a good place to job hunt after graduation?
It is strong for university research, Michigan Medicine and automotive or mobility engineering within reach of Dearborn and Detroit, and thin for a large private tech sector inside the city. Michigan's active F-1 and M-1 SEVIS records fell 10.1% from October 2025 to October 2026, a measure of students, not jobs.

How we checked this: employer and city counts come from the USCIS H-1B Employer Data Hub extract behind our company pages; U-M policies come from its University Senate resolution and International Center pages (the live pages block automated reads, so we used web-archive captures dated 2026-08-19, 2026-09-12 and 2026-10-24); rules and status were checked on USCIS, SEVP, the Federal Register, reginfo.gov and the regulation text on 2026-11-01. This is general information, not legal or tax advice: your own I-20, EAD and I-797 govern your case, so confirm OPT and SEVIS questions with your DSO and petition or status strategy with a licensed immigration attorney.
If you are weighing a U-M offer against a search that reaches Dearborn, Detroit or beyond, F1Jobs can help you plan a search around employers that actually sponsor.
