No USCIS Receipt Notice Yet? How Long to Wait and How to Confirm USCIS Has Your OPT, H-4 or I-539 Filing
Your package was delivered weeks ago and the mailbox is still empty. Here is how to tell accepted from rejected before an OPT or H-4 deadline slips.

Part of our guide to the H-4 EAD.
USCIS receipt notice not received? Start with a different question: does USCIS have your filing at all? An online filing shows in your USCIS account as soon as you submit it. A mailed filing has no official wait to measure against, because USCIS publishes no receipt-notice timeline. What you can check is whether the package was delivered (courier tracking), whether USCIS accepted it (a G-1145 email or text, or a USCIS charge on your card or bank account, made "if we accept your filing"), and whether it came back rejected.
Status as of November 1, 2026: filing locations for Forms I-765, I-539, I-129, I-131, I-485, I-907 and others changed on 2026-10-07 (in effect); a package sent to a prior location is accepted only if postmarked on or before 2026-11-09. Fees are paid by card (G-1450) or ACH (G-1650) only (in effect since 2025-10-28). Accepted editions (2026-10-30): I-765 08/21/25 and I-539 08/28/24, not the 09/15/26 editions; from 2026-11-09, only the 09/09/26 I-129 (scheduled).
USCIS receipt notice not received? The short answer
USCIS says it charges your card or debits your account only "if we accept your filing," so a USCIS charge, or a G-1145 email or text, is the best early sign that a paper filing was accepted. Courier "delivered" proves arrival, not acceptance. A package returned with an I-797C rejection means the filing never counted. An online filing is received the moment you submit it.
Already holding the notice? Our guide to reading a USCIS receipt notice and case status decodes it; this page is for the notice that has not come.
How long does it take to get a USCIS receipt notice?
USCIS publishes no receipt-notice timeline. Its processing-times tool measures completion, not intake: on 2026-11-01 it showed 5 months for an F-1 student I-765, category (c)(3), meaning 80% of cases finished within that time, counted from receipt.
Lockbox estimates from universities and law firms are anecdotes, and intake moves with volume (USCIS logged 56,901 post-completion OPT and 56,960 STEM OPT I-765 receipts in April to June 2026 alone, per its FY2026 Q3 data). Count backward from your deadline, not forward from an average.
Online filers: the receipt is immediate
The USCIS Policy Manual treats e-filed requests as "received immediately upon submission," and the I-539 online page promises a "near-instant notification" in your account. OPT and STEM OPT I-765s ((c)(3)(A), (B), (C)) can be filed online, as can an I-539 for one applicant with no co-applicants. The H-4 EAD, (c)(26), is not on USCIS's online-filing list (updated 2026-10-07), so it goes on paper.
Paper filers: you cannot track the notice itself
USCIS's notice-delivery help page is blunt: "USCIS notices cannot be tracked via UPS or USPS." It points you to USPS Informed Delivery, which emails you images of letter mail due at your address.
One paper tool does give an early answer: Form G-1145. Clipped to the front of a paper I-765 sent to a USCIS lockbox, it asks USCIS to email or text you when it accepts the form, and "the notification will list your receipt number." It has to travel with the package, and the I-539 and I-129 are not on its list of eligible forms (as of 2026-11-01).
Common misconception: "My filing date is the day I mailed it."
Correction: USCIS dates a filing by "the actual date of receipt at the location designated for filing" (8 CFR 103.2(a)(7)(i)), shown as the I-797's Received Date, so your OPT 30-day window is met when USCIS receives the package. The postmark decides one current question: whether a package sent to a prior filing location is still accepted. Under PA-2026-15 (in effect since 2026-10-23), a day-counted paper deadline ending on a weekend or holiday is met by the next business day; online filings never get that extra day. Ask your DSO how that applies to your SEVIS dates.
What each signal tells you
Receipt signals and what they prove (as of 2026-11)
| Signal | What it proves | What it does not prove | Usual next step |
|---|---|---|---|
| Courier shows "delivered" | The package reached the filing location | Acceptance, or a filing date | Save the tracking record |
| G-1145 email or text | The lockbox accepted the form; the message lists your receipt number | Approval, or that the mailed I-797C will reach you | Check case status with that number |
| USCIS card charge or ACH debit | Acceptance at intake (USCIS charges only if it accepts) | Your receipt number or date | Watch Informed Delivery for the I-797C |
| No charge, nothing returned | Nothing definite yet | Either outcome | Tell your DSO or attorney if a deadline is close |
| Package returned with an I-797C rejection | Rejected; no filing date | Anything about eligibility | Fix the stated reason; get advice on refiling |
| I-797C receipt, or a receipt number in your online account | Accepted, with a receipt date | Approval or work authorization | Check case status |
| Status says a notice was mailed, none arrived | USCIS generated the notice | That it reached you | File the "did not receive notice by mail" e-Request |
How to check if USCIS received my application, step by step
- Log in to your USCIS online account if you filed online to find the receipt.
- Save your courier's tracking page, which USCIS's tips for filing by mail encourage you to keep with a copy of your payment form.
- Check your email and texts for a G-1145 acceptance message, if you clipped one to the package.
- Check your card or bank statement for a USCIS charge; ACH debits carry notations such as "USCIS Phoenix Lockbox" or "USCIS Chicago Lockbox."
- Sign up for USPS Informed Delivery to see the envelope before it arrives.
- Enter the receipt number in Case Status Online once you have one. If the tool calls it invalid, see our guide to receipt-number errors in case status.
- Tell your DSO (F-1, OPT, STEM OPT) or immigration attorney (H-1B, H-4, other petitions) as soon as any step turns up a problem, then use the USCIS contact routes below.
My card or bank was charged. What does that mean?
USCIS's Pay With a Credit Card by Mail page says: "If we accept your filing, we will: Charge your card for the proper fee amount annotated on the form." The ACH page makes the same promise for Form G-1650 debits. Three payment rules trip up international filers:
- Foreign cards fail. "We cannot accept a card issued by a foreign bank."
- A declined card is not retried. "If a credit card is declined, we will not try to process the credit card payment again."
- ACH gets one retry, for one reason. The account must be at a U.S. bank. A debit returned for insufficient funds is resubmitted once; after a second return USCIS "may reject or deny the filing." Returns for other reasons are not resubmitted.
Checks and money orders are rejected unless you qualify for the Form G-1651 exemption. Our walkthrough of paying USCIS fees with Forms G-1450 and G-1650 covers each form.
What if my package was rejected and mailed back?
Legally, you have not filed: "A benefit request which is rejected will not retain a filing date," and "A rejection of a filing with USCIS may not be appealed" (8 CFR 103.2(a)(7)). The Policy Manual adds that a corrected resubmission is processed as a new request, generally with new fees and a new filing date. The reasons that matter most in November 2026:
- Wrong address, postmarked after 2026-11-09. USCIS's filing-location update accepts prior locations only for forms "postmarked on or before Nov. 9, 2026"; otherwise USCIS may reject a package "as improperly filed." Check the current location for the I-765 and the I-539 on the day you ship.
- Wrong edition. The I-765 and I-539 pages say USCIS "is not accepting the 09/15/26 edition of Forms I-539 and I-765" (as of November 2026).
- Wrong fee. On G-1055 (edition 10/26/26) the I-765 is $520 on paper and the I-539 is $470 on paper. USCIS "will reject forms submitted with incorrect or incomplete fees."
- One payment for several forms. USCIS warns that "we must reject the entire package if 1 of the applications is defective," which matters to H-4 families mailing an I-539 and I-765 together.
- Printed online forms and improper signatures. "If you print out an online form and mail it to the lockbox, we will reject it," and USCIS will "reject or deny any improperly signed form."

What a missing receipt puts at risk, by filing type
Stakes by filing (as of 2026-11)
| Filing | Online? | What the receipt date protects | If it is rejected |
|---|---|---|---|
| Post-completion OPT, I-765 (c)(3)(B) | Yes | Receipt within 30 days of the DSO's SEVIS recommendation and no later than 60 days after program end | The new filing must still land inside both windows |
| STEM OPT, I-765 (c)(3)(C) | Yes | Filing before the OPT EAD expires, within 60 days of the DSO's recommendation | A refiling received after the EAD expires misses that deadline and gets no 180-day extension |
| H-4 EAD, I-765 (c)(26) | No | Your place in line; renewals filed on or after 2025-10-30 get no automatic extension | A later start in the queue, and a longer gap if the card expires first |
| I-539 (H-4 extension, F-1 change of status) | Yes, if you apply alone | Proof of when you filed relative to your current stay | Timeliness questions go to an attorney |
| H-1B I-129, cap-subject change of status | Yes, at the employer's choice | The timely filing cap-gap depends on (the receipt goes to the employer) | Cap-gap ends automatically |
The 30-day rule is on USCIS's OPT page. The STEM OPT page (updated 2026-01-30) still promises an automatic 180-day extension for a timely filing, which the final EAD rule of 2026-10-14 (in effect, though challenged) left alone. That rule does mean no automatic extension for (c)(26) H-4 renewals filed on or after 2025-10-30: no work from the day after the card's end date until approval, and the tool showed 17.5 months for a standalone H-4 EAD on 2026-11-01 (6.5 with an H-4 I-539). Our guide to working on an I-797 receipt notice covers which receipts let you keep working.
A worked example: an OPT filing that misses the November 9 cutoff
Suppose your DSO enters a post-completion OPT recommendation on Monday 2026-11-02 and your program ends Friday 2026-12-18. By our arithmetic, your 30-day window ends Wednesday 2026-12-02; the 60-day post-completion limit runs to 2027-02-16, so the 30-day window binds.
- Tuesday 2026-11-10: you FedEx a paper I-765 to an address from a friend's September packet, a prior location, postmarked a day past the grace period.
- Thursday 2026-11-12: FedEx shows "delivered." That proves arrival only.
- Friday 2026-11-20: no charge, nothing in Informed Delivery. This is the moment to call your DSO.
- Friday 2026-11-27: the package returns with an I-797C rejection citing the filing location. You have no filing date.
- Wednesday 2026-12-02: the window closes. A paper refiling must be received at the correct location by then; a (c)(3)(B) filing submitted online is received on submission.
Only your DSO can say which route fits. The warning sign came a week before the rejection.
H-1B receipt notice not received: who actually gets it
On an H-1B you are the beneficiary, not the filer. Your employer files Form I-129, and the I-797C receipt goes to the employer and, if one is on file, its attorney (Form G-28). Ask HR or the attorney for a copy; the Contact Center generally gives case-specific live help to the petitioner, its representative or someone it has authorized.
On OPT or STEM OPT the receipt matters because cap-gap depends on a timely, cap-subject change-of-status petition (cap-exempt petitions get no cap-gap). USCIS's cap-gap page says the extension ends automatically if the petition is denied, withdrawn, revoked or rejected, and that the employer's I-797 you bring your DSO for an updated I-20 "must have a valid receipt number."
When should I contact USCIS about a missing receipt?
USCIS's notice-delivery page names no waiting period before the e-Request below, and the Contact Center lists non-receipt of a notice among the questions it can usually resolve by phone. Match your situation:
- Filed online, nothing in your account: use the account's technical help form, linked from the Contact Center page.
- Charged, no receipt number: call the USCIS Contact Center at 800-375-5283 (TTY 800-767-1833; 212-620-3418 from abroad), Monday to Friday, 8 a.m. to 8 p.m. Eastern.
- Status says a notice was mailed, none arrived: file the "did not receive notice by mail" e-Request.
- No charge, nothing returned, deadline close: talk to your DSO (F-1) or attorney (H-1B, H-4) now. A second package mailed while the first may still be in intake can create duplicate filings and charges; that call is theirs.
- Moved after filing: update your address at uscis.gov/addresschange.
Common mistakes
- Treating "delivered" as "accepted." Only a G-1145 message, a USCIS charge or the receipt shows acceptance.
- Copying an address from an old packet or forum post. After 2026-11-09, use only the form's USCIS page.
- Paying with a home-country card or a check. Both are refused (checks unless you have a G-1651 exemption).
- Choosing FedEx "Adult Signature Required." USCIS lockboxes cannot accept it; "Direct Signature Required" gives delivery confirmation.
- Waiting quietly as a deadline nears. Your DSO or attorney can only work with the time left.
Frequently asked questions
How long does it take to get a USCIS receipt notice?
USCIS publishes no receipt-notice timeline; its processing-times tool measures completion, not intake. Online filers see the filing in their account on submission. Paper filers should watch courier tracking and a USCIS card charge or ACH debit, and let their deadline, not an average, decide how long to wait.
How can I confirm USCIS received my application?
Online filers check their USCIS account. Paper filers check courier tracking, any G-1145 email or text, a USCIS charge on their card or bank statement, and USPS Informed Delivery. With a receipt number, use Case Status Online. Charged but no receipt number? Call the USCIS Contact Center at 800-375-5283, weekdays 8 a.m. to 8 p.m. Eastern.
My card or bank was charged. What does that mean?
It is one of the best early signs that USCIS accepted your package. USCIS's card and ACH pages both say it takes the fee if it accepts your filing. A charge does not give you a receipt number or date, so keep watching for the I-797C.
What if my package was rejected and mailed back?
A rejected filing keeps no filing date and cannot be appealed (8 CFR 103.2(a)(7)). A corrected refiling is a new filing with its own payment form and receipt date, and your OPT or other window keeps running, so take the notice to your DSO (F-1) or attorney (H-1B, H-4) the day it arrives.
When should I contact USCIS about a missing receipt?
USCIS's notice-delivery page names no waiting period. If case status says a notice was mailed and none arrived, file the "did not receive notice by mail" e-Request. If you were charged but have no receipt number, call the Contact Center. With no charge, no return and a deadline close, talk to your DSO or attorney first.
