UW-Madison H-1B Sponsorship and Madison's Job Market: What the University Files and Who Else Hires
UW-Madison files hundreds of H-1B petitions, yet it cannot hire you on STEM OPT or sponsor postdoc fellows, so build your Madison job search around both limits.

Part of our guide to companies that sponsor H-1B visas.
Yes, UW-Madison sponsors H-1B visas, but only for some jobs and never as a promise. University of Wisconsin-Madison Human Resources says "Sponsorship for an H-1B and permanent residency (PR) is never required," the salary must meet Department of Labor (DOL) wage rules, and International Faculty and Staff Services (IFSS) cannot sponsor H-1B status for fellowship-funded titles such as Postdoctoral Fellow. Because UW-Madison is a university, its H-1B petitions skip the lottery. The catch most new graduates miss: UW-Madison cannot employ you on STEM OPT.
Status as of 2026-11-01. In effect: OPT unemployment limits of 90 days (150 in aggregate on STEM OPT); no cap-gap for cap-exempt petitions; wage-weighted H-1B selection (since 2026-02-27). Blocked: collection of the $100,000 H-1B payment, and the Duration of Status rule (blocked by a federal court since 2026-09-14; summary judgment briefed; DHS's appeal pending), so USCIS "will proceed under the previous regulatory provisions" and the F-1 60-day grace period still applies. Proposed only: the OPT fee rule (comments close 2026-11-09). Not announced: FY2028 H-1B registration.
UW-Madison H-1B sponsorship: the short answer
UW-Madison files H-1B petitions for eligible, paid "service" appointments, and because it is an institution of higher education those petitions are not subject to the annual H-1B cap. Sponsorship is never guaranteed: the hiring department has to start it, the salary must meet DOL wage requirements, and fellowship-funded titles cannot be sponsored at all.
The HR guide Job Posting Best Practices for Permanent Residency and H-1B Sponsorship (updated January 27, 2026) says "The University (UW) is under no obligation to file an H-1B petition or PR for any of its new hires" and "The UW must agree to pay at least the prevailing wage set by the DOL." The IFSS H-1B overview adds that petitions "must be initiated by the hiring department" (your department opens the case, not you) and that UW can petition for up to three years at a time within the six-year H-1B maximum.
The cap exemption is federal: USCIS's H-1B specialty occupations page says workers "petitioned for or employed at an institution of higher education" and certain affiliated nonprofits and research organizations "are not subject to this numerical cap." Our guide to cap-exempt H-1B employers explains who else qualifies.
How many H-1B petitions does UW-Madison file?
In the USCIS H-1B Employer Data Hub extract this site uses, UNIV OF WI SYSTEM MADISON has 647 H-1B petitions across FY2024 through FY2026 (FY2026 is a partial year), counting first decisions on new-employment and continuing petitions, approved and denied. That makes it the second-largest filer on our Wisconsin hub (42 employers, 4,775 petitions), behind Fiserv in Milwaukee with 992; a smaller "UNIV OF WI SYSTEM/MADISON" name variant also appears. The count covers the whole university and says nothing about open jobs or your department's habits. See the UW-Madison employer page, the Wisconsin sponsor hub, and our ranking of top universities by H-1B approval volume.
Does the $100,000 H-1B fee affect UW-Madison hires?
Not as of 2026-11-01. IFSS's fee-update page (last updated 2026-09-21) says "for now, the H-1B $100k fee is not in effect." Proclamation 11069 stands on paper through 2027-09-21, but court orders block the agency policies that would collect the payment; USCIS says DHS "still plans to collect" if the order is lifted. Change-of-status approvals granted inside the US were never covered. CRS Insight IN12747 (2026-10-14) reports that initial H-1B petitions for consular processing from cap-exempt employers fell 91% in the fee's first eight months, compared with a year earlier.
Florida paused new H-1B hires at 12 public universities (from 2026-03-02), and Texas froze new H-1B petitions at state agencies and public universities (from 2026-01-27). We found no comparable pause on UW-Madison's IFSS pages (checked 2026-11-01); confirm with IFSS.
Which UW-Madison positions cannot be sponsored for H-1B?
Fellowship-funded "non-service" appointments. The IFSS H-1B overview says that when someone "receives a fellowship or traineeship such as those granted by NIH, NSF, AHA, etc., the UW does not have an employer-employee relationship. Therefore, the UW cannot sponsor H-1B status" for those titles.
UW-Madison titles and H-1B eligibility, per IFSS (as of 2026-11)
| Appointment type | UW title and code | Can UW sponsor H-1B? | What IFSS points to instead |
|---|---|---|---|
| Postdoctoral, fellowship-funded | Postdoctoral Fellow PD003 (ET2), Postdoctoral Trainee PD004 (ET2) | No | J-1 Research Scholar, or your own work authorization such as an EAD |
| Graduate, fellowship-funded | Graduate Intern/Trainee PD001 (ET4) | No | J-1, or your own work authorization |
| Other non-service | Adv. Opp. Fellow SA001, Fellow SA002, Scholar SA010, Trainee SA013 (all SA1) | No | J-1, or your own work authorization |
| Service appointment requiring a related bachelor's degree or higher | Paid through UW payroll (IFSS's example of a service title is Research Associate) | Possible, never promised | H-1B through IFSS if the department starts it and the wage meets DOL rules |
The Options for Post Docs page says "J-1 Research Scholar status is the UW's recommended status for post-degree trainee titles," though the university "may use the H-1B classification for some Postdegree Trainees that meet DOL and USCIS requirements." Its banner says the content "may be impacted by the Duration of Status rule change"; that rule is blocked as of 2026-11-01.
A J-1 has its own limits: research scholars can stay up to five years, then face a two-year bar on repeating the category, and funding can trigger the separate 212(e) home-residency rule. See J-1 vs H-1B for researchers and postdocs. For a service appointment, our guide to NIH postdoc salary in 2026 vs H-1B wage levels shows how to check the DOL wage; DOL's rule to raise those levels (RIN 1205-AC30) is still only proposed.
UW-Madison OPT: why the university cannot hire you on STEM OPT
You can work at UW-Madison on your 12 months of post-completion OPT, but not on the 24-month STEM extension. The IFSS F-1 OPT page says "UW-Madison cannot employ F-1 OPT STEM Extension participants, because UW-Madison does not meet the E-Verify employer requirement," and USCIS's STEM OPT page requires a STEM OPT employer to "Be enrolled in E-Verify." At UW, your first OPT year is your whole OPT runway, though IFSS (on its Options for Post Docs page) still "recommends F-1 and J-1 students use this opportunity for their first year of employment."
Two offices split the work. Your OPT application, SEVIS record and unemployment days belong to the DSO at the school that granted your degree. What comes after OPT is an IFSS question: the OPT page says IFSS "may suggest J-1, TN, E-3 or H-1B status to continue working at the UW" and tells you to "Talk to your Human Resources Representative to initiate the discussion."
Does cap-gap protect a UW-Madison H-1B?
No. USCIS's cap-gap page says cap-gap "applies only to beneficiaries of cap-subject H-1B petitions, not to beneficiaries of cap-exempt H-1B petitions." Nothing extends OPT work past your EAD end date while a UW petition is pending, and the F-1 60-day grace period does not authorize work. Our explainer on whether cap-gap applies to cap-exempt H-1Bs covers the timing.
UW's clock is tight. The IFSS overview says the DOL step "may not start more than 6 months prior to the requested H-1B start date," that "Normal processing can take as long as 6-8 months," and that the process "generally takes at least 3 months even using premium processing." The OPT page says "Do not wait to start this discussion." One correction: IFSS still prints a $2,805 premium fee; the USCIS fee schedule (G-1055, edition 10/26/26) lists $2,965 for most I-129 petitions, in place since 2026-03-01.
A worked timeline (illustrative dates)
Assume you finish a UW-Madison master's in December 2026 and your OPT EAD runs 2027-02-01 to 2028-01-31. Your own EAD and I-20 govern.
Two paths from the same OPT card (as of 2026-11)
| Date | UW-Madison service appointment (cap-exempt) | Private Madison employer (cap-subject) |
|---|---|---|
| Feb 2027 | Start on post-completion OPT; reported employment stops the 90-day unemployment count | Same |
| Mar 2027 (expected, not announced) | No lottery | FY2028 registration; if selected, the employer files for an Oct 1, 2027 start |
| Aug 1, 2027 | Earliest DOL step for a Feb 1, 2028 H-1B start (IFSS's 6-month rule) | Petition pending if selected; OPT work continues |
| Oct 1, 2027 | No change | Earliest FY2028 H-1B start |
| Jan 31, 2028 | OPT EAD ends; with no cap-gap or STEM OPT at UW, the new status must be approved and in effect to keep working | If not selected, a STEM graduate at an E-Verify employer may qualify for the 24-month extension, filed before the EAD ends |
Normal processing can outrun that six-month window, so premium processing is a question for IFSS and your department, and the HR conversation belongs well before August 2027.
Which Madison companies sponsor H-1B?
Beyond the university, the Madison-area names in our extract are private, cap-subject employers: a new hire generally needs a lottery selection unless already counted against the cap in the past six years.
Madison-area employers in the extract's Wisconsin list (FY2024 to partial FY2026), as of 2026-11
| Employer, as named in the extract | City | What it does | H-1B route for a new hire |
|---|---|---|---|
| UNIV OF WI SYSTEM MADISON | Madison | University and research | Cap-exempt, any time of year |
| EPIC SYSTEMS CORPORATION | Verona | Electronic health record software | Cap-subject (lottery) |
| AMERICAN FAMILY MUTUAL INSURANCE (two name variants) | Madison | Insurance | Cap-subject (lottery) |
| EXACT SCIENCES CORPORATION | Madison | Cancer screening and diagnostics | Cap-subject (lottery) |
| FETCH REWARDS (Inc and LLC entries) | Madison | Consumer rewards app | Cap-subject (lottery) |
| LABCORP EARLY DEVELOPMENT LABORATORIES INC | Madison | Drug development services | Cap-subject (lottery) |
Epic, the area's best-known large employer, sits further down the Wisconsin list without its own data page; check its current figures in the USCIS H-1B Employer Data Hub. The Hub's city is the employer's mailing address, "not necessarily the beneficiary(ies) work location," per USCIS's Data Hub guide, so ask smaller Madison-addressed firms whether a role is in-house or at a client site.
For the lottery, the USCIS registration page still shows FY2027; USCIS must announce FY2028 at least 30 calendar days ahead, and wage-weighted selection (a Level IV wage counts four times, Level I once) applies.
One trap: under 8 CFR 214.2(h)(8)(iii)(F)(5), when cap-exempt employment ends and no new cap-exempt petition follows, a worker not previously counted becomes subject to the cap. A UW H-1B does not carry you to Epic without a lottery; a move to another university is a different case.
Is Madison a good place to find an OPT job?
Yes for health software, insurance, diagnostics and university research, with two limits: the biggest local filer cannot employ you on STEM OPT, and sponsorship is concentrated. UW-Madison and Fiserv (in Milwaukee) together account for about a third of the Wisconsin hub's 4,775 petitions (our arithmetic).
The unemployment clock sets your pace. Study in the States' unemployment counter page puts the limit at 90 days on post-completion OPT and 150 days in aggregate on STEM OPT, counting each day without employer information from your actual OPT start date (not 60 days, as some posts claim). If you will need STEM OPT, confirm E-Verify before you accept; see our E-Verify employer lookup guide.
The proposed OPT fee rule would have the school pay $70,000 before an initial OPT recommendation and $30,000 before each later one (a cost it may pass on), only for recommendations dated 60 or more days after a final rule. As of 2026-11-01 it is a proposal, not law.
How far are Milwaukee and Chicago employers from Madison?
In a straight line, Milwaukee is about 75 miles east of Madison and Chicago about 120 miles southeast; both drives are longer. Milwaukee is a long daily commute, and a Chicago job usually means moving.
Most of the Wisconsin hub's larger filers have Milwaukee-area addresses: Fiserv, Northwestern Mutual, Rockwell Automation, Johnson Controls, GE Precision Healthcare in Waukesha and the Medical College of Wisconsin. The medical college and Marquette University are higher-education employers, so ask whether a given role is filed as cap-exempt. Our Wisconsin H-1B jobs guide covers Milwaukee in depth; for Chicago, see the Chicago H-1B job market guide and the Chicago sponsor hub.
Location changes the paperwork. DOL's H-1B program page says employers must pay the actual wage or "the prevailing wage for the occupation in the area of intended employment," whichever is greater, and Madison and Chicago can carry different required wages. If you would live in Madison and work for an out-of-town employer, ask its immigration counsel how your worksite will be covered.
How to check a Madison offer for sponsorship, step by step
- Ask the hiring unit's HR representative which title and appointment code the offer uses, and whether it is a service appointment IFSS can sponsor.
- Search the H-1B Employer Data Hub for the employer's legal name and variants, separating new-employment from continuing petitions.
- Check E-Verify participation if you expect to need STEM OPT.
- Confirm your OPT dates and unemployment days in the SEVP Portal and with your DSO.
- Compare the salary with the Madison-area prevailing wage on DOL's FLAG wage search, or ask which wage level the employer expects.
- Ask a private employer whether it registers OPT hires in the lottery, and a UW department whether it can finish the H-1B before your OPT EAD ends.
- Book a licensed immigration attorney if you are weighing a cap-exempt UW H-1B against a cap-subject private offer.
Common mistakes
- Reading "UW-Madison sponsors H-1B" as "my job will be sponsored." Sponsorship is never required; your title, funding and salary decide it.
- Planning a STEM OPT year at UW-Madison. The university cannot employ STEM OPT participants.
- Counting on cap-gap for a university H-1B. Cap-gap covers cap-subject petitions only.
- Asking to retitle a fellowship as a staff job. IFSS warns that misclassifying a non-service appointment as a service one "exposes UW-Madison and the individuals involved to possible immigration fraud."
- Assuming a UW H-1B gets you to a private employer without a lottery. Leaving cap-exempt employment makes you cap-subject unless you were counted before.
- Repeating stale fee claims. The $100,000 payment is not being collected, and the OPT fee is only a proposal that would bill schools.
Frequently asked questions
Does UW-Madison sponsor H-1B visas?
Yes, for eligible positions, but never as a requirement. UW-Madison Human Resources says sponsorship is never required and the job must pay at least the DOL prevailing wage. As a university, UW-Madison files cap-exempt petitions, so there is no lottery (as of November 2026).
Which UW-Madison positions cannot be sponsored for H-1B?
UW-Madison's International Faculty and Staff Services office (IFSS) says it cannot sponsor fellowship-funded non-service appointments, including Postdoctoral Fellow (PD003), Postdoctoral Trainee (PD004), Graduate Intern/Trainee (PD001) and the Fellow, Scholar, Trainee and Advanced Opportunity Fellow titles, because a fellowship creates no employer-employee relationship with the UW. IFSS recommends J-1 Research Scholar status for post-degree trainee titles.
Which Madison companies sponsor H-1B?
In the USCIS Employer Data Hub extract we use (FY2024 to partial FY2026), UW-Madison has 647 petitions, second in Wisconsin behind Milwaukee-based Fiserv (992). Madison-area names on the same list include Epic Systems, American Family Mutual Insurance, Exact Sciences, Fetch Rewards and Labcorp Early Development Laboratories. Past petitions are not job openings, so confirm each employer's current policy.
Is Madison a good place to find an OPT job?
It can be, with two limits. UW-Madison, the largest local filer, cannot employ STEM OPT participants because it does not meet the E-Verify requirement, and private Madison sponsors need a lottery selection for most new hires. With 90 days of unemployment allowed on post-completion OPT (150 in aggregate with STEM OPT), many candidates search Milwaukee and Chicago at the same time.
How far are Milwaukee and Chicago employers from Madison?
In a straight line, Milwaukee is about 75 miles east of Madison and Chicago about 120 miles southeast, and both drives are longer, so a Chicago job usually means relocating. The H-1B wage is set for the area of intended employment, so if you would live in Madison and work for an out-of-town employer, ask its immigration counsel how your worksite will be covered.
