Orlando H-1B Jobs: Siemens Energy, AdventHealth, Simulation and Defense (With ITAR Limits) and UCF
Orlando's H-1B sponsors are mostly Siemens companies, AdventHealth and IT and staffing firms, while ITAR and Florida's university pause close two of its best-known doors.

Part of our guide to H-1B jobs by state and city.
H-1B jobs in Orlando come mostly from a short list of private employers: three Siemens companies (energy, industrial and medical technology), the AdventHealth hospital system, IT services firms and a nurse-staffing company. As of November 1, 2026, two of the region's best-known doors are mostly shut to new sponsorship. Defense and military-simulation work that touches ITAR-controlled technical data is generally limited to US persons, and the University of Central Florida (UCF) sits inside Florida's pause on new H-1B hires at public universities, in effect from 2026-03-02 until at least 2027-01-05. Disney sponsors selectively, mainly for technology and engineering roles.
For Miami, Tampa and Jacksonville, see our statewide Florida H-1B jobs guide; this page stays on the Orlando region.
Status as of November 1, 2026
- Florida public-university pause: in effect since 2026-03-02, "at least through January 5, 2027"; renewals unaffected.
- Wage-weighted H-1B selection: in effect since 2026-02-27 under the weighted selection rule (Level IV entered four times, Level I once).
- FY2028 registration: not announced; USCIS must give at least 30 days' notice (8 CFR 214.2(h)(8)(iii)(A)(3)) and posts dates on its registration page. March 2027 is an expectation only.
- $100,000 H-1B fee: not being collected. Proclamation 11069 stands on paper through 2027-09-21, but courts have blocked the agency policies that carry it out (appeals pending), and a change of status granted inside the US was never covered. The $103,265 cap-subject fee is only proposed.
- OPT: unemployment limits unchanged at 90 days (150 on STEM OPT). The OPT fee rule is only proposed (the school would pay); comments close 2026-11-09.
Which companies sponsor H-1B in Orlando?
The largest Orlando-area H-1B filers in the USCIS Employer Data Hub extract we use are Avant Healthcare Professionals, Siemens Industry, Siemens Energy, Siemens Medical Solutions USA, Elite IT Technologies and two AdventHealth entities. Together they account for about 1,270 petitions across FY2024 to FY2026, roughly 9% of Florida's 14,640 in the same extract (our arithmetic).
The figures come from our Florida employer hub (142 employers), since we have no Orlando metro page yet. FY2026 is partial, so totals are not three full years. FY2024 initial-employment approvals are the closest proxy for new hires such as an OPT-to-H-1B case.
Orlando-area H-1B filers, USCIS Employer Data Hub extract (FY2024-FY2026, FY2026 partial; read 2026-11-01)
| Employer (legal name in the Hub) | Hub city | Petitions, FY2024-FY2026 | FY2024 initial-employment approvals | What it tells you |
|---|---|---|---|---|
| Avant Healthcare Professionals LLC | Maitland | 368 | 30 | Nurse staffing; most of the total falls after FY2024, and it says little about engineering or analyst roles |
| Siemens Industry Inc. | Orlando | 222 | 31 | Automation, building and electrical products |
| Siemens Energy Inc. | Orlando | 197 | 33 | Power generation and grid equipment |
| Siemens Medical Solutions USA Inc. | Orlando | 161 | 28 | Siemens Healthineers' US medical-technology company |
| Elite IT Technologies LLC | Orlando | 117 | 5 | IT services; ask where you would actually work |
| Adventist Health System Sunbelt | Altamonte Springs | 103 | 44 | AdventHealth filer; ask whether your role is filed cap-exempt |
| Adventist Health System Sunbelt, d/b/a AdventHealth Orlando | Altamonte Springs | 102 | No FY2024 row | A second AdventHealth filer name |
Read the city column with care. USCIS's Understanding Our H-1B Employer Data Hub page defines it as "the City indicated in the mailing address of the employer and is not necessarily the beneficiary(ies) work location," so take the worksite from the posting. The live H-1B Employer Data Hub now says it covers FY2009 through FY2026 (quarter 4), so it may run ahead of the extract.
Siemens Energy, Siemens Industry and Siemens Medical Solutions
Each is a separate petitioner, so the legal employer on your offer decides which record applies. Siemens Energy announced on 2026-07-14 a staged move to a new brand, Omterra, so postings may carry either name. All three are for-profit and cap-subject: a first H-1B for an OPT graduate normally goes through the lottery. Commercial energy and industrial technology is not ITAR by default, but some of it is controlled under the Commerce Department's Export Administration Regulations (EAR), so ask whether your role needs an export license. Our Siemens H-1B guide compares five US Siemens entities.
AdventHealth and Orlando's hospital systems
Two AdventHealth filer names use Altamonte Springs addresses, and one had 44 FY2024 initial-employment approvals, a sign of real new-hire activity. Do not assume a nonprofit hospital is cap-exempt. Under 8 CFR 214.2(h)(8)(iii)(F), a nonprofit qualifies through a university tie, such as a written affiliation agreement where "a fundamental activity" of the nonprofit is to contribute directly to the university's research or education mission, or as a nonprofit research organization. Ask HR how your role would be filed. Orlando Health does not appear in our Florida hub; search the Data Hub before ruling it in or out.
IT services and staffing firms
Elite IT Technologies is the largest Orlando-address IT services filer in the extract. If an employer would place you at a client site, ask who the end client is and who supervises you. A USCIS H-1B reform proposal (RIN 1615-AD00) has been under OIRA review since 2026-08-24; its agenda abstract mentions "increasing oversight over third party placements" and "revising eligibility for cap exemptions." The text is unpublished, so nothing has changed yet.
Can international students work in Orlando's simulation and defense industry?
Sometimes, but rarely on defense programs. Under the International Traffic in Arms Regulations (ITAR), F-1, OPT and H-1B holders are foreign persons, and military simulators are on the US Munitions List, so most defense-simulation engineering roles are limited to US persons unless the employer obtains a State Department license.
The rules behind that answer:
- The export rule. 22 CFR 120.50 lists as an export "Releasing or otherwise transferring technical data to a foreign person in the United States (a deemed export)."
- Who counts as a US person. Under 22 CFR 120.62, a lawful permanent resident or a "protected individual" under 8 U.S.C. 1324b(a)(3), which covers US citizens and nationals and certain refugees and asylees. A visa, an EAD or an approved H-1B does not make you one.
- Simulation is named in the list. USML Category IX, "Military Training Equipment and Training," covers in paragraph (b)(1) "System specific simulators that replicate the operation of an individual crew station, a mission system, or a weapon" of an end-item the USML controls. That describes much of the military training-simulation work in the Orlando area.
- Dual-use technology works differently. The EAR treats releasing controlled technology or source code to a foreign person in the US as a deemed export to that person's most recent country of citizenship or permanent residency (15 CFR 734.13; see the Commerce Department's deemed exports page). Whether a license is needed depends on the item and your nationality.
- Clearances. Roles that require a personnel security clearance are generally open only to US citizens.
Online H-1B counts for regional defense employers such as Lockheed Martin and L3Harris are unreliable, and a company-wide number says nothing about whether your program is controlled. Our guide to aerospace jobs and the ITAR citizenship wall covers the national picture, and our explainer on answering the "Are you a U.S. person?" question covers the application form; answer it accurately.
Orlando simulation and defense roles, a screening checklist (as of 2026-11)
| Role type | Typical export-control picture | Realistic on F-1, OPT or H-1B? | Ask the recruiter |
|---|---|---|---|
| Military training simulators, weapon-system software | USML Category IX or another ITAR category | Rarely; needs a State Department license | Does this role need access to ITAR technical data? |
| Cleared program roles | Clearance plus ITAR | Generally no | Is a clearance required to start, or later? |
| Commercial simulation (healthcare training, theme-park ride and show systems, games) | Usually not ITAR; some items may fall under the EAR | Often | Is any of the technology EAR-controlled for my nationality? |
| Corporate roles at defense firms (finance, HR, some IT) | May not touch technical data | Sometimes | Is this position restricted to US persons? |
| University simulation research | Open research is often outside controls; some sponsored projects are controlled | Depends on the project; UCF is inside the H-1B pause | Is the project export-controlled? |
Can UCF file new H-1Bs during the Florida pause?
Not for new hires right now. On 2026-03-02 the Florida Board of Governors paused new H-1B hires at all 12 public universities, UCF included, effective immediately and lasting "at least through January 5, 2027," according to Central Florida Public Media. The same report says the pause "does not impact workers who are currently employed or up for renewal on those visas."
What that means for you:
- OPT work at UCF needs no petition. The Board's action covers new H-1B hires, so on its own it does not block OPT employment (our reading).
- Timing gets tight. A cap-exempt petition gets no cap-gap under 8 CFR 214.2(f)(5)(vii), so a UCF H-1B would need approval before your EAD ends to avoid a gap in work (our reading; confirm with UCF's international office and an attorney).
- The date is a floor. "At least" means the pause does not end automatically on 2027-01-05. Check the Board's actions after that date.
- Private universities sit outside it. Embry-Riddle Aeronautical University (Daytona Beach) and Florida Institute of Technology (Melbourne) both appear among our Florida hub's filers, though some aerospace research there may be export-controlled too.

Does Disney sponsor H-1B for Orlando jobs?
Yes, selectively. Disney entities appear in public H-1B and Labor Condition Application records, mostly for software, data, engineering and analytics roles. Around Orlando that means parks technology, revenue and pricing analytics, and Walt Disney Imagineering's ride and show systems. Disney is a for-profit, cap-subject employer, so a first H-1B usually goes through the wage-weighted lottery. Front-line cast roles generally are not specialty occupations. Our full answer to whether Disney sponsors H-1B shows how to verify a specific team in public data.
Is Orlando a good city for engineers on OPT?
It can be, if your field matches its commercial employers: power and industrial engineering, medical technology, healthcare IT and data, and commercial simulation. It is a weak fit for defense work. Four facts shape the search:
- Your wage level is local. Under the weighted lottery, the level compares the offered wage with the prevailing wage for your occupation in the area of intended employment, so one salary can land at different levels in Orlando and a coastal metro. Look up your occupation on DOL's OFLC Wage Search.
- STEM OPT needs the right employer. Per USCIS's STEM OPT page, the employer must be enrolled in E-Verify and attest to the training by signing Form I-983. The 180-day automatic extension for a timely STEM OPT filing is unchanged by the October 2026 EAD rule.
- The unemployment clock keeps running. It is 90 days on post-completion OPT and 150 in aggregate on STEM OPT, counted as the SEVIS Help Hub describes.
- Florida's student count fell less. Florida's active F/M SEVIS records were down 1.5% in October 2026 from October 2025, against 7.1% nationally (1,192,572 records), by our sums of DHS's October 2026 SEVIS Data Mapping Tool data. Active records are not enrollment or new students.
A worked timeline: one OPT engineer, three Orlando leads
Say you finished a STEM master's at UCF in May 2026 and your OPT EAD runs from 2026-06-15 to 2027-06-14. By 2026-11-01 you have used 45 of your 90 unemployment days. Every date below is illustrative.
| Date | What happens | What it means |
|---|---|---|
| November 2026 | A simulation-software posting says "U.S. persons only (ITAR)" | You are not a US person under 22 CFR 120.62; move on unless the recruiter confirms the role touches no controlled data |
| December 2026 | A UCF lab offers an OPT research job | OPT work needs no petition; a new UCF H-1B waits for the pause to end, at the earliest after 2027-01-05 |
| January 2027 | Siemens Energy offers a controls-engineering role (cap-subject) | Ask whether it will register you; FY2028 dates are not announced |
| March 2027 (expected, not announced) | FY2028 registration | Your offered wage against the Orlando-area prevailing wage sets your wage level and so your number of entries |
| Before 2027-06-14 | EAD end date | Two mechanisms can carry work past it: cap-gap for a timely cap-subject change-of-status petition (to April 1 of the fiscal year requested, or the start date if earlier), or the 180-day extension for a STEM OPT I-765 filed before the EAD expires |
Your EAD and I-20 govern over this sketch. Take cap-gap and STEM OPT timing to your DSO, and petition strategy to the employer's immigration attorney; the USCIS cap-gap page has the current rule.
How to vet H-1B jobs in Orlando before you apply
- Search the USCIS H-1B Employer Data Hub for the exact legal name on the posting; compare initial with continuing approvals.
- Open DOL's OFLC performance data page and search the LCA disclosure file (the latest is FY2026 Q3) for your job title and an Orlando worksite.
- Look up your occupation's Orlando-area prevailing wage on the OFLC Wage Search to see which wage level an offer reaches.
- Screen every defense or simulation posting for ITAR, EAR and clearance language, and ask about export control on the first call.
- Ask HR whether the role would be filed cap-exempt or cap-subject; at a Florida public university, ask whether the Board of Governors pause blocks a new petition.
- Confirm E-Verify enrollment and willingness to sign Form I-983 before you accept, if you will need STEM OPT.
- Report each new employer (the SEVP Portal on post-completion OPT; a new Form I-983 through your DSO on STEM OPT), and talk to your DSO well before your unemployment days near 90 (150 on STEM OPT).
Common mistakes
- Reading the Hub city as the job location. It is the employer's mailing address. All three Siemens companies list Orlando, but their jobs can sit elsewhere.
- Treating "simulation" as one category. A theme-park ride system and a military flight trainer face very different export rules. Ask about the program, not the industry.
- Judging a defense role by company-wide counts. A Lockheed Martin or L3Harris total cannot tell you whether your team works with ITAR data.
- Assuming every nonprofit hospital is cap-exempt. It needs a qualifying university tie or nonprofit research-organization status.
Frequently asked questions
Which companies sponsor H-1B in Orlando?
In the USCIS Employer Data Hub extract we use (FY2024-FY2026, FY2026 partial), the largest Orlando-area filers are Avant Healthcare Professionals (368 petitions, nurse staffing), Siemens Industry (222), Siemens Energy (197), Siemens Medical Solutions USA (161), Elite IT Technologies (117) and two AdventHealth entities (103 and 102). The Hub's city is a mailing address, not necessarily the worksite.

Some can, but rarely on defense programs. Under ITAR, F-1, OPT and H-1B holders are foreign persons, and sharing controlled technical data with them in the US is an export, so military simulator roles are generally limited to US persons unless the employer obtains a State Department license. Commercial simulation, theme-park technology and some corporate roles at defense firms are the realistic openings.
Can UCF file new H-1Bs during the Florida pause?
Not for new hires. The Florida Board of Governors paused new H-1B hires at all 12 public universities, UCF included, from 2026-03-02 until at least 2027-01-05; current employees and renewals are unaffected. The January date is a floor, not an automatic end.
Does Disney sponsor H-1B?
Yes, selectively, mostly for software, data, engineering and analytics roles, which around Orlando means parks technology, pricing analytics and Imagineering. Disney is cap-subject, so a first H-1B usually goes through the wage-weighted lottery, in effect since 2026-02-27. Front-line park jobs generally are not specialty occupations.
Is Orlando a good city for engineers on OPT?
It can be if your field matches its commercial employers (power, industrial and medical technology, healthcare IT, commercial simulation) and you screen out ITAR-restricted defense roles early. As of November 2026 the OPT unemployment limit is still 90 days (150 in aggregate on STEM OPT), and STEM OPT needs an E-Verify employer and a Form I-983.
